Erdoğan greenlights normalisation of ties with Armenia

Turkey is willing to work for the normalization of relations with Armenia pending the neighbouring country’s abandonment of single-sided accusations and embrace of a realistic outlook, Turkish President Recep Tayyip Erdoğan said on Sunday.

Neighbourly relations based on trust, respect for each other’s territorial integrity and sovereignty despite differences in opinions and expectations, would be a “responsible way to act’’ for Ankara and Yerevan, the Independent Turkish cited Erdoğan as telling reporters on a flight back from a weekend tour in the Balkans.

The region needs “new, constructive approaches” and Ankara is ready to  ready to gradually develop relations with Armenia, the Turkish leader said, if the country is ready to take steps for “sustainable peace and coexistence.’’

Erdoğan also congratulated Armenia for its newly established government, expressing hope that the new government would be beneficial to the region.

Armenia's acting Prime Minister Nikol Pashinyan was officially appointed to the post earlier this month by the country's president after Pashinyan's party won an early parliamentary election in June, following months of protests demanding his resignation because of a November peace deal he signed to end six weeks of fighting with Azerbaijan over the Nagorno-Karabakh region.

Erdoğan’s remarks arrive after Armenian Prime Minister Nikol Pashinyan said on Friday that Turkey had been sending “positive signals” to his country and that Yerevan will respond in kind, Turkey’s state-run Anadolu Agency reported.

Diplomatic ties between Turkey and Armenia are officially non-existent and have historically been hostile.Turkey closed its border with Armenia in 1993 in response to what it called Armenian aggression in Karabakh.

YEREVAN, AUGUST 28, ARMENPRESS. President of Armenia Armen Sarkissian sent on August 28 a letter of condolences to President of Kazakhstan Kassym-Jomart Tokayev on the occasion of the explosion at a military base in Zhambyl region, the Armenian President’s Office said.

“Please accept my deepest condolences over the tragedy in Zhambyl region which resulted in the deaths of servicemen and rescuers. Undoubtedly, their heroism is a worthy example of adherence to the military service duty”, the letter sent by the Armenian President says.

President Sarkissian expressed his support to the families of the victims, and a speedy recovery to the injured.

On August 26, 2021 a fire broke out at a warehouse at military base in the Bayzak district of the Zhambyl region, at about 19:00. The fire resulted in more than 10 explosions. 13 people have been killed.

YEREVAN, JULY 29, ARMENPRESS. Acting Foreign Minister of Armenia Armen Grigoryan held a phone conversation with Philip Reeker, Acting US Assistant Secretary of Bureau of European and Eurasian Affairs on July 29.  

As ARMENPRESS was informed from the press service of the MFA Armenia, Armen Grigoryan condemned the Azerbaijani attack on the Armenian positions in Gegharkunik Province on July 28, which he assessed an overt encroachment on the sovereignity and territorial integrity of Armenia.

It was emphasized that a tense situation has been created as a result of the infiltration into Armenian sovereign territories of the Azerbaijani forces starting from May 12 and the continues provocative measures, which can be overcome after the Azerbaijani forces withdraw to their initial positions. In this context Philip Reeker emphasized the importance of the normalization and de-escalation of the situation on the Armenian-Azerbaijani border.

During the conversation the resumption of Nagorno Karabakh peace process under the auspices of the OSCE Minsk Group Co-chairs’ format was highlighted, which will be aimed at the sustainable solution of Karabakh issue and establishment of peace in the region.

The interlocutors referred to the humanitarian consequences of the conflict. In this context, Armen Grigoryan condemned the criminal prosecution of the Armenian POWs and civilian detainees in Azerbaijan based on trumped up charges, assessing that act as a gross violation of the committments assumes by Azerbaijan and the international humanitarian law.  

Armen Grigoryan and Philip Reeker also discussed the prospects of further cooperation within the framework of the Armenia-US strategic dialogue, emphasizing the importance of joint efforts to fight the coronavirus.

The Armenian Defense Ministry has said three of its soldiers have died in clashes in the disputed region of Nagorno-Karabakh. Azerbaijan rejects Yerevan's account, accusing Armenia of a military provocation.

Armenia and Azerbaijan ended a six-week conflict in November after Russia brokered a ceasefire

Armenia's Defense Ministry said on Wednesday that three of its troops had been killed in clashes with Azerbaijan's military in what is one of the deadliest incidents over the disputed region of Nagorno-Karabakh since a six-week conflict ended last November. 

"As a result of armed action launched following an attack by Azerbaijani forces, there are three dead and two wounded from the Armenian side as of 08:30 [0430 GMT]," the ministry said in a statement.

Armenia's Foreign Ministry added, "the Azerbaijani side is deliberately escalating the situation as its forces remain illegally on Armenia's sovereign territory."

In June, Azerbaijan said it had downed this drone that it said belonged to the Armenian army, a sign of recent clashes

The Azeri government rejected Armenia's account.

Its defense ministry accused Armenia of military provocation, saying Armenian forces opened fire toward Azerbaijani positions in the district of Kelbajar in the early hours of Wednesday.

"Armenia bears full responsibility for the escalation of tensions along the two countries' shared border," it said, adding that two Azeri soldiers had been wounded.

A six-week war between between the two nations last autumn left some 6,500 people dead.

The conflict ended in November with a Russian-brokered cease-fire under which Armenia ceded territories it had controlled for decades.

Prisoner swaps also took place as part of the deal.

Tensions between Baku and Yerevan flared up again in May, when Armenia accused Azerbaijan's military of crossing its southern frontier to "lay siege" to a lake shared by the two countries.

There have been further sporadic clashes in recent months, sparking fears of fresh fighting.

Nagorno-Karabakh is recognized as part of Azerbaijan, but its population is majority Armenian.  

It has mostly been governed by a separatist, self-declared republic, run by ethnic Armenians and backed by the Armenian government.

Separatists in Nagorno-Karabakh voted to break away from Azerbaijan in the late 1980s as the Soviet Union collapsed; the ensuing conflict has claimed around 30,000 lives.

Artsakh’s Robert Avetisyan Shares Insights During Assembly Speaker Series

of the Nagorno-Karabakh Republic (NKR) to the United States, delivered insightful remarks and relevant updates about current realities in Artsakh on Thursday evening, July 15, 2021, as the featured speaker of the Armenian Assembly of America's Summer Speaker Series.

As the point of contact between Stepanakert and Washington, D.C., Avetisyan helps maintain strong ties with Armenian Americans and serves as the conduit between the American diasporan community and Artsakh Armenians. He also expressed his appreciation to the Assembly for its important work over the decades.

Regarding developments in Artsakh, Avetisyan said the Republic of Artsakh has launched a "comprehensive restoration" in the political, economic and humanitarian spheres since the September 2020 war when Azerbaijan, with the full and open support of Turkey and international terrorists, once again attacked Artsakh on an "unprecedented" level, including by way of the "scale and scope of the weaponry and offensive power used against Artsakh, Turkey being at the forefront and in control of ground and air forces," and the participation of Syrian mercenaries.

Avetisyan remarked that he expects negotiations to resume and to "finalize a general vision of settlement because the conflict is not solved."

"The Karabakh-Azerbaijan conflict is not resolved since the core issue of the conflict – the sovereign status of Artsakh – has not been internationally solidified," said Avetisyan. "We expect that the OSCE Minsk Group will resume active efforts to improve the situation on the ground and come up with a corresponding formula which would establish long-term stability for Artsakh and the entire region."

Avetisyan also said that the government is focused on "restoring lives and infrastructure" and efforts are being made to provide everyone affected with basic needs, such as housing.

"The government is doing everything possible to build homes to make sure people who have been forced out of their homes stay in Artsakh and connect their future with the Republic of Artsakh."

The most pressing humanitarian issue is the unlawful detainment of Armenian prisoners of war held by Azerbaijan, according to Avetisyan, who noted that Baku has acted in "complete disregard of humanitarian and international law," though he remains hopeful that the "international community will continue paying serious attention to this problem until all our compatriots return to their families." Avetisyan also stressed the importance of urgent international actions for preservation of the Armenian Christian heritage from destruction in the territories under Azeri occupation.

During the question and answer session, Avetisyan emphasized that the Artsakh issue is part of the "pan-Armenian agenda" and welcomed open lines of communication as well as interest from the diaspora, particularly the younger generation, to get involved and reach out.

Avetisyan also touched upon the security currently maintained by Russian peacekeepers due to the "fragile situation" and continued aggression by Azerbaijan to cause instability in the region. He noted that more people are visiting Artsakh, which is a positive way to show support.

"The more people who come to Artsakh, the more our adversaries will see that Artsakh continues to remain in the hearts and minds of our compatriots around the globe, while also supporting the post-war economy," said Avetisyan. "There is always hope but we have to reinforce hope with action."

"In Artsakh we suffered a lot, but we survived as a state and government, though at a very high price," said Avetisyan. "We are doing what we can to eradicate the consequences of this aggression and come out as a strong state and society."

Armenia 1st Military Unit participants in recent Artsakh war are solemnly demobilized

YEREVAN. – A solemn ceremony of demobilization of the 1st Military Unit conscripts who fought in the 44-day war was held Thursday, the Ministry of Defense of Armenia informed Armenian News-NEWS.am.

The event was attended by Artur Poghosyan, Head of the Armed Forces Morale and Psychological Support Department, the military unit command, Syunik Province Governor Melikset Poghosyan, the Goris city deputy mayor, as well as several other local government representatives.


Azerbaijan will use any opportunity to “legitimize” fake criminal prosecutions against Armenian POWs

According to information obtained from open public sources within the framework of interstate legal proceedings initiated by the Government of the Republic of Armenia in the European Court of Human Rights (ECHR), the Azerbaijani authorities are currently conducting fake criminal prosecutions against Armenian nationals detained as a result of the war unleashed on September 27, 2020, in clear violation of international humanitarian law, Yeghishe Kirakosyan, Armenia’s Representative before the ECHR, said in a statement.

“The Government of the Republic of Armenia has repeatedly stated and reaffirms its position that persons currently held illegally in Azerbaijan are prisoners of war, abducted civilians, and are guaranteed protection under the 1949 Geneva Conventions. Any criminal case against the captured Armenian persons has no legal basis and clearly contradicts the international legal norms,” the Representative said.

Moreover, he added, the whole process of criminal prosecution on the basis of fictitious charges against Armenian civilians and POWs is accompanied by gross violations of the guarantees of the basic elements of a fair trial.

“In particular, persons prosecuted under both international human rights law and international humanitarian law should enjoy the minimum guarantees of a fair trial, such as the presumption of innocence. They also have the right to get informed promptly and thoroughly of the nature of the charge in a language understandable to them, have time and place to prepare his defense, to defend himself in person or through lawyers chosen by him, to use the free service of an interpreter, etc. The mentioned legally binding guarantees are obviously violated by the Azerbaijani authorities, which has been repeatedly confirmed by a number of international organizations, including the ECHR,” Kirakosyan said.

“Taking into account the above, the Office of the Representative of the Republic of Armenia in the ECHR has repeatedly appealed to the ECHR with various demands to terminate the criminal prosecutions against the mentioned persons, release them or otherwise guarantee their rights. However, given that the only urgent remedy under the ECtHR’s legal mechanisms is the possibility of applying an interim measure under Rule 39 of the Rules of Court, which is unfortunately very limited and applies mainly in the event of an irreversible risk of a breach of the right to life or non-torture, the ECHR refrains from interfering in the criminal prosecution of these individuals,” he added.

Taking into account the above, the Office of the Representative of the Republic of Armenia to the ECHR is currently pursuing professional discussions with the competent state bodies, other interested parties, on the possibility of resorting to effective tools in the context of other international legal mechanisms to obtain information on illegal prosecutions of Armenian captive Armenians, to intervene or prevent them.

At the same time, considering that the ongoing international legal processes are of a complex, multi-layered nature, as well as the fact that the Azerbaijani authorities will try to use any opportunity to “legitimize” the fake criminal prosecutions initiated by them, the Office of the Armenian Representative to the ECHR calls on lawyers, advocates, the Chamber of Advocates or any other persons and/or human rights organizations to discuss the matter with the Office before taking any action.

At the same time, taking into account the hypersensitivity and importance of the issue, the Office urges to refrain as much as possible from speculating on the topic, from public discussions on the issue.

Russia’s Civic Chamber members take part in observing elections in Armenia

MOSCOW, June 22 (RAPSI) — A delegation of Russia’s Civic Chamber has participated in the monitoring of the process of _expression_ of the will of citizens during the recent parliamentary elections held in Armenia.

Chairman of the Civic Chamber Commission on security and cooperation with public supervisory commissions Alexander Vorontsov said that together with member of the Chamber’s Commission on accessible environment and inclusive practices development Vladimir Zhuravlev, he visited more than 20 polling stations in different districts of Yerevan. 

It could be declared that the work of election commissions was organized professionally, efficiently and responsibly, according to Vorontsov. The delegation carefully followed what was happening at each polling station, communicated with the chairpersons and members of precinct commissions, paid attention to observers from parliamentary parties and public associations, he added. “I would like to note that at each site that we visited, there were from five to 15 observers,“ the Commission Chair stressed.

Vorontsov added that after visiting the polling stations, the delegation of the Russian Civic Chamber visited the Armenian Central Election Commission, where they met with its secretary.

Zhuravlev noted that the main aspects of the elections in Armenia were transparency and control by observers, both local and foreign ones, adherence to the electoral code, which provides for the openness of the voting procedure and the impossibility of distorting the will of the country's residents. 

The Chamber’s commission chair stressed that the work in Armenia was yet another successful experience of international observation carried out by members of the Civic Chamber of the Russian Federation. 

Members of the Chamber took part in monitoring the elections in Abkhazia, Azerbaijan, Belarus, Georgia, Kazakhstan, Cambodia, Kyrgyzstan, Latvia, Syria, USA, Ukraine, South Ossetia and other countries. 

Russian, Azerbaijani FMs discuss implementation of Karabakh statements

YEREVAN, JUNE 23, ARMENPRESS. Russian Foreign Minister Sergei Lavrov and his Azerbaijani counterpart Jeyhun Bayramov held a telephone conversation today, discussing the Nagorno Karabakh conflict, in particular the implementation of the trilateral statements aimed at solving the humanitarian problems, the Russian foreign ministry reports.

The Foreign Ministers highlighted the key contribution of the trilateral working group chaired by the Russian, Armenian and Azerbaijani deputy prime ministers to the development of the region in the post-conflict period.

The leaders of Armenia, Russia and Azerbaijan signed a statement on the ceasefire in Nagorno Karabakh on November 9, 2020. On January 11, 2020, another trilateral statement was signed by the leaders, which confirmed their readiness to the unblocking of regional economic and transportation communications.
