ArmInfo. In 2010 EBRD is planning to invest in Armenia as much as
a year before – $150mln or 85.2mln EUR, EBRD President Thomas Mirow
said during a press-conference in Yerevan today.

He said that in 2009 EBRD showed all-time high investment level and is
going to preserve this amount this year. However, the bank cannot say
the precise sum until all of its programs are specified. Mirow said
that the money will be spent on infrastructure, industry, services
and financial sector. EBRD has invested a total of 393mln EUR in
Armenia so far.

Marking the 95th anniversary of the Battle of Gallipoli, Prime Minister
Recep Tayyip Erdogan has said no country’s parliament can challenge
Turkish history, in reference to decisions in various parliaments
around the world declaring the 1915 killings of Armenians who lived
under Ottoman rule "genocide."

Erdogan was in Canakkale yesterday commemorating the soldiers
killed during the 1915 Battle of Gallipoli, which was won by the
defending Ottoman army and laid the groundwork for the Turkish War of
Independence and the foundation of the Turkish Republic eight years
later under Mustafa Kemal Ataturk.

"I should underline that this country’s soldier is bigger than history
and that this country’s history is as clean and clear as the sun. No
country’s parliament can tarnish it," Erdogan said, speaking at the
ceremony at the March 18 Stadium.

Erdogan also said that if the events of eastern Anatolia in 1915 are
to be illuminated, that will take place through archives, documents,
memoirs, reports, letters and pictures, and "not the parliaments that
are thousands of kilometers away," adding that there are new documents,
reports, letters and pictures emerging about the Battle of Gallipoli
and that historians dedicate their whole lives to sharing this history.

Armenians around the world have been lobbying for a long time,
claiming that up to 1.5 million Armenians were killed by Ottoman
Turks around the time of World War I, but Turkey denies that the
deaths constituted genocide, saying the toll has been inflated and
that those killed were victims of a civil war and unrest. Erdogan
said some states that had imperialistic desires in Canakkale then are
now making "irresponsible announcements, passing unfair judgments"
against Turkey, which "needs an apology." "There is no genocide
in our civilization. Our civilization is the civilization of love,
tolerance and brotherhood," Erdogan added. "Those who stay in the
past can never reach a bright future."

Meanwhile, yesterday Foreign Minister Ahmet Davutoglu was in Ankara’s
Cebeci Asri Cemetery commemorating March 18. He said the date gives
Foreign Ministry officials an opportunity to remember the ministry’s
martyrs.

Davutoglu noted that Turkey has lost 39 of its foreign service
officers in 28 terrorist attacks since 1973. "No country’s foreign
service has ever had that many attacks. We have shown and we will
show our decisiveness against all terrorist attacks, especially
[Armenian Secret Army for the Liberation of Armenia] ASALA," he said.

ASALA was a terrorist organization that targeted Turkish diplomats
in Europe during the 1970s and 1980s.

It is impossible for me to recall how many times we journalists
have used the alarming words "critical period" when reporting about
resolutions to recognize Armenian claims of "genocide." A senior
Turkish official used this same phrase to describe the weeks leading
up to April 24, the day U.S. President Barack Obama will issue his
annual statement on the 1915 killings.

The anxiety in Turkish foreign-policy circles is greater than ever
this year. Among the reasons behind this anxiety are the many "firsts"
witnessed this year.

For the first time, an Armenian "genocide" resolution passed a lower
committee of the U.S. House Representatives just ahead of April 24. It
is also the first time that Ankara has witnessed total inaction on
the part of the U.S. administration, which only changed at the very
last minute, Turkish officials say.

In the past, the conflict between the two schools of thought in
Washington, D.C., was more visible, commentators in Ankara say. Those
who argued that assertive action on the recognition of Armenian claims
would lead to a change in the Turkish stance on its history have –
until now – lost their case to those belonging to the second school
of thought, who argued that doing so would not only make Turks more
intransigent but would also damage U.S.-Turkish relations.

This time, however, Turkish officials believe that Washington listened
until the very last minute to the first school of thought.

"Those we believe to be from the second school of thought gave us the
impression that they had their hands tied. There was a clear executive
order coming from the White House not to move a finger to stop the
resolution in the committee," said a Turkish official familiar with
the issue. This inaction changed at the very last minute, but by then
it was too late.

It was this attitude of the U.S. administration that led the Turkish
state to show its reaction at the state level to a legislative action.

Calling Turkish Ambassador to Washington Namık Tan back to Ankara
for consultations was a reaction to the inaction of the U.S.

administration, not to the committee’s resolution itself. Thus far,
one could justify Turkey’s reaction with this line of thinking.

But the timing of sending Tan back is becoming more problematic. After
making a point of telling the U.S. administration how resentful
and angry you are by calling back your envoy for a short time, the
expected next move should be to send him back to Washington. And that
was probably the intention… until Prime Minister Recep Tayyip Erdogan
opened his mouth. Every time he does that on foreign-policy issues,
it creates another headache for the Foreign Ministry.

Erdogan’s harsh rhetoric and his statement establishing the benchmark
for sending the ambassador back as a clear message from Washington that
the "g-word" will not be used April 24 has tied the hands of Ankara.

Now, as you can read in the Turkish press, the government is asking the
U.S. administration to take Sweden as an example. Turkish officials
were quick to disseminate the message that Sweden, whose parliament
passed a similar resolution, had apologized. This, however, does
not actually reflect reality since the Swedish prime minister only
expressed "regrets" in his official statement. But by telling the
Turkish press that this would probably be enough to send back the
Turkish ambassador to Stockholm, Ankara wants Washington to get the
message that a similar gesture is expected from the United States
as well.

So far, statements coming from as high as the secretary of state seems
not to have satisfied Ankara, which means that the sign is expected
directly from the White House. Yet Obama is already under intense
pressure to keep the promise he made during his electoral campaign. It
would be highly unrealistic to expect him to take the Swedish line.

Meanwhile, any breakthrough on the Turkish-Armenian or
Armenian-Azerbaijani reconciliation process that could bring Ankara
and Washington out of this impasse does not seem to be on the horizon.

The mediators for the Nagorno-Karabakh problem are said to be spending
immense energy to reach an agreement between the two sides.

Apparently, Azerbaijan has agreed on a text that laid out the main
guidelines for a solution. But Armenia has asked for amendments to the
document, a move interpreted by mediators as a sign of dragging its
feet. The Armenian president seems to be concerned about being accused
of succumbing to Turkish pressure if he accepts the text on Karabakh.

So now Turkey is being accused of complicating the process by tying
the Turkish-Armenian reconciliation process to the Karabakh problem.

"Had you not made a linkage between the two, the Armenian president
would have been convinced to accept the solution," Turkey is
essentially being told by the mediators. "Now he fears the opposition’s
criticism that he has accepted a deal on Karabakh because of pressure
from Turkey."

will be extended to Teghout and Shnogh Villages. Teghout Administraton
Head Harutyun Meliksetyan informed about this to EcoLur.

Under him, all the work on concluding the contract with "ArmWaterCanal"
CJSC have been finished and construction processes will begin in May
2010. "ArmWaterCanal" CJSC will only conduct a water pipeline, while
the communities will have to do the internal work. The communities
started to experience problems with water after the start of the
Teghout project implementation and in its frames the local riverbed
is to be changed.

So far Teghout and Shnogh villagers have used the water of neighboring
mountain Rivers flowing by gravity and the villagers didn’t pay for
it. "It’s much better to have water you have to pay for than to have
none at all," – Harutyun Meliksetyan said.

Reminder: in 2006 Ex Governor of Lori Region Henrik Kochinyan raised
this issue. His brother heads the administration of another community
located under the impact of Teghout project, Shnogh Village. During the
project discussion on 12 December 2006 in the Aarhus Office in Vanadzor
Kochinyan expressed his concerns that the project implementation
territory is water-short, water supply of local residents is worth
careful consideration. In reply, ACP Company (a part of Group Company)
representatives promised him that all his proposals will be considered
and taken into account.

YEREVAN, MARCH 18, NOYAN TAPAN. A reception of the Armenian parliament
deputies and employees, who had participated in familiarization trips
under Wo/Men in Politics project, was given at the residence of Charles
Lonsdale, the British Ambassador Extraordinary and Plenipotentiary
to Armenia. The indicated project was financed by the British embassy.

Welcoming the guests, the ambassador stated that the purpose of their
meeting was to summarize the results of the trips and discuss the
prospects of further cooperation. It was mentioned that today all
countries are facing economic difficulties, and in countries like
Armenia and Great Britain which lack natural resources, creative and
intelligent people are in demand. So it is important that women also
take an active part in social and political life, prior to which the
existing gender inequality should be eliminated, while female deputies
of the RA National Assembly may set as a good example in this issue.

The Vice Speaker of the National Assembly Ms. Arevik Petrosian who
headed the delegations during trips expressed her gratitude for
cooperation under the mutual understanding memorandum on gender
issues which was signed between the RA National Assembly and the
Yerevan Office of the British Council on November 2009. She said
that despite the short period, the cooperation results inspire much
satisfaction and confidence in future measures and actions aimed
at achieving the goals of cooperation. In her words, the National
Assembly keeps gender issues at the center of its attention, and as
envisaged by the memorandum, the NA will establish an advisory body
to deal with parliamentary and extraparliamentary initiatives.

"Our trips showed once again that in different periods of development,
gender problems have been at the center of attention in all countries,
these problems followed and continue to follow a long path in Armenia
and other countries," A. Petrosian said. According to her, they were
greatly impressed by the meetings they had during the familiarization
trips to Great Britain, Finland, and Poland. The purpose of the
trips was to discuss the ways of enhancing women’s role in social
and political life and exchange experience in gender issues.

"The meetings passed in a sincere atmosphere, and we attached
importance to the fact that it is impossible to solve such problems
by adhering to certain principles and standards. The political will
and desire to find solutions and evaluate the results should form
a basis," A. Petrosian noted. According to her, the trips were also
important in terms of strengthening interparliamentary links.

will host round table discussion, with representatives of nature
preservation, agriculture, healthcare ministries; international and
social organizations; scientific research institutes and YerevanJur
CJSC participating.

The discussion will focus on qualitative index of surface and
underground water supplies, drinking water quality standards, the
influence of metal mining industry on the quality of water supplies,
transboundary water pollution and mechanisms for its prevention.

Round table discussion was organized by National water partnership,
YSU ecologic law center, and Jinj company with the assistance of
"Globat water partnership" international network, ecolur.org reported.

The international observance of World Water Day is an initiative
that grew out of the 1992 United Nations Conference on Environment
and Development (UNCED) in Rio de Janeiro.

The United Nations General Assembly designated 22 March of each year
as the World Day for Water by adopting a resolution.This world day
for water was to be observed starting in 1993, in conformity with
the recommendations of the United Nations Conference on Environment
and Development contained in chapter 18 (Fresh Water Resources)
of Agenda 21.

States were invited to devote the Day to implement the UN
recommendations and set up concrete activities as deemed appropriate
in the national context

adoption of the Armenian Genocide resolution by the House Committee on
Foreign Relations. Meanwhile, Ambassador to Sweden Zergun Koruturk, who
was recalled after the Swedish Riksdag passed a resolution recognizing

has already returned to Stockholm.

Protocols on normalization of Armenia-Turkey relations by the Turkish
parliament till late April, according to Alexander Iskandaryan,
director of Caucasus Institute.

"Turkey is under pressure but the matter is whether the exerted
leverage is strong enough to make it ratify the documents. Opposition
to the protocols inside Turkey is stronger than pressure from outside,"
he told a news conference in Yerevan.

At that, Mr. Iskandaryan did not rule out that Armenia can withdraw its
signature in case Ankara doesn’t ratify the Protocols till late April.

As to position of superpowers, he said the US, EU and Russia are
surprisingly concordant on the Armenian-Turkish rapprochement. "The
superpowers apply stick and carrot policy to Ankara," he said.

Dwelling on the Nagorno Karabakh conflict, Mr. Iskandaryan said there
is no chance for its soonest resolution.

The Protocols aimed at normalization of bilateral ties and opening of
the border between Armenia and Turkey were signed in Zurich by Armenian
Foreign Minister Edward Nalbandian and his Turkish counterpart Ahmet
Davutoglu on October 10, 2009, after a series of diplomatic talks
held through Swiss mediation. On January 12, 2010, the Constitutional
Court of the Republic of Armenia found the protocols conformable to
the country’s Organic Law.

the stages of the Armenian-Turkish normalization process, and the
sides did not trust each other from the very outset,’ Vahan
Hovhannisyan, Chairman of the Armenian Revolutionary Federation
(Dashnaktsutyun) parliamentary faction, told a press conference.

According to him, it was clear from the outset that Turkey was going
to maneuver and impose its preconditions on Armenia. `The
Armenian-Turkish protocols are obviously detrimental, but we have not
yet seen any benefits,’ Hovhannisyan said. He pointed out the fact
that a number of U.S. Congressmen, who used to be supportive of the
Armenian Genocide resolutions, voted against Resolution #252 this
time. They argued that the approval of the document would be
detrimental to the Armenian-Turkish reconciliation. `U.S. Secretary of
State Hillary Clinton voiced a similar opinion: the U.S. does not want
to interfere with the Armenian-Turkish process and she does not
welcome the approval of the resolution,’ Hovhannisyan said.

As regards the RA President Serzh Sargsyan’s visit to the U.S.A. at
the invitation of the U.S. Department of State schedule for mid-April,
Hovhannisyan said that it is another trap, the aim being to `save
President Barack Obama the trouble of spelling the word `genocide’ in
addressing the Armenian people.’

NEWS.am reminds readers that on March 4 the U.S. House of
Representatives Committee of Foreign Affairs approved the Armenian
Genocide resolution. Turkey recalled its Ambassador to United States
for consultations.
