Muradov called official reports about supposed return of Armenias prisoners ‘provocation’

The reports circulated on Thursday through official sources about the expected return of Armenian prisoners held in Azerbaijan were a provocation, the commander of the Russian peacekeeping mission in Nagorno-Karabakh, Lieutenant General Rustam Muradov told Hraparak daily.

The media reported earlier that the Russian plane was supposed to deliver Armenian prisoners from Azerbaijan, but the it arrived empty at Erebuni airport on Friday where several dozen relatives and friends of the prisoners of war had been gathered.

"That was a false provocation. Ask them. They mislead the population," Muradov told the reporter when asked why Armenian officials announced on Thursday about the upcoming return of prisoners.

The head of the Russian mission in Nagorno-Karabakh, however, confirmed he had been to Azerbaijan but on a regular working visit. Muradov refused to comment on whether he is planing a meeting with Pashinyan later today.

YEREVAN, APRIL 8, ARMENPRESS. Prosecutor General of Russia Igor Krasnov departed from Yerevan to Baku, where he will meet with president of Azerbaijan Ilham Aliyev and Prosecutor General Kamran Aliyev, ARMENPRESS was informed from the Office of the Prosecutor General of Russia.

Krasnov today held meetings with Armenian PM Nikol Pashinyan and Prosecutor General Artur Davtyan.

In a meeting with Pashinyan, the Russian Prosecutor General highlighted the full implementation of the 8th point f the November 10, 2020 trilateral declaration, according to which exchange of POWs, hostages and other detainees should take place. Igor Krasnov emphasized that he will spare no efforts for the solution of the issue.

FM Wants ‘Radical’ Change In Turkish Policy On Armenia

Turkey must end its “hostile” policies towards Armenia if it wants to contribute 
to peace and stability in the region, Foreign Minister Ara Ayvazian said on 
Monday.

“In order to have real peace in our region, we expect that Turkey will seriously 
and radically change its aggressive policy and end its hostile actions against 
Armenia,” he said.

Speaking in the Armenian parliament, Ayvazian noted that Ankara has never 
reciprocated Armenian attempts to improve bilateral relations.

The remarks contrasted with recent days’ statements on Turkish-Armenian 
relations made by Prime Minister Nikol Pashinian and the secretary of his 
Security Council, Armen Grigorian.

In an interview with Armenian Public Television, Grigorian pointedly declined to 
clarify whether he believes that Turkey remains an enemy of Armenia after the 
autumn war in Nagorno-Karabakh.

“If we are opting for the unblocking of the region there have to be some 
corrections in our approaches, and we are working in that direction,” he said in 
that regard.

Pashinian similarly stated on Sunday that Armenia also needs to review its 
policies towards Turkey as well as Azerbaijan. “We, the regional countries, must 
reappraise our mutual attitudes and postures,” he said.

Grigorian’s comments were denounced by opposition leaders and other critics of 
the Armenian government. They portrayed them as further proof of Pashinian’s 
desire to continue sacrificing Armenia’s national interests.

Some oppositionists went as far as to claim that the government is ready to 
thwart greater international recognition of the 1915 Armenian genocide in return 
for the opening of the Turkish-Armenian border.

Ankara shut down the border in 1993 and has refused to establish diplomatic 
relations with Yerevan since then out of solidarity with Azerbaijan. It has yet 
to clarify whether a Karabakh settlement acceptable to Baku remains a 
precondition for normalizing Turkish-Armenian relations after the six-week war 
that resulted in the restoration of Azerbaijani control over all districts 
around Karabakh.

Answering a question from an Armenian opposition lawmaker, Ayvazian insisted on 
Monday that he is not aware of any Turkish-Armenian talks or other diplomatic 
contacts.

During the six-week war stopped by a Russian-brokered ceasefire on November 10, 
the Turks supported the Azerbaijani army with weapons and expert advice. They 
also reportedly recruited thousands of Syrian mercenaries and sent them to fight 
in Ankara on the Azerbaijani side.

Armenian leaders have repeatedly described the hostilities as a 
“Turkish-Azerbaijani aggression” against Armenia and Karabakh.

According to Ruben Safrastian, a Yerevan-based Turkey analyst, Turkey continues 
to pose a serious security threat to Armenia and has no intention to normalize 
relations with the latter.

“In these circumstances, I think that we would be wrong to pursue such a 
[conciliatory] policy,” Safrastian told RFE/RL’s Armenian Service. “It would do 
us no good. It could only cause damage.”



Armenia Gets First AstraZeneca COVID-19 Shots

Armenia -- The first batch of Astra-Zeneca's COVID-19 vaccine is delivered to

Armenia received on Sunday the first batch of AstraZeneca’s COVID-19 vaccine 
from the COVAX Facility, the World Health Organization’s global vaccine-sharing 
scheme.

The Armenian Ministry of Health said it will use the 24,000 doses of the vaccine 
to inoculate medical workers, care home personnel, persons aged 65 and older as 
well as younger people suffering from chronic diseases.

The ministry reportedly purchased last month 15,000 doses of the Russian Sputnik 
V vaccine. They too are supposed to be made available to “high risk” groups of 
the country’s population.

Prime Minister Nikol Pashinian and Health Minister Anahit Avanesian said the 
Armenian government is now trying to buy more vaccine shots when they spoke on 
Monday at a meeting of an interagency commission dealing with the coronavirus 
pandemic. A government statement on the meeting shed no light on the scale of 
further vaccine acquisitions planned by the authorities.

A deputy director of Armenia’s National Center for Disease Control and 
Prevention, Gayane Sahakian, said in December that the government has 
commissioned 600,000 doses of coronavirus vaccine from the COVAX Facility. But 
Sahakian and other officials indicated afterwards that the government is 
planning to finance a much more limited vaccination campaign.

Avanesian hinted in February that Armenians not included in “high risk” 
categories will have to pay for their vaccine shots. She said private medical 
centers will be authorized to carry out such vaccination.

COVAX delivered the first batch of the vaccine developed by AstraZeneca and 
Oxford University to Armenia as the country of about 3 million grappled with 
what health officials describe as a third wave of coronavirus infections.

The daily number of such cases recorded by Armenian health authorities has 
surged over the past month after falling significantly since November. The 
resurgence of the disease has forced the authorities to set up hundreds of new 
hospital beds for COVID-19 patients.

The Ministry of Health reported on Monday morning 424 new infections and 12 
single-day deaths caused by COVID-19. According to it, the total number of 
active coronavirus cases stood at 14,287, up from 6,772 reported on March 11.

Speaking at the meeting of the government commission, Avanesian warned that the 
epidemiological situation will worsen further unless the authorities resume a 
strict enforcement of their sanitary rules designed to curb the spread of the 
disease.

The rules include mandatory mask-wearing in all public areas. Few Armenians now 
wear masks not only on the street but also in shops. Cafes and restaurants 
across the country have remained open since last May.



Pashinian Reaffirms Plans For Snap Elections

Armenian Prime Minister Nikol Pashinian has reaffirmed his pledge to hold snap 
general elections on June 20.

“I am going to resign in April,” Pashinian said during a weekend visit to 
Armenia’s southern Armavir province. “I am going to resign not to leave power 
but to ensure that pre-term parliamentary elections take place. I will continue 
to perform the prime minister’s duties in the meantime.”

“If you reaffirm your mandate, I and my team will serve you much better than we 
have in the past. If you don’t, we will humbly cede the mandate to whom you have 
elected,” he told residents of a local village.

Under the Armenian constitution, fresh elections will have to be held within two 
months if Pashinian resigns and the Armenian parliament twice fails to elect 
another prime minister.

Pashinian announced on March 18 his decision to pave the way for such polls 
after talks held with the leaders of the two opposition parties represented in 
the National Assembly. They are understood to have assured him that their 
parties will not nominate prime-ministerial candidates in the event of his 
tactical resignation.

One of those parties, Prosperous Armenia (BHK), is part of an opposition 
alliance that has been holding street protests in Yerevan in a bid to oust 
Pashinian over his handling of last year’s war with Azerbaijan. The Homeland 
Salvation Movement wants the elections to be organized by an interim government. 
Still, some of its key members, including the BHK, have made clear that they 
will not boycott the vote planned by the current government.

As Pashinian toured several Armavir villages on Sunday the alliance held another 
rally in Yerevan. Its coordinator, Ishkhan Saghatelian, said the opposition 
forces will stage protests in other parts of the country in the coming weeks and 
try to topple Pashinian after he tenders his resignation in late April.

“We must turn that de jure resignation into a de facto resignation and remove 
him from power during those days,” Saghatelian told opposition supporters.

Saghatelian indicated at the same time that the parties making up the Homeland 
Salvation Movement will not opt for an election boycott if they fail to oust 
Pashinian.

Asbarez: Armenia Beats Romania 3-2 in World Cup Qualifier



Armenia’s National Soccer team members celebrate a goal on March 31.

Armenia’s National Soccer team on Wednesday beat Romania 3 to 1 in a World Cup qualifier match held at the Vazgen Sargsyan Stadium in Yerevan. This was the second victory this week for the Armenia’s National Team, which beat Iceland on Sunday 2-0 in a home game.

The two teams had ample opportunities to score goals in the first half of the game, reported news.am. However none were scored. The second half saw the scoring all five goals of the match. In the 56th minute, Armenia’s Edward Spertsyan scored the first goal. The Romanian team scored their two goals in the 62nd and 72nd minute marks.

It was during the last minutes of the match that Armenia scored its two additional goals, leading it to victory. Varazdat Haroyan and Tigran Barseghyan scored the winning goals for the team.

The Armenia team, which ranks 99th has had a string of three victories securing nine points in the World Cup qualifying competitions. All this despite its team captain Henrikh Mkhitaryan being sidelined due to an injury.

Artsakh confirms 7 new cases of COVID-19 over past day

YEREVAN, MARCH 31, ARMENPRESS. 7 new cases of coronavirus have been confirmed in the Republic of Artsakh in the past one day, the ministry of healthcare said.

77 COVID-19 tests were conducted on March 30.

Currently, 20 infected patients receive treatment at hospitals, while the others – at home.

Artsakh has so far confirmed a total of 2486 COVID-19 cases.

The ministry once again urged citizens to follow all the safety rules to prevent the further spread of the disease.

Turkish press: Turkic Council eyes forming ‘united states of Turkic world’

The intergovernmental organization of Turkic-Speaking States is set to virtually hold an informal summit on March 31, which would prepare the group for an upcoming official summit in Istanbul.

Speaking ahead of the informal meeting exclusively for Anadolu Agency, Secretary-General of the Turkic Council Baghdad Amreyev told the meeting was decided to be held virtually due to the ongoing COVID-19 pandemic.

Telling that the Turkic Council aims for a united state of the Turkic world, Amreyev said the presidents of Turkey, Azerbaijan, Kazakhstan, Kyrgyzstan and Uzbekistan are to attend the upcoming summit.
Meanwhile, Prime Minister of Hungary Viktor Orban is to attend with observer country status as an official from Turkmenistan to attend as well.

"It's the first summit of Turkic leaders, after the [Azerbaijan's] Karabakh victory. That's why the significance of this meeting is grown in the eyes of the public," Amreyev said while adding that the "meeting is going to be an essential point in our efforts for strengthening the unity of Turkic World."

On the summit's agenda, the Secretary-General of the Council said Kazakhstan's ancient city of Turkistan is to be declared as the spiritual center of the Turkic world.

The city with 2,000 years of history was Kazakh Khanate's capital in the 16th to 18th centuries.

Turkistan, where the well-known Sufi sheik Khoja Akhmet Yassawi lived in the 11th century and was buried there after his death, played an essential role in Central Asia's Islamization.

It was one of the spiritual, political and commercial centers of the historical Silk Way and started to revitalize after 1991 when Kazakhstan gained independence from the Soviet Union.

"We know the significance of this city [Turkistan] for the whole Islamic world," Amreyev said while adding that other cities in the Turkic world "like Istanbul, Samarkand, Bukhara, Shusha, Baku, Almaty" in the future may also receive special status.

'Turkic countries to participate in the rehabilitation of Karabakh'

Furthermore, multilateral cooperation, the situation in the region and the world, ways of strengthening cooperation with neighboring countries and international partners of Turkic Council member states are also to be addressed during the informal summit.

As the meeting will be the first gathering of all Turkic Council leaders following Azerbaijan's Karabakh victory, Amreyev said the Council's leaders "will show solidarity efforts towards rehabilitation to reconstruct the liberated territory of Karabakh… Our leaders will exchange views."

He said that "another also important point is the participation of our private sector in rehabilitation works in the liberated territories of Azerbaijan. We are going to convene the business forum in Baku at the end of April to discuss ways of using the potential of our private sector [towards the rebuilding of liberated lands in Karabakh]."

The former Soviet republics of Armenia and Azerbaijan experienced tense relations for almost three decades after the Armenian military started occupying Nagorno-Karabakh, internationally recognized as Azerbaijani territory, and seven adjacent regions, in 1991.

When new clashes erupted on Sept. 27, the Armenian army launched attacks on civilians and Azerbaijani forces and violated several humanitarian cease-fire agreements.
Azerbaijan liberated several cities and nearly 300 settlements and villages from the nearly three-decade-long occupation during the 44-day conflict.

Despite the Nov. 10 deal, the Armenian army several times violated the agreement and martyred several Azerbaijani soldiers and a civilian, as well as wounded several others, according to the Azerbaijani Defense Ministry.

The Council under the Secretary-General's leadership has prepared "Turkic Council Strategy 2020-2025 and Turkic World Vision-2040," which are to be addressed during the informal gathering on Wednesday, Ameryev said.

With Turkic World Vision- 2040, "which constitutes our roadmap until 2040, we aim for stronger foreign policy coordination, Security cooperation, signing Free Trade Agreements, opening borders in transportation, and strong cooperation between our countries with the language and alphabet in particular," he said.

Describing the 2020-2025 and 2040 documents as roadmaps for the Turkic Council's cooperation towards the future, Ameryev hopes to for the member states' leaders to adopt the documents during the formal Summit at Istanbul in autumn as he said the documents would "shape the future of the Turkic world, especially focuses on strengthening economic ties between our member states, reaching the preferential trade agreement."

Besides establishing an FTA among Turkic Council member states, Ameryev added that "establishing additional mechanisms of our economic cooperation" is also on the agenda.

'Over ten countries seek observer status'

Telling that the Turkic investment fund is close to being finalized, he noted that the fund is a "very important financial instrument to support many of our small and medium-sized enterprises."

He further said that the Council is "focusing on developing the existing transportation routes," and said, "that's why we started last year, the realization of a 'green corridor' between our countries through Azerbaijan."

The 'green corridor' is known as an international fast-track transport line for essential goods.

"In general, the Turkic Council does its best to develop multilateral cooperation in the fields of political, economy, science, culture and education, military, law, environment, energy, transportation, investment and finance," he said.

On Turkey's taking term presidency from Azerbaijan by holding the Summit of Turkic Council this year, Ameryev hailed Turkey's position in the Council and told the country has "always played a very important role in strengthening our cooperation in all fields."

"I think that Turkey will continue to play a leading role in consolidating unity and cooperation," he added.

In response to a question on Ukraine's request to receive observer status at the Council, Ameryev told the Council is "considering now requests that came from our international partners. More than ten countries expressed their intention and wish to be to have observer status."

"Now we have only one observer country, which is Hungary. In the future, we'll be having, of course, more observers in our organization. We are currently finalizing the regulations on the topic of observer countries. After it is completed, possibly some time in autumn Summit, we will be able to start to receive observers," he added.

Car rally through Washington DC raises awareness about Armenian POWs

Asbarez – The Washington, D.C. Armenian community demanded immediate release of over 200 Armenian prisoners of war and civilian captives with a protest and “Freedom Caravan” organized by the Armenian Youth Federation “Ani” Chapter.

The March 20, 2021 rally began at the Azerbaijani Embassy, where protesters also urged the Biden Administration and U.S. Congress to play a more active role in pressuring Azerbaijan to release Armenian POWs by working closely with the OSCE Minsk Group co-Chairs and passing House Resolution 240, introduced earlier this week.

AYF Ani Chapter Secretary, Nareg Kuyumjian, led the impassioned crowd with a series of chants including “Free Armenian POWs Now!” and “Stop the torture, stop the hate!” Kuyumjian shared the community’s solidarity with the families of those who continue to be held hostages and those who lost loved ones during the war, vowing to continue advocating for their release until all are returned.

Members of the AYF, including Alina Yousefian, Areni Margossian, Nayiri Shahnazarian, Galy Jackmakjian, Kristine Antanesian and Kuyumjian, then recited the poem “Ashkhari Tsavov” (“With the World’s Pain”) by Moushegh Ishkhan.

These solemn words were followed by a compelling speech by Aram Balian, AYF Eastern Region Central Executive Treasurer.’

“Today, though the fighting may have ended on the front line as a feckless and demagogic prime minister signed a disastrous peace agreement, hundreds of Armenians are still kept captive to satisfy the cruel and malicious nature of the despotic dictator in Baku,” Balian declared. “So I stand here, in front of the Azeri Embassy with my fellow Armenians, to demand the release of our heroes. To demand justice for the crimes committed against our people and our nation. To demand humanity from the butchers in Baku.”

Rev. Sarkis Aktavoukian of Soorp Khatch Armenian Apostolic Church, a stalwart supporter of the community’s demands for justice, participated in the protest. ARF Washington DC Sebouh Gomideh members offered guidance throughout the planning process.

The crowd, buzzing with the energy from the speech, then lined up to drive out for a 15 mile “Freedom Caravan”, following a digital truck with action items lit across the back and two sides of the vehicle. In neon lettering, the truck read “Release the 200 Armenian POWs Being Tortured by Azerbaijan.” The ad went on to urge onlookers to support passage of H.Res.240. The “Freedom Caravan” was inspired by similar events held in Philadelphia and New York, organized by members of the Philadelphia ARF Gomideh to share a strong message heard clearly by thousands.

The route strategically targeted DC main historical and touristic destinations. Increasing international visibility, it passed through Massachusetts Avenue, a street lined with embassies representing countries from all around the world. It crossed Dupont Circle, Chinatown, and Georgetown, three bustling hot spots with plentiful outdoor restaurants, businesses, and shops. Additionally, the caravan passed through the national mall, marked by the beautiful monuments and memorials that DC is famous for.

“To me, this protest symbolized the Armenian resilience. No matter how hard Turkey and Azerbaijan want us to give up and lose hope, we will never stop fighting for what is right,” said AYF DC Ani member, Nayiri Shahnazarian.

Before finally returning to the Azerbaijani Embassy, the “Freedom Caravan” drove by the White House. A serpentine line of cars, adorned with tricolors of the Armenian and Artsakh flags graced Pennsylvania Avenue, turning the heads of passersby along the National Mall. The Armenian Cause, in its demand for the release of Armenian POWs, was placed front and center in the streets of DC.

“This type of protest was the first of its kind in Washington DC, where we were able to bring awareness throughout our nation’s capital. We had passersby ask us questions, engage with us positively, and learn about our Cause. Being able to target a wide audience on the Armenian POW issue felt empowering and inspired hope, especially considering the lack of international response during the war. It’s so important for the Armenian diaspora to take the streets and demand justice for our captive heroes,” said Alina Yousefian, Chairwoman of the AYF Ani DC Chapter.

In addition to the “Freedom Caravan”, the AYF Ani Chapter has raised over $3000 for an ongoing legal effort to secure the release of the Armenian captives, led by the Yerevan-based International & Comparative Law Center and the Armenian Legal Center for Justice and Human Rights.  The AYF Eastern Region Central Executive has a goal of $15,000 to support the initiative, with chapters across the region participating.  Support the effort. 

The legal efforts and the current plight of the Armenian hostages was discussed in a Facebook live discussion, on Sunday, March 21, co-hosted by the Armenian Youth Federation Eastern Region, ANCA Eastern Region, and the Armenian Legal Center.

Georgia: Azerbaijani Neqsol Holding becomes 100% owner of Georgian internet provider Caucasus Online

Azerbaijani Neqsol Holding owned by businessman Nasib Hasanov has become the 100% owner of Georgian internet provider Caucasus Online. 

The former owner of Caucasus Online Khvicha Makatsaria transferred his 51% stake to Hasanov a few days ago, who had purchased a 49% stake in the company for $61 million back in 2019.

The Georgian National Communication Commission (GNCC), the regulatory body overseeing broadcasting and electronic communications, says that Hasanov bought the shares of Caucasus Online 'in violation of several lawsuits and today is the 100% illegal owner' of the company.

The GNCC stated that even in 2019 the deal for the purchase of a 49% stake in Caucasus Online was not agreed upon with the commission in advance, therefore initiating punitive actions against Caucasus Online. 

It demanded that the company reverse the transaction and restore the pre-sale status quo and to achieve this goal the GNCC appointed a special manager to Caucasus Online on October 1, 2020 until 49% of the alienated share of the company was returned to its original state.

However, the GNCC says that the court suspended the authority of the special manager and she could not return the shares to their original state.

In the meantime Hasanov has purchased the remaining 51% of Caucasus Online 'in an expedited manner without the consent of the Communications Commission', says the GNCC.

Caucasus Online’s most important physical asset is the Caucasus Cable System, a 1,200-kilometer fiber-optic cable (FOC) constructed along the bottom of the Black Sea by Tyco Electronics (today known as TE Subcom), that directly transits Internet traffic from Europe to the South Caucasus and the Caspian basin.

Armenia records 1,164 new coronavirus cases in a day, 17 deaths reported

As of March 24 in the morning, 186,184 coronavirus cases have been recorded in Armenia.

The number of infected in one day has grown by 1,164, National Center for Disease Control and Prevention reported on Wednesday.

According to the information, 169,485 (+313) people have recovered, other 12,436 (+834) are getting treatment.

The total death toll reached 3,398 (+14), other 865 (+3) patients died from other diseases.

Seventeen people died in a day.
