On the occasion of the National Holiday of the Russian Federation –
the Day of Adoption of the Declaration of Russia’s State Sovereignty –
President Robert Kocharyan visited RF Embassy in Armenia.

In his congratulating speech the President attached importance to
reinforcement of the Armenian-Russian strategic partnership and
expansion of mutually beneficial cooperation.

violinist Levon Chilinkirian’s order, Tigran Mansurian, a famous
composer, RA People’s Artist, Professor of Yerevan Komitas State
Conservatory wrote a Concerto for Violin and Orchestra premiere of
which will take place in Sweden. As the composer mentioned in the
interview to the Noyan Tapan correspondent, this work will be performed
in five cities of Sweden, with participation of the Chamber Orchestra
of Sweden. According to T.Mansurian, though the level of orchestras
of Armenia is high, his and their cooperation does not succeed. “If
I write a new work, it must be checked but orchestras are not ready
to check those works. But I have no such a problem in Europe,” the
composer mentioned.

However, he is sure that orchestras of Armenia are not indifferent
to his art.

T.Mansurian cooperates woth “ECM” company of Munich. The latter
releases regularly his works which are spread all over the world. The
“ECM” company has released Mansurian’s four CDs, and will release
another soon. “I have never seen such an interest towards my work. I’m
glad that my works are being spread in U.S., Europe, Japan and I’m
sure that they will be performed in future in the Fatherland as well,”
the composer emphasized. Tigran Mansurian informed that presentation
of his “ARS poetrica” CD will take place in Yerevan in July. It was
written based on 10 poems of Yeghishe Charents.

After Castillo Fails to Make Weight and Corrales Bout is Cancelled

LAS VEGAS, June 2 /PRNewswire/ — Saturday’s fight between Diego
Corrales and Jose Luis Castillo has been cancelled after Castillo
failed to make the weight.

Castillo weighed in four-and-one half pounds over the 135-pound
limit on his first attempt. In his next try on the scales, at a little
before 5 p.m. PT, Castillo also weighed 139 1/2 pounds.

The SHOWTIME telecast will now consist of one fight, an IBF
flyweight world title bout between defending champion Vic Darchinyan
and Luis Maldonado. The battle of undefeated 112-pounders will start

Darchinyan (25-0, 20 KOs), of Sydney, Australia, by way of

`And if we are unable to change people’s mentality and approach to
problems, even the best laws will not work in our society.’ This is an
expression from the approaches of Ombudsman Armen Harutiunyan he told
the public on May 31, on his 100th day of office. With such an
approach, Armen Harutiunyan will stay in office for several hundreds
of thousands days, let alone 100 days.And generally, one may occupy an
eternal place in the government of Armenia, take up any post, because
the government solves the problem of its eternity by instilling this
idea in the public. If a minister of defense blames the national
mentality for electoral fraud, what else can an ombudsman do to stay
in office? And generally, what else can the government do besides
declaring mentality the source of illegalities. Is there another way
of justifying corruption, electoral fraud, tax avoidance?

But it should be noted that this mere approach itself is a crime,
because the government is trying to blame the way of thinking and
outlook of the society for its illegalities. For its part, the society
also commits an offence by listening and not reacting to all this. And
allowing itself to be turned into an excuse for the government. The
intention is clear; to instill in the consciousness of people the idea
that the mentality should be changed and everything comes from the
mentality. Every separate member of the society believes that he does
not bear this mentality but he also believes that the rest are the
victims of mentality, and he or she alone cannot do anything because
the mentality remains the same. Hence, the human rights defender has,
in fact, learned the key principle of the government within his 100
days in office.The rest is a matter of technique, minor problems that
can be solved, sometimes even in favor of the society. Hence, the
government can even encourage those public officials who are able to
discern the key problem and uphold it, even at the price of changing
certain things for the sake of leaving the mentality unchanged.

level, Vice-Speaker of the Armenian NA Tigran Torosyan stated in
Yerevan today, when commenting on murder of a 19-year-old Armenian in
Moscow. “I would not like to say Russia pursues a purposeful policy
against Armenians,” Torosyan stressed at that. In his words the
information the Armenian party has on the matter is not sufficient
for making comments.

“We need additional data that must be fully grounded, as the issue is
rather delicate,” Torosyan underscored. The Vice-Speaker also said
that Russian official authorities should not decline deep coverage
and discussion of facts of murder of other nationals, Novosti-Armenia
reports.

May 25 unknown persons killed Artur Sardaryan, a native of Armenia,
who was returning from Moscow to Pushkino town by electric train. A bit
more than a month ago, on April 22, in the presence of many witnesses
skinheads slaughtered Vigen Abrahamtsyan, a 17-year-old Moscow
Management Academy student, at Pushkinskaya Moscow metro station.

June 3-4 OSCE Minsk Group Co-Chairs intend to hold consultations
in Bucharest, RF Foreign Ministry group on Nagorno-Karabakh told
“Trend” Agency.

Russian, French and US Co-Chairs of the OSCE Minsk Group
Yuri Merzlyakov, Bernard Fassier and Steven Mann, as well as
representatives of their Administrations are expected to take part in
the consultations. The meeting will be held June 4-5 in the capital
of Romania in the framework of the dialogue and cooperation forum,
preceding the expected meeting of Armenia and Azerbaijan.

At a news conference on June 1 member of the Christian Union of the
Dutch parliament Tineke Huizinga will submit a bill criminalizing
denial of genocide and other crimes against humanity. As an example of
such a crime the Armenian Genocide in Ottoman Turkey is mentioned.

Members of `April 24′, the Federation of Armenian Organizations, as
well as representatives of Jewish and Dutch organizations will take
part in the news conference.

Yerevan, May 25, 2006

We, the representatives at the Deputy Minister level of the Russian
Federation, the Unites States, and France, together with the Co-Chairs
and the Personal Representative of the OSCE Chairman-in-Office, have
come together in this joint diplomatic mission because of the need to
promote a peaceful settlement of the Nagorno-Karabakh conflict and
because now is the time for the sides to reach agreement on the basic
principles of a settlement.

We were received by President Kocharian and met earlier with Foreign
Minister Oskanian. As we did yesterday in Baku, we discussed important
aspects of a future settlement. We have worked to create the
conditions for a meeting of the two presidents in the near future. We
have stressed the belief of our nations and, more widely, of the
international community that the conflict can be resolved in no other
way than a peaceful one. Both countries should, moreover, prepare
their publics for peace and not for war.

Our discussions, both today in Yerevan and yesterday in Baku, were
constructive. We met yesterday with President Aliyev and Foreign
Minister Mammedyarov.

Tomorrow we will return to our capitals to brief our leaders. The
Co-Chairs will, as well, brief the OSCE and the international
community.

A joint mission such as this one is a special event. It must be taken
as a sign of the seriousness with which we approach the issue and, in
particular, a belief that we are at the point where a mutually
beneficial agreement is a achievable. What happens now will be up to
Armenia and Azerbaijan. We leave with hopes and expectations of
progress. We are pleased to be in Yerevan and wish to express our
gratitude to President Kocharian and the people of Armenia for
receiving us.

A next echelon with Russian armed technique left on Thursday (25 May)
Batumi for the Armenian city Gumri. The Georgian Defense Ministry told
Trend special correspondent in Tbilisi the echelon was comprised of
22 carriages, loaded with 54 pieces of heavy technique, including 24
armored cars, 22 lorries and 28 military technique with trailers.

The technique will be supplied to the Russian military base in Gumri,
Armenia. In compliance with the Georgian-Russian agreement Russia is
committed to leave Batumi base till 2008.

Presidents of Azerbaijan and Armenia Ilham Aliyev and Robert Kocharyan
are supposedly meeting in Bucharest, Trend reports quoting Nikolae
Ureke, Romanian Ambassador to Azerbaijan.

Mr Ureke said the meeting may be held within their participation at
Black Sea Forum for Dialog and Partnership held June 5 in Romania’s
capital. This meeting requires some preconditions, diplomat said,
and cochairmen of MG OSCE shall draw necessary proposals.

Romania is going to do its best to facilitate the presidents’ meeting,
Ambassador said. Official Bucharest is going to put forward some
incentives on resolving frozen conflicts in Black Sea region that
prevent its economic development and pose threat to Romania’s national
security. Among these are conflicts in Pridnestrovye, Osetia and,
undoubtedly, Nagorno-Karabakh.
