scientist.

Iranian FM Manuchohr Mottaki said his country has made its proposals
to Azerbaijan and Armenia regarding the resolution of the Karabakh
conflict. How would you comment on this?

It is not the first time that Iran is trying to undertake the function
of a mediator on the resolution of the Karabakh conflict. In early
90s, if exactly, in April-May 1992 Iran fulfilled the function of
the mediator but everyone knows how it all ended. Therefore, I think
Tehran’s intention to intensify efforts in the processes in the South
Caucasus is nothing but an attempt to distract attention of the world
community from the Iranian nuclear program. I do not think that in
this case Iran’s mediation mission can be successful, because this
country is not influential enough among all conflict parties.

Certainly, Iran maintains good relations with Armenia and improving
relations with Azerbaijan in the recent year (I mean the gas contract,
cancellation of visa regime for the Azerbaijani citizens). But
the main problem is the absence of predictability, consistence,
pragmatism of the ruling Iranian regime and the presence of such an
unresolved issue as its nuclear program. This means that the country
should first settle all problems with the world community after which
it can intensify its peacekeeping efforts because the dialogue Iran
wants to participate in, primarily, demands influence and trust.

The Iranian ambassador has said earlier that his country has reached
Azerbaijan’s agreement for mediation in the Karabakh issue. Which
proposals can Iran offer to the conflict parties? And can it be more
successful that the Minsk Group co-chairs?

Naturally, the conflict parties have never rejected any mediation. In
this case Azerbaijan has not rejected the offered assistance of
the Iranian side. The thing is that Iran has had quite warm mutual
relations with Armenia, which cannot be said about Azerbaijan. The
relations between Azerbaijan and Iran started to restore only in the
past year when a pragmatic dialogue is held from both sides. At the
same time Iran is unable to offer definite services on influencing
Armenia because in this case Armenia will simply not accept any
initiatives of the Iranian side if they have a nature of pressure. I
think there can be some proposals that may raise Azerbaijan’s interest
and Iran is planning to conduct mediation in the socioeconomic sense.

But Iran will never be able to replace the OSCE Minsk Group.

Therefore, there is a risk that Iran’s mediation role may have a
negative impact on results of regulation within the framework of the
Minsk process and on the basis of Madrid principles. There is such
a threat. But I am sure that neither Azerbaijan nor Armenia will
allow Iran breaking this balance because the most important today is
to promote the resolution process, without spoiling the balance in
the region.

Meanwhile, the Iranian ambassador has said that the real peace in
the region can be established only under mediation of the regional
states, rather than the OSCE Minsk Group co-chairs that follow only
their interests…

Dear ambassador is deeply mistaken. It seems that he is misinformed
by his advisers or either he is merely not competent in this
issue. The thing is that one of the Minsk Group co-chairs is the
regional superpower-Russia. On the other hand, when they say that the
activity of the Minsk Group has not been effective, this is not merely
a deep mistake but misleading the world community and primarily the
Azerbaijani and Armenian people. There are basic Madrid principles,
there is a Moscow declaration and there is a ceasefire regime. These
all are achievements. And when someone says that there is no result,
he is mistaken. There are results. In addition, there is a process
on institutionalization of basic Madrid principles and definition of
technical elements. On the other hand, the Turkish-Armenian dialogue
is proceeding though with some difficulties. Turkey is thus trying to
be neutral in the South Caucasus which cannot be applied to Iran. Iran
is not an unbiased party and we should understand it. I do not want
to hink that Iran has decided to remind about itself due to the
clear intensification of Turkey because the game for counterbalance
is harmful.

You have mentioned that in an attempt to get the parties’ agreement
for mediation, Iran wants to distract the world attention from its
nuclear problem. But Iran’s nuclear problem has intensified just
recently, and Tehran has always had an intention to mediate the
Karabakh settlement. What is them behind this intention?

This intention is also backed by the willingness to intensify
positions in Azerbaijan. The cancellation of visa regime for the
Azerbaijani citizens has been the first stage in the program of
raising its positions in Azerbaijan and influencing its foreign
policy. Undoubtedly, Iran is striving to raise its positions
in Azerbaijan. If previously it did so by its military ships and
airplanes that flied over Azerbaijan, now they have understood that it
is impossible to speak to Azerbaijan in a language of force. Today
Azerbaijan is quite a different country with quite different
opportunities. Therefore, today Iran is trying to strengthen its
positions via Karabakh. But this striving does not meet the national
and regional interests of Azerbaijan, because Iran is building its
intentions not on the interests of the region, but only for its
narrow interests. At the same time, Iran is trying not to lag behind
Turkey in attempt to strengthen its positions in the South Caucasus,
as it understands that Ankara’s positions are strong in Azerbaijan
and Georgia and are currently strengthening in Armenia. Meanwhile,
Iran has been a permanent player on the Armenian field, where there
have not been either Americans or Europeans (except for humanitarian
programs), or Turkey or Russia. Though Russia holds the control
share in the most profitable Armenian enterprises, it has no common
borders with Armenia. In this conditions it is clear that Iran wants
to strengthen its positions here so that they were inviolable. But the
other matter is the extent the Iranian intentions meet the national
and regional issues of Armenia, Azerbaijan, Turkey and Russia. That
is the main point.

Why did the Azerbaijani leadership approve the Iranian mediation if
nothing good can be expected from Iran?

I think Azerbaijan acts pragmatically in this issue. It does not
say "no". Never say never. If Tehran wants to influence the process
positively, let it act, but by doing so Iran is undertaking commitments
that cannot stay unexecuted. In this case, Iran rather than Azerbaijan
will be caught in a political trap. This is Iran that is caught in
stiff diplomatic conditions. If it undertakes the commitments to
mediate, it should fulfill them. In addition, it should do it not
like it did in 1992, when during the negotiations on the conflict in
Tehran, the Armenian side attacked and invaded Shusha.

There cannot be a return to the past, no one is going to repeat the
same mistake once again. Thus, Iran will have to show any definite
result in the short term perspective. But if there is no positive
result that will be appreciated by both parties, the Iranian policy
will merely be doomed to failure.

Therefore, in this case Azerbaijan was also pragmatic and it allowed
Iran to mediate. But naturally Azerbaijan will never do any step
contradicting to its national, regional and global interests.

Azerbaijan is a secular state which is striving for European
integration. Azerbaijan is preparing to sign an associative agreement
with the EU. Western countries have invested $32 bn to Azerbaijan and
Azerbaijan will never step past this. Therefore, I think we must make
a definite conclusion at least by the end of this year or the Iranian
mediation will be as ineffective as in 1992 or this mediation of Iran
may give any impulse to intensification of bilateral contacts between
Azerbaijan and Armenia.

through intellectual life and show that mathematical education is
significant in every part of the world. Math Kangaroo 2010 in Armenia,

arrives in Cyprus on 8 April. She will be present on 2 TV shows. She
will also appear live at the Zoo nightclub. Eva Rivas will also
appear live at Hamazkayin Cultural and Educational Association’s
Sipan Dance Ensemble’s 10th Anniversary Performance at Strovolos
Municipal Theater. Then she will hold a press conference at the
Municipal Gardens, where together with Mayor of Nicosia Eleni Mavrou,
they will plant an apricot tree.

According to Gibrahayer Eva Rivas was welcomed warmly also in
Thessaloniki and Athens where she planted apricot seed.

The leaders of Turkey and Armenia agreed Wednesday to meet for talks
next week in a bid to restart a process of reconciliation between
the two countries. The Turkish Prime Minister Recep Tayyip Erdogan
and the Armenian president Serzh Sarkisian have arranged to meet on
the sidelines of a nuclear summit in Washington starting on 12 April.

Turkey’s top diplomat was in Yereven for talks Wednesday to end
the impasse the two countries have reached in trying to establish
diplomatic relations. Both confirmed their commitment to the
reconciliation process, which ran into problems almost as soon as a
deal was signed in October.

The foreign ministry undersecretary Feridun Sinirlioglu held talks
with Sarkisian and his foreign minister Eduard Nalbandian. Armenia
has signed its part of October’s deal but refuses to contradict
its line that Armenia was a victim of genocide under the Ottoman
Empire. This annoys Turkey, while Armenia is rankled by Turkey’s
refusal to to ratify the accord unless it makes progress in its
conflict with Azerbaijan.

Last month the US House of Representatives and the Swedish parliament
both ruled that the Armenian massacre during World War I was genocide.

L’ancien president Robert Kocharian a rencontre le negociateur de
Washington au sujet du Nagorno-Karabakh a Erevan le week-end dernier
pour discuter du statut actuel des pourparlers de paix armeno-azeri
a declare jeudi son porte-parole.

Viktor Soghomonian a dit a RFE/RL que Robert Kocharian et Robert
Bradtke, le co-president americain du Groupe de Minsk de l’OSCE ont
parle " des questions liees a la phase actuelle " du processus de
paix au Karabakh. Il n’a pas donne de details.

La reunion a eu lieu pendant la dernière visite en Armenie et au
Karabakh de Robert Bradtke et des co-presidents russe et francais du
Groupe de Minsk. La troïka servant d’intermediaire a ete en pourparlers
avec le President Serge Sarkissian lundi 22 mars.

Cette reunion est intervenu alors que des peculations parlent d’un
interet croissant de Kocharian quant aux evenements interieurs
et externes politiques. L’ancien president a recemment critique
la politique economique du gouvernement armenien et a defendu ses
decisions quant a la discussion sur le Karabakh.

Mais Levon Zurabian, un des leaders du Congrès National Armenien
(HAK) a ecarte toute friction possible entre Kocharian et Sarkisian. "
Nous devons comprendre que Robert Kocharian et Serge Sarkissian sont
les visages differents du meme regime " a dit Zurabian a RFE/RL.

" Aujourd’hui la communaute internationale les percoit comme une
simple equipe qui a donne des promesses dans le passe, a amorce des
processus concrets et doit maintenant s’occuper de ces processus "
a-t-il revendique.

Mais un leader de la Federation Revolutionnaire Armenienne
(Dashnaktsutyun) n’est pas d’accord. " Je pense que le co-president
americain a voulu obtenir une information de première main du deuxième
president sur le cours et le format [des negociations] " a declare
Giro Manoyan a RFE/RL. Kocharian n’est pas activement implique dans
le processus de paix au Karabakh a-t-il dit.

Sarkisian et les allies de Kocharian disent que les mediateurs ont
elabore " des principes de base " de paix au Karabakh qui sont en
fait beaucoup plus favorables pour les armeniens car ils appellent
a un referendum au Karabakh qui legitimerait presque certainement sa
secession de l’Azerbaïdjan. Ils soutiennent que le plan de 1997 n’a
pas prevu de mecanismes pour la determination du statut du Karabakh.

Proposed by Armenian Revolutionary Federation (ARF-D, Dashnakstutyun)
parliamentarians, the legislative package on making amendments to
the Law on International Treaties and the Law on National Assembly
Regulations has been included in the four-day National Assembly
session agenda.

Even though the package didn’t reach a positive outcome at last
week’s Standing Committee on Foreign Relations, it has made it to
the parliamentary agenda today without a vote.

The Law on National Assembly Regulations permits the opposition’s
legislative initiative to be discussed in the second session of the
second day of the second four-day parliamentary session.

The 37th two-day congress of the International Federation of Human
Rights (FIDH) kicked off in Yerevan today. Organizers of the event
met reporters before the conference to talks about its objectives
and the expected results.

"This forum will represent a unique opportunity for debate and exchange
of experiences and analysis relating to the fight against impunity,
access to justice for victims of human rights violations and prevention
of the most serious crimes," FIDH President Souhayr Belhassen said.

Souhayr Belhassen said the Federation had chosen Armenia as a
destination for its conference, since it has registered greater
progress in the field of human rights as compared to other countries.

According to her, the conduct of the conference is impossible in a
number of countries. In addition, the decision to hold the event in
Armenia is linked to the 95th anniversary of the 1915 Genocide of
Armenians in Turkey.

"Bringing together so many personalities around this issue shortly
before the commemoration of the first genocide of the 20th century,
takes on a strong symbolic importance in our eyes, in particular in
the context of continued dialogue between Turkey and Armenia," Mrs.

Souhayr Belhassen said adding that the FIDH Survey Report on
Armenia-Turkey relation will be issued in the near future.

Gazprom: Armenia Should Set A Profitable Price For Gas

YEREVAN, April 6. /ARKA/. Armenia should set a profitable price for
gas, Anatoly Podmishalsky, chief of Gazprom’s division in charge of
relations with the near abroad and deputy chairman of ArmRosgasprom’s
board, said Tuesday at a news conference in Yerevan.

Commenting on the suit filed by Armenian opposition in connection
with gas price rise, he said: "Armenia continues enjoying preferences,
but it can’t stand still and should follow Russia and set a profitable
price."

Natural gas price for Armenia’s consumers was raised 37.5% form AMD
96 per one cubic meter to AMD 132 on April 1, 2010.

Those consumers using more than 10,000 cubic meters of gas monthly
will pay $243.13 per each 1,000 cubic meters instead of former $215.

ArmRosgasprom, explaining this move, said that the price for the
natural gas imported from Russia rose from $154 per 1,000 cubic meters
to $180.

Podmishalsky stressed that for three consecutive years Russia have
exported natural gas at $110 since it signed the relevant agreement
with Armenia in March 2006.

In April 2009, Russia raised the price to $154, and now time has come
to raise it again.

He added that prices for natural gas are going up also in Russia.

The representative of Gazprom said that Belarus, who is building a
federal state with Russia, receives gas from the latter at $200.

He said that Russia sells its natural gas to Ukraine at $350 and to
Moldova at $300, while the average European price ranges between $325
and 330.

Podmishalsky also said that Armenian government has already taken
some measures to shield the poor from the increase-caused shocks.

He expressed hope that Armenians will take the steps taken by Russia
and Gazprom with understanding.

Shushan Sardaryan, the press secretary of ArmRosgasprom, said that
the company was concerned about the price rise, thinking it can strike
hard at ordinary consumers.

However, she said, even after the increase, natural gas will remain
the cheapest fuel.

That since November, when the word of gas price rise already reached
consumers, over 10,000 new customers joined the system.

ArmRosgasprom CJSC is the sole importer and distributor of Russian
natural gas in Armenia.

The company was established in 1997.

Russian Gazprom holds 80% of the company’s shares, and the remaining
20% belong to Armenian government.

New Delhi, April 3 (IANS) They came from the bylanes of the
courtesans’ colonies in heartland India to become legends in the
annals of recorded music.

An exhibition, `Women on Record: Celebrating the Music of Women in the
Early 20th Century’, traces the history of women in Indian classical
music and their involvement with the 78 rpm vinyl records through a
series of collages, texts, archival prints and photographs of the
women, their lives and their patrons.

The 15-day exhibition at Indira Gandhi National Centre for Arts
(IGNCA), inaugurated by Prime Minister Manmohan Singh’s wife Gurcharan
Kaur Friday, is spread across three sections.

The introductory section, `Think Through’ was a seminar that brought
together artistes, historians and filmmakers to discuss the =80=9Cidea
of touring companies’, the construction of the music market, the voice
hierarchy, the gendered performer and the status of women
professionals in the entertainment industry.

The second section – `Music and Nostalgia’ – was the exhibition
offering an overview of women who sang in the gramaphone era and the
third section was a scripted narrative-based performance and concert
that chronicled the challenges faced by the women performers.

`Women had to struggle so hard to make livelihoods and a name for
themselves with their musical prowess in that era. We should be
grateful to them for the songs that they sung and for leaving behind
such a rich body of composition and diversity of voices,’ Gurcharan
Kaur told IANS, commenting on the tradition of women’s involvement
with the vinyl.

Women recorded several kinds of classical and semi-classical music
like Dhrupad, Dhamar, Sadra, Khayal, Chaturang, Tarana, Thumris and
Dadras – while some blended folk with religious music.

Over 500 women artistes recorded their music in different regional
languages across the country.

The second section featured Malka Jan – an Armenian musician – the
most notable `gaanewali’ at the turn of the century who became a
gramaphone celebrity. She was an Armenian jew and like Eurasian women
had a flair for music.

She later married a European and after the birth of a daughter moved
to Varanasi to revive her career. She also trained her daughter Gauhar
Jan, who became the first superstar `gaanewali’ of the 20th century.

Gauhar, known for her crystal voice and childlike demeanour and who
proclaimed `my name is Gauhar Jan’ after each concert, was one of the
most expensive vocalist of her time. She charged Rs.300 for every
recording.

Gauhar, who could sing in 20 languages and regional dialects, served
as a court musician at Darbhanga and Rampur. Her’s are among the first
600 records that made up the legacy of gramaphone music in India.

In India, most of the recordings of the gramaphone era belong to the
Baijis, the professional women singers who were tutored by the
`ustads’.

An excerpt from the life stories of exponent of the Kirana gharana,
late Gangubai Hangal, read: `For my first recording, when HMV insisted
that I go to Bombay, I went there because they were taking care of my
journey and sight-seeing. Later, they gave me Rs.400 for my recording
but my family was annoyed because my name read as Gandhari Hubali on
the record.’

Between 1902 and 1910, the Gramaphone Company and its rival units had
recorded more than 2,000 songs in Bengali, Parsi, Gujarati, Urdu and
Marathi.

The textual references at the exhibition estimate that the number of
records issued in India over the past 100 years would amount to
500,000 – a large number of which remain inaccessible.

The CD piracy grows for already 20 years in our local market. The
music lovers prefer buying cheap CDs with law quality than more
expansive CDs which are protected by the authorized rights. Today
Jivan Gasparyan speaking about this problem on the press conference
remembered an episode where his fans have tried to get his autograph
on a CD where even was not played his duduk, while it was presented
as the work of the master.

"They make records other people and put my name on them, then they
sell it. They steal the records for 20 years already," J. Gasparyan
said noticing that this is the problem of all the artists.

Accroding to him the authors of the false CDs have powerful patrons.

"It’s an awful anarchy."

According to J. Gasparyan the reason of the occurred situation is
the absence of the law which could define sanctions for such kind
of "robbery". He also hoped that the question will get any solution
after being discussed in the committee of science, education, culture,
youth and sports issues.
