Global Fund to Fight AIDS, Tuberculosis and Malaria has committed 19
million euros in Armenia to support prevention, treatment and care
programs against AIDS, told journalists Coordinator of the Joint United
Nations Programme on HIV/AIDS in South Caucasus, Manuela Grozdanova.

People world-wide mark the AIDS Day today, on December 1, as part
of the anti AIDS campaign. Armenian capital city of Yerevan will be
included with participating in march across the city.

On the invitation of participating in celebration devoted to the 40th
anniversary of Artsakh State University and international symposium,
in these circles leading the works of department of economics of
the symposium the doctor of geographical sciences, professor, the
academician of international Academy of ecology Sergey Melkumyan was
in Artsakh recently. The man, who is closely connected with the native
land and is full of care with the problems of social, economical and
protective spheres of our newly independent republic.

During the years of Artsakh’s war, at NKR authorities’ request,
S.Melkumyan founded professorial groups, in order that economic
students studying in Artsakh State University could pass exams (there
were not local specialists or they were in battle-field). By NKR
authorities’ assignment, under the direct leadership of today’s rector
of Erevan State Economic University Ju. Suvaryan, one of these groups
had a walk round Artsakh and made up the plan of NKR restoration and
development. S.Melkumayan has many works devoted to Artsakh. He was
the first after Artsakh’s movement who composed NKR map, embracing
liberated territories.He is also the author of "NKR geography " book.

The question of prerequisites of tourism and rest industry development
in NKR excites interest in the lines of many themes read in the
symposium, abouth which the theses of the scientist, we think, will
interest our readers. Being comparatively the sphere demanding little
inputs, the tourism may become one of the most profitable branches in
NKR, Sergey Melkumyan is sure. What we have in the work of developing
the tourism industry? Rather much,- he says. He visited many countries
and studied their experience, countries, in economy of which the
incomes from tourism are heavy. For instance, Cyprus is a country
having 700 thousand population and 9 thousand square metre territory,
but yearly some million tourists come and the country gets colossal
incomes. Yearly 10 million tourists visit Greece, and each tourist
leaves in this country on average 1000 dollars. S.Melkumyan finds,
that tourism development with the following prerequisites is very
important for NKR: if Cyprus, for example, has one-sided recources
– the sea, in Karabakh there are real resources, which are side by
side.But what we have exactly?

Architectural ancient obelisks, which are important circumstances in
tourism development, but are betrayed to carelessness. The biggest
of them, of course is Gandzasar, which is fortunately, in good
order. But only Gandzasar is not sufficient, the scientist says.We
have also Amaras, which is in a sad state. While Mashtots opened
the first school here.It’s a cisrcumstance exciting great interest
to foreigners. S. Melkumyan finds, that in this sense, Shushi can
also play a single role. In the world such mountinous towns, which
have fresh air, climatic normal conditions, are few. Its climate is
rather mild. Moreover, Shushi may excite interest not only from the
point of view of tourism. In Soviet years there are some rest-homes
there.He suggests to revive all this. So, the main prerequisites
of tourism development are resources representing restoration of
historical architectural obelisks and improvement of environment.
We don’t use mineral water of NKR, says the scientist. In liberated
Karvachar’s region is the same water as Jermuk, but it’s barbarism,
that this mineral water flows in Tartar river.A question arises: in
what way to appropriate it, if we have not well-maintained roads? For
this, it’s necessary, that we have the second – the well-maintained
high-way: from Sotk to Gandzasar above Karvachar, then to the capital,
he explains. Environment protection has to do closely with tourism
development, which must be paid much attention. In that sense, in
what conditions are our siteseeings? Identically – the worst. In one
word, we have many-sided real resources combined with each other, but
still we can’t use them fully, the scientist notes painly. In Artsakh
University it’s already six years that there is a tourism speciality,
but there are not warranted guides till now in the country.

S.Melkumyan assured, that he would take up the question himself,
in order that experienced guides accompanied tourism groups.

The Joint United Nations Programme on HIV/AIDS (UNAIDS) Armenia office
in partnership with the Government of Armenia commemorates the World
AIDS Day under the theme "Universal Access and Human Rights".

That means countering any form of HIV-related stigma and
discrimination. It means ensuring access to HIV information and
services for those most in need. It means removing punitive laws
that prevent IDUs, SW, MSM and other marginalized population to
access HIV prevention services, eliminating laws that discriminate
and criminalize based on HIV status. It means addressing violence
against women and girls.

Michel Sidibe, Executive Director of UNAIDS said "On this WAD we
are filled with both hope and concern. Hope because significant
progress has been made towards universal access. New HIVinfections
have dropped. Fewer children are born with HIV. And more than 4
million people are on treatment. Concern because 28 years into the
epidemic the virus continues to make inroads into new populations;
stigma and discrimination continue to undermine efforts to turn back
the epidemic."

"I am pleased that under the leadership of Armenian Government and
Armenian Civil Society and with joint efforts and support from many
other partners and UN organizations in Armenia, Armenia has managed to
make a real progress in keeping the numerous Government commitments
towards achieving the targets set in 2001 UNGASS declaration
of Commitment, 2006 Universal Access General Assembly Political
Declaration and MDG, namely:

External resources in support of National AIDS response were mobilized
from the GFATM at the amount of around 19 million euro for the period
2009-2015

AIDS Law was amended and endorsed in 2009 eliminating mandatory testing
(with exception of blood and organ donors)

Methadone therapy has been registered in the country and a center
for provision of methadone substitution treatment started operating
at the national Narcological centre in October 2009

Free-of-charge HIV treatment is provided to all people in need. Six
anti-retroviral drugs are included into the list of essential drugs
to be freely available to persons affected by the disease.

The coverage of harm reduction interventions for IDUs is maintained at
60%, the coverage of SWs by HIV prevention interventions has increased
from 25.1% in 2006 to 57% in 2008.

All HIV infected pregnant women receive a complete course of ARV
prophylaxis

HIV/TB co infection is now in focus: around 50% of TB patients are
referred for HIV testing

Although all these achievements we still have clear challenges in
front of us:

The National HIV Program implementation dependence on the external
funding puts at risk sustainable implementation of HIV prevention
and treatment activities, since ART is mainly covered by the Global
Fund resources

Stigma and discrimination towards people living with HIV, affected
people, most at-risk populations remain the main constraint to an
effective response to the epidemic

Success in AIDS programs provides a powerful mechanism for
strengthening health systems and promoting human rights and
development programmes. We must continue doing what works, but we
must also do more with less resource. We must improve cost efficiency
of applied HIV interventions and programs in order to achieve MDG"
said Manoela Grozdanova, UNAIDS Country Coordinator for Armenia,
Azerbaijan, Georgia.

YEREVAN, November 30, /ARKA/. Valeriu Razlog, head of the European
Bank for Reconstruction and Development (EBRD) Yerevan Office, said
the opening of the Turkish-Armenian border will have a positive effect
on both countries’ economies.

‘Armenia and Turkey have shares in EBRD and are its beneficiaries. I
think the opening of the border will have a positive impact both on
Armenian and Turkish economies,’ he said in an interview with ARKA.

In his opinion, the regional integration and cooperation are positive
factors for any investor. He said the EBRD believes that the open
border will have positive influence on bilateral trade and investments.

Valeriu Razlog said once the border opens Armenia will become a
railway and motorway transit country and will also get additional
energy opportunities.

Turkey and Armenia have had no diplomatic ties since Armenia became
independent from the Soviet Union in 1991. Turkey closed its border
with Armenia in 1993 in a show of support for its ally, Azerbaijan,
which had a dispute with Armenia over Nagorno-Karabakh, the ethnic
Armenian enclave of Azerbaijan.

There are several sensitive issues complicating the establishment of
normal relations between the two countries, particularly, Ankara’s
blatant support of Azerbaijan in the Nagorno-Karabakh conflict
resolution process and Turkey’s refusal to acknowledge the mass
killings of Armenians in the last years of the Ottoman Empire as
a genocide.

On October 10 Armenia and Turkey signed two protocols on establishment
of diplomatic relations and development of bilateral relations,
which yet need to be ratified by both countries’ parliaments.

"Of course, we want to help Armenia and Turkey implement regional
projects; we are ready to help both improve their road infrastructure,
communications and railways. We are ready to consider any project
that will help both countries’ integration,’ he said.

He said the opening of the border will lead to increasing investments
in different sectors of Armenian economy and raise its attraction
for foreign investors.

"I hope to see Turkish investments in Armenia and Armenian investments
in Turkey,’ he said.

The EBRD expects its commitments in Armenia to reach approximately
$150 million by the end of 2009 from $75 million in 2008. To date the
EBRD has invested over 335 million Euros across more than 70 projects
in various sectors of the Armenian economy.

download speeds up to 24 Mbps. The operator announced the new service
alongside promotions on existing broadband services, valid until
year-end. The Hi Line Unlimited 1024 tariff is now available with a
free wireless modem, while subscribers taking the Hi Line Unilimited
512 tariff will pay ADM 4,800 for a modem and those on Hi Line
Unlimited 256 tariff wil get the device for ADM 7,200. Since early
this year, the ADSL services are available throughout the country.

At his meetings with Japanese Foreign Minister Katsuya Okada, and
Speaker of the Japanese Parliament Takahiro Yokomichi in Tokyo, RA
Foreign Minister Edward Nalbandian pointed out that Armenia attaches
high importance to developing comprehensive relations with Japan. The
Press and Information Department, RA Parliament, told NEWS.am that
the Mr. Takahiro Yokomichi welcomed Armenia’s efforts to improve its
relations with Turkey and establish peace in the region. He expressed
the confidence that the improvement of Armenian-Turkish relations
will be beneficial to the Nagorno-Karabakh peace process.

At his meeting with his Japanese counterpart, Minister Nalbandian
stated that Armenia intends to open a legation in Tokyo. The Armenian
FM invited his Japanese counterpart to visit Armenia.

Ministers Nalbandian and Okada exchanged notes on the delivery of
equipment for restoring the collections of the Armenian National
Gallery.

The Armenian FM also visited the Japan External Trade Organization
(JETRO). JETRO Chairman Yasuo Hayashi and the RA Foreign Minister
discussed the opportunities for developing bilateral trade and economic
relations. Minister Nalbandian informed Mr. Yasuo Hayashi of Armenia’s
investment environment and sectors. The sides reached an arrangement
about a JETRO representative’s visit to Yerevan to establish contacts
with Armenian businessmen and discuss fields of cooperation.

The sides expressed their willingness for active cooperation in
rapid reforms of the UN Security Council, including the increase in
the number of Council members. In this connection, the Armenian side
reiterated its strong support for Japan’s permanent membership of the
Security Council., and in return the Japanese side expressed its deep
appreciation for the support.

Hayastan All Armenian Fund’s International Fundraising Telethon
will air on Shant, Armenia and H1-Armenian Public Television on
November 26, 8 pm -8am. Airing live from Los Angeles, Telethon
2009 will reach every continent, entering Armenian homes through
satellite, cable and internet means. The telethon will be web-cast
on

More than 20,000 residents of Armenia have already made their
contributions to Hayastan All Armenian Fund. The post offices of
HayPost have already received more than 13 000 cash donations. More
than 500 organizations and individuals have made bank transfers. Some
people prefer to make their donations in the Fund’s Executive Board
office. More than 7 thousand subscribers of VivaCell-MTS used the new
donation tool – one of the innovations of this year’s fundraising
effort, and donated funds via their mobile phones. Only for the
subscribers of VivaCell-MTS, three short numbers are introduced
from the beginning of October till the end of November. Interested
individuals can have their input in the all Armenian fundraising effort
by sending a blank SMS message to the following numbers: 5555 (which
stands for 200 AMD donation), 5556 (600 AMD donation) and 5557 (1000
AMD donation, all including VAT). Even at this point, it can be stated
that never before, in its more than 17 year history, has the Fund
registered such massive grassroots participation throughout Armenia.

The motto of this year’s fundraising effort is Our Shishi. The logo
of the Telethon is the Angel of Artsakh. Mr. Edik Balaian, the artist
of the 2009 Telethon logo offered his brief remarks regarding the
concept of the logo and the choice of colors. He mentioned that the
idea of the logo is distinctly from the prominent symbol depicted on
the bell tower of the St. Savior Ghazanchetsots Cathedral in Shushi.

"Hayastan All Armenian Fund is not a political organization, our
mission is to serve as a uniting bridge between Armenians around the
world and combine their efforts to reconstruct and strengthen Armenia
and Artsakh. If you think about it, this is the most practical way of
fulfilling our "azgayin tourk" – national giving, a concept that is
at the heart of "Hayastan" All-Armenian Fund. According to my modest
calculations, there are currently around 10 million Armenians living
around the world. If every single person gives a dollar a month, that
makes it close to $120 million a year. Think about it when you watch

The Telethon will feature an impressive line up of Armenian music and

ARMENIAN IT SECTOR GROWS DESPITE ECONOMIC CRISIS

The participants of an IT conference held in the Armenian capital,
Yerevan, yesterday concluded that the country’s IT sector has been
growing despite the economic crisis. The conference, organised by the
Competitive Armenian Private Sector Project (CAPS) and funded by the
United States Agency for International Development (USAID), highlighted
the factors that have contributed to the successful development of the
sector in Armenia, including better cooperation between the private
sector and the government, recent customs and tax reforms, the rapid
spread of advanced technologies in the country, and the creation of
educational institutions that generate highly skilled IT specialists.

Significance:Armenia has been hit hard by the global economic crisis,
with GDP dropping by 18%. Against this backdrop, the news of its
expanding IT sector is encouraging for the Armenian government and
foreign investors. Since the mid-1990s the Armenian government has
been taking consistent steps to develop the IT sector. The country’s
17-year blockade by neighbouring Turkey and Azerbaijan due to political
tensions has played a positive role in IT development. The government
has funnelled resources into the IT sector since it is an opportunity
to utilise the highly skilled intellectual pool found amongst the
Armenian population, without having to rely on blockade-impacted
transportation. So far IT remains one of the most attractive areas
for foreign investors in Armenia: there are over 210 IT companies in
the country, 58 of which are foreign owned. These companies export
$70US million in products annually to 20 countries.

The latest entry into the Armenian IT market was the global
communication company Orange. Indeed, even the Russian president
Dmitry Medvedev recently stated that Armenia’s success in the quick and
effective introduction of information and communication technologies,
including universal wireless internet coverage, is a model that Russia
is eager to replicate.

Morgenthau, renowned for his extraordinary efforts to bring American
and international attention to the Turkish government’s deportation
and massacres of Armenians in the Ottoman Empire, has been donated
to the Armenian Genocide Museum of America (AGMA) in Washington, DC.

"We are extremely grateful to the Morgenthau family for entrusting this
invaluable collection of books to the museum, which provides a window
into the breadth and depth of the Ambassador’s intellectual acumen and
his humanitarian outlook," said Van Z. Krikorian, museum trustee and
chairman of the project’s Building and Operations Committee. "In the
pantheon of heroes who have fought against genocide, the Morgenthau
name is legendary. This collection is priceless and wonderful
Thanksgiving news," added Krikorian.

The gift of Ambassador Morgenthau’s personal library, which has
been privately held by his family since his death in 1946, comes to
AGMA from Henry Morgenthau III, the son of Henry Morgenthau, Jr.,
and the grandson of the Ambassador. In making the gift to AGMA,
Henry Morgenthau III said "I am only putting Ambassador Morgenthau’s
effects where they belong."

Ambassador Morgenthau’s personal library includes books he acquired
during his term of service in the Ottoman Empire, and others obtained
in preparation for his diplomatic posting to expand his knowledge
of the region, its history and people. The collection also includes
Ambassador Morgenthau’s autographed copy of the official State
Department publication "Instructions to the Diplomatic Officers of
the United States," which he was provided upon his appointment.
