Tomorrow 400 thousand dollars will be paid to the state
budget. “ArmenTel” will finally realize the decision of the Armenian
Economic Competition Defense Committee which was made on August 12.

The Committee fined the Armenian-Greek joint company “ArmenTel” for
bad quality of cellular connection and obliged it to pay the fine of
400 thousand dollars to the state budget within10 days.

“ArmenTel” appealed the decision of the Committee informing that it
has additional arguments. But today the Committee left its decision
unchanged in a closed session. By the way, the session was closed by
the request of the representatives of “ArmenTel”.

CIS air-defence exercise in southern Russia enters active phase

CIS AIR-DEFENCE EXERCISE IN SOUTHERN RUSSIA ENTERS ACTIVE PHASE

The active phase of an air-defence exercise began today at the Ashuluk
training ground in Astrakhan Region. Air-defence troops from four
CIS countries are taking part in the exercise: Russia, Belarus,
Armenia and Tajikistan.

Over 2,000 service personnel are involved in the exercise. They will
be using air-defence systems, fighters, bombers and ground-attack
aircraft.

According to the exercise plan, the troops are to destroy a terrorist
base and to provide protection for strategic facilities.

The main aim of the exercise is ensure that the troops are able to
operate in a coordinated fashion. They will be receiving their orders
from a unified command post.

The exercise is being attended by Russian Defence Minister Sergey
Ivanov, who is personally monitoring the exercise.

Meeting

State Secretary Rice Notes the Importance of Settling the Conflict
Through USA

The meeting of the Council of CIS Leaders took place in Kazan, capital
of Tatarstan, on August 26. It lasted not 1.5 hour, as was planned,
but 3.5 overlapping the scheduled briefing. Instead of the conference,
President Vladimir Putin of Russia made a brief statement as though
to emphasize that this institution created by 12 former soviet states
has no future.

President Safarmurad Niyazov of Turkmenistan did not take part in
the meeting, but the other guests participated also in a horse race
for the Cup of Russia’s President, which tend to be the most notable
event of the meeting CIS Council.

President Putin seems to be playing the same role that the last head
of the Communist Party, Mikhail Gorbachev, played for the USSR: Putin
is destroying the Russian Federation as Gorbachev destroyed the Soviet
Union. By dismissing the CIS, that is by minimizing zones of Russian
influence, he may well succeed.

A summit of an organization, which was labeled a “useful club” for
“civilized divorce” by Putin in Yerevan March 25, could hardly held
meetings of some importance. Such was perhaps the meeting of Armenian
President Robert Kocharian with his Azerbaijani counterpart Ilham
Aliyev on August 27. Together with Armenian TV companies, Turkish
public TV also informed about it noting, “Kocharian’s spokesperson,
Viktor Soghomonian, said that the presidents of Armenia and Azerbaijan
discussed the Karabakh issue as well. The meeting was positive”.

We have no other information concerning the meeting of Kocharian
and Aliyev, besides the abovementioned evaluation of Soghomonian. It
isn’t conditioned with the close character of the meeting at all. It
is neither caused by the agreement of the sides not to inform the
press on the discussions.

In this case, how can we explain the August 25 telephone conversation
of US Secretary of State Condoleezza Rice with both Robert Kocharian
and Ilham Aliyev? Moreover, we can’t but emphasize the importance of
the conversation on the eve of the meeting. The US State Department
gives the hidden answer to the issue, disseminating the following
press release on the telephone conversations of Mrs. Rice. “She had
telephone conversations to emphasize the importance the US imparts
to the meeting envisaged in Kazan and expressed the hope that the
presidents of both countries will make mutual concessions that are
necessary for the settlement of Nagorno Karabakh conflict,” the press
release said.

It’s obvious that the meeting envisaged within the framework of
the Council of the CIS Presidents, when the sitting touches upon
the coming collapse of the given structure, Presidents of Armenia
and Azerbaijan can’t seriously discuss the Nagorno Karabakh issue,
moreover, they can’t agree on making mutual concessions. Secondly,
though Vladimir Putin tries to limit the areas of Russian influence
and tries to dismiss the CIS, any decision taken in Kazan concerning
NKR would give the initiative in the settlement of Nagorno Karabakh
issue to Russia.

Thus, Russia would also win the initiative in the competition between
Russia and the US for the influence in the South Caucasus. In this
case, it would be much more difficult to banish Russia from the region.

This all gives us grounds to suppose that, in fact, Condoleezza
Rice emphasized the importance of settling the Nagorno Karabakh
conflict at the American initiative, and warned Russia the place of
the president’s meeting can’t have any impact on America’s interest
in the settlement. At the same time, she gave a relevant sign to the
states that try to interfere the Nagorno Karabakh conflict settlement
for having any influence in the region of the South Caucasus.

Court recognizes corresponding to the Constitution principles fixed in
three international documents concerning cargo transportations.
Andranik Manukian, the RA Minister of Transport and Communication was
the RA President’s official representative on issues concerning
corresponding of the report on the following conventions with the RA
Constitution: the “Agreement on International Car Transportations”
signed on May 19, 1956 in Geneva; the convention on making easier
passing of the border for cargo transportation by railway signed on
January 10, 1952; and the convention of the agreement on international
car transportations signed on July 5, 1978. Earlier, at the August 16
sitting, the examination of those issues was postponed because of his
absence.

ANKARA – “We consider international meetings an opportunity to
explain our theses both in Turkey and abroad,” Turkish FM & Deputy
Prime Minister Abdullah Gul said on Wednesday about the conference
on Armenians under Ottoman Empire.

Upon a question about the international conference to be held
at Istanbul’s Bogazici University from Sept. 23 to 25, Gul said,
“when I was invited to the conference, I said that I might attend
it in principle if my program enabled me. We consider such meetings
an opportunity to explain our theses both in Turkey and abroad. We
should benefit from such opportunities. We should not remain silent.”

“The most important thing is to explain the historical truths. Our
government has decided to be more active to this end. We will not allow
hostile circles to affect new generations with unfounded allegations,”
Gul added.

Baku is concerned with the stationing of Russian troops from Georgia
to Armenia

Sources in the Defense Ministry of Azerbaijan believe that the upcoming
relocation of Russian troops and military equipment from Georgia
to Armenia sparks serious concerns for the country’s security. The
Nezavisimaya Gazeta’s source said that according to the Azeris’
information the troops will be stationed in the Tavush, Berd and
Idzhevan regions of Armenia, adjacent to Azerbaijan.

Upon obtaining this information, Baku decided to act accordingly and
increase the budget spending on national defense by $50 million to
$300 million. Along with that, the country is rapidly developing
security contacts with Turkey, whose top military officials have
started to pay frequent visits to Baku. Also, military cooperation
with the United States is being developed. Azeri press reports that
the Baku’s concerns with the relocation of Russian troops to Armenia
was discussed during the recent secret meeting of the Azerbaijan’s
Defense Minister Elmar Mamedyarov with top officials of Pentagon.

Many experts believe that military cooperation between Washington and
Baku will develop further, since Azerbaijan is becoming an increasingly
important partner for the United States, especially since Pentagon is
being pressed by the Uzbekistan’s authorities to withdraw U.S. troops
from that Central Asian country.

Azeri analysts predict that after the next visit of the U.S.
Secretary of Defense Donald Rumsfeld to Baku, due in August, Azerbaijan
may finally agree to host U.S. military bases. Thus the country’s
authorities will create a counterweight to Russian forces in Armenia
and will also secure Washington’s backing of the results of the
upcoming parliamentary elections, scheduled to take place in November.

Hayfilm Sold to Armeniastudios For 350 Mln Drams

HAYFILM SOLD TO ARMENIASTUDIOUS FOR 350 MLN DRAMS

YEREVAN, AUGUST 11, NOYAN TAPAN. Armeniastudios CJSC, 100% of whose
shares belongs to the television company Armenia, was announced the
winner of the tender for alienating the property of the Hayfilm Studio
after Hamo Beknazarian. Summarizing the tender results on August 11,
Chairman of the Tender Commission, Head of the State Property
Management Department Ashot Markosian stated that that the company met
the tender requirements, in particular it offered 350 mln drams (795
thousand USD), which exceeds the minimum price by about 83 mln drams,
and pledged to make investments of 30 bln drams within the next 10
years. According to the president of the television company Armenia
Bagrat Sargsian who represented the company’s interests, major repairs
of the building and its furnishing, as well as installation of modern
equipment will be done over the next two years. It is also envisaged
to restore all the films kept in Hayfilm’s storehouses within a year.

Turkey bans Swiss Economy Ministers visit to Turkey because of the
Armenian genocide issue

Istanbul MILLIYET newspaper (06.08.05) publishes the following report
under the title: “Political note to Swiss Minister: Do not visit”:
The Swiss Embassy in Ankara has been officially informed that
Minister of Economy Joseph Deiss’ visit to Turkey in September has
been cancelled because Labor Party leader Dogu Perincek was
interrogated in Switzerland for saying that the “Armenian genocide is
a lie.”

The Swiss Embassy was informed on the cancellation of Deiss’ visit as
Minister of Culture Kursat Tuzmen’s guest through a political note on
4 August. The note said that Tuzmen will not be available.

According to the Swiss media organs, the Swiss Ministry of Economy
regretted Turkey’s decision. They quoted the Ministry officials as
saying, “We will be sorry if the interrogation is the real reason for
Turkey’s decision because there is separation of forces in
Switzerland.”

VISITE ANNULEE. Le parti s’en prend a la norme penale antiraciste.

Joseph Deiss n’ira pas en Turquie en septembre: l’ambassade de Suisse
a Ankara a recu le 2 août une note du Ministère turc des affaires
etrangères l’informant que la visite etait annulee (LT du 5.08.2005).
Le ministre turc de l’Economie invoque des “problèmes d’agenda”.
Reste que les relations entre les deux pays se sont degradees ces
dernières semaines en raison des enquetes suisses contre un
politicien et un historien turc pour negation de genocide armenien.
Le fait que Joseph Deiss soit persona non grata apparaît dès lors
comme lie a ces affaires.

Micheline Calmy-Rey avait deja dû faire les frais de la colère turque
avant de pouvoir entreprendre un voyage en Turquie en mars. Le voyage
de Joseph Deiss devait, lui, etre purement economique et la reaction
turque, si elle est vraiment liee aux enquetes pour negation de
genocide armenien, apparaît comme demesuree aux yeux de la majorite
des parlementaires sondes. Mais pas pour l’UDC.

Initiative populaire?

Le parti qualifie la reaction turque de “logique”. Alors que Berne
s’escrime a faire comprendre a Ankara qu’une stricte separation des
pouvoirs est observee en Suisse, l’UDC tire a boulets rouges sur la
norme penale antiraciste. Precisement celle qui est invoquee pour
mettre les deux personnalites turques qui ont nie ou minimise le
genocide armenien sous enquete. “L’article 261bis du Code penal va
beaucoup trop loin: il doit etre supprime ou revise”, souligne Roman
Jaggi, porte-parole de l’UDC. “Cette affaire demontre a quel point
cet article peut nuire a nos relations avec un partenaire economique
important pour la Suisse! La Suisse n’a pas a juger les Turcs sur la
question armenienne!”. L’UDC a depose deux motions au parlement
demandant d’abroger l’article 261bis. Le parti songe meme a lancer
une initiative populaire en ce sens. Et Ueli Maurer en a parle dans
son discours du 1er Août. “Revient-il vraiment a un petit Etat neutre
de faire la morale sur la scène mondiale et de prononcer des
peines?”, a-t-il vocifere.

Pour ce qui est des consequences du report du voyage de Joseph Deiss,
Gregor Kundig, membre de la direction d’economiesuisse, se veut
rassurant. “Nous ne pensons pas qu’il y aura des repercussions
negatives sur nos relations economiques”, souligne-t-il. La Turquie,
avec un potentiel de croissance du PNB de 5% par annee, represente un
marche important pour les entreprises suisses.
