Russia’s Government yesterday threw a $40 billion (£27.6 billion)
lifeline to its banks as the rouble suffered another pounding,
prompting further speculation that the country would be forced into
a formal devaluation.

In London, Alexei Kudrin, Russia’s Finance Minister, hinted at budget
cuts as his country grapples with high inflation, a depreciating
currency and the collapse in value of oil and gas, Russia’s main
exports.

The dollar value of the Russian currency fell to within a few kopecks
of 41 roubles, the floor at which the central bank is committed to
defend the currency by selling dollars. The rouble has plunged by
almost 40 per cent in six months, despite the expense of hundreds of
billions of dollars in foreign currency in its defence.

Mr Kudrin, who yesterday had talks with Alistair Darling, the
Chancellor, said that Moscow was making available $40 billion to invest
in the capital of banks. "We are preparing one more banking package to
the tune of around $40 billion in Tier 1 and Tier 2 capital support,"
he said, adding: "We are preparing the banking package, but with the
condition that the funds will be passed on to the real economy."

Confidence in Russia’s economy suffered a new blow when Fitch, the
ratings agency, said it was cutting its sovereign credit rating for
Russia by a notch to BBB, because of continuing capital outflows of
dollars from the country. The new rating is two notches above "junk"
status and Fitch said that it was at risk of further downgrades.

Mr Kudrin said that the Government had no plans to raise funds on
capital markets, noting its reserves of almost $400 billion. "The
budget deficit is covered by reserves," he said. "For the next two
to three years, we are fully committed to fulfil the Government’s
obligations to pay wages, pensions."

However, the Finance Minister hinted that spending would be shaved.

Referring to infrastructure programmes, he said there would be
"certain adjustments, cutbacks of between 15 and 20 per cent".

Mr Kudrin said that Russia was also supporting its neighbours with
loans. In response to requests that had been made for assistance,
he said that Russia would lend $2 billion to Belarus, $500 million
to Armenia and $2 billion to Kyrgyzstan.

The European Bank for Reconstruction and Development (EBRD) yesterday
expressed doubt about whether Russia could continue to finance itself
from currency reserves.

Thomas Mirow, the president of the EBRD, said: "It depends on how
long the crisis prevails. If it lasts longer than 2009 and 2010,
then the reserves could be exhausted."

Russia0s foreign exchange reserves have dwindled from $600 billion at
the start of the financial crisis, last summer, to $386 billion. Last
week, its central bank spent $10 billion defending the rouble as
dollars fled the country.

Mr Kudrin said that Russia’s dependence on oil was its main challenge.

However, addressing a business conference in London, he also
blamed his country’s plight on an expansion of credit and a lack of
strong financial institutions. "We had a low level of competition,
a high level of state intervention and poorly developed financial
institutions," he said.

Russia’s Government seems to have shifted its focus from rescuing big
industrial groups to the plight of its fragile financial system and a
wish to shelter ordinary people from financial turmoil. Igor Shuvalov,
the First Deputy Prime Minister, said that a $50 billion fund set up
to help private companies to repay foreign debts had been suspended.

Foreign, Defense and National Security Ministerial council session
of the Collective Security Treaty Organization took place today in
Moscow. The Defense Minister of Armenia Seyran Ohanyan, the Foreign
Minister Edward Nalbandyan and the Secretary General of National
Security Council Arthur Baghdasaryan took part in the session,
reports the press and information service of the Foreign Ministry.

According to the source, the on-going President of CSTO Foreign
Ministers’ Council Edward Nalbandyan chaired the session. The highlight
of the session was the discussion of the agreement made during the
previous non-official presidential summit of the organization in
Kazakhstan.

the Kievsky bridge in Yerevan in February 3 evening, the RA Police
press office reported.

15 minutes after the assassination of Gevorg Mheryan, the Mashtots
police station received an alert on a dead body under the Kievsky
bridge.

The operative group identified the dead man as Artur Matevosyan, 27,
member of the RF border security forces.

RA Police Deputy Chief Gevorg Mheryan was shot dead at the door of
his department on February 3 evening.

Advocate Appeals To Cassation Court

Advocate Seda Safaryan has filed a motion to the Cassation Court
to dissolve the case of the former head of the Interior Ministry
Detention Department Mushegh Saghatelyan. "Mushegh Saghatelyan is
innocent. We demand that the Cassation Court close the case and stop
persecution against Saghatelyan," says Seda Safaryan.

Remind that on October 23 Yerevan’s Criminal Court announced
a verdict of sentencing Mushegh Saghatelyan to five years’
imprisonment. Saghatelyan was charged under Article 316 of the Criminal
Code (violence against a government representative) and Article 235
(acquisition and transportation of illegal weapon). He was also fined
900.000 drams.

Note that the Court of Appeals had left the decision of the Criminal
Court unchanged.

ArmInfo. Armenian producers have started exporting production to
European Union within the frames of General System of Preferences
Plus [GSP+] soft regime, Deputy Economy Minister Mushegh Tumasyan
told journalists today.

‘We still does not have specific statistics about the number of the
‘priviledged’ goods having been exported since the beginning of
the year.

But we hope their volume will grow permanently’, – he said. Deputy
minister also said that thanks to the new system Armenia will get an
opportunity of exporting about 6400 items of goods to the countries
of European Union, chiefly food products and tobacco. In particular,
the custom rates for tobacco was reduced by 52%, natural juice –
by 30%, fruits – by 20%, vegetables – by 14%, fish products – by 20%
and honey – by 17%. ‘We have managed to transfer to the soft regime
as totally we ratified 27 international UN and International Labor
Organization conventions regarding organization of labor, human rights
and environment’, – Tumasyan said.

He also added that GSP+ will be applied only regarding the goods
produced in Armenia, but not for the re-export.

DAVOS, JANUARY 29, NOYAN TAPAN. RA President Serzh Sargsyan and
Turkish Prime Minister Recep Tayyip Erdogan will meet on January 29
within the framework of Davos World Economic Forum. According to the
Anadolu agency, the Turkish Prime Minister stated this.

"We are hopeful, but how much Armenia is hopeful – I do not know. I
am meeting with RA President Serzh Sargsyan tonight… We wish to
further advance," Tayyip Erdogan stated.

Answering Turkish journalists’ question of whether he estimates
that meeting as a positive step, the RA President stated: "I think
it is so." And in response to a Turkish journalist’s question that
"we are aware that you know Turkish, would you like to address a
message?" Serzh Sargsyan answered in Armenian: "I know the Azeri
language."

According to CnnTurk, in Davos the Turkish Prime Minister met with his
Russian counterpart Vladimir Putin and Azeri President Ilham Aliyev.

ARMENIAN S FOLLOW DIASPORAN LEAD

Armenian supporters of the Fund for Armenian Relief (FAR) raise funds
at unique event For the first time Armenia’s leading citizens, who see
the positive outcomes of FARs projects, are stepping forward to
support the organization’s efforts to bring hope, opportunity, and
empowerment to the nation.

Over the past couple of years, some of Armenia’s citizens realized the
continued necessity for FAR’s programs, particularly its Children’s
Support Center in Yerevan, which proactively works to keep at-risk
children in stable, safe, intact homes.

Dubbed the Circle of Friends, the group coalesced in 2006 under the
chairmanship of former Armenian First Lady Bella Kocharyan and
recently raised more than US$ 100,000 for the Children’s Center.

"It is a sign of how important FAR is to the people of Armenia that
Mrs. Kocharyan and many other Armenian dignitaries and luminaries have
become benefactors of FAR and its programs," said Archbishop Khajag
Barsamian, President of FAR and Primate of the Diocese of the Armenian
Church of America (Eastern). "This is a unique start to a new
direction. We are witnessing a new trend when Armenians in Armenia
are stepping forward to take increased responsibility in its
development. This truly shows FAR is not a charity handout but indeed
a partnership with the Armenian people."

The latest effort by the Circle of Friends was a September fundraising
charity dinner with 250 special guests. The evening included an
exhibit of children’s artwork, as well as performances by some of the
most popular Armenian celebrities.

In addition to the financial support pledged by the participants, the
evening also saw many in-kind donations to the Children’s Center,
including computers, laundry room machines and kitchen equipment, as
well as event tickets, and toys for children.

Along with raising money, the leaders of the Circle of Friends spoke
about the need for people in Armenia to support FAR and its programs.
Archbishop Khajag Barsamian addressed the gathering via a taped video
message to congratulate the initiative and encourage continued support
of FAR’s programs by recruiting new members to the Circle of Friends.

"This event breathed new life into the idea of charity in Armenia,"
said Randy Sapah-Gulian, chairman of the FAR board. "As FAR has
continued to be a true partner to the Armenian people, we are pleased
to see the people of that nation step forward and embrace a culture of
giving, of volunteering, of taking on additional responsibility.

The Republic of Armenia is truly blessed with not just a strong,
supportive Diaspora, but a citizen who understand the future is in
their own hands."

Opened in 1999, FAR’s Children’s Center served initially as a
short-term sanctuary for homeless children. Today the Center’s mission
has shifted, and it has become a full-service facility for at-risk
children and their families. The professionally trained staff of
social workers, psychologists, and nurses work to develop
family-centered solutions to help children in need and provide them
with loving, intact homes.

More than 1,400 children from across Armenia and Karabagh have been
helped at the Center since its founding.

broadcast a report on a meeting among the leaders and representatives
of religious minorities of Esfahan Province, Bakhtiari, the governor
of this province and some clerics.

The leaders of the Armenian minorities in Esfahan and the south of
Iran expressed the support of the Armenians for the Islamic government
of Iran.

Sediqpur, the representative of the Jews in Esfahan also said that
belief in God, obeying the leadership and efforts towards the country’s
glory are the mutual aims of Iran’s religious minorities.

Nikdin, the representative of the Zoroastrians said that unity among
all Iranians, including the religious minorities, can lead to the
success and glory of the nation.

At the end of this meeting a statement on safeguarding the achievements
of the Islamic Republic of Iran was read and signed by the leaders
