YEREVAN, AUGUST 5, ARMENPRESS. The Armenian Ministry of Defense denies the statement of the Azerbaijani defense ministry on opening fire at the border.

“The defense ministry of Azerbaijan continues spreading disinformation, announcing that the units of the Armenian Armed Forces have shelled the Azerbaijani positions located in several directions of the Armenian-Azerbaijani border in the past few days”, the Armenian Defense Ministry said, stating that the situation on the Armenian-Azerbaijani border is relatively stable and is under the full control of the Armenian Armed Forces.

Two soldiers from the defense force of the de-facto Artsakh Republic was killed and 14 others were injured in strikes by Azerbaijani forces in the north-western part of the Nagorno-Karabakh region on Wednesday, according to the Artsakh Defense Army.

The Republic of Artsakh is a de facto republic internationally recognized as part of Azerbaijan. In 2020, the area where the republic is situated was recaptured by Azerbaijan.


According to the Artsakh Defense Army, Azerbaijani forces used mortars, grenade launchers and UAVs to attack their forces near the line of contact. Video reportedly from the Azerbaijani military showed a Bayraktar drone carrying out a strike on a position of Armenian forces in the northeast of the region.

Meanwhile, the Azerbaijani Defense Ministry claimed that Armenian militants fired at Azerbaijani positions in the Lachin district on Wednesday morning, killing one Azerbaijani soldier.

The Azerbaijani Defense Ministry announced later in the day that it had carried out an operation it titled "Revenge" against a number of groups of Armenian forces in the region. The ministry additionally claimed that "Armenian armed groups" tried to seize the Kyrghgiz hill and establish new combat positions there.


Azerbaijani forces took control of the hill, as well as Sarybaba and a number of other locations in the area, and began building new positions and supply roads, according to the defense ministry.

Lachin links the Nagorno-Karabakh region with Armenia and is under the supervision of Russian peacekeeping forces. During an extraordinary session of the Armenia Security Council on Tuesday, it was reported that the Azerbaijani side presented a demand to organize traffic between Armenia and Nagorno-Karabakh through a new route outside of the Lachin Corridor.


On Wednesday, the secretary of the security council, Armen Grigoryan, rejected the demand by Azerbaijan, saying that no work has been done on such a plan and no agreement has been reached on the matter, making the demand "illegitimate." In an interview with Al Jazeera in June, Armenian Prime Minister Nikol Pashinyan had called demands for a corridor outside the Lachin area a "redline."

Later on Wednesday, the president of the Artsakh Republic, Arayik Harutyunyan, declared a partial military mobilization in the region.

The Azerbaijani Foreign Ministry stated on Wednesday that Armenia has not fulfilled the obligations it assumed under the ceasefire reached between the two countries after the Nagorno-Karabakh War in 2020, stressing that Armenian forces and forces affiliated with the country had agreed to leave the area, but had not done so.

"The bloody incident that took place on August 3 once again demonstrates that Armenia grossly violated the tripartite agreement, and at the same time undermined the efforts towards the normalization of relations between the two states. This is also an indicator of Armenia's disrespect for the efforts of international mediators," said the Foreign Ministry, placing "the entire responsibility of the incident" on the political and military leadership of Armenia.

On Monday, the Artsakh Defense Army claimed that it had prevented an attempt by Azerbaijani forces to cross the line of contact from the north and northwest. One soldier from the ADA was injured in the incident.

On Tuesday, the Russian Defense Ministry stated that it had recorded three violations of the ceasefire by Azerbaijani forces within a 24-hour period.

In June, a series of clashes were reported by both Azerbaijani and Armenian authorities near the border between the two countries.

Why three Dashnaks were not allowed into Armenia

Three diaspora Armenians, members of the ARF (Armenian Revolutionary Federation) Dashnaktsutyun political party, have been denied entry to Armenia. Two were not allowed to their homeland on August 1.

The National Security Service has banned Masis Abrahamyan, Chairman of the Hay Dat (Armenian Question) Committee of the ARF Dashnaktsutyun Party in the Netherlands, and his daughter, from entering Armenia. In July, border guards also prevented ARF Bureau member Murad Papazyan, who had come from France, from entering Armenia.

The government explained that Papazyan was not allowed to enter for having organized an attack on a government motorcade led by the Armenian Prime Minister in Paris. So far no information has been received from the prime minister’s office regarding the Abrahamyans. Journalists interested in the matter were advised to contact the National Security Service.

According to political scientist Suren Surenyants, both the government and the ARF party have recently “demonstrated equally unacceptable behavior.”

The border guards did not explain why Masis Abrahamyan and his daughter Syune, who arrived from the Netherlands, could not enter Armenia. The Abrahamyans believe they were not allowed to enter for political reasons and on the direct order of Prime Minister Nikol Pashinyan.

“This is a manifestation of revenge on the part of Nikol Pashinyan for actions we have organized in opposition to his government. I’m sure he didn’t appreciate our civil actions,” Masis Abrahamyan said.

In his opinion, he and his daughter did nothing illegal, but merely exercised their rights by organizing a protest.

In May 2022, during an official visit by the Prime Minister of Armenia to the Netherlands, representatives of the Dashnaktsutyun party organized a protest, during which participants shouted insults at Pashinyan.

The National Security Service has also not yet reported why the father and daughter were barred from entering Armenia.

The wife of Masis Abrahamyan also flew to Yerevan; she was allowed into the country. All members of the family are Dutch citizens.

According to the Law on Aliens, entry into Armenia is not allowed if the foreigner carries out activities, or is a member an organization conducting activities, the purpose of which is

  • to harm the state security of Armenia,
  • to overthrow the constitutional order
  • to carry out a terrorist act

The ARF Dashnaktsutyun party intends to file lawsuits against the Armenian government on behalf of the Abrahamyans and Murad Papazyan.

In July, border guards prevented French-Armenian Murad Papazyan from exiting the airport in Yerevan, saying he was “persona non grata” in Armenia.

The government explained that entry was denied because Papazyan had organized an attack on a motorcade led by the prime minister in Paris.

In the summer of 2021, a protest against the Prime Minister of Armenia was organized in Paris. Its participants threw various objects into the cars of Nikol Pashinyan’s motorcade. During the incident, the mirror of the car in which Armenian journalists were traveling was broken.

Murad Papazyan categorically denied having organized the action or having participated in it. He had, moreover, visited Armenia four times after the incident. He reminded journalists of this and said that he considers the ban on entry a political decision.

The list of unwanted persons is compiled by the National Security Service. According to the law, to place anyone on the list, information may be submitted to the National Security Service from the office of the President of Armenia, the police, the Ministry of Foreign Affairs and the Migration Service.

According to Artsvik Minasyan, secretary of the Hayastan (Armenia) parliamentary opposition party, and member of the Supreme Body of the ARF, such actions were not observed even during the Bolshevik period. He believes the government’s goal is to silence its opponents:

“To discredit the diaspora, to inspire it with fear that if you criticize or take any action against the current government, then know that this will be your fate.”

The Dashnaktsutyun believes that “the Armenian authorities continue the pernicious policy of deepening the internal split and weakening national resistance.” The party council issued a statement condemning the government’s “policy of political repression, national division and deprivation of homeland.”

According to ARF members, this is another manifestation of “serving someone else’s agenda and interests.”

“Such policies are doomed to failure, and the ARF will not deviate from its principles and political convictions. We will do our best to create a government that will serve Armenian statehood and national interests,” the statement says.

According to political scientist Suren Surenyants, both the approach of the government and the ARF party are equally unacceptable. He says that the actions of the government were preceded by “not so civil actions” by the Dashnaks abroad.

“The government is acting on the principle of “an eye for an eye”, that is, you insult us abroad, and we forbid you from entering Armenia,” the political scientist said, commenting on the situation at the request of JAMnews.

He says the government can be criticized both in Armenia and abroad, but violence and insults are unacceptable, both of which characterized Dashnaktsutyun activities abroad:

“For example, in France, no matter how much they deny it, there was an element of hooliganism. In the Netherlands they shouted insults, obscene expressions.”

Suren Surenyants holds that diaspora Armenians should learn to respect the results of Armenian elections, regardless of their political preferences.

The political scientist believes that denial of entry to three ARF members will cause tension with the diaspora, and this should be avoided. He notes, however, that the current situation is the result of mutual antagonism.

“It is not necessary to blame only the authorities for erecting barricades. The ARF is also erecting barricades. The government could show greater social responsibility and not build them. But we have what we have.”

In Surenyants’ view, if the government decided to protect the reputation of Armenia in this way, this should not apply to only one party.

“If the ARFD diaspora activists who carry out uncivilized actions are deprived of the right to visit Armenia, then some other circles should also meet the same punishment. For example, Russian and Russian-Armenian figures who not only discredit the Armenian government but also cast doubt on the sovereignty of the country,” the political scientist concluded.

An American with Armenian roots earned $ 25 million on illegal unlocking of phones

Former owner of T-Mobile's Eagle Rock retail store, 44-year-old Argishti Khudaverdyan of Burbank, has been found guilty by a jury on 14 federal criminal charges in a $25 million fraud scheme, according to the U.S. Department of Justice.

He enriched himself by stealing the credentials of T-Mobile employees and using illegal access to the company's internal computer, he used systems to illegally “unlock” mobile phones.

Argishti Khudaverdyan, a US resident of Armenian origin, was found guilty of one count of conspiracy to commit wire fraud, three counts of wire fraud, two counts of accessing a computer to fraud and obtain valuables, one count of knowingly accessing a computer without permission to obtaining information, one count of conspiracy to commit money laundering, five counts of money laundering, and one count of aggravated identity theft.

A jury returned a guilty verdict on July 29 evening in United States District Court .

According to evidence presented during the four-day trial, Khudaverdyan ran a multi-year scheme to illegally unlock and hack mobile phones, which generated approximately $25 million in criminal proceeds. During this time, most mobile phone companies, including T-Mobile, “locked” their customers' phones so that they can only be used on the company's network until customers' phone and service contracts are completed. If customers wanted to switch to another carrier, their phones had to be “unlocked”. Carriers have also “locked” cell phones to protect consumers in case their mobile phones are lost or stolen.

From August 2014 to June 2019, the entrepreneur offered customers to officially unblock a locked smartphone so that it would work with SIM cards from other operators. He fraudulently unlocked mobile phones on the T-Mobile network, as well as on the networks of Sprint, AT&T and other carriers. The removal of the unlock allowed phones to be sold on the black market and allowed T-Mobile customers to stop using T-Mobile's services and thereby deprive T-Mobile of the revenue generated from customer service contracts and installment plans for equipment.

Khudaverdyan advertised their fraudulent unlock services through brokers, email inquiries and websites such as unlocks247.com. He falsely claimed that the fraudulent unlocks he provided were “official” T-Mobile unlocks.

From January 2017 to June 2017, Khudaverdyan and a former business partner also co-owned Top Tier Solutions Inc., a T-Mobile store in Eagle Rock Plaza. However, after T-Mobile terminated Khudaverdyan's contract in June 2017 due to his suspicious behavior on the computer and connection with unauthorized unlocking of mobile phones, Khudaverdyan continued to scam.

In order to gain unauthorized access to T-Mobile's secure internal computers, Khudaverdyan obtained the credentials of T-Mobile employees through various dishonest means, including sending phishing emails that appeared to be legitimate T-Mobile correspondence. Khudaverdyan used fraudulent emails to force T-Mobile employees to log in with their credentials so he could get employee information and fraudulently unlock phones.

While working with others in overseas call centers, Khudaverdyan also obtained T-Mobile employee credentials, which he then used to access T-Mobile systems to target higher-level employees, collecting personal information from those employees and calling the IT department. T-Mobile support. He reset employees' corporate passwords, which gave him unauthorized access to T-Mobile's systems, allowing him to unlock cell phones.

In total, Khudaverdyan and his accomplices compromised and stole the credentials of more than 50 different T-Mobile employees in the United States, and unlocked hundreds of thousands of mobile phones over the years of the criminal scheme.

Khudaverdyan received more than $25 million. He used these illegal proceeds to pay for, among other things, real estate in Burbank and Northridge.

U.S. District Judge Stephen W. Wilson has set a sentencing hearing for October 17, at which Khudaverdyan will be sentenced to 20 years in federal prison on each count of fraud, 20 years in federal prison for money laundering conspiracy, and 10 years in federal prison for each count of money laundering, five years in federal prison for each count of intentionally accessing a computer without permission to obtain information, five years in federal prison for accessing a computer for the purpose of fraud and obtaining valuables, and a mandatory two years in federal prison for aggravated identity theft.

Alain Garehbaglou, 43, of La Cañada Flintridge, a co-defendant and former co-owner of Top Tier Solutions Inc., pleaded guilty on July 5 to three felony charges: conspiracy to committing fraud using electronic means of communication, access to a secure computer for the purpose of fraud mischief and conspiracy to launder money. A sentencing hearing is scheduled for December 5.

The US Secret Service Cyber Fraud Task Force (CFTF) in Los Angeles and the IRS Western Cybercrime Investigation Unit were investigating the case.

Opposition outrage following Armenian film producer’s death in court

Armenian opposition groups have accused the government of killing Armen Grigoryan, after the controversial film producer died in court.

Dramatic footage of Grigoryan’s death in the courtroom was spread widely online on Friday. Doctors on the scene announced the cause of death as a stroke, while the preliminary results for his autopsy have yet to be released.

The producer had been in pre-trial detention since May after being charged with inciting violence and ‘publicly humiliating national dignity’.

Grigoryan was known for his controversial statements, often calling for violence against supporters of Prime Minister Nikol Pashinyan, and, in one instance, claiming that people from the Shirak Province and the Ararat Valley were offsprings of Armenian women ‘raped by Turks’ during the Turkish-Armenian war of 1920.

‘The people of Shirak and the Ararat valley have always been traitors, and the highlanders [from] Tavush, Syunik, and Artsakh [Nagorno-Karabakh] have always been true Armenians because they did not mix blood with Turks; half of them are Turks, they are bastards of Turks, how can they be Armenians?’.

Armenian authorities have stated that Grigoryan’s lawyers did not inform them of his medical history or request any special treatment, despite claiming that he had ‘apparent health issues’. 

The Armenian opposition has raised concerns about Grigoryan’s pre-trial detention conditions, accusing the government of ‘killing’ the producer, whom they claimed was a ‘political prisoner’.

Following news of his death on Friday evening, the Resistance Movement, an opposition coalition, held a rally in Yerevan holding signs that read ‘Nikol [is a] murderer’.

However, Ruben Melikyan, a senior opposition figure and the former Human Rights Defender of Nagorno-Karabakh, said during the rally that they had not seen any mistreatment of Grigoryan in detention.

‘There were minor problems that were resolved. The problem is for what and on whose order he was arrested’, Melikyan said. ‘Armen Grigoryan was in prison solely for his political views’.

Kristine Grigoryan, Armenia’s Human Rights Defender, said that it was ‘unacceptable and worrisome’ that the ‘conditions of pre-trial detention and the right to health care are not guaranteed to a person’.

She also stated that she had requested ‘clarifications’ from the Prosecutor's Office and the Ministry of Justice regarding Grigoryan’s diagnoses, and the measures taken by the authorities to treat them along with ‘other possible circumstances that led to his death’. 

‘I will be consistent in bringing the culprits to justice’, Grigoryan wrote on Facebook.

 

‘Nikol the murderer’: Protest held outside Armenian government

Opposition members and supporters on Tuesday protested against PM Nikol Pashinyan outside the Armenian government building in downtown Yerevan.

Chanting “Armenia without Nikol!”, they held pictures of film producer and government critic Armen Grigoryan, who died during his trial in Yerevan on Friday, as well as illegally arrested opposition activists.

Addressing the protesters, opposition Hayastan bloc MP Gegham Manukyan blamed Pashinyan for the public figure’s death, saying his prosecution was politically motivated.

He recalled that a police car escorting Pashinyan’s motorcade struck and killed a young pregnant woman in Yerevan in late April, adding “no one has been held to account to date”.

"Armen Grigoryan was a famous public figure. Many people were shocked by his death, but don’t forget how many of our compatriots’ hearts stopped in the wake of the war, loss of homeland, surrender of hundreds of villages to the enemy, how many parents who had lost their children to the war died, and nothing was said about it. The man in the prime minister's office, who has brought death and war to the country for four years, is to blame for it all,” the lawmaker said.

“This man brings deaths every day. He will be remembered as “Nikol the murderer!” he added.

The protesters then began chanting “Nikol the murderer!”.

Treasures of Gndevank to be displayed for the first time at upcoming exhibition in Zvartnots Museum-Reserve

YEREVAN, JULY 12, ARMENPRESS. Exhibition entitled “The Bronze Response To Interrupted Prayer” will take place in Armenia’s Zvartnots Historical-Cultural Museum-Reserve on July 13, at 19:30.

The Ministry of Education, Science, Culture and Sport told Armenpress that the treasures of Gndevank, which were discovered in the territory of the monastery years ago, will be displayed at the exhibition-concert in a unique format.

The National Chamber Orchestra of Armenia, Hover State Chamber Choir, pianist Hayk Melikyan and conductor Luc Baghdassarian will perform during the event.

The event has been organized by the “Service for The Protection of Historical Environment
and Cultural Museum-Reservations” SNCO and the National Centre of Chamber Music.

ArmInfo.The leadership of Azerbaijan will comply with the judicial acts adopted by the ECHR and the International Court of Justice of the Hague only in the event of  a threat of application and the very application of political  sanctions. An expert in the field of international law, lawyer Ara  Ghazaryan, expressed a similar opinion to ArmInfo.

"Legal processes in these courts against Azerbaijan in order to  return Armenian prisoners of war to their homeland are ongoing. The  ECHR and the Hague court have already adopted interim decisions.  However, as a rule, their implementation requires a lot of time,  which is often measured even in years. It is impossible to do it  without legal processes, but it also makes no sense to pin hopes for  the return of our guys exclusively with them," he stressed.

According to official data, 38 Armenian servicemen are still being  held in Azerbaijani captivity. However, according to human rights  activists, in reality their number is much higher. Azerbaijan,  however, hides the real number of illegally detained Armenian  citizens.

Meanwhile, the lawyer believes that from a military-political point  of view, the process of returning Armenian citizens held captive by  Azerbaijan has reached a dead end. First of all, due to the fact that  Baku uses the issue of prisoners of war as a political lever to  extract concessions from Yerevan. According to Ghazaryan, Baku can be  forced to retreat from this position only by international sanctions.  Since in the conditions of their absence, Azerbaijan has considerable  opportunities for maneuvering in order to avoid the return of  Armenian prisoners of war.

At the same time, the lawyer noted that, if the judges of the ECHR or  the Hague Court would be willing they  may well force Baku to return  the Armenian prisoners to their homeland. According to him, this may  take place if the courts not only record in their verdict the fact of  a violation of human rights,  in this case, the rights of Armenian  prisoners of war by Azerbaijan, but also instruct this violation to  be immediately eliminated. Ghazaryan noted that international courts  take such steps very rarely.

"One way or another, the trials of Armenian prisoners in Baku are  false from the legal point of view and fabricated from beginning to  end. If only because they are accompanied by numerous violations of  human rights. The very fact of the absence of a public trial already  calls into question the entire legitimacy of trials against our guys.  Not to mention everything else. But Azerbaijan continues to break  this tragicomedy, using, among other things, its own political  resources. Thus, the effectiveness of legal processes in the cases of  our prisoners of war largely depends on political processes,"  Ghazaryan summed up.
