Fourth international Shakespeare festival "Armmono" will be held in
Yerevan September 12 to 18.

Representatives from 14 countries will take part, including from
Georgia, Germany, Turkmenia, Iran, USA, Russia, England, Japan and
others. Seventeen plays will be staged in eight days connected with
Shakespeare’s art.

Hakob Ghazanchyan’s play "Hamlet" is going to make a sensation. The
play is going to be staged by actors from different countries who
are going to speak in their native languages with an accompanying
simultaneous translation running on the screen.

Hamlet’s role is trusted to renowned actor Vardan Petrosyan.

Festival "Armmono" will run without a jury and all actors will receive
certificates this year.

"The OSCE Yerevan office is deeply concern with the recent cases of
violence and threats against journalists that hamper implementation
of their professional obligations and pose a threat to freedom of
speech," the OSCE Yerevan office made this statement yesterday. The
office attaches great importance to proper investigation and punishing
of the guilty and promises to watch closely further developments.

Before the General Assembly of the Armenian Revolutionary Federation
was held, everyone had thought that only the Republican Party could
hold the most outstanding assembly. It became clear, however, that
the possibilities of the ARF Dashnaktsutyun are not inferior. No
other political party’s assembly was marked by the presence of the
head of the administration of the president and the speech of the
foreign minister. It is also notable that the Republican Party had
accepted the invitation of the ARF Dashnaktsutyun on a rather high
level, and besides the leader of the party the chair of the Council
of the Republican Party also showed up. They brought Galust Sahakyan
along. The reason is not, of course, that God loves trinity, and the
Republicans love God. The reason was to show to Dashnaktsutyun that
despite the public "judgment" of Arman Sahakyan the Republicans do
not have a grudge on one another.

The assembly of Dashnaktsutyun was an opportunity to stage a show.

However, it was necessary that the show were especially evident to
the Dashnaks to prevent them from starting to think about using the
situation inside the Republican Party. And sure enough Dashnaktsutyun
had such likelihood, which became clear from the guests of the General
Assembly. Their aim was to show to the Republican Party that they are
as serious opponents as Bargavach Hayastan Party. Perhaps, the reason
for the presence of the head of the Kocharyan administration and the
greeting speech of the foreign minister was the same. Now everyone
is racking their brains over the question whom Robert Kocharyan will
give more support, Bargavach Hayastan or the ARF. In other words, who
the most serious opponent of the Republican Party will be. In fact,
it is difficult to realize, and it is possible that the Republicans
came in three, because it is perhaps difficult to understand the
abovementioned alone.

Maybe Robert Kocharyan managed to confuse the Republican Party. If the
Republican Party is unable to realize whose "uniform" the president
will be wearing in fighting against them, naturally it cannot prepare
duly for the fight. After all, the level of preparation greatly
depends on how well one knows their opponent.

Meanwhile, the Republican Party does not even appear to know its
rival. Before this they were convinced that Bargavach Hayastan is
their opponent and they even advised Dashnaktsutyun to mind their
own business. Now they can see, however, that not everything is so
distinct. It is also possible that by honoring the General Assembly of
Dashnaktsutyun Robert Kocharyan is confusing not only the Republican
Party but also Dashnaktsutyun. The president has every reason
for this. By distracting the Republican Party’s attention towards
Dashnaktsutyun Robert Kocharyan may clear the way for Bargavach
Hayastan. Not only the Republican Party but also Dashnaktsutyun
can feel this. And perhaps there was an arrangement between the
Republican Party and the ARF that the Republican Party showed up as
a prominent trinity to show to the president what a powerful force
they can make if by a sudden miracle the Republican Party and the
ARF Dashnaktsutyun start loving each other. And for the time being,
perhaps as a warning, they express this love in a casual manner,
the marriage of the children of Vahan Hovanisyan and Sashik Sargsyan.

In fact, one should not think that the grown-ups would turn the
feeling of the young people into a political category. And if before
the old friends did not betray each other, now the relatives-in-law
will not betray each other. The president may know this. The problem
is the information that soon Gagik Tsarukyan and Andranik Manukyan,
the minister of transport will become relatives. Not politicizing the
feelings of their children either, we should remember nevertheless
the serious political plans and essential role of their fathers in
the political process.

And almost everything connected with them will willy-nilly be
politicized, especially that none of them has stated something definite
about their political actions. It is only clear that everyone wants
to enter the parliament. And since only this is known, we may suppose
that they are likely to take every step for their political aims.

However, the political forces should realize that in order to enter
the parliament they should become related to the public rather than
one another. In this case, the aim would seem realistic. Although
it is not bad, of course, that they become bound to one another. It
is definitely in the interests of the public, even if they appear by
miracle in the parliament bound to one another. At that time everything
will be ready, and no time will be wasted on finding them one by one;
they will only have to transport them.

BAKU: Day Of Azerbaijan To Be Organized In Czech Republic

DAY OF AZERBAIJAN TO BE ORGANIZED IN CZECH REPUBLIC

International music festival will be staged in Czech Republic on
September 23-24.

One day of the festival will be devoted to Azerbaijan, Nazim Ibrahimov,
head of Azerbaijani delegation, chairman of the State Committee for
Working with Azerbaijanis Residing Abroad, said.

That day, Czech people will be informed of Azerbaijan’s socio-economic
situation, governmental policy, Armenia-Azerbaijan, Nagorno Karabakh
conflict and, of course, traditional Azerbaijani music. Tunzale
Agayeva and her band will perform at the festival.

On the sidelines of the festival, Azerbaijani Diaspora representatives
are scheduled to meet with Czech officials.

Upon French President Jacque Chirac’s invitation, President of
Azerbaijan Ilham Aliyev will make an official visit to France in
January 2007 while President of France is expected to arrive in
Azerbaijan for an official visit in the first quarter of 2007,
Foreign Ministry’s press-service announced.

The scheduled visits will allow strengthening even more the existing
relationship between the countries and peoples

Azerbaijan-France relations have seen a great progress over
recent years. In political context, high-level dialogue is underway
between Azerbaijan and France. France plays a go-between role in the
Armenia-Azerbaijan, Nagorno-Karabakh conflict alongside the other
two OSCE Minsk Group co-chairs, USA and Russia.

As to the economic ties, the cooperation develops in aviation, energy
and infrastructure sectors. Moreover, due to the good conditions
created for the French companies involved in the Baku-Tbilisi-Ceyhan
oil pipeline and Baku-Tbilisi-Erzerum gas pipeline projects,
France-Azerbaijan Relations marked a new era of development.

At September 5 sitting the NA Standing Committee on Social Affairs,
Health Care and Environment discussed 7 draft laws to be put on the
agendas of the autumn session and the first four-day sittings of the
National Assembly. The Committee debated the draft law on Drugs,
through the second reading procedure, which submitted Mnatsakan
Petrosyan, Chairman of the Committee.

Gagik Avetyan, member of the committee, submitted the draft law On
Blood and Its Donor Components and Blood Transfusion of a Person,
authorized by the MPs Gagik Mkheyan, Gagik Avetyan, SamvelShahgaldyan
and Mnatsakan Petrosyan.

Harutyun Yavryan Board Member, Deputy Head of State Department for
Sport and Physical Education, presented the government the authorized
draft law on Making Amendments to the RA Law on Children’s sport.

Ararat Mahtesyan, First Deputy Head of the Police, presented the
government authorized draft law on Making Amendments and Addenda to
the RA Law on Social Security of Military Servicemen and Their Family
Members. The committee also debated the draft law on Making Addendum to
the RA Law on Social Security of Military Servicemen and Their Family
Members, presented by the MPs of the faction "Ardarutyun" (Justice),
which submitted Grigor Haroutyounyan, secretary of the faction.

Rafik Petrosyan presented the draft law on Pension Security of the
MPs and Social Protection of their Family Members. Besides, the
function of this draft law is envisaged to begin from January 1,
2007. Pension payment is not envisaged to the current MPs.

Gagik Avetyan, presented the MPs’ ("Country of Law" faction) authorized
draft laws on Making Addendum to the RA Law on Labor Payment, on
Making Addendum to the RA Law on Civil Servants, on Making Amendment
to the RA Law on Tax Service and on Making Amendment to the RA Law
on Criminal Executive Service.

The Committee gave a negative conclusion to the draft laws. The
other draft laws, debated in the committee, were endorsed to be put
on the draft agendas of the four-day sittings and big session of the
National Assembly. By the authors’ consent the debates of the 9 draft
laws were postponed for 30 days.

The 2006 September-December schedule of the citizens’ reception by
the committee members of the NA Standing Committee on Social Affairs,
Health Care and Environment was approved at the end of the sitting
by the proposal of Mnatsakan Petrosyan, the Chairman of the Committee.

The Office of the Attorney General made an official release on with
the assassination of Shahen Hovasapyan, the head of the Department
of Investigations of the Tax Agency in the morning of September 6
in Yerevan.

"On September 3, around 9.15 in Byron Street in Yerevan an unknown
person (persons) killed Shahen Hovasapyan, the head of the Department
of Investigations of the Tax Agency who was in his GAZ 3102 car with
the number 005 LL 03," runs the statement of the procuracy.

The procuracy states that car was blown up, endangering the life of
many people, through a bomb, which detonated by remote control. When
the car went off, besides Shahen Hovasapyan, his son Grigor Hovasapyan
and the driver Andranik Charchyan were in the car. The son and the
driver are alive.

The press secretary of the Attorney General informed that the
Department of Investigations of the Office of the Attorney General
instituted legal proceedings under Article 104 Part 2 of the Crime
Code of Armenia – intentional murder, no extenuating conditions.

Investigation is underway.

ANKARA: Even EU Laughed At Genocide Trilogy Report

The report of European Parliament which requires Turkey to recognize
the so-called Armenian genocide as well as Pontus and Syrian
genocides was even reacted by European Union circles: "Let’s not
offend Turkey. We are being ridiculous. This report has no balance."

Even EU circles have reacted against the Turkey report of EP which
says: Turkey must recognize Pontus and Syrian genocides too." EU
circles said: "We are making a fool of ourselves. This has no
plausibility."

The Turkey report which was prepared by Camuel Eurlings asks
Turkey to recognize Armenian genocide as well as Syrian and Pontus
genocides. With this report, Pontus and Syrian genocides have entered
in an official EU report for the first time. Stating that he is
not happy with the report of Eurlings, Mixed Parliament Commission
Co-chairman Joost Lagendijk said: "Instead of encouraging Turkey’s
membership, Eurlings has put more provisions. Turkey will think that
the European Parliament will keep demanding new provisions every
year. The report confused me, it does not have a balance."

American Embassy urges Armenian officials to investigate corruption
allegations

Today US Embassy in Armenia makes an announcement: `There has been a
great deal of media commentary in recent days about an alleged tape
that the U.S. Ambassador is said to have conveyed to President
Kocharian implicating a government minister for corruption. We are
unaware of the existence of any such tape, and have not conveyed any
tape to the President. We have a continuing dialogue with Armenian
government officials at many levels on the well-known problem of
official corruption. When we become aware of credible allegations of
corruption, we of course convey this information to appropriate
Armenian officials at a high level. We strongly urge Armenian
officials to investigate and prosecute corruption allegations, and
especially those involving government ministers or other senior
officials. Armenia cannot develop into a fully successful democratic
and economically sound state without assurance of integrity at all
levels of government’.
