Armenia MP: Turkey, Azerbaijan’s regional calculations have mixed up

The events taking place in Kazakhstan are presented under a rather noteworthy light in the Azerbaijani and Turkish press. Tigran Abrahamyan, an MP from the opposition "With Honor" Faction in the National Assembly of Armenia and a security expert, wrote this on Facebook. He added as follows:

"If in the first days of the Kazakhstan crisis mostly ordinary news was given in Azerbaijan, then after the transfer of the CSTO rapid reaction forces to Kazakhstan, the Azerbaijani websites and Telegram channels, which are obviously under state control, have launched a not only anti-Russian campaign, but also against the Kazakh authorities.

The regional calculations of Turkey and Azerbaijan have mixed up, and they, forgetting about Kazakhstan which has close, multilateral, deep relations with them, also target Kazakhstan, with various anti-propaganda doses.

The signals coming from the EU, the US, and NATO have also undergone some changes, on whose basis—in the visible part—is the issue of the deployment of CSTO forces in Kazakhstan, engagement in the ongoing processes, and long-term stay.

However, it is clear that in reality the processes are much deeper, and there is a matter of control over the zones of influence and important communications.

Now it is already clear that after the events taking place in Kazakhstan, the forces manifesting activeness in the Eurasian region will make revisions in their policy, and from now on the processes will proceed under a different logic."

Cable internet access restored in Kazakhstan’s capital

YEREVAN, JANUARY 8, ARMENPRESS. Cable internet access in Kazakhstan’s capital city of Nur-Sultan, which was down since Friday, has been restored, reports TASS.

However, mobile internet access remains unavailable.

The internet access in the city went down at about 12:00 local time (09:00 Moscow time), but mobile phone network was relatively stable.

On Wednesday, cable internet access in Nur-Sultan was down for about six hours since 17:00 (local time). A curfew is currently in effect in the capital between 23:00 and 07:00.

On January 2, protests sparked in several cities of Kazakhstan. In several days, they escalated into mass riots and assaults at the bodies of authority in many cities. Thousands of people were injured, and there were casualties. President Kassym-Jomart Tokayev asked the Collective Security Treaty Organization (CSTO) for assistance. CSTO peacekeepers have already commenced their mission in Kazakhstan. According to the authorities, the constitutional order in Kazakhstan was generally restored on January 7. The situation in Almaty remains the most complicated.

Armenia law enforcement not permitting reporters to enter Vardenis town hall building

Police officers are not allowing reporters to enter the town hall building of Vardenis, Armenia.

The reporters want to talk to the ruling Civil Contract Party’s (CCP) mayoral candidate, incumbent mayor Aram Melkonyan, who is at the town hall building.

The police have set up a human wall, do not permit reporters to enter the town hall building, but do not provide any legal justification for not allowing the reporters from entering the building.

Numerous officers from the police special forces also have arrived outside the Vardenis town hall building.

To note, the police did not allow the newly elected members of the Vardenis Council of Elders to enter the building, and for that reason, the inauguration of mayor-elect Aharon Khachatryan took place Tuesday at the courtyard of the town hall building.

As reported earlier, in the December 5 local elections in Vardenis, the ruling CCP had won 13 seats, the opposition Aharon Khachatryan bloc—10 seats, and the opposition United Vardenis—4 seats in the town council. Then, the opposition forces had signed a memorandum to form a coalition, and therefore the number of their town council seats was enough to elect their mayor candidate.

After that, former mayor of Vardenis Aram Harutyunyan, who topped the electoral list of United Vardenis, was charged in a criminal case against him and was arrested.

The first session of the new Vardenis Council of Elders had taken place on December 30. But before the session started, the police had attempted to apprehend another opposition member of the council, Aharon Khachatryan, who is the opposition’s candidate for mayor. Three hours later, the opposition finally had managed to convene a session and elect Khachatryan mayor. The CCP members of this council, however, had not attended this session.

This year, the organization will celebrate the 30th anniversary of the Treaty on Collective Security and the 20th anniversary of its current formation

MOSCOW, January 1. /TASS/. Armenia will take the chairmanship reins of the Collective Security Treaty Organization (CSTO), a post-Soviet security bloc, in 2022.

Yerevan was formally handed CSTO chairmanship from Tajikistan at the organization’s session in September 2021, and will pass the baton to Belarus in late 2022.

The member states – Russia, Armenia, Belarus, Kazakhstan, Kyrgyzstan, and Tajikistan – chair the organization in turn, according to alphabetical order.

The secretary-general is appointed for three years (regardless of the country’s chairmanship), while the Permanent Council is led by a representative of the state that holds the chairmanship in rotation. Armenia’s Permanent Representative to the CSTO Viktor Biyagov assumed this post, while the country’s Prime Minister Nikol Pashinyan became the Chairman of the CSTO Collective Security Council.

This year, the CSTO will celebrate two anniversaries – the 30th anniversary of the Treaty on Collective Security and the 20th anniversary of the current organization’s formation. CSTO Secretary-General Stanislav Zas earlier said the key challenges were the escalating presence of NATO’s forces approaching the CSTO’s western borders as well as the complicated and unpredictable situation in Afghanistan. According to him, Afghanistan could see a wider armed standoff, stepped-up activity by terrorist organizations, a surge in drug trafficking and mounting uncontrolled migration.

Zakharova comments on ‘first meeting of Armenian, Azerbaijani intellectuals’ in Moscow since war

On December 23-24, a meeting of Armenian and Azerbaijani public and cultural figures was held in Moscow for the first time since last year’s war in Artsakh, Russian Foreign Ministry spokeswoman Maria Zakharova told a weekly briefing broadcast by RT on Thursday.

"We believe that this meeting has served its purpose, namely, the establishment of good communication between representatives of scientific and cultural elites of the two neighboring countries with the creation of a favorable background for a consistent normalization of relations between Baku and Yerevan," she said.

According to her, the participants were unanimous on the role of intellectuals in reducing the degree of distrust between the Azerbaijani and Armenian peoples.

"The mood for a constructive dialogue was demonstrated also during the discussion of sensitive humanitarian topics, including the return of Armenian prisoners of war by Azerbaijan and the handover of the remaining minefield maps by Armenia,” Zakharova said.

“We have supported and will continue to support such endeavors. We believe that such a unifying agenda is extremely relevant and will help reach substantial agreements, which will in turn create an atmosphere for moving forward in other directions as well.

“We are planning to hold such contacts on a regular basis in the future, including in Azerbaijan and Armenia," Zakharova noted.

In his speech, Prime Minister Nikol Pashinyan particularly said,

“Honorable President of the National Assembly,

Distinguished representatives of the Government, the legislative and the judicial branches,

First of all, I would like to thank all of you for the work done in 2021, because people usually complain about the work of the public system, citing bureaucracy, hassles, delays. But I want to remind you that 2021 was not an ordinary year, in fact, we felt, saw and faced a significant part of the consequences of the 44-day war in 2021. Our statehood was facing huge, dangerous challenges, and it should be stated that we were able to manage those challenges.

Of course, it was not easy, the work done by all those present, all our state bodies, local self-government bodies is of essential and key importance for the management of those challenges. I am really thankful to you for that work. Moreover, by overcoming those challenges, we not only did not damage Armenia's international reputation as a democratic country, but, on the contrary, strengthened it even more.

Early parliamentary elections were held in the country in 2021. With them, we were able to reveal a new function of the electoral process, when the atmosphere of internal political unrest was finally overcome by the elections, and not the contrary. During those elections and before that, our entire state system, legal system and judiciary worked around the clock. Moreover, they worked trying not to yield to emotions, trying to stay loyal to the service, mission, state order. And it is obvious that in 2021 this service of addressing these challenges was a success, which does not mean that our work is perfect, on the contrary, in 2020-2021 we identified a number of systemic problems that exist in our public administration system. And an agenda has been formed, which, of course, we must consistently implement.

Our greatest challenge is ensuring external security, but I want to emphasize again that ensuring external security is not, has not been and should not be the function of only the army, the Armed Forces. It is equally the function of our diplomatic service, our other public administration bodies. I would also like to mention here the work of our special services, the important mission and work of our parliamentary diplomacy. And I want to emphasize that we have also overcome significant challenges in the field of internal security in 2021, moreover, we have overcome those challenges without any shocks. And in this regard, I want to emphasize again the work of our law enforcement agencies.

I want to wish Merry Christmas and a Happy New Year to all you, your families. I want to believe that 2022 will really be a year of renascence for Armenia. I hope the shocks that took place in 2020-2021, our capability to pass that road full of those shocks, which was demonstrated, will really help and strengthen us in building a state worthy of all our martyrs who sacrificed their lives for the Motherland during the 44-day war, the four-day war that took place before it, also our victims of the previous Artsakh war. Asbarez: Vahe Vahian’s Armenian Translation of Kahlil Gibran’s Literary Masterpiece Revived

Karabakh President: Presence of Russian peacekeeping contingent in Artsakh needs to be guaranteed and termless

President of Artsakh (Nagorno-Karabakh) Arayik Harutyunyan today attended the regular session of the National Assembly during which the bill on the 2022 State Budget of Artsakh was considered in the second reading.

In his concluding speech, President Harutyunyan touched upon the activities carried out in 2021, noting that the relative stability that is being maintained through the Defense Army and the Russian peacekeeping contingent has provided the opportunity to solve a number of vital issues and launch projects that will help ensure progress.

Harutyunyan also talked about the mid-term expenditure programs for 2022-2025 and stated that the key issue of Artsakh has been and remains demography, adding that improvement of the demographic situation will be the aim of all the programs to be implemented in the coming years. The head of state also touched upon the launched and future housing projects and added that his ‘apartment for each family’ program is still in effect.

The President of Artsakh also talked about foreign policy and security issues. “I believe the presence of the Russian peacekeeping contingent in Artsakh needs to be guaranteed and termless until there is no longer a need for its presence, and the need and opinions of the people of Artsakh need to be key factors since we the people of Artsakh are the main beneficiaries of the peacekeeping mission,” Harutyunyan said, noting that the consistent capacity-building and strengthening of the Defense Army, police and the National Security Service are another major direction on the path to ensuring proper security.

The head of state said Artsakh will continue the struggle for unconditional recognition of the exercise of the right of the people to self-determination and the return of the seized territories. “We support a peaceful settlement of the conflict where our major and unwavering goal is to achieve international recognition of Artsakh’s independence based on the right to self-determination, and this will pave the way for implementation of the ultimate goal of the Artsakh movement,” he said.

The law on the 2022 State Budget was adopted with 18 votes ‘in favor’ and 11 votes ‘against’.

The Westbrook City Council made local history last week in unanimously selecting American-Armenian writer, lawyer, lecturer and human rights advocate Anna Astvatsaturian Turcotte as its president, the first refugee and by all accounts the first woman to fill that role, Portland Press Herald reports.

“As a council, we had decided we wanted a woman. We wanted someone to represent those constituents who haven’t had that representation. I look forward to being the facilitator of the discussions,” she said. “One of my major goals is to work more closely with the schools on budgets, so we aren’t surprised when we see it.”

A lawyer specializing in international law, Turcotte has long been involved in advocacy work around her birth city of Baku, Azerbaijan. Turcotte’s Armenian family fled Azerbaijan when she was a child because of attacks on Armenians there. The family spent three years in Armenia before moving to the United States.

After graduating from the University of Maine School of Law in 2003, Turcotte worked as a clerk at the International Criminal Court in the Netherlands. In 2012, she published “Nowhere, the Story of Exile,” a collection of her diary entries as a child fleeing from her homes.

Her political career in Maine began to take shape in 2013 when she successfully worked to get the Legislature to officially recognize the Artsakh Republic.
