Azerbaijani, Turkish and Armenian foreign ministers are scheduled
to meet in New York on September 21 within the UN General Assembly’s
annual meeting.

Assa-Irada — Foreign Minister Elmar Mammadyarov has told journalists
that issues related to the settlement of the Armenia-Azerbaijan
conflict over Karabagh and Turkey’s role in this respect will be
discussed at the meeting.

Mammadyarov is also expected to hold meetings with his counterparts
from various countries in New York.

Baku, 6 September: The Karabakh Liberation Organization [KLO] filed a
complaint against the ruling of Nasimi district court [sentencing
its members to long prison terms for anti-Armenian protests in June]
with the Court of Appeal today.

The KLO said that the court ruling was unfair and called for the
release of the [convicted] KLO members. [Passage omitted: known

activists to appeal against the Nasimi court ruling.]

citizens among those taken hostage in North Ossetia. According to data
released by Turkish television NTV, a citizen of Turkey communicated
to the staff of the company and said that there were three Turkish
citizens among hostages at the seized school in North Ossetia. Russian
NTV television confirmed this information. According to recent reports,
two of them have already been released. There are two Georgian citizens
among hostages as well. According to non-confirmed information,
there are five Armenian citizens at the school in North Ossetia.

Three-Party Operation in Caucasus

“Operation Eternity 04,” which is based on providing “humanitarian
aid operations and supporting the peace,” includes land forces from
Turkey, Azerbaijan and Georgia who are currently operating in Baku,
the capital of Azerbaijan.

The operations are a simulation. This year, they take place in an
imaginary country called “Brownland.” The operations train soldiers
in the following areas:

-The monitoring of, the intervention in, and the protection of oil
pipelines

-The securing of the oil pipelines that are used for exporting rich
energy resources into this country.

-The providing of aid for transportation and humanitarian operations.

In related news, Iran gives Armenia $30 million in credit for the
construction of a joint natural gas pipeline.

Armenian Energy Minister Armen Movsisyan said yesterday that they
would spend the money on the first session of the construction of the
pipeline’s Armenian part. The pipeline is expected to be complete in
2006.

Because of a US sanction on Iran, Armenia and Iran have separately
constructed their portions of the pipe instead of forming an
international consortium. Iran will sell 36 billion cubic meters of
natural gas to Armenia over the next 20 years.

HIS HOLINESS ARAM IN KOREA
His Holiness Aram I, Catholicos of the Great House of Cilicia, is in South
Korea to chair the meeting of the WCC Executive Committee of the World
Council of Churches. His Holiness, the Moderator of the WCC, arrived August
20 and will remain until this Saturday, August 28.

Topics that were considered during the meetings included, the vitality of
the churches and the Ecumenical Movement in Korea; Peace and Reconciliation
in the divided Korea; Preparations for the WCC 9th General Assembly, which
will take place in Brazil in 2006; Review of the work of the WCC Pacific
office; and Progress report on relations with partner organizations.

The Executive Committee meeting is being hosted by the National Council of
Churches of Korea (NCCK), and the four WCC member churches in the country:
the Anglican Church of Korea, the Korean Methodist Church, the Presbyterian
Church in the Republic of Korea, and the Presbyterian Church of Korea.

Last Sunday, August 22, His Holiness addressed the Presbyterian Church of
Korea. The focus of his sermon was that the Christian Church must take the
Gospel to the world. Describing the Church as a missionary reality, the
Catholicos said: Being Christian means being a witness, and being a witness
means taking the whole Gospel to the world. We are sent by God in Christ to
become missionaries in a world where the Gospel values are in decline, in a
world dominated by injustice, violence, in a world which is in dire need of
meaning. As Christians we are empowered by the Holy Spirit to become the
witnesses of the Gospel values.

RECEPTIONS FOR PILLARS OF THE PRELACY
ARE PLANNED IN VARIOUS AREAS
The Pillars of the Prelacy is an annual giving program which since its
inauguration last year has been growing. The money raised through this
program goes to important programs like clergy recruitment and training and
the various Prelacy youth programs. This year the Pillars program is
reaching out into various communities outside the New York metropolitan
area. Thus far three receptions are scheduled as follows:
St. Stephens Church, Watertown, Massachusetts, Friday, September
10.
Sts. Vartanantz Church, Providence, Rhode Island, Sunday,
September 12.
St. Sarkis Church, Dearborn, Michigan, Sunday October 10.
As one individual stated when joining the ranks of the Pillars
last year: The Prelacy is not just a local entity; it is for the collective
good of all the parishes that together comprise the Prelacy.

BISHOP NAREG ALEMEZIAN
VISITS PRELACY OFFICE
Bishop Nareg Alemezian, the Chief Ecumenical Officer of the Catholicate of
Cilicia, visited the Prelacy office today. His Grace has been in the United
States and Canada the past few weeks and will begin his return trip to
Antelias, Lebanon, tomorrow.

During his visit Nareg Srpazan granted an interview with the Director of
Communications which will be published in a forthcoming issue of Outreach.
Nareg Srpazan spoke candidly about his work, as well as his hopes and
aspirations for the Christian churches in their quest for solidarity and
union.

Incidentally, Nareg Srpazan was quoted in the recent (August 24) issue of
Christian Century in a story about the attacks on churches in Iraq. His
Grace is quoted, Christians are an integral part of the society they are
living in, they are not newcomers, they are not there for any superficial
reasons. Middle Eastern Christians are the people of the land where Christ
was born.

CAMP IS OUT; SCHOOL IS IN
The camping season is coming to an end and the start of the new school year
will begin soon. Actually, in some parts of the country, school is already
in full session. But, for most of our school districts, the 2004-2005 school
year will begin after Labor Day.

Deacon Nishan Baljian has spent a good part of the summer working with
campers in Camp Haiastan in Franklin, Massachusetts, providing spiritual
leadership and learning. Some of our area priests have joined him from time
to time in fulfilling this important mission to our young people.

FACING THE HEARTBREAKING TRUTH OF HISTORY
The August 19th issue of the International Herald Tribune ran an article
written by Jay Bushinsky emphasizing the importance of the recognition and
commemoration of the Armenian Genocide and noting that historical truth must
be faced regardless of how heartbreaking it may be.

The author, a freelance writer living in Israel, writes: Israelis, Jews,
Zionists and their supporters should comfort the Armenians in their national
sorrow and the Turks should accept the photographs, documents and above all
testimony, which commemorates the Armenian genocide, instead of insisting
that it never happened.

Mr. Bushinsky begins his article with a story about Franz Werfl, a story we
had not heard before. He writes: When the writer Franz Werfl, visiting this
majestic city [Jerusalem] in the early 1930s, sought a shoemaker, he was
told that there was a very competent one on Jaffa Road. His wife, the former
Alma Mahler, had lost one of her shoes abroad ship en route to Palestine and
was desperate to have the missing one replaced. The showmaker’s name was
Garabidian, an Armenian name. Werfl was surprised to discover Armenians in
Jerusalem. When he found out that the Old City had an Armenian Quarter and
that most of its inhabitants were survivors of the first genocide of the
20th century, he was overwhelmed with emotion.

According to Mr. Bushinsky, that encounter led to Werfls interest in the
Armenian story and his book, The Forty Days of Musa Dagh.

E-MAIL, PUNCTUATION AND GRAMMAR
We here at Crossroads love the internet and email. How can we not love it
when it gives us the opportunity to come into your life each week with bits
and pieces of news about the Armenian Church and related topics!

However, we here at Crossroads have always maintained that the internet,
email and tex msgs have been major contributors to sloppy English. Sentence
structure often disappears. Punctuation is often not used at all. And
perhaps saddest of all, the art of letter writing is lost.

We are horrified to have to confess that we at Crossroads are often
offenders. We try not to use apostrophes; and sometimes in order to do so
we have to form some awkward and bad sentences. We do not use quote marks,
but rather put quoted material in italics. We do this, dear readers, because
in some email services (i.e., AOL, for one) the apostrophes and quotes
become other points of punctuation (i.e., question marks), resulting in some
very strange looking copy. To all the pedants of grammar out there, we offer
our apologies for our minor transgressions, which to us, at least, appear to
be better than the alternative.

Speaking of pedants, we highly recommend a new book that has been on the
bestseller list for the past few months, Eats, Shoots & Leaves by Lynne
Truss. Do not be put-off by its sub-title: The Zero Tolerance Approach to
Punctuation. Yes, it surely is about punctuation, but it is one of the most
enjoyable and funniest books we have read in a long time.

Turks Censor March Issue of National Geographic

The National Geographic popular magazine that is issued in America
included a 22 pages article entitled “Armenia Reborn” in its March
issue. This arose a wave of indignation in the Turkish circles,
Armenian Mirror Spectator weekly writes in its August 7 issue. Turkish
Government and Turkish Lobby attacked the weekly and its publishers
with letters that put under doubt the presented reality. Under this
pressure, “Armenia Reborn” article by Frank Viviano, representing the
Armenian history of 3000 years as well as the current events in
Armenia and Nagorno Karabagh conflict, was excluded from the Turkish
version of the periodical.

But, in honour of the editorship, we must estimate that the position
concerning the Armenian Genocide remained unchanged. In the July issue
of the magazine, in the “Forum” section, the editors characterized the
events of 1915 as “genocide” and stated that they received over 1600
letters on this matter, dwelling on the March issue dedicated to
Armenia. Not a single article received such evaluation during the last
five years. The magazine published the four of these letters,
including the letters by Hrair Hovnanian and Antony Parsamian, where
they state that the article reflected the true Armenian character and
the values cherished by the nation. In the course of the meeting in
Washington, Ros Vardian, Executive Director of Armenian Congress,
David Jenian, Head of Pr Department, and Ruben Adalian, Director of
“Ani” company thanked the editors of the magazine.

Besides, the article in the March issue of National Geographic, the
magazine published another large article on Armenians entitled “Proud
Armenians” in 1978.

Zulfugarov: Superpowers’ Pressure on Armenia Necessary for NK Sol’n.

SUPERPOWERS’ POLITICAL AND ECONOMIC PRESSURE ON ARMENIA ONLY WAY OF
SETTLING NAGORNO-KARABAKH CONFLICT: TOFIK ZULFUGAROV

YEREVAN, AUGUST 21. ARMINFO. political and economic pressure on
Armenia on the part of superpowers is the only way of settling the
Nagorno-Karabakh conflict, the ex-minister of foreign affairs of
Azerbaijan Tofik Zulfugarov stated in his interview to the Baku-based
“Zerkalo” newspaper.

Commenting on the recent talks on Russia’s attempts to take the
initiative in settling the Nagorno-Karabakh conflict, Zulfugarov
stated that “the problem can hardly be resolved by only one of the
OSCE Minsk Group Co-Chairs without considering the others’ points of
view.” According to Zulfugarov, the OSCE Minsk Group Co-Chairs have
already elaborated a strategy of solving the problem. “From this
point of view, at a certain stage, each country accomplishes tasks set
to it. Thus, the Minsk Group intends to resolve the Nagorno-Karabakh
problem by combined efforts,” Zulfugarov said.

Commenting of the statement made by Steven Manne, US Co-Chair, that
“we cannot confirm the fact of aggression,” Zulfugarov said that Manne
thus indicated that the Co-chairs are not assessing the situation.
According to him, the OSCE Minsk Group is trying to find a peaceful
solution to the problem, so it is avoiding statements that may arouse
one of the conflicting parties’ concern. As to whether the Minsk Group
is able to make proposals for the resolution of the problem, Zulfugarov
pointed out that it requires the combination of two factors. In
particular, the OSCE Minsk Group must cause the two sides to draw
closer to each other, as well as criticize the side that will take on
a nonconstructive position and exert influence on it. Commenting on
statements made by some political scientists, who draw parallels
between the situation in Georgia and the Nagorno-Karabakh problem,
Zulfugarov stated that the Nagorno-Karabakh conflict is different from
the Georgian-Ossetian one. According to him, Armenia occupied
Azerbaijani territories and “though temporarily, annexed them.” At the
current stage, it is difficult to say what is behind the Co-Chairs’
statements on the importance of mutual concessions, Zulfugarov said.

YEREVAN, August 20. /ARKA/. Teachers from the Armenian Diaspora and
Armenia should have single educational system, as Hranush Hakobyan,
the Chairman of Armenian Parliamentary Commission on Science,
Education, and Youth Affairs stated when receiving 50 teachers from
the Armenian Diaspora. She said that Armenia hold educational reforms
and the Diaspora also should be aware of them. Hakobyan proposed
introducing disciplines of Grabar (Ancient Armenian) as well as
Western Armenian in order to remove difficulties of communication
among Armenians from the Diaspora and Armenia. `This is complicated
but a solvable issue’, she considers. Hakobyan reported that the
State undertook responsibility of training those teachers from the
Diaspora who teach history, language, culture. `It is hard to
preserve tradition without Motherland’, she said. 50 teachers from
various countries attend professional training courses in Yerevan on
August 4-27. 160 teachers have been trained in Armenia during five

ARMENIAN GOVERNMENT HOLDS REGULAR SITTING OF WATER USERS ASSOCIATION
COUNCIL

YEREVAN, August 20. /ARKA/. The Armenian Government held regular
sitting of Water Users Association Council. As Armenian Government
Public and Press Relations Department told ARKA, the sitting was led
by Hovik Arahamyan, Armenian Minister for Regional Administration and
Infrastructure Coordination who is simultaneously is the Chairman of
the Council regulating the activity of the Water Users Association.
The sitting particularly examined the reports of the Association of
Ararat and Armavir marzes of Armenia. The Heads of Associations
presented the situation with water supply in marzes and the problems
in the sphere, among them collection of payments against the water
supply, their efficient use, reduction of excessive expense on
irrigation water etc. In this regard, Abrahamyan made instructions to

ORGANIZERS OF THE FIRST PAN-ARMENIAN PROGRAMMERS OPEN CONTEST HIGHLY
ESTIMATE THE RESULTS

YEREVAN, August 20. /ARKA/. The organizers of the first pan-Armenian
programmers open contest give high estimates to its results.
According to Arman Valesyan, the Executive Director of UITE, 297
participants took part in the contest. It was held in three stages –
qualification stage, where winner became a 15-year- old teenager,
then the individual stage for the best 40 programmers and team
contest for 30 specialists. Valesyan mentioned that specialists form
nine marzes of Armenia and two participants fro Syria took part in
the contest. He hopes that during the second pan-Armenian programmers
open contest, more specialists from the Diaspora will participate.
In his turn, Hovhannes Avoyan, the President of Union of Information
Technology Enterprises, Director Executive of Lycos-Armenia added
that there is a big demand for quality IT specialists in Armenia.
`The main objective of the contests – search for gifted specialists
and their involvement in IT companies’, he said. In particular, he
mentioned that only in Lycos-Armenia Company exist 15 vacancies and
the company cannot fill these vacancies in course of several months.
The first pan-Armenian programmers open contest was held on June
1-18, 2004. Specialists under 30 from Armenia, Diaspora possessing
one of the programming languages (C++, Visual C++, Visual Basic,

Putin calls for diversification of Russian-Armenian relations

Russian President Vladimir Putin has called for diversification of
Russian-Armenian relations. Opening a meeting with Armenian leader
Robert Kocharyan, Putin noted a decrease in bilateral trade turnover.

“We know the reasons behind it – a very low degree of diversification
of relations,” the Russian president said.

Putin said he was interested in exchanging opinions with Kocharyan
over this important issue.

The low degree of diversification of relations caused losses in trade
turnover. “A closure of one company for upgrades cut supplies of one
kind of product and, consequently, resulted in a dramatic decrease in
the overall turnover,” the head of the Russian state said.

For his part, Robert Kocharyan confirmed that “changes on the diamond
market led to certain roughness in relations,” meaning the
cancellation of quotas for supplies of Russian diamonds to Armenia.

As for the companies closing for upgrades – such as the Armenal
aluminum producer – “it is expected to double supplies after the
modernization, according to Kocharyan.

“In all other positions, in economy on the whole, we have been making
headway,” the Armenian president said.

mechanism of making Armenia and Diaspora closer, as RA Foreign
Minister Vardan Oskanian said. In his words, it is possible to talk
about mechanism of rapprochement and making the relations between
Armenian and the Diaspora closer, however, `with right to double
citizenship all calls to rapprochement will not be sincere and
full-scale’. Oskanian also mentioned that this important issue was
included in the package of the constitutional reforms, expressing a
hope that the issue of the double citizenship will be solved in the
