43 MEPs sent letter to Charles Michel, alerting about Azerbaijan’s policy of ethnic cleansing in Artsakh

On the initiative of the Members of the European Parliament (MEP) François-Xavier Bellamy and Loucas Fourlas, 43 MEPs from all the major political groups addressed a letter to President of the European Council Charles Michel and the High Representative of the European Union for Foreign Affairs and Security Policy Joseph Borrell, ahead of the Pashinyan-Aliyev meeting in Brussels. 

MEPs express their concerns about Azerbaijan’s policy of ethnic cleansing against the native Armenian population of Nagorno Karabakh/ Artsakh. They urge the EU leadership to use all available leverage to pressure Azerbaijan to stop its aggressive policy in Artsakh, immediately withdraw its military forces back to their initial positions and stop any action that could endanger the indigenous Armenian population of Nagorno-Karabakh.

The letter refers in particular to the provocations unleashed by Azerbaijan in Artsakh in the recent weeks, such as the incursion of the Azerbaijani armed forces into the Armenian village of Parukh, to difficult situation caused in the village of Khramort, as well as to the humanitarian crisis in Artsakh following the cut of gas supplies by Azerbaijan. The MEPs conclude their letter by stating that the EU cannot allow ethnic cleansing in its neighborhood.

Commenting on the letter, the President of the EAFJD Kaspar Karampetian emphasized:

“This initiative of the Members of the European Parliament is a strong signal to EU executive leaders, as it provides a clear assessment of the policy pursued by Azerbaijan, qualifying it as a policy of ethnic cleansing. We must continue to be consistent for the EU to put pressure on Azerbaijan to end its anti-Armenian policy of forcing the native Armenian population out of Nagorno Karabakh/Artsakh.”

COVID-19: 19 new cases, no deaths in Armenia in past 24 hours

YEREVAN, APRIL 7, ARMENPRESS. 19 new cases of COVID-19 have been confirmed in Armenia in the past 24 hours, bringing the total number of confirmed cases to 422,629, the ministry of health said.

2683 tests were conducted on April 6.

The recoveries rose by 18 in a day, bringing the total number to 410,270.

No death case has been registered. The death toll stands at 8619.

As of April 7, the number of active cases is 2061.

NVIDIA establishing scientific-research center in Armenia

YEREVAN, APRIL 7, ARMENPRESS. NVIDIA, a computer systems design services company, is establishing a scientific-research center in Armenia, Vice Speaker of Parliament of Armenia Hakob Arshakyan said in a statement on social media.

“In 2019 the delegation led by Prime Minister of Armenia Nikol Pashinyan visited the NVIDIA headquarters in Silicon Valley. During the meeting with the company’s founder and CEO Jensen Huang, we discussed the possible cooperation with NVIDIA.

Today I am happy to inform that NVIDIA is coming to Armenia. One of the world’s leading technology giants, that has 27 billion dollars annual turnover and more than 20,000 employees globally, is opening the doors of its new office in Yerevan. The Armenia branch will be headed by Rev Lebaredian, Vice President, Omniverse and Simulation Technology at NVIDIA. 

In 1999, NVIDIA’s GPU invention spurred the growth of the computer game market and redefined the modern computer graphics.

The company’s work in the field of accelerated computing and artificial intelligence transforms transport, healthcare and production and boosts the development of many other areas.

Armenian Church celebrates Palm Sunday

One week before the Feast of the Glorious Resurrection of Our Lord Jesus Christ, the Armenian Church celebrates the Feast of Palm Sunday, celebrating the Triumphant Entry of Christ into Jerusalem.

Jesus comes into Jerusalem riding atop a donkey and the people gather to meet Him with reverence, thus fulfilling the words of the prophet from the Old Testament.

The Gospel of St. Matthew, in relating the story, refers to the prophecy, “All this was done, that it might be fulfilled, that which was spoken by the prophet, saying “Tell the daughter of Zion, Behold, your king is coming to you! He is humble and sitting on an ass, and a colt, the foal of an ass.” (Mt 21:4-5).

On His arrival, a large crowd of people gathers to greet Him, and spread their cloaks on the road before Him, while others cut branches from palm trees and place them on the path. The crowd exclaims: “Hosanna!  Blessed is the King of Israel that comes in the Name of the Lord” (Jn 12:13).

On Palm Sunday, churches are decorated with branches from willow trees and palm trees.  Following a solemn morning service, the blessed branches are distributed to the faithful. This passage from the Gospels reminds each of us about the Coming of Christ, and teaches us to live in a manner that can make us worthy to stand before the Lord and exclaim: “Hosanna (Praise God)! Blessed is He who comes in the name of the Lord!”

Armenian Foreign Minister in Moscow

The Armenian Foreign Minister has met with his Russian counterpart in Moscow the day after Prime Minister Nikol Pashinyan’s talks with European Council President Charles Michel. In Brussels, the bilateral agenda of the EU-Armenia was discussed, and negotiations were held with the President of Azerbaijan. In Armenia, the possible topics of the Armenian-Russian negotiations, scheduled immediately after the European ones, were actively discussed. Moreover, a visit to Russia by the Prime Minister of Armenia is also planned in the coming days, during which Pashinyan–Putin negotiations are expected.

Armenian Foreign Minister Ararat Mirzoyan is currently in Moscow on a working visit at the invitation of Russian Minister Sergei Lavrov. It is officially announced that the visit is timed to coincide with the 30th anniversary of the establishment of diplomatic relations between the two countries.

The head of the Russian Foreign Ministry assessed this meeting as an opportunity to “look at the whole range of areas” of cooperation and alliance with Armenia. Lavrov stated that Russia is interested in the further development of Russian-Armenian relations and the complicated geopolitical situation requires more often to compare watches and compare estimates.

“We will continue, from the position of a key ally of Armenia, to help you strengthen your defense capability, to ensure the protection of the border, and, of course, as the main trade and economic partner, as the main foreign investor, we will continue to look for new projects that will ensure the sustainability of our trade, create new production facilities, jobs.

And now another package of proposals is being prepared, which are aimed at significantly supplementing Russian investments in the economy of the Republic of Armenia”, Lavrov said.

The Armenian Foreign Minister stated that Armenia is also focused on the further development of allied relations in all areas:

“Russia played a key role in the ceasefire and hostilities in the Nagorno-Karabakh conflict zone in the fall of 2020. We are confident that the effective activity of the Russian peacekeeping forces in NK, ensuring the security of the people of Artsakh, will serve the interests of strengthening the ceasefire in NK and preventing provocations, restoring normal life, ensuring stability and security in our region”.

Sergey Lavrov, speaking about the Nagorno-Karabakh conflict and security in the region, announced that there are three groups of agreements reached by the leaders of Armenia, Azerbaijan and Russia in November 2020 and January and November 2021. And Russia intends to ensure their implementation, “including the activities of the Russian peacekeeping contingent in Karabakh, in strict accordance with its mandate.”

Thus, he touched upon the latest escalation on the line of contact in NK, where the Azerbaijani Armed Forces took the territories under the responsibility of Russian peacekeepers. The situation has escalated since March 24, and so far the Armenian side has unsuccessfully demanded the withdrawal of the Azerbaijani Armed Forces to their original positions. The Prime Minister of Armenia, in a conversation with Putin, spoke about the need to investigate the “actions or inactions” of the peacekeeping contingent stationed in Nagorno-Karabakh after the war.

Meanwhile, Lavrov, during a press conference, said that the circumstances of these events require clarification and the Russian military is looking into it:

“For us, these circumstances are not completely clear. I would like not to get ahead of myself and make final judgments. We are convinced that our Armenian friends fully trust Russian peacekeepers”.

He expressed hope that “calls to call the peacekeepers to account, to conduct an official investigation do not reflect the attitude of the Armenian people and the Armenian leadership to the huge role that the contingent plays in maintaining stability.”

According to Lavrov, the further fate of the co-chairs of the OSCE Minsk Group, which was engaged in the settlement of the Karabakh conflict before the 2020 war, is also unclear. The reason for the ambiguity is the position of the other two co-chairs, the United States and France, who, together with Russia, acted as mediators of peace negotiations:

“Our French and American partners ( so-called partners in this group), in a Russophobic frenzy and in an effort to cancel everything related to the Russian Federation, said that they would not communicate with us in that format. This is their right. If they are ready to sacrifice their interests in the settlement in Karabakh and in the Transcaucasus as a whole, then this is their choice”.

Russia considers such an approach irresponsible, Lavrov stressed, but “it will not unsettle Moscow”. Russia will continue to contribute to the implementation of the agreements reached through its mediation by the parties to the conflict.

Azerbaijan is trying to start another war, legitimize a large-scale attack on Armenia and Nagorno-Karabakh, Prime Minister of Armenia, Nikol Pashinyan stated

The Russian Foreign Minister also discussed the outcome of the Pashinyan-Aliyev talks in Brussels. He recalled that an agreement on the establishment of a commission on the delimitation of the Armenian-Azerbaijani border, which is considered one of the main achievements of European negotiations, was reached earlier through the mediation of Moscow. However, as Lavrov said, Russia is not mentioned at all in Charles Michel’s final statement:

“I would very much like our European colleagues to understand that this channel has already been created by the three leaders in 2020 and 2021[ the presidents of Russia and Azerbaijan and the prime minister of Armenia – JAMnews], and that they will not put up any obstacles, dams and something else in this vein.

We confirmed today: the decision of the leaders of Russia, Armenia and Azerbaijan that the delimitation commission will be bilateral with the consultative participation of the Russian side remains in force. And the reason is not only that the Russian General Staff has maps, but also that living together on this territory allows us to hope that such issues in this format will be resolved a little more efficiently”.

Political observer Hakob Badalyan, when asked by JAMnews about possible pressure from Russia on Armenia in connection with the failures at the frontline in Ukraine, said:

“It is very difficult to assess the success or failure of Russia in Ukraine and, based on this, assess what its position will be in the Caucasus and, in particular, in Armenia. The fact is that we do not know what Russia was trying to achieve in the direction of Ukraine, what it wants now, what it has achieved from what it wanted, what did not work out, what needs to be reviewed. We observe everything after the fact, and it is very difficult to evaluate successes and failures.

Undoubtedly, Russia considers the Caucasus a zone of its vital interests, and Armenia, from this point of view, is considered a territory and a country of special importance. Consequently, Russia will strive to ensure that Armenia plays in the field of their interests. It will be very dangerous for Armenia to play with the reverse logic, that is, against Russia, especially “behind Russia’s back”. I think Yerevan is well aware of these dangers and risks.

On the other hand, Armenia realizes the importance of not playing against the West, so to speak. Keeping the balance is the main issue on the agenda of Armenia.

At today’s meeting of foreign ministers there will be a similar discussion, and there will be an attempt to show Moscow that Armenia does not follow the logic of behind-the-scenes games. There will also be a discussion of common problems and interests regarding stability and security in NK and Armenia”.

When asked about the possible coercion of Armenia to join the Russia-Belarus union state, Hakob Badalyan replied that, in his opinion, at the moment Russia has no such intention. He does not see such a prospect in the foreseeable future:

“Of course, there may be a clarification of how Yerevan and Moscow will coordinate the work in the current situation. It is clear that control over the situation in the so-called spheres of its influence is important for Moscow.

In the current difficult situation, Moscow will strive to ensure that Armenia acts in the sphere of its interests. And the task of Armenia, on the one hand, is to work with Moscow, based on the realities and emerging circumstances, on the other hand, not to allow steps that will be considered as a violation of the balance and will cause a reaction from the West.”

PM Nikol Pashinyan acquitted in “March 1” case

The Court of Cassation of Armenia on Friday decided to acquit Prime Minister Nikol Pashinyan in “March 1” case.

The Prime Minister was then convicted of organizing mass clashes after the presidential elections of 2008.

“The Court of Cassation of Armenia has decided to acquit Nikol Pashinyan. The decision is final and not subject to appeal,” Judge Hamlet Asatryan read out the decision during the session streamed by media outlets.

After the events of 2008, Pashinyan, who was a supporter of the first President of Armenia Levon Ter-Petrosyan, was wanted for two years. In 2010, he surrendered to law enforcement agencies and was sentenced to seven years in prison, but served only a year in prison and was released under an amnesty.

Prosecutor General Arthur Davtyan had filed a complaint with the Court of Cassation, demanding to overturn the indictment in Nikol Pashinyan’s case and acquit him.

When submitting the complaint, the decision of the ECHR in the case of “Nikol Pashinyan v. Armenia” was taken into account.

The 2008 elections sparked a wave of protests, which saw eight demonstrators and two police officers killed in clashes.

Speaker of Parliament of Georgia to arrive in Armenia on official visit

YEREVAN, APRIL 5, ARMENPRESS. The Speaker of Parliament of Georgia Shalva Papuashvili will arrive in Armenia on an official visit April 5-6.

The Georgian parliament’s press service said Papuashvili will have meetings with President of Armenia Vahagn Khachaturyan, Prime Minister Nikol Pashinyan, Speaker of Parliament Alen Simonyan and Foreign Minister Ararat Mirzoyan.

A meeting with Catholicos Garegin II is also scheduled.

US Congressmen urge State Department to use every diplomatic tool to halt Aliyev’s belligerent actions

Co-Chairs of the US Congressional Caucus on Armenian Issues urged the State Department to use every diplomatic tool at their disposal to halt Azerbaijani President Ilham Aliyev’s belligerent actions and bring him back to the negotiating table through the OSCE Minsk Group peace process, ANCA reported.

Congressional Caucus on Armenian Issues Co-Chairs Congressman Frank Pallone, Jr. (NJ-06), Gus M. Bilirakis (FL-12), Jackie Speier (CA-14), David G. Valadao (CA-21), and Adam B. Schiff (CA-28) issued the following statement after reports of increasing Azerbaijani military escalation in Artsakh:

“We condemn the recent actions taken by Azerbaijan in Nagorno Karabakh. Azerbaijan’s troop movements into Artsakh land, their use of drones, and the weaponization of one of the major sources of natural gas for civilians in the territory clearly violate the 2020 ceasefire and threaten innocent lives. The United States must not turn a blind eye to this clear pattern of dangerous actions, and we must do everything in our power to ensure peace and stability in the region. We urge the State Department to use every diplomatic tool at their disposal to halt President Aliyev’s belligerent actions and bring him back to the negotiating table through the OSCE Minsk Group peace process”.

Armenian Defense Minister receives CSTO Chief of Joint Staff

YEREVAN, MARCH 30, ARMENPRESS. Defense Minister of Armenia Suren Papikyan received CSTO Chief of Joint Staff, Colonel General Anatoly Sidorov, the ministry said in a news release.

Anatoly Sidorov arrived in Armenia to attend the opening of the 3rd International Exhibition of Defense Technologies "ArmHighTech-2022".

During the meeting issues relating to the international and regional security and the military-political situation were discussed. The officials also touched upon the implementation process of the priorities proposed during Armenia’s chairmanship at the CSTO.

Minister of Emergency Situations Andranik Piloyan arrested in suspicion of bribery

YEREVAN, MARCH 31, ARMENPRESS. The Minister of Emergency Situations Andranik Piloyan is arrested in suspicion of bribery, the Anti-Corruption Committee said.

The National Security Service conducted a large scale investigation into alleged cases of bribery, abuse of power and embezzlement committed in the Ministry of Emergency Situations.

“Numerous cases” of alleged crimes were discovered.

Suspects include Minister Piloyan, his advisor, as well as more than 10 ministry officials.

Piloyan is suspected in accepting a bribe for making actions in his capacity as minister in favor of a company which works with the ministry. Piloyan’s advisor acted as an intermediary in taking the bribe, according to the Anti-Corruption Committee.

Piloyan faces 3 counts of bribery charges under Article 311 Paragraph 3, Clause 3. He was arrested on March 30. Investigators filed a motion to court requesting to remand him in custody until the trial.
