Azerbaijan’s Foreign Minister Elmar Mammadyarov commented on the
`road map’ offered by Matthew Bryza, U.S co-chair of the OSCE Minsk
Group, which mediates for the settlement of the Nagorno Garabagh
conflict, APA reports.

The Minister said the `road map’ is the phases of core principles of
an agreement.
`The `road map’ defines the stages leading to an agreement. It offers
eight or nine principles for the settlement of the Nagorno Garabagh
conflict between Armenia and Azerbaijan. Some of these principles
have been agreed on,’ the Minister said./APA/

The possible pre-electoral (or post-electoral) alliances of the RA
National Assembly are one of the most actively discussed themes in
the context of the political rearrangements going on in Armenia.

Bringing out some hypotheses we are not aimed at modeling all the
possible alliance groups and (or) public expectations directed to them.

The presented survey makes it obvious, that for the society the
two possible EXPECTATIONS PROMOTING alliances are "Bargavatch
Hayastan"-"Orinats Erkir" (57%), then "HJK"-"Orinats Erkir" (23%).

The survey was conducted through Internet (website: )
from July 25 to August 30, 2006 (activated in 07.25.2006 and archived
in 08.30.2006).

Head of Iranian Catholic Armenians’ Prelacy Council Archbishop Nishan
Karakahayan said on Wednesday that Iran is entitled to peaceful use
of nuclear energy.

Archbishop Karakahayan told director general of the provincial
branch of the Ministry of Culture and Islamic Guidance Mohammad-
Esmail Imamzadeh that Iran’s right is supported by all the Catholic
church leaders and all true Christians worldwide.

Karakahayan criticized western and European statesmen, the so- called
followers of Christianity, for denying citizenship rights of religious
minorities and for abusing human rights and Christianity.

He, however, praised the Islamic Republic of Iran for well treating
the minorities, saying the country provides the best haven for
religious minorities.

"Iranian Armenians are fully thankful for the great blessing of the
Islamic Republic, which has officially recognized their rights and
provided them with the best condition of living."

The religious figure condemned Zionists’ crimes, saying the US’
support for the regime is contrary to all the teachings of Jesus and
of all the divine religions.

Imamzadeh said for his part that divine religions, especially Islam
and Christianity, have had a great share in promotion of spirituality
and ethics and in campaign against tyranny and arrogance of the
satanic powers.

He called on the world freedom lovers and Muslims as well as the
Christian leaders and archbishops to confront the ambitious powers, the
Zionist regime’s state terrorism and imperialism,. He said the Catholic
church should fulfill its historical mission in that connection.

He went on to say that Islam and the Islamic Republic of Iran provide
the most suitable atmosphere for peaceful coexistence of human beings,
of divine religions and of the religious and ethnic groups.

The Iranian official said that while minorities are provided with all
the citizenship rights and are represented at Majlis, the European
and western states violate the UN’s human rights charter, deprive
Muslims from their most basic citizenship rights and do not even
allow Muslim girls to attend classes with an ordinary dress.

He then outlined religious fundamentals of the Islamic Republic of
Iran and also the blatant injustices that the so-called pro-democracy
states have been committing in Iran for a period of 27 years after
triumph of the 1979 Islamic Revolution.

He called on arch Bishop Karakahayan, who is archbishop of 15
countries, to do his best to present real image of Iran’s Islamic
establishment to the world public opinion.

Azerbaijan has rejected a proposal for Collective Security
Treaty Organization (CSTO) peacekeepers to be stationed in the
Nagorno-Karabakh conflict zone.

"The Azeri side finds it hard to react to this idea. As is well known,
Azerbaijan is not a member of the CSTO," Foreign Ministry spokesman
Tair Tagizade told Interfax-AVN.

Earlier, CSTO General Secretary Nikolai Bordyuzha proposed CSTO forces
as peacekeepers for the territory of the former Soviet Union.

The CSTO comprises Russia, Belarus, Kazakhstan, Kyrgyzstan, Tajikistan,
Armenia, and Uzbekistan.

"It is the understanding of the parties to the conflict [Azerbaijan
and Armenia] that neither the states that are co-heads of the Minsk
Group of the OSCE nor regional states could be represented among the
countries that would take part in the peacekeeping mission in the
conflict zone," Tagizade said.

The Minsk Group is a mediating body appointed by the Organization
for Security and Cooperation in Europe.

Moreover, the CSTO includes Armenia, a party to the conflict, Tagizade
said. "Therefore we believe that this matter is inapplicable to
Nagorno-Karabakh," he said.

Around 1,500 People Are Expected to Participate in Third Pan-Armenia

YEREVAN, AUGUST 25, ARMENRESS: The third Armenia-Diaspora conference
is going to take place September 18-20 in the Karen Demirchian sport
complex.

Around 800 people from 47 countries and Pan-Diaspora organizations
have already presented applications for participation. Overall,
1,500 people are expected to participate in the conference.

Jivan Movsisian, secretary of the preparation commission of the third
Pan-Armenian conference and the head of the Diaspora ties department
at the Armenian Foreign Ministry, told Armenpress that they will be
receiving applications for participation until September 1.

At the plenary session which is going to take place September 18
with the participation of representatives of Armenian and Karabakh
presidents, Catholicos of All Armenians Karekin II and Cilician
Catholicos Aram I issues on the Armenia-Diaspora partnership and
development prospects will be discussed.

The second half of the session will be devoted to the discussion of
the main issue included in the agenda – the program on the development
of Armenian rural areas. From September 19 to 20 a conference on
"New Answers to Old Questions: Armenians in the 21st Century" is
going to be held.

On September 20 second Armenia-Diaspora Pan-Armenian economic
conference is going to take place, on September 22 second international
conference "Armagroforum" will be organized. From September 22 to 24
exhibition of Armenian products will be held and on September 21 the
participants of the conference will take part in the events dedicated
to the 15th anniversary of the Armenian independence.

The first Pan-Armenian conference was held in September 1999 and the
second one in May 2002. Jivan Movsisian said that the third conference
provides the best opportunity to discuss, analyze and sum up together
with Diaspora Armenians the 15-year long way Armenia has passed and
to earmark the further activities.

"The main aim of the conference is to unite and do everything
by centralizing our opportunities for creating conditions and
opportunities for safe development of the people," Movsisian said.

The Hayastan All-Armenian Fund continues conducting bids for
implementation of a number of projects in Armenia and Artsakh. In
particular, hospitals of Sisian and Artik will undergo basic
reconstruction. In the result of bidding, the works on the Sisian
hospital will be carried out by "Surham" LLC. The reconstruction is
thought to be completed at the early 2007. Thanks to this project
financed by Himnadram’s local committee of France, this medical
institution will have adequate conditions to render medical services
to nearly 40 000 people of Sisian and surrounding villages.

In the nearest few days the results of the bidding for Artik Hospital
will be announced after examination of the bid submissions of 5
companies already qualified. This hospital as well will serve the
population of not only Artik but also the surrounding villages –
about 60 000 people. The project is financed by the Himnadram’s
local committee of Great Britain.

The works have already begun in the framework of Martakert
development project

carried out in Artsakh, The construction of water pipelines is
underway in the town of Martakert and adjacent villages of Mets
Shen and Maghavuz. We have also started the construction of the
4,865m section of Drmbon-Martakert being a part of the North-South
Highway. In August several bids will be conducted to implement a gas
supply project for the villages Chldran and Aradjadzor of Martakert
region as well as for the construction of schools in Verin Horatagh
and Kochoghut villages. We have had the first bid for Kochoghut
village school in July which was announced invalid because the bidder
failed to appear. Another bid had been carried on for the restoration
of Vaghuhas water-main, which, however, was considered invalid as
well because of not receiving submissions. Once again it will be
conducted In August.

Soon a bid for construction of the bridge passage of the
Kichan-Drmbon section of the North -South highway will be conducted
too. The same bid had been carried on in July afterwards considered
invalid because the bidder failed to appear. In August, it will be
conducted for the second time.

of the OSCE chairman-in-office, Andrzej Kasprzyk.

The meeting was held at the NKR permanent representative office in
Yerevan at Kasprzyk’s request.

The two discussed issues of mutual interest, in particular, fires on

"Nation and Heritage" pan-Armenian youth conference dedicated to the

will be held from September 25 to 30 in Stepanakert.

The goal of the initiative is to increase the social-civil activity of
the young people, ensure the awareness of the participants about the
Karabakh conflict, and introduce Artsakh’s culture to the young people.

The Karabakh Education, Culture and Sport Ministry official told
Armenpress that young people from 18-35 years old will participate
in the conference.

DIOCESE’S TEACHER’S CONFERENCE PROVIDES TIPS, TOOLS TO PARISH ARMENIAN
EDUCATORS

They talked about the philosophy of teaching the Armenian language and
culture. They discussed ways to effectively plan a classroom lesson, how to
address differentiating instruction, acculturation, teacher attitude, and
second language learning. The goal was to give the Armenian School teachers
the tips and tools needed to propel our heritage into the new century.

Through the Teacher’s Conference, a week of daylong sessions at the Diocesan
Center in New York City, 14 Armenian School educators from parishes
throughout the Diocese of the Armenian Church of America (Eastern) were
exposed to a variety of pedagogical strategies.

"I thank these educators, versed in curricular and teaching philosophies and
methods, who enriched and improved our knowledge and teaching styles," said
Aida Asdghig Sarkissian, a teacher at the St. James Church of Watertown, MA.
"They reviewed important concepts and focused on valuable tools and methods
for more effective teaching. It gave us the inspiration and renewed courage
to face the coming year with greater zeal and imagination."

The weeklong conference began July 16. There was no cost to participants,
allowing interested parishes of all sizes to send educators.

SERIES OF EXPERTS

The daily sessions of the Teacher’s Conference featured experts from schools
such as Columbia University, Hunter College of New York City, and St.
Peter’s College of Jersey City, NJ.

They spoke on a variety of topics, including: the connection between the
classroom and home environment, preparing effective lesson plans, how to
teach Armenian as a second language, and how to maintain a disciplined
classroom. The teachers also were introduced to in-depth discussions of
some of the most important aspects of Armenian history, culture, music, and
arts.

"The great thing about our parish schools is this: Not only do we have good
teachers who are committed to their work, but they’re also very open-minded
and eager to improve their skills," said Gilda Buchakjian, the Diocese’s
coordinator of the Armenian studies who organized the conference. "With
this program, we tried to have speakers and topics that would address
concerns raised by our local parish educators. If we can provide them tools
to improve their performance, we can further propel our Armenian culture
into the next generation."

Many of the teachers were eager to use what they learned in New York when
they returned home.

"I was inspired by this week. I learned a lot about my heritage, which I
want to teach back to my students," said Shake Potoukian, a teacher at the
St. David Church of Boca Raton, FL. "All the guest speakers were very
helpful and I learned more than I could have imagined."

Following the week of lessons, the teachers then had to take to the floor,
giving presentations to their peers on any of the topics included in the
week. It was a way for them to highlight the important points and reflect
on all that they had studied. A graduation ceremony followed a badarak
celebrated by Fr. Mardiros Chevian at New York’s St. Vartan Cathedral.

PASSING ON CULTURE

The goal of this and other Diocesan programs is to advance the understanding
and appreciation of our unique Armenian heritage among future generations.

Archbishop Khajag Barsamian, Primate of the Eastern Diocese, met with the
participating educators. He told them he appreciated their desire to
enhance their understanding of the Armenian culture, and he praised them for
giving their time and talent to educate others.

"Transmitting our spiritual, national, and cultural heritage does not occur
mechanically," he said. "As teachers, you are the ones who will put the
spirit into the minds and hearts of a new generation. You will bring life to
our language, our faith, our history, and our traditions."

The Teacher’s Conference is a program offered every other year at the
Diocesan Center, though teacher training is done constantly on a regional
basis.

"This week was an immersion in language, history, religion — all things
Armenian," said Janet Ozsolak, a teacher at the St. Gregory the Enlightener
Church of White Plains, NY. "I’m going home informed and inspired."
