Walls in Armenia’s frontline village of Berdavan fortified

ԵՌԱԳՈՅՆ. The frontier village of Berdavan in Armenia’s Tavush province will now be safer, as the walls of the schools, the kindergarten and the health post have been fortified, Public Radio of Armenia reports.

The project of installation of protective walls in the village started on February 15, Tavush Governor’s Office reports.

The program is being implemented at the initiative of the Pahapan foundation and supported by the family of philanthropist Grigor Avagyan.

Attending the event were Adviser to the Governor of Tavush Inga Harutyunyan, Adviser to the Governor Nikolay Grigoryan, MPs Shirak Torosyan, Sargis Aleksanyan and Sofya Hpvsepyan.

Greco-Roman wrestler Edmond Nazaryan, the 18-year-old son of two-time Olympic champion Armen Nazaryan, has won his first European title.

Nazaryan, who represents Bulgaria, took the gold medal after the dominant 7-3 win over Vitalii Kabaloev of Russia in the 55kg weight class of the European Wrestling Championships underway in Rome.

“I want to say that I am very happy that I have won the gold medal of the European Championships, especially among Seniors,” Nazaryan told the United World Wrestling in an interview.

“Even though it’s my first time, it’s my debut, but I have been doing everything I could to win this gold medal. And I have done it,” he noted..

Nazaryan said his father told him, “You are the winner. Don’t worry, just wrestle. Do everything you can and never give up until the end. Wrestling matches are a war.”

RA Prime Minister calls on Armenian citizens abroad to take part in referendum on constitutional amendments

ArmInfo.RA Prime Minister Nikol Pashinyan called on Armenian citizens who, for objective and subjective reasons are abroad, to come by April 5 and  participate in  the referendum on constitutional amendments.

In his address posted on Facebook, the head of government noted that  there is an opportunity for return, bearing in mind the appearance of  low-cost carriers such as Ryanair and Wizz Air in the Armenian  market.  "Say yes to the revolution, say yes to the rule of law, say  yes to the present and future of Armenia," Nikol Pashinyan said.

It should be noted that on February 6, the Armenian parliament  decided to submit draft amendments to the Constitution to the  referendum. 88 MPs voted for this decision, 15 MPs – against, and  abstained -0. Many deputies and human rights activists said that this  decision is unconstitutional, since initially the deputies had to  send their proposal to the Constitutional Court. To recall, even  before the vote, the Prosperous Armenia faction stated that it would  not take part in the vote.

Armenia President: There is no need to be afraid of a referendum

Touching upon the situation in regard to the Constitutional Court of Armenia and answering the question whether he is going to sign the decision of the National Assembly on holding a pan-national referendum, President of Armenia Armen Sarkissian particularly said the following in an interview with Shant TV, Aravot Daily and Mediamax news agency:

“The President of Armenia shouldn’t get entangled in the affairs of neither the government nor parliament. The President can collaborate and give advice, but not get entangled, especially express opinions on this or that issue. The Constitution doesn’t imply the President’s interpretation either.

The President doesn’t interpret the Constitution and laws.

This is a rather important issue. Let’s assume the President is given a law that, according to specialists, doesn’t contradict the Constitution. At the given moment, the President can either sign or not sign the law, and after a while, the National Assembly can enforce it. The law isn’t forwarded to the Constitutional Court since it doesn’t contradict the Constitution. However, the President himself is well aware that even though the given law might not contradict the Constitution, it may play a harmful role in the solution to a particular issue. The President has to make a decision. In some countries, a solution may be the right to veto, but this has to be reasoned. In other countries, the President is entitled to return the law to the National Assembly and say that even though it doesn’t contradict the Constitution, there are formulations that will cause harm.

Life is more complicated than laws. The most important law is the Constitution. I have been closely following the recent events. The Staff of the President hasn’t received the relevant documents yet. When it does, I will express my attitude, but the issue won’t concern my signature.”

Stating the fact that he has been following the processes unfolding in the National Assembly, President Sarkissian said the following: “I’m in favor of reinforcement of the process of addressing the people in our culture. There are a couple of ways of addressing the people. One of them is a referendum, and the other — plebiscite, or _expression_ of will. I believe this is highly valuable in the 21st century. We all live virtual and real lives. I believe that, for any government, especially now when people are living two lives, it is very important for the government to talk to the people and express opinions. The _expression_ of will of the people isn’t linked to a particular law, but the attitude of the people. There are countries where this is applied successfully. In a country like Switzerland, the government addresses the people with even simple issues.

There is no need to be afraid of a referendum. In the conditions of “two lives” in the 21st century, it even becomes necessary to step down and ask for the people’s opinions from time to time.”

YEREVAN, JANUARY 31, ARMENPRESS. Two cases of the new coronavirus 2019-nCoV were confirmed in Italy, ANSA news agency reported on Thursday citing Italian Prime Minister Giuseppe Conte, reports TASS.

“The first two confirmed cases are two Chinese tourists who came to our country”, Conte said.

Reuters reported that Conte also announced temporary suspension of air travel to China.

On December 31, 2019, Chinese authorities informed the World Health Organization (WHO) about an outbreak of an unknown pneumonia in the city of Wuhan v a large trade and industrial center in central China populated by 11 million people. On January 7, Chinese experts identified the infecting agent: coronavirus 2019-nCoV.

According to latest reports, a total of 8,100 people were infected with the new coronavirus in China, and the death toll reached 171.

Cases of the new coronavirus were also confirmed in 18 other countries, including Australia, Vietnam, India, Cambodia, Canada, Malaysia, Nepal, the United Arab Emirates, South Korea, Singapore, the United States, Thailand, the Philippines, Finland, France, Germany, Sri Lanka and Japan.

Armenian, Moldovan PMs see need to develop trade-economic ties

YEREVAN, JANUARY 31, ARMENPRESS. Prime Minister of Armenia Nikol Pashinyan met with Prime Minister of Moldova Ion Chicu in Almaty, Kazakhstan.

At the beginning of the meeting the Armenian PM congratulated Ion Chicu on assuming office.

“Of course, there are very good political relations between our countries. Our countries have a very rich history of humanitarian, cultural ties, but, unfortunately, we cannot be proud of our commercial ties. But, of course, there are objective and subjective explanations for that”, Pashinyan said.

Pashinyan emphasized that Armenia and Moldova should raise the level of economic relations, trade turnover, expressing his readiness to work on that path. “Why I especially emphasize the issue of commercial relations, because we do not have any problem in other matters and will not have”, he added.

The Moldovan PM said Armenia and Moldova have a great potential to develop the economic relations because both Armenia has some advantages in certain directions and Moldova has such advantages. “I think it’s necessary to restart the works of the inter-agency commission. It’s a good platform for discussing various issues and an opportunity to develop the cooperation”, the Moldovan PM said.

Ion Chicu invited PM Pashinyan to visit Moldova.

The session of the Eurasian Inter-Governmental Council was held today in Almaty, Kazakhstan. The session was also attended by Armenian Prime Minister Nikol Pashinyan.

The next session of the EAEU Inter-Governmental Council will take place in Minsk on April 9-10.

YEREVAN, JANUARY 24, ARMENPRESS. The Special Investigations Service is conducting a search operation in Constitutional Court Chairman Hrayr Tovmasyan’s apartment in downtown Yerevan.

Tovmasyan’s lawyer Amram Makinyan confirmed the news to ARMENPRESS but did not elaborate.

Հաջորդ տարի Հայաստանի ռազմական մշակումների բյուջեն կկրկնապատկվի: Այս մասին այսօր հայտարարեց ՀՀ բարձր տեխնոլոգիական արդյունաբերության նախարար Հակոբ Արշակյանը Երևանում ընթացող «Գիտության և տեխնոլոգիաների միավորում» համաժողովի ժամանակ:


Նա նշել է, որ հայերը միշտ եղել են լավ գիտնականներ և հետազոտողներ, իսկ Խորհրդային տարիներին Հայաստանը հայտնի էր իր գիտական ինստիտուտներով: 


«Մենք ունեցել ենք ոչ միայն տաղանդավոր գիտնականները, այստեղ ստեղծվել է գիտական հետազոտությունների համար բարենպաստ միջավայր», – շեշտեց նա:


Նախարարը հավաստիացրեց, որ աշխատանքներ են տարվում նախկին հայկական գիտական համբավը վերականգնելու ուղղությամբ:


«Մենք ուզում ենք վերստեղծել այս միջավայրը: Դա կօգնի ինչպես մեր տնտեսությանը, այնպես էլ մեր պաշտպանությանը », – ասաց նախարար Արշակյանը:

Azerbaijan just pretends to negotiate: Armenia’s deputy FM

Throughout the negotiation history we have registered one progress the 1994 treaty on ceasefire, Armenia’s deputy foreign minister Shavarsh Kocharyan stated at the conference of Artsakh’s Friends in Stepanakert.

“There is a document with which that time president of Azerbaijan Heydar Aliyev authorized the vice speaker of their parliament to meet with corresponding official of Nagorno Karabakh and prepare the meeting of leaders of the two countries. The remarkable thing in this document is that it is formed in Russia and while speaking about Artsakh the NKR (Nagorno Karabakh Republic) abbreviation was used. This document was signed by Heydar Aliyev,” Kocharyan said, adding that Azerbaijan accepted Artsakh as a negotiating side and conducted talks with it.

Now as far as Azerbaijan avoids from direct negotiations with Artsakh and moreover pretends that there is no such party it means it does not want any progress in the negotiations.

“Without Artsakh any progress in the negotiations is impossible. No one is authorized to speak on behalf of Artsakh. In reality Azerbaijan just pretends that it is negotiations, and implements propaganda war to prove the international community that here it is not the matter of right to self-determination but just territorial dispute between Armenia and Azerbaijan,” Kocharyan said.

ՀՀ էկոնոմիկայի նախարար Տիգրան Խաչատրյանն ընդունել է Մոլդովայի էկոնոմիկայի և ենթակառուցվածքների նախարար Վադիմ Բրինզանին։ Այս մասին հայտնում են նախարարության մամուլի ծառայությունից:


Վադիմ Բրինզանը նշել է, որ տպավորված է Հայաստանում անցկացվող Տեղեկատվական տեխնոլոգիաների համաշխարհային համաժողովով և շնորհակալություն հայտնել նախարարին ընդունելության համար։ Նրա խոսքով՝ Մոլդովայում ևս տեղեկատվական տեխնոլոգիաների ոլորտի զարգացումը երկրի տնտեսական քաղաքականության առաջահերթություններից է։


Երկու նախարարները քննարկել են Հայաստանի և Մոլդովայի միջև առևտրային հարաբերությունների ներկայիս վիճակը՝ ընդգծելով, որ իրական ներուժը արտացոլված չէ առկա վիճակագրական ցուցանիշներում, և այդ համատեքստում համագործակցության լայն դաշտ է առկա։ Տիգրան Խաչատրյանը և Վադիմ Բրինզանը պայմանավորվել են շարունակել քննարկումները երկու երկրների տնտեսական հնարավորությունների համադրման վերաբերյալ։


Վադիմ Բրինզանի խոսքով՝ Հայաստանը տպավորիչ արդյունքներ է գրանցել կոռուպցիայի դեմ պայքարում։ Տիգրան Խաչատրյանն իր հերթին նշել է, որ պատրաստակամ է կիսվել տնտեսական գործունեության ոլորտում կոռուպցիայի բացառմանն ուղղված քայլերի փորձով։


Կողմերը քննարկել են նաև Եվրամիության հետ բազմակողմ հարաբերությունների զարգացման շրջանակում տարատեսակ ծրագրերի շուրջ փոխգործակցության հնարավորությունները։
