High level guests at the XVII Summit of La Francophonie in Yerevan were especially impressed with Armenian wine and brandy, acting Prime Minister Nikol Pashinyan said at today’s Cabinet meeting. He said that it was important and good news for him.

“Leaders of countries that are considered global winemaking leaders were present at the summit. It was very pleasant for me that the French president and first lady found it noteworthy to express on the occasion of the quality of Armenian wine and cognac, of course in heir vocabulary the brandy, which is very good, and not only them. Our wines and cognacs have made a very good impression, which means that we have been able to achieve a certain international standard of production of wine and cognac. We must encourage our producers, and the government must take all means to be able to support them for accessing new markets. I believe at this moment the largest obstacle for it are the production volumes, and it is also with these kind of investment projects that we should support our winemakers and cognac-makers for increasing production volumes,” Pashinyan said, adding that on the other hand issues with the volumes of processed grapes in Armenia can also happen in mid-term prospects.

He said that the agriculture ministry should work intensively in order to elevate the culture and quality of processing grapes, the volumes of vineyards, as well as the anti-hail protection and irrigation issues to a proper level, because “obviously winemaking is a very promising branch”.

He said that the cognac production branch is well accomplished, but pointed out issues connected with it. He said that fake Armenian cognac is being sold namely in the territory of the Eurasian Economic Union. He called for serious supervision in this area.

“Overall this is a very good tendency that today at this Cabinet meeting we are mostly discussing investment projects relating to industry, which means that we are entering a cooperation area with the business sector, meaning we continue deepening our cooperation,” he said, adding that soon the government will have discussions with business representatives about amendments in the tax code.

GLENDALE—The Armenian National Committees of America – Glendale Chapter and Western Region have extended their resources and services to the Glendale Unified School District Board of Education and Superintendent of Schools to help relieve circumstances that may have contributed to the fight between dozens of students at Hoover High School a week earlier.

The ANCA – Glendale and Western Region representatives met with the School Board President Mr. Greg Krikorian and the Superintendent of Schools Dr. Winfred B. Roberson & GTA president Taline Arsenian on Wednesday, October 10 to learn more about the incident and about what actions were being taken by the School District to ensure the safety of the students, prevent the reoccurrence of violence, and offer the support of the organization, the Glendale Youth Center and affiliated organizations.
The ANCA – Glendale and Western Region are very concerned that tensions between several groups may have contributed to the violence.

“Our organization is taking the initiative to reach out to parents, students, school officials, city officials, and Glendale based organizations to work together on having healthy relations between all of our City’s residents,” we will continue monitoring the situation and will be in constant contact with all officials to make sure the situation will be handled diligently, stated ANCA – Glendale Co-Chair Ronnie Gharibian.

“The ANCA – Glendale and affiliated organization representatives will continue meeting with parents, students, school officials, other community organizations, as well as City officials to implement actions that contribute to better relations between the City’s diverse ethnic population,” added the advocacy organization’s Co-Chair Lucy Petrosian.

The ANCA – Western Region has also contacted some local television news programs to express its concerns over the coverage by some reporters and suggest actions to increase awareness and improve unbiased news reporting.

According to Glendale’s school officials, approximately 38 percent of the students are of Armenian descent, 23 percent are Hispanic, 13 percent are Asian, 6 percent are Filipino, 2 percent are African American, American Indian, Pacific Islander and/or decline to state students.

Armenia’s Defense Minister discusses regional security issues with US Ambassador

Armenia’s Defense Minister Davit Tonoyan received today US Ambassador to Armenia Richard Mills and newly appointed US Military Attaché, Colonel James Thomson, Ministry’s press service reports.

During the meeting issues on Armenian-American cooperation in defense sphere were discussed. The parties attached special importance to the conduction of events in the sidelines of 15th anniversary of Kansas-Armenia National Guard Partnership in September this year.

The sides also referred to other issues of Armenian-American cooperation in the sphere of defense and issues on regional security.

At the request of the US side, the defense minister presented the current situation on the Armenian-Azerbaijani state border.

Azerbaijani press: Expert: Open confrontation started in Armenia between parliament speaker, PM

An open confrontation started in Armenia between parliament speaker and prime minister, Aydin Guliyev, an expert, editor-in-chief of the Baki Khabar newspaper, told Trend.

Guliyev noted that Armenian Prime Minister Nikol Pashinyan openly acknowledged the existence of a constitutional crisis in Armenia.

“However, the crisis is much sharper and is about to deepen,” Guliyev said. “The number one goal for Pashinyan is holding early parliamentary election on condition that he remains prime minister. Otherwise it is impossible to get a majority in the new parliament. If he doesn’t retain the post of prime minister, he won’t be able to win the election.”

Guliyev noted that early parliamentary election is possible in the conditions of the resignation of the prime minister, in case of failure of the two-time attempt of the current parliament to elect a new prime minister of Armenia.

The expert added that Pashinyan fully understands how dangerous these conditions are for him.

“He is trying to make the current parliament amend the constitution, so that the parliament would have the power to self-dissolve,” the Azerbaijani expert added. “Only in this case Pashinyan will retain the post of prime minister, and at the same time he will be able to hold early parliamentary election.”

The expert also noted that Pashinyan wants to bring hundreds of thousands of people to the streets again and force the parliament to amend the constitution under the pressure of “street protests.”

“This is his serious plan, there is no other way, and in the coming weeks we will see hundreds of thousands of people who came to peaceful protests in Yerevan,” Guliyev said.

He noted that two focuses of resistance arose regarding Pashinyan’s plan.

“Former Armenian President Robert Kocharyan called on all pro-Russian forces to unite against Pashinyan,” the expert said. “Commenting on Pashinyan’s statements, the former president noted that “Russia is not the country to be spoken about in this way,” and such an assessment by Kocharyan can be considered as a call. The Armenian parliament’s chairman Ara Babloyan opened the second front of resistance by his tough statement. The parliament headed by Babloyan is preparing to confront Pashinyan’s policy aimed at amending the constitution.”

Guliyev also quoted the chairman of the Armenian parliament as saying that the public solidarity in Armenia is under threat, and this makes it possible to say that the country is on the verge of civil confrontation.

Diaspora Minister: Diaspora is not an automated teller machine

Diaspora Minister Mkhitar Hayrapetyan expresses an opinion that the Diaspora should not be regarded as an automated teller machine. According to him, our relations should be mutually beneficial: Armenia cares about the Diaspora, the Diaspora cares about Armenia.

“The Ministry of Diaspora aims to work with everyone who thinks about the strong link between Armenia-Diaspora-Artsakh. There will be no privileges when working with us.”

According to the minister, 100 households in the United States have resettled homes for sale and want to come to Armenia.

“Repatriates are interested in two factors: the legality in the country and the availability of jobs. There is no longer any problem for the first point, they trust the current government, and the creation of jobs requires time. And integration, language issues cannot cause serious problems,” he said.

Touching upon the possible optimization of the Ministry of Diaspora, the minister said:

“At the moment, there is no such issue on the agenda. Any decision that the government will make will be in the interests of the RA citizen,” the minister concluded.

Shant Harutyunyan presented to the Ombudsman all his considerations and questions, including his release.

All raised issues and possible versions of their solutions are currently being examined by the Defender’s Staff. Based on the findings of the study, necessary steps will be taken within the scope of the Defender’s competence.

Asbarez: Kocharian’s Release Appealed as Search of his Mansion and Office Reported

YEREVAN—Armenia’s Prosecutor General on Monday officially appealed a decision to release former president Robert Kocharian from pre-trial detention. Also on Monday, Armenia’s Special Investigative Service reported that Kocharian’s mansion and office were searched as part of the ongoing investigation into charges that the former president breached Armenia’s constitutional order in relation to the March 1, 2008 post-election unrest during which eight civilians and two police officers were killed.

The Prosecutor General’s office filed the appeal at Armenia’s Court of Cassation, a higher court, which will hear the case and make a decision on the appeal’s court ruling, which deemed Kocharian’s incarceration as un-constitutional given a provision in the constitution that shields Armenia’s leaders from being prosecuted even after they leave office.

Since his release on August 13, Kocharian has announced that he will enter Armenia’s political arena to challenge the current leadership, which he claims are not experienced enough to govern Armenia given the current geopolitical realities. Kocharian also has asserted that the charges against him are a “political vendetta” by the current regime.

On Monday, Armenia’s SIS confirmed that Kocharian’s mansion and office were searched in a raid. Its spokesperson, Marina Ohanjanyan, gave no details about the search when she spoke with Azatutyun.am.

But Kocharian’s representatives had a lot to say about the search and the motives behind why the news of the search was being publicized on the same day as the Prosecutor General’s appeal of a lower court decision to free him from pre-trial detention. Azatutyun.am reported that one of Kocharian’s attorneys, Haik Alumyan said that the SIS search did not yield any additional evidence in relation to the March 1, 2008 case.

Victor Soghomonyan, Kocharian’s chief of staff, to news.am that Kocharian’s office was search two to three weeks ago and claimed that releasing that information on the same day as the appeal was dubious.

“For some reason, they [the SIS] has decided to disseminate that information now,” Soghomonyan said. “As to why, I leave [it] to the readers’ imagination. I leave it to the readers as to what objective is being pursued by the delay in publicizing the news about the search.”

Soghomonyan confirmed the news about the search saying that only Kocharian’s office was searched. No other information was given by the former president’s chief of staff.

Another Kocharian attorney, Hovhannes Khudoyan, told News.am that his defense team could not comment further due to the confidentiality of the ongoing investigation.

During an interview with Yerkir Media last week, Kocharian complained about the confidentiality issues surrounding the case, saying that by doing so the investigative agencies could cherry pick the information that they want to release without giving the defense an opportunity to present its own case.

The fact that the Republic of Artsakh is not participating in the negotiations shows that Azerbaijan is not ready for the settlement of the Nagorno Karabakh conflict, Ashot Ghoulyan – Speaker of the Parliament of Artsakh, told Armenpress.

“Unfortunately, now are not so good times in the negotiation process. We have a deadlock situation, and it’s very difficult to predict with what additional impulses the negotiation process can be promoted. We have two major problems, one of which is deep – the format in the negotiation process has long been violated. After 1997-1998 the negotiation format is distorted, in other words the Republic of Artsakh is not taking part in the negotiations. After that the negotiations have completely changed their overall structure, and if before that the negotiations were taking place through an active dialogue, today everything has changed, they have shifted to a shuttle diplomacy, in other words, mediators are visiting all sides”, he said.

He also mentioned another major problem which undermines the negotiation process, it is the following: every time Azerbaijan tries to think of some mechanisms where the conflict is viewed as an Armenian-Azerbaijani conflict. “This is the reason that Azerbaijan is trying to launch escalation of the conflict in different sections of the border with Armenia. These are measures to justify the Azerbaijani stereotype through which they are trying to show that it’s an Armenian-Azerbaijani conflict. I think there is no other option than the trilateral meeting since the negotiation process over the NK conflict has long been officially approved by documents, the highest one is the OSCE Budapest summit”, the Artsakh Parliament Speaker said.

He assured that there are documents, and according to them, the participation of the Republic of Artsakh to the negotiation process is undeniable. According to them, it will be clear from the Azerbaijani response to Artsakh’s participation in the negotiations whether they want a real settlement or have put a task to delay the conflict settlement. “The main side of the conflict cannot be withdrawn or put aside from the negotiation table”, Ashot Ghoulyan said.

Armenian Prime Minister Nikol Pashinyan during a press conference in Artsakh in May stated that the most important component for the NK conflict settlement are the right format negotiations, and Artsakh must definitely participate in them.

Ժապաւէնի հատումէն ետք,
Վեհափառ Հայրապետը արտասանեց իր ողջոյնի խօսքը։ Հայրապետը իր գնահատանքը յայտնեց
բարերար ամոլին, յատկապէս ընդգծելով Անուշաւան Նազարեանին գործօն մասնակցութիւնը
Քուէյթի եկեղեցական ու ազգային կեանքին մէջ։ Հայրապետը ըսաւ, որ պարոն Նազարեան իր
ժամանակն ու նիւթական աջակցութիւնը կը տրամադրէ եկեղեցաշինութեան ու ազգաշինութեան
առաքելութեան, ու այս անգամ ան իր ներդրումը դրած էր Դպրեվանքին մատենադարանին վերանորոգման։

Սրբութիւնը դիտել տուաւ, որ արհեստագիտութիւնը որքան ալ փոխէ կեանքի
արժէքները, սակայն մատենադարանը կը պահէ իր անփոխարինելիութիւնը։ Հակառակ
թուայնացած աշխարհին պարգեւած դրութիւններուն, աշակերտին զարգացումը կ՚ամբողջանայ
մատենադարանի մէջ ուսումնասիրութիւններ կատարելով, անոր փորձառութենէն օգտուելով
եւ անոր դարաններէն գիրքեր պրպտելով։ Նորին Սրբութիւնը նաեւ շեշտեց կրթական
հաստատութիւններուն մէջ մատենադարաններու գոյութեան անհրաժշտութիւնը, իսկ
Դպրեվանքին մէջ այդ մէկը առաջնահերթութիւն է, որովհետեւ հոնկէ կը ծնին եկեղեցւոյ
ու ազգին ծառաները։ Մատենադարանը ունի կարծրացած միտքերը իրենց սահմաններէն դուրս
հանելու կարելիութիւնը, ինչպէս որ մեր եկեղեցին կը ջանայ պատերը քանդելով երթալ
քարացած սահմաններէն անդին։ Հայրապետը եզրափակելով իր խօսքը՝ աղօթք բարձրացուց առ
Աստուած, որ Նազարեան ընտանիքին յաջողութիւն ու արեւշատութիւն պարգեւէ։
