ARMENTEL INTENDS TO TAKE ALL POSSIBLE MEASURES, INCLUDING LEGAL ONES,
FOR PROTECTION OF ITS CELLULAR SERVICE NETWORK

YEREVAN, JULY 2. ARMINFO. The company ArmenTel intends to take all
the possible measures, including legal ones, for protection of its
network of cellular service. Executive General Director of the company
Vasilios Fetsis stated during the news conference Saturday, commenting
on the situation in the system of cellular service of Armenia Friday.

According to him, inexplicable errors occurred in the cellular service
system of ArmenTel on July 1, which were continued for a long
time. Basing on commercial and technical researches one should say
that the errors took place without equipment malfunction, Fetsis
said. Presenting apologies to the consumers, he stressed that the
company will attract the best experts to elicit the reasons for the
errors in the overloaded network. The company has also informed the
Commission for public service regulation about the incident, said the
executive general director of ArmenTel cjsc.

He said that the company welcomes appearance of the second operator of
cellular service in the internal market of the republic and is not
afraid of competition. The consumers also benefit by it, they already
feel the advantage of the competition receiving more acceptable
tariffs and more qualitative service irrespective of the fact, the
services of which company they use. For its part the ArmenTel intends
to do its best for improvement of the communication quality.

Expressing confidence that Azerbaijan has an advantage in the
negotiations process, the president pointed out the necessity of
strengthening the positions of Azerbaijan and Turkey. “We – Turkey and
Azerbaijan are political allies. Our alliance with other countries of
the region is of extreme importance. For example, at present we work on
the project of railway Kars-Akhalkalaki-Tilisi- Baku. Turkey, Georgia
and Azerbaijan are becoming an important force in the region. That
is why I have no doubts that we shall solve this issue. I just want
to do it in a peace way without bloodshed,” Aliyev says for conclusion.

1) Lennmarker Report on OSCE Parliamentary Agenda

COPENHAGEN (Combined Sources)–The OSCE~Rs (Organization for Security and
Cooperation in Europe) rapporteur on Mountainous Karabagh is expected to
present his report on the Karabagh conflict to the OSCE Parliamentary Assembly
meeting in Washington, DC, July 1-5.
Rapporteur Goren Lennmarker~Rs report proposes that Mountainous Karabagh
become
a part of Armenia.
Nearly three-hundred parliamentarians from the OSCE~Rs fifty-five
participating
States are expected to debate the issue.
The head of Armenia’s delegation to OSCE Vahan Hovhannissian stressed that
although certain points concerning refugees and seizure of territories have
been transferred from previous reports, he called Lennmarker’s report,
“accurate, balanced, and healthy.”
Hovhannisian, who is also the Deputy Chairman of the Armenian National
Assembly and a member of the Armenian Revolutionary Federation~Rs Bureau, will
be in Washington for the session.
Hovhannisian commended the report on two grounds. He first noted that it
provides a fresh perspective, unlike previous reports. “Lennmarker presents
MKR’s stance on the issue–meaning, he views the conflict not as one between
Armenia and Azerbaijan. He accepts MKR as a side to the conflict, and seeks
Karabagh’s viewpoint and expectations on a resolution.” Hovhannisian said
Lennmarker’s suggestion to join MKR to Armenia is the second vital
difference.
Hovhannisian also commended Lennmarker’s insistence that the fundamental
cause
of the conflict is MKR’s status. “He clearly grasps the fact that Azerbaijan’s
arguments concerning refugees and seizure of territories are secondary.”
Lennmarker, nevertheless, opposes both recognition of Mountainous Karabagh
Republic and questions its return to Azeri rule, assessing the latter as an
“unbearable burden on Azerbaijan.” Lennmarker argues that the international
community is not ready to accept the possible independence of the many small
ethnic populations throughout the South Caucusus, fearing the emergence of
secessionist movements throughout the region.
Addressing the concerns of the conflicting sides, Lennmarker says that for
Armenia, the issue is one of national security, explaining that being
subjected
to Ottoman, Russian, and Soviet rule has greatly affected its national psyche
about security and defenselessness. He says that the fundamental problem for
Azerbaijan is the feeling of injustice–that the majority of the country is
“occupied,” and there exist one million refugees.
Lennmarker proposes the formation of a joint commission on truth and
reconciliation in order to come up with solutions that satisfy both sides.
His report clearly calls for the opening of all borders, as well as third
party intervention from countries to ensure the security of both sides, a
high-level of democracy, the freedom of movement of citizens, as well as
economic integration.
Hovhannisian revealed that in opposition to Lennmarker’s report, the Azeri
delegation to the OSCE Parliamentary Assembly has submitted an ~Sineffective~T
supplemental resolution that will be reviewed at the upcoming session. The
resolution can be placed on agenda only with the approval of the Standing
Committee, and the General Committee, which is composed of delegation heads.

2) EU Commission Seeks Membership for Turkey

BRUSSELS (Reuters)–The EU’s executive Commission reaffirmed on Wednesday that
it aims to bring Turkey into the 25-nation bloc, but not before 2014, adopting
a draft mandate to start negotiations despite fierce internal and public
debate.
“The negotiations will be based on Turkey’s own merits and the pace will
depend on Turkey’s progress in meeting the requirements for membership,”
said a
draft negotiating mandate adopted on Wednesday as the basis for accession
talks.
“The shared objective of the negotiations is accession.”
The negotiations are scheduled to start on October 3, as agreed last December
by EU leaders, provided the bloc’s 25 foreign ministers unanimously approve
the
mandate by then.
The document states that negotiations for Turkish European Union membership
can only be concluded from 2014, after the bloc’s next long-term budget which
runs from 2007 to 2013.
Growing public skepticism about Turkey’s bid, especially in western Europe,
was reflected in a tough political debate inside the 25-member EU executive on
the terms and timing of the “negotiating framework”.
EU Enlargement Commissioner Olli Rehn was more than two hours late for a news
conference to announce that the Commission had adopted the mandate and told
reporters: “We had a lengthy, argumentative and also very political debate.
Some Commissioners had argued the mandate should contain wording allowing for
Turkey to be granted only a “privileged partnership” with the EU rather then
membership, he said, although in the end no such language was included.

“STICK TO OUR WORD”

Commission sources said Luxembourg’s commissioner, Viviane Reding, had led a
small group arguing against full membership and had questioned the need to
adopt a mandate now.
She was backed to a lesser extent by Charlie McCreevy of Ireland, Benita
Ferrero-Waldner of Austria and Jan Figel of Slovakia, the sources said.
But Rehn prevailed, noting that EU leaders had reaffirmed unanimously their
commitment to accession talks at a summit just two weeks ago, after the French
and Dutch referendums rejecting the EU constitution, in which hostility to
Turkish membership was a factor.
“The European Union has made commitments to Turkey…We stick to our
word,” he
said. “Europe needs a stable democratic and prosperous Turkey. It is in our
own
strategic interests.”
However, he said he fully expected an impassioned public debate about Turkey
in which the issue of full membership versus “privileged partnership” would be
aired for years to come.
The Commission called on EU governments to launch a debate on Turkey’s
relationship with Europe.
A growing number of centre-right leaders in western Europe, including the
likely next German chancellor, Angela Merkel, and a top presidential contender
in France, Nicolas Sarkozy, oppose Turkish entry and favor the “privileged
partnership” option.
But Britain, which takes over the EU’s rotating presidency on Friday for six
months and will chair the start of accession talks, is a staunch advocate of
Turkish membership.
Commissioner Peter Mandelson led the pro-Turkey camp in the Commission
debate,
the sources said.
Rehn called the negotiating framework “rigorous,” and highlighted its demands
that Turkey develops better relations with its neighbors–notably Cyprus,
divided since 1974 into Greek and Turkish Cypriot communities, and Armenia,
with which it has no diplomatic relations and a sealed border.
He said Turkey had been working constructively to improve ties with Cyprus,
although more needed to be done with the eventual aim of reunifying the
island.

“So far we have not succeeded. I don’t take any sides on this issue, I work
for a solution,” he said, adding that he would emphasize Cyprus in the
Commission’s next regular report on Turkey’s progress to membership, due on
November 9.

3) Oskanian Keynote Speaker at Haigazian University~Rs 50th Anniversary

YEREVAN (Armenpress)–Foreign minister Vartan Oskanian will serve as keynote
speaker for the celebrations dedicated to the 50th anniversary of the
Beirut-based Armenian Haigazian University.
During his three-day visit, Oskanian will meet with Lebanon~Rs top government

Rafik Hariri.

4) President Kocharian Meets with Armenia-2020 Program Board Members

YEREVAN (Armenpress)–President Robert Kocharian met on Tuesday with Armenia
2020 Project Coordination Board members Nubar Afeyan and Ruben Vardanian to
discuss the project’s main objectives, as well as the results of recent
activities.
Armenia 2020 is a scenario-building initiative that focuses on the
identification of alternative development models for the Republic of Armenia
until the year 2020 and the elaboration of development scenarios for the
country. The Board Members presented Kocharian with various development
schemes
already underway in the fields of health, jewelry, and diamond-cutting.
To sum up the results of three years~R activities and to define possible ways
for further development, the Board members informed the President of Armenia
2020~Rs fourth gathering with over 300 participants. The two-day conference in
Yerevan, September 19-20, will be attended by a number Armenian officials,
public activists, political, business, cultural leaders and intellectuals
concerned with the role they can play in building a prosperous future for

homeland.
The first day of the conference will be a working session with a limited
number of participants. Participants will hold roundtable discussions on the

5) Spiritual Leader of German Churches Expresses Support for Armenian Genocide
Recognition

ANTELIAS (Armenpress)–In a letter to His Holiness Aram I, the spiritual
leader
of the German Protestant Church, Bishop Wolfgang Huber affirmed his full
support for the recognition of the Armenian genocide and has promised to exert
efforts in this direction.
Bishop Huber informed the Catholicos about the work carried out by the German
Churches for the recognition of the Armenian genocide, ensuring him that the
churches he presides over will pursue their efforts. ~SMost recently the German
Parliament accepted a common statement on the issue. It does not fulfill all
expectations but can be seen as a step in the right direction~EI tell you this

intensify the process of recognition of the Armenian Genocide and to encourage

recognition of the Armenian genocide by Germany.
The German Bundestag adopted a resolution lately condemning the Armenian
atrocities and apologizing for the role played by Germany in them.

Strasbourg. 28.06.2005 – The Yerevan School of Political Studies (YSPS)
is to be inaugurated on 29 June 2005. It is the twelfth School to be
set up as part of a Council of Europe programme and aims to promote
the strengthening of European values in democratic political culture,
human rights, democracy, and rule of law and the preparation of
young leaders.

Klaus Schumann, Director General of the Council of Europe’s Political
Affairs Directorate, will be at the opening and give a lecture on
“Stability and security through an effective multilateralism: the
Council of Europe example”. Yerevan Constitutional Court President
Gagik Harutyunyan will address the School.

The theme of the first YSPS seminar will focus on the Euro-integration
processes, and perspectives and challenges both in Armenia and
the region.

military equipment from Georgia to Armenia and we will raise the
issue to the Russian leadership in the near future”, NATO Assistant
Secretary General for Defense and Policy Planning John Colston
stated in Baku. He welcomed the agreement concluded between Moscow
and Tbilisi on the dislocation of the Russian military bases from the
Georgian territory noting that in this way Russia has honored a part
of the obligations undertaken during the OSCE Summit in Istanbul. “We
welcome the withdrawal of troops. However this step should not affect
regional stability in the South Caucasus”, Mr. Colston stressed. In
conclusion the NATO Assistant Secretary General stated that the staff
and armament should be withdrawn to Russia only, IA Regnum reported.

Frankreichs Firmen verlagern Mitarbeiter in Billiglohnländer

Paris – Firmenchefs in Frankreich haben eine neue Betätigung für sich
entdeckt. Als Reiseveranstalter wollen sie ihren Mitarbeitern zu
Aufenthalten in exotischen Destinationen verhelfen. Völlig selbstlos,
versteht sich. Im Rahmen von Restrukturierungsplänen bieten sie ihren
Mitarbeitern die Weiterbeschäftigung in Billiglohnländern an, zum
ortsüblichen Gehalt. Jüngstes Beispiel ist Lycos France.

Vor kurzem kündigte der Internetanbieter einen Restrukturierungsplan
an: Die Geschäftsführung kündigte 75 der 109 Angestellten in
Frankreich, bot aber gleichzeitig 34 von ihnen eine
Weiterbeschäftigung in Armenien an. Betroffen sind nach
Gewerkschaftsangaben Programmierer, die in Frankreich auf ein
Monatsgehalt von 2000 bis 3500 Euro kommen. In der ehemaligen
Sowjetrepublik können sie nun auf den landesüblichen Lohn von 300 bis
500 Euro pro Monat hoffen. Der dem Betriebsrat vorgelegte Plan sei
falsch interpretiert worden, rechtfertigt sich nun die
Geschäftsführung. Nähere Angaben machte sie nicht.

Lycos Frankreich ist nicht das erste Unternehmen, das in dieser Form
Arbeitsplätze von Frankreich in Billiglohnländer verlagert. Anfang
April hatte Sem Suhner, ein auf die Herstellung von elektronischen
Spulen spezialisierter Mittelständler aus dem Elsaß, neun
Mitarbeitern gekündigt und ihnen einen neue Beschäftigung in Rumänien
angeboten – für 110 Euro im Monat. “In unserem Bereich konkurrieren
mit uns Länder aus dem Osten und Asien, mit Kosten, die außer
Konkurrenz stehen”, hatte sich Unternehmens-Chef Michael White
gerechtfertigt.

Max Sauer, ein bretonischer Pinsel-Produzent, bot 29 Angestellten die
Weiterbeschäftigung auf der Insel Mauritius an, für ein Monatsgehalt
von 117 Euro. Socapex de Dole im ostfranzösischen Jura offerierte
seinen Mitarbeitern Posten in Mexiko oder China zu einem Stundenlohn
von zwei Euro, einen kostenlosen Heimflug pro Jahr inbegriffen.

Erst im vergangenen Jahr hatten die sogenannten Ganoven-Chefs in
Frankreich für Aufsehen erregt. Sie hatten den Produktionsstandort
auch ins Ausland verlegt, allerdings ohne die Mitarbeiter zu
informieren. In einer Nacht- und Nebelaktion hatten sie
Produktionsmaschinen abtransportieren lassen, so daß die Mitarbeiter
morgens vor leeren Fabriken standen.

Das sei menschenunwürdig und skandalös, empören sich französische
Politiker nun über die Stellenangebote von Lycos und Co. Dabei können
die Unternehmen arbeitsrechtlich noch nicht einmal belangt werden.
“Ein Arbeitgeber, der eine betriebsbedingte Kündigung in Betracht
zieht, hat die Verpflichtung, nach einer Weiterbeschäftigung
innerhalb des Unternehmens oder der Gruppe zu suchen ohne
geographische Begrenzung”, sagt der auf Arbeitsrecht spezialisierte
Anwalt Henri-José Legrand. Das sei nicht nur zulässig, sondern sogar
vorgeschrieben, wenn es keine andere Lösung gebe.

Im April 1995 hatte das oberste Gericht zwei dafür entscheidende
Urteile gefällt. Die Arbeitgeber würden ihren Mitarbeitern die
Weiterbeschäftigung in Billiglohnländern nicht aus Zynismus
vorschlagen, meint auch der Arbeitsrechtler Gilles Bélier: “Sie
werden von der Gesetzgebung dazu gezwungen.”

Rays of Hope for Solving Upper Karabag Conflict

Rays of hopes to solve the Upper Karabag (Karabakh) Conflict, which
Turkey placed as a precondition to Armenia in order to establish
relations, shine through.

Officials from the two countries came together Friday at a general
council meeting for Parliamentarians Assembly of Council of Europe
(PACE) for the firs time in order to discuss the Karabakh conflict.

The meeting’s atmosphere was reported as positive and a road map was
determined. According to PACE’s Azeri deputy Asim Mollazade, a second
meeting will be held in Paris on September 12 with a more detailed
agenda.

The EC’s definition of Armenia as the “attacker state” and Karabakh
as a “separatist regime” in January accelerated the process of a
solution for the Karabakh conflict. The Organization of Security and
Cooperation for Europe (OSCE) Minsk Group will conduct negotiations
with political representatives of both parties in the region next
July. Established in 1992 to solve the problems between the two
countries, the Group is expected to focus on a withdrawal plan of
Armenia from the Upper Karabakh. Turkey, which places a solution of
the Upper Karabakh conflict as a precondition in order to begin
diplomatic relations with Armenia, has also played important role in
the negotiations. Both Turkish and Azeri deputies cooperated in the
negotiations at PACE. The Upper Karabakh conflict will most likely be
discussed during Turkish Prime Minister Recep Tayyip Erdogan’s
Azerbaijan visit on June 29.

The last Armenian attempt for recognition of the Upper Karabakh as a
free state was inconclusive. France and Russia announced that they do
not recognize the elections in Karabakh scheduled for June 19 and the
Upper Karabakh is within Azerbaijan’s boarders. Baku wants Armenia to
withdraw from all sections of Karabakh at the same time. Armenia has
agreed to withdraw from five regions immediately but does not want to
withdraw from the Lacin and Kelbecer regions at present since many
Armenians live in the region.

school of Armenia will be named after the famous chess player of the
20th century Henry Gasparyan. According to RA Government’s Press
Service Department, the corresponding decision was taken at the
government session.

Chess player, chess problems maker Henty Gasaryan (Kasparyan) was born
in 1910. In 1950 he was conferred the ranks of an Honored Master of
Sport and International Master and in 1956 he became the judge of
all-union category, repeated chess champion of Armenia. In 1946 he was
conferred the rank of a Master of the USSR Chess Composition Sport. In
1956 he became an international arbiter, in 1972 -International Grand

Armenia May Become EU Member Even Earlier than Norway

ARMENIA MAY BECOME EU MEMBER EVEN EARLIER THAN NORWAY, THINKS SPEAKER
OF NORWEGIAN PARLIAMENT

YEREVAN, JUNE 23. ARMINFO. In 2006, the Norwegian Council for Refugees
will allocate Armenia $5-6 mln, Speaker of Armenian Parliament Artur
Baghdasaryan made this statement at a joint press conference in
Yerevan with Chairman of Norwegian Parliament Jorgen Kosmo.

Artur Baghdasaryan says that Armenian-Norwegian cooperation was at a
low level, but such visits will contribute to activation of bilateral
relations. He put the stress on the necessity of activating the
cooperation of the two countries’ parliamentary delegations in
international structures. He also pointed out the necessity of
deepening the Armenian-Norwegian cooperation in the sphere of economy,
agriculture, science, education and culture. Baghdasaryan says an
Armenian-Norwegian deputy group of friendship is created at the
Armenian Parliament, which will contribute to bilateral
inter-parliamentary cooperation. The speaker of the Armenian
parliament highly appreciated the activity of the Norwegian
Development Agency in Armenia.

In his turn, Kosmo highly appreciated the role of Armenia in
establishment of peace and stability in the South Caucasus. He pointed
out that Armenia might become a member of the EU much more earlier
then Norway. He pointed out the necessity of political solution to
urgent problems of the South Caucasus and development of democracy in
the region, promising contribution of Norway to it. He thinks it is
time to develop Armenian-Norwegian political and economic ties. Kosmo
pointed out the necessity of activation of bilateral cooperation in
the sphere of energy. He says not only Armenia but also the whole
South Caucasus is interesting for Norway from the point of view of
economy. As this region can become a new market for Norwegian
goods. He pointed out that Armenia had a great potential for
development of tourism and that the issues of the bilateral
cooperation would be discussed in details in the course of a
forthcoming visit of Armenian parliamentary speaker to Norway.
