THREE PEOPLE KILLED IN RAILWAY ACCIDENT

YEREVAN, January 18, /ARKA/. Three people were killed on January 16
when their car collided with a passenger train traveling between the
capital city Yerevan and Ararat town, the press service of the South
Caucasian Railways said.

The accident occurred at 3.15 pm on a section between Artashat and
Aigevan when a Mercedes car tried to pass a railway crossing at a
very high speed ignoring the approaching train. Passengers of the
train were not injured.

The company stressed the necessity of conducting special classes
in schools, universities, organizations to explain safety rules on
railways crossings. It also called on mass media to highlight this
problem.

The South-Caucasian Railways CJSC is concession manager of
the Armenian Railway Company. It is fully owned by the Russian
Railways Company. Armenian Railway has been handed over to the
South-Caucasian Railways CJSC for 30 years with a right for one-decade
prolongatio.

YEREVAN, JANUARY 18, NOYAN TAPAN. Armenia has three main problems:
establishment of Armenian-Turkish relations, Nagorno Karabakh
settlement, and international recognition of the Armenian Genocide.

Sergey Arutyunov, the Head of the Caucasus Department of the RF Academy
of Sciences Institute of Ethnography and Anthropology, expressed such
an opinion stressing that these three problems should not be linked
with each other. In general, according to him, the latest regional
developments give a ground to be optimistic about the future: the
Russian-Armenian relations remain at a high level, and meanwhile the
process of normalizing Armenia-Turkey relations is praiseworthy.

"Russian Foreign Minister’s visit to Yerevan once more showed that the
issues of Nagorno Karabakh conflict and Armenian-Turkish relations
should be viewed separately," Alexander Skakov, an expert of the
Russian Institute of International Studies, mentioned in his turn.

According to him, there are both new opportunities and new challenges
in the normalization process of Armenia-Turkey relations. As A. Skakov
declared, there are also challenges for Russia as Armenia will not
need the Russian military base in case Armenia has normal relations
with Turkey.

Alexander Iskandarian, the Director of the Caucasian Institute in
Armenia, opposing to the speaker said that he does not think that
Armenia-Turkey relations can become so warm that Armenia will not need
the Russian military base in its territory. According to him, these
troops are of much political significance and strengthen Armenia’s
and Russia’s strategic cooperation.

Vladimir Kazimirov, the former representative of the RF President in
the Nagorno Karabakh negotiations, predicted that the Armenian-Turkish
rapprochement can have a positive impact on the conflict. According
to him, Turkey has a constructive approach and in spite of much liking
for Azerbaijan is not for power methods.

Russian Foreign Minister Sergei Lavrov has ruled out talks concerning
the Karabakh settlement have stalled.

"There is no stall seen," Lavrov said at a news conference on Thursday
after talks with Armenian Foreign Minister Eduard Nalbandian.

Russia will provide every assistance it can to facilitate the Karabakh
settlement, he said.

"We will actively support the search for agreement between Armenia and
Azerbaijan," the Russian foreign minister said.

sent a telegram of condolence to the President of Haiti, Rene Garcia
Preval, on the occasion of the devastating earthquake in that country
that resulted in huge destructions and numerous human losses, the
presidential press office reported. It quoted President Sargsyan as
saying that "Armenia is ready to send assistance to Haiti.

Earlier Nikolay Grigorian, an aide to the chief of Armenian Rescue
Service, said to Novosti Armenia news agency that a 52-member team
of Armenian rescuers was ready to fly to Haiti to join rescue efforts.

Two huge 7 and 5 magnitude earthquakes hit Haiti earlier this week
razing to ground its capital city Porto au-Prince. According to some
estimates, they may have killed half a million people.

Hidayat Orujov told journalists that he regretted about the statement
by the Moscow Patriarchy’s official for foreign churches.

"It is irresponsible statement. Nagorno Karabakh is an Azerbaijani
land. Why they do such mistake? Why they put Nagorno Karabakh church
on same line with the Yerevan and Gumru churches? I don’t know the
person who made this statement. He used inaccurate, hasty phrase
which could be understood differently".

Orujov said he discussed this issue with Bishop of Baku and Caspian
Eparchy Alexander. "I made serious remarks in a phone conversation
with him. He promised to learn the issue and inform about that".

Moscow Patriarchy’s spokesman Philip Ryabikh, who spoke about the
upcoming visit of the Russian Patriarch Cyril to Armenian in March at
a press conference in Moscow on Wednesday, said "Moscow Patriarch had
three churches in Armenia – in Yerevan, Gumru, the Russian military
base and in Nagorno Karabakh", confirming that the Patriarchy considers
Nagorno Karabakh as Armenian territory.

Baku – APA. Russia is interested in the soonest ratification of
Armenia-Turkey protocols, Russian Foreign Minister Sergei Lavrov, who
is visiting Armenia, said at the press conference with his Armenian
counterpart Edward Nalbandian, APA reports quoting Novosti-Armenia.

According to Sergei Lavrov, the sooner Armenia-Turkey relations
are normalized, the better it is for the region. Mentioning that he
participated in the ceremony of signing of the protocols in Zurich
Sergei Lavrov said Russia was ready to support the normalization
process with the infrastructure projects (especially in the railway).

"We are ready to help, if the sides are ready," he said.

Nalbandian said Armenia was doing its best to ratify the protocols
in a short time. According to Nalbandian, the ratification procedure
was more complicated in Armenia than in Turkey, because the opinion
of the Constitutional Court was required first.

"The fact showing that Armenia is decisive in ratifying these
documents, is that the Constitutional Court passed a decision within
a day, whereas the discussions might delay. But the Turkish parliament
received the protocols in October. I do not want to think that Turkey
delays the protocols. I want to believe that Turkey will not delay
the ratification," he said.

significant concessions from Armenia; it just wants to coerce Yerevan
into signing another Maindorf Declaration on Karabakh, Turkish studies
expert Artak Shakaryan finds.

"Such efforts are aimed at showing Turkey that Karabakh conflict
settlement and Armenian-Turkish normalization are equal processes, so
should RA-Turkish rapprochement conflict with Azerbaijan’s interests
the latter will not easily break off with Turkey," he told a news
conference in Yerevan.

Touching on Turkish-Israeli relations, Armenian expert characterized
it as a dramatized show for Iran.

Maindorf Declaration: an interstate agreement signed by Presidents
of Republic of Azerbaijan, Republic of Armenia and Russian Federation
on November 2, 2008 in Maindorf (outskirts of Moscow).

Under the document, the leaders of Armenia and Azerbaijan took
commitment "to contribute to enhancing the situation in South Caucasus
and ensuring peace, stability and security via political settlement
of Nagorno Karabakh conflict based on the principles and norms of
international law and decisions and documents deriving thereof."

Parties reiterated the significant role of continuing Minsk Group’s
mediatory efforts in the frameworks of Madrid Document (dated Nov. 29,
2007).

They also agreed that "peaceful conflict settlement should be
accompanied by legally binding international guarantees."

ArmInfo. Valletta is preparing for the 4th issue of bonds in the amount
of 500 million drams to refinance the 3rd one, Artur Martirosyan, chief
accountant of the company, told ArmInfo. He did not specify the terms
referring to unpredictability of the situation in the debt market of
Armenia. A. Martirosyan said that the 4th issue is scheduled for the
current year and the issue parameters depend on the market trends.

By data of ArmSwissbank on December 26, 2009 the bonds issued by
"VALLETTA" Ltd (AMVALTB02ER9) in the total amount of AMD 500 million
(with nominal value of AMD 50,000, maturity of 24 months and annual
coupon rate of 10.5%) were repaid. The company paid the amount as of
30.12.2009. The allocation of bonds started since December 26, 2007.

"ArmSwissBank" CJSC acted as the lead manager of the issue. On
February 20, 2008 the bonds were listed in the Armenian Stock Exchange
Bbond level (currently "NASDAQ OMX ARMENIA" OJSC), since August 6,
2009 the bonds were traded on Cbond free market. During the whole
period of turnover of bonds "ArmSwissBank" CJSC provided double-sided
quotations. Over the period of turnover of bonds transactions in amount
of AMD 420.4 million were concluded (except for Repo transactions)
that is 84.08% of the issue. From this amount about AMD 350 million,
which is about 70% of the issue, were the transactions in the Stock
Exchange with average price of 13.56%. Repo transactions in amount
of AMD 2,963.25 million were concluded with the bonds, which accounts
for more than 590% of the overall issue.

Hidden Agenda?
Parents raise concerns that a Tucson charter school has ties to a
Turkish nationalist movement

No one can knock the numbers. In recent years, students at Tucson’s
Sonoran Science Academy have secured stellar scores in math, science
and other categories. The academy has earned glowing mentions in
national magazines such as U.S. News and World Report, and in 2009,
was deemed Charter School of the Year by the Arizona Charter School
Association.

But some parents of children who attend the academy on West Sunset
Road believe it harbors goals reaching far beyond academia. They
suspect the Sonoran Academy of being part of a confederation of
learning institutions secretly linked to, and advancing, the cause of
Turkish scholar and Islamic preacher Fethullah Gülen.

While most of those parents have resisted coming forward, fearing
reprisal from an organization they say is known to target critics, one
parent did agree to speak to the Weekly if we pledged to keep her
identity hidden. The parent says she represents others at the academy
who’ve become suspicious about the striking similarities of its
educational programs to those of other schools around the United
States which are operated by Turkish-born staff members.

She says teachers and administers freely circulate among these
schools. At the same time, says the parent, the Sonoran Academy seems
constantly to be bringing Turkish educators into the United States,
and subjecting students to substitute teachers while the teachers
await work visas.

According to this parent, all of these ties may lead covertly back to
the Gülen movement, named for the scholar, who founded a network of
schools around the world and now lives in exile in Pennsylvania. She
says several Sonoran Academy parents believe the school has a hidden
agenda to promote Gülen’s brand of Turkish nationalism, advance
sympathy for that country’s political goals such as winning acceptance
into the European Union, and discourage official acknowledgement of
Turkey’s genocide against the Armenians during World War I.

"We found one document, in Turkish, that talks about the purpose of
these charter schools," says the parent. "They refer to them very
explicitly as schools (belonging) to their movement. They’re
calculating, and they say if they can have something like 600 schools,
then every year, they can produce 120,000 sympathizers for Turkey.

"I sent my kids to this school because I wanted them to meet regular
Muslims and to see them as ordinary people," she says. "But when I
find that my kids are to be turned into genocide-deniers, that’s very
disturbing to me."

Fatih Karatas is principal of the academy’s middle school. He calls
such claims ridiculous.

"We don’t have any kind of connections or any kind of relations with
that movement or group. A public school can not be affiliated in any
way with other institutions or groups because of the regulations,
because of the charters."

He also says his school has a diverse staff, native to countries
ranging from Turkey to Mexico, which he considers a benefit. "But
we’re not promoting a certain ideology. … These are defamatory
allegations that are not based on any proof or evidence."

Still, the Sonoran Academy isn’t the first Turkish-American-run
charter school in United States to be accused of links to
Gülen. Parents at the Beehive Science and Technology Academy in
Holladay, Utah, have also raised concerns that their school is linked
to this movement. And according The Salt Lake Tribune, one Beehive
teacher was fired when his lesson plan about World War II and the
Holocaust prompted a discussion in which the school’s principal
purportedly questioned that genocide.

Although Utah’s State Charter School Board cleared Beehive of
deliberately promoting Gülen beliefs, lawmakers there have continued
to probe its finances. The school-board investigation revealed that
Beehive received loans from administrators at other Turkish-American
schools, and from executives of the Accord Institute, a
California-based organization with a Turkish-American staff. Accord
provides educational consulting services and develops education models
for programs for schools including Tucson’s Sonoran Academy. But
Karatas, calls the institute a "private organization," and says he’s
unaware of any ties between Accord and Gülen.

Other connections raise more questions. They include the Pacifica
Institute, which operates the "Turkish Olympiads," in which Sonoran
Academy students are encouraged to participate. The Olympiad contests
range from essay writing and singing to poetry composition. According
to its Web site, the institute was formed by Turkish-Americans in
California with a mission of promoting cross-cultural awareness.

In December, the Pacifica Institute co-hosted a Gülen conference with
the University of Southern California, and actively promotes Gülen
beliefs on its Web site.

Indeed, the Gülen movement’s own Web site seems to lay the groundwork
for claims made by the Tucson parent. It discusses the group’s rapidly
expanding, worldwide educational facilities which have "made Gülen’s
network the most influential Turkish-Islamic movement both in Turkey
and abroad. … In the field of education, this part of the identity
is however not stressed and teachers from outside the (movement) work
at these schools as well. They may be non-Muslims and in many cases
the pupils have never heard of Fethullah Gülen."

The Weekly was provided with a list of Turkish staff members that have
rotated through various schools and the Accord Institute – another
strategy promoted by the Gülen Web site.

Of course, all of this could be purely coincidental. But the Tucson
mother says many parents feel increasingly betrayed by what they
consider the Sonoran Academy’s ongoing secrecy.

"Other parents say, ‘I could almost be OK with this if they were out
in the open about it.’ But the (school) has done such a phenomenal job
of keeping this a secret."

However, Karatas suggests those who make such claims are flirting with
trouble.

"I’m hoping that they know that these are defamatory allegations which
may put them in trouble later on. These are excelling schools. … I
hope they are aware of what they’re doing."

Same Refrain from ErdoÄ?an

US President Barack Obama held a joint press conference following
talks with Turkish Prime Minister Tayyip ErdoÄ?an during his official
visit to the USA. Both leaders declared at the press conference that
they have evaluated the issues on Afghanistan, the fight against
terrorism, Iraq, NATO and the new missile defense system, ties between
Turkey and Armenia, the situation of minorities in Turkey and the
economy.

In his speech at the conference President Obama emphasized the
importance of normalization of relations between Turkey and Armenia
and the importance of Turkey’s `democratic initiative’ process. Obama
expressed his administration’s willingness to give any support for
reopening the Greek Orthodox Halki Seminary. Turkey could help by
working to persuade Iran in resolving the issue of its nuclear
capacity, said Obama. ErdoÄ?an agreed that Turkey could perform the
task of mediator and serve as a corridor.

Reminding ErdoÄ?an of Incidents Related to 1915

During his speech at Johns Hopkins University, ErdoÄ?an was asked to
evaluate Obama’s statement about his perspective on the incidents of
1915, which hasn’t changed. ErdoÄ?an reminded the audience of his
suggestion, about which he had written in his letter to Armenian
President, that a joint history commission should be established and
archives should be opened up. `With lobbying activities, by merely
saying `I think so’ nothing can be achieved. My ancestors did not
commit genocide, they do not.’ said ErdoÄ?an. He highlighted that there
was absolutely clear evidence of deportation; the government then had
taken security precautions during the deportation and that he himself
has seen the mentioned evidence. ErdoÄ?an claimed that it was
impossible to understand which evidence the issue of genocide was
based on. As the question arose as to whether the existence of article
301 hindered the foundation of a joint history commission, ErdoÄ?an
answered, `I think that the one who asks this question has no idea of
what article 301 is about. The content of the crime related to 301 is
at the disposal of the Turkish Ministry of Justice and with the
Ministry’s permission the case may be brought to court. To date, eight
people have been taken to court.’

Armenians in Turkey are on the Agenda Again

ErdoÄ?an expected the Minsk group to attach greater importance to the
process of resolving the issues on Nagorno-Karabakh. ErdoÄ?an argued
that under that condition the Azerbaijan-Armenia issue could be solved
and progress could be made towards the normalization process of the
ties between Turkey and Armenia.

ErdoÄ?an claimed that they were making sincere efforts to normalize
relations between Turkey and Armenia. On this occasion he once again
noted the presence of Armenian citizens of Turkey and Armenians coming
from Armenia. ErdoÄ?an highlighted the fact that 170,000 Armenians were
living in Turkey and not all of them were citizens. `We do not send
them back. Living conditions in Armenia are not good; they want to
live in our country. There are nearly 70,000 citizens. There are
persons among them who are members of my party,’ added ErdoÄ?an.

ErdoÄ?an mentioned the restoration of the Armenian Church of the Holy
Cross on Akhtamar Island in Lake Van. He said that he wished for the
Armenian diaspora’s `false approach’ to get better. The Armenian
Church of the Holy Cross on Akhtamar Island was restored in 2004 and
was turned into a museum; placing a cross on top of the dome following
the original model of the ancient church was not permitted.
