Nikol Pashinyan: Serzh Sargsyan has decided to attach the Government in 2018 (video)
“At this time we will recapture some of the Soviet Union’s sayings, the most famous of them and seasonal is “There is no lemon, mandarin, I condemn such New Year”, Nikol Pashinyan began his speech at the discussion of the draft, suggested by the Yelk (Way Out), on the process of withdrawal from the EAEU, at the NA Standing Committee on Foreign Affairs today. – For importing 5 kg mandarin from Georgia, 4 kg papers must be attached, and this is the EAUA’s recent achievement. Of course, we have a free trade agreement with Georgia and can import not only 5, but even 6, 7, 8 kg of mandarin, but for that you need phytosanitary, nuclear, chemical, biological and many other references. In other words, when a person wants to buy mandarins with 1000 drams, he has to spend 5000 drams: go to Tbilisi, get the phytosanitary paper and return to Armenia.”
Nikol Pashinyan said that Serzh Sargsyan had decided to attack the Government in 2018, and this was why the document was signed with the EU.

1 trillion 307 billion AMD revenue to be ensured under 2018 state budget
It is expected to ensure 1 trillion 307 billion AMD revenue under the 2018 state budget draft of Armenia, first deputy finance minister Atom Janjughazyan said during the discussion of the 2018 state budget draft in the Parliament.
“Moreover, majority of the revenues, about 97%, will be ensured by domestic resources and only the 3% in the form of grants”, he said.
The first deputy minister also clarified that the grants are divided into two groups. The first group includes budget support grants, and the next one are grants for targeted programs.
Brazil’s recognition of Genocide vital for bilateral ties: Armenia president
The recognition of the Armenian Genocide by the Federal Senate of Brazil in 2015 was one of the two most important events that took place during ambassador of Brazil Edson Marinho Duarte Monteiro's tenure in Armenia, president Serzh Sargsyan said on Tuesday, October 31.
Sargsyan was meeting the Brazilian envoywho is completing his diplomatic mission in the country.
Thanking ambassador Monteiro for his fruitful efforts, the president noted with satisfaction that the period was marked by numerous initiatives aimed at developing the Armenian-Brazilian relations in different sectors.
Sargsyan said the ambassador had managed to make the best possible presentation of Brazil’s rich and multifaceted culture in Armenia, promoting thereby friendship between the two countries and peoples through culture.
Also, Sargsyan singled out two remarkable events that occurred during the ambassador’s tenure, namely the 25th anniversary of establishment of diplomatic relations between Armenia and Brazil, which, according to the president, was a good occasion to highlight the warmth and strength of Armenian-Brazilian relationship, and the recognition of the Armenian Genocide by the Federal Senate of Brazil in 2015.
The Brazilian ambassador, in turn, thanked the president for the reception and went on to stress that it was a great pleasure and responsibility for him to work in hospitable Armenia, which boasts ancient history and rich culture, and which he was leaving with awesome impressions.
2018 budget draft is based on economic growth, security and improvement of social condition – PM
Under the 2018 state budget draft the Armenian government planned a fiscal policy that will determine a sustainable economic growth for upcoming years, Prime Minister Karen Karapetyan said during the discussion of the 2018 state budget draft at the joint session of parliamentary standing committees.
“Over the past years the economic shocks from outside world have left their impact on Armenia’s economy which resulted in low level of economic growth. Despite the current positive trends, the bases for economic growth are still not enough for ensuring a stable economic growth. For that purpose, we have planned under the 2018 budget a fiscal policy which will determine a stable economic growth for future years by ensuring 5% stable economic growth which will enable to more effectively solve our tasks. In order to reach this figure, we need to make great efforts”, the PM said.
Karen Karapetyan added that the 2018 state budget is based on economic growth, Armenia’s security and improvement of social condition. The PM said the government’s 2018 revenue policy will also be balanced.
The government made changes in the fiscal policy approaches in the 2018 budget. In the medium-term horizon the fiscal policy will be carried out by revising the expenditure structure, putting more emphasis on the need for capital expenditures aimed at ensuring economic growth.
Vazgen Manukyan: And one day you will see that a young man, weighing 120kg, will be formulated as a ballet dancer in order to avoid joining the army
Vazgen Manukyan: Only those will come to the field of science who are worthy and not those, who come only for avoiding to join the army
Mr. Manukyan, the National Assembly in the first reading adopted the draft law on “the Military Service and Servicemen’s Status” in the first reading, according to which amendments of rights to receive academic procrastination will take place. According to that amendment, academic procrastination will only be given to students who will sign agreement with the Ministry of Defense on serving in the army not for two but three years after finishing the studies. Some layers of the society consider this change to be a dangerous for higher education system and science development. What do you, as a person being close to both science and army, think about the changes?
-Of course, the draft law was not suggested due to good life conditions. On the one hand we have a serious problem with protecting our frontiers, on the other hand we face reduced fertility and emigration. Besides, our officer staff, part of which was formed during the Artsakh war and the other part, from our compatriots who moved to Armenian Army from the Soviet Union Army, is already aging; there is a need for a newly-formed officer staff. Emigration and national problems are other important topics that should be discussed. But now we have what we have; and decisions must be made for the situation. As to the question whether it will influence science or not, then it should be mentioned that the law has both positive aspects and consequences that cannot be very positive. The positive thing is that until now, it was a means to get rid of the army by entering science, and because there were limited places for post-graduate students, etc., people would buy those places, often leaving out worthy young people. There was corruption. At least the law cleans the sphere from corruption. Only those will come to the field of science who are worthy and not those, who come only for avoiding to join the army. It means that corruption will diminish, negative phenomena will decline, it will become hard for officials to help their children to avoid serving in the army. And from this point of view there is a positive side for science. Apart from everything, the protection of the Homeland is everyone’s responsibility, and we should consider the negative aspects according to the fields.
For example, most of the scientists of not natural sciences write scientific works at a mature age, because life experience and knowledge that you have accumulated are very important. From this perspective, I think, joining the army will not be harmful, but on the contrary, they will become mature in their fields.
It is a bit different in natural sciences, especially in mathematics. Many seemingly impossible discoveries are made at the very young age, since human brains discover things that seem to be impossible to detect. And it is not a coincidence that many mathematicians have their first discoveries at the age of 20-21. And it is dangerous to cut them out of science.
For example, French mathematician Galois, who died in the battle at the age of 20, in 1811, is considered to be the founder of modern higher algebra, and is one of the most famous figures in mathematics. Our compatriot Mergelian was 22 years old when he solved the problem of Bernstein, thus entering the history of mathematics. That is, this age is very important, and the breakdown in other natural sciences will not have a positive element. However, as the military-industrial complex is rapidly developing in the army, and as there are sports and other battalions, I think that the military-industrial complex will create appropriate institutes within the army that these gifted young people can serve in the army without leaving their profession.
It’s more difficult, for example, for pianists or violinists because they have to play several hours per day, constantly exercising their fingers. Or the problem of ballet dancers, ans so on. It’s very difficult to set some exceptions because you open that crack everyone starts to go to it. And one day you will see that a young man, weighing 120kg, will be formulated as a ballet dancer in order to avoid joining the army. In my opinion, the issue of academic procrastination will have other, only positive, solutions in the future, but there is a very important thing. It is not a secret that many in our society help their children to avoid serving in the army, some even emigrate, that is to say, the feeling of defending the Homeland that should be natural in a country where such a situation is, many, unfortunately, do not have it. If this level of patriotism and responsibility is not raised, it will be very difficult to solve the army problems in the future. Certainly, something here depends on the authorities, but something depends on the society as well, since I do not think that Israel’s internal life is complete, there is no corruption and everything is OK, but it is an honor for any citizen of Israel to serve in the army. That is, these arguments to avoid serving in the army are at least half fake. At the same time, the issue of population growth should also be solved. I think, in fact, it is possible to develop both the economy and to improve the internal life.
I would even say that I disagree with the President’s careful clause that in 2040 the population should reach about 4 million.The population should reach 5-6 million, and I think it is quite realistic to solve this problem by birth rate increase and immigration.
Art: Interest in Martiros Saryan’s art growing – director of Saryan House-Museum
Martiros Saryan House-Museum in Yerevan, Armenia hosts a conference today and tomorrow dedicated to the 50th anniversary of its activity.
The two-day conference has brought together the representatives of those museums in Armenia and Russia, which keep and display the works of Martiros Sarian, one of the greatest Armenian painters of the 20th century.
A jubilee concert is scheduled at Arno Babajanyan Concert Hall on Thursday, at 7 p.m as part of the events celebrating the 50th anniversary of the house-museum’s establishment.
Director of Martiros Saryan House-Museum, Ruzan Saryan, delivered opening remarks at the conference today, noting the Armenian artist has his own place in the world art. Interest in Martiros Saryan’s art is growing annually, as evidenced by the increased number of visitors to his house-museum.
“People from different countries pay a visit to the house-museum to see Saryan’s works in his native country for the first time. They experience a cultural shock by discovering the painter’s great creative potential,” she added.
Martiros Saryan House-Museum was founded on November 26, 1967, by the special order of the Armenian Government.
The museum building consists of a two- storey mansion where the artist lived and worked in 1932-1972 and a three-storey gallery attached to it in 1967.The author of the house’s project was Alexander Tamanian – the eminent architect of Yerevan. The museum part was designed by Mark Grigorian.
The museum was reconstructed in 2016.
Today it features four stories instead of the previous three, with the fourth-floor hall set to house events, temporary exhibitions and concerts.
Sur le chemin de Guiragos
L‘objectif de ce « Saint Jacques de Compostelle » oriental est de ne pas oublier les Arméniens, Syriaques et Chaldéens déportés puis massacrés dans les déserts syriens et mésopotamiens. Ce fut, notamment le cas, le long du lac de Van et dans les hauts plateaux de la province de Mouch. Durant ce cheminement spirituel, militant et introspectif, chacun pouvait se joindre à sa cause ou suivre son avancée sur Internet. « Une aventure individuelle à l’origine devenue collective » à laquelle s’est notamment joint Jacques Avakian, compagnon de route et co-réalisateur de l’exposition.
Pour Pascal Maguesyan, le réveil de la société civile turque face à un gouvernement progressiste a été l’un des facteurs essentiels de la réalisation de cette marche. « Jusqu’à l’été 2015 tout semblait possible.» Une société en ébullition dont le journaliste immortalise la mobilisation et les visages au cours des 900 kilomètres qui le séparent de son objectif. D’ailleurs, il y consacre une des trois parties de son exposition.
Les deux autres parties de cette dernière font état de ce qu’il appelle « les charniers de pierre ». Il s’agit des 2 500 églises et des 500 monastères qui ont été détruits en Arménie Occidentale. A travers ses photographies, Pascal Maguesyan témoigne d’un patrimoine arménien à l’état de ruines, souillé et pillé. Seules l’église Sainte-Croix d’Aghtamar et la cathédrale Sourp Guirados ont pu être restaurées.
L’attentat de Suruç, le 20 juillet 2015 et la militarisation de la région ont contraint Pascal Maguesyan à interrompre cette marche. Il n’a donc pas pu fêter la revivification de la région le 16 août 2015 à Sourp Guiragos. Pourtant, des milliers de personnes étaient attendues à l’occasion des fêtes de l’Ascension.
« Entre le nécessaire et le possible, il y a le rêve », lui confiera un ami. « Il est raisonnable de rêver », lui dira un autre de ses proches. Cette expérience est un moyen de partager avec la communauté arménienne les vestiges d’une tragédie passée.
Celle-ci reste toujours tiraillée entre sa reconnaissance par une partie de la Turquie qui demande pardon d’une part et le négationnisme inspiré par l’État turc et certains milieux politiques et intellectuels de l’autre. Pour Pascal Maguesyan, c’est aussi un moyen de faire échos à l’ensemble des peuples qui souffrent dans les sociétés orientales.
Chess: Armenia’s Karen Grigoryan claims silver at Negros Open int’l chess tour
Negros Open International Chess Championship concluded in Philippines on Thursday, attended by 61 players from 5 states, including 7 Grandmasters and 6 International Masters.
English chess grandmaster Nigel Short who was also the highest ranked player of the tournament won the Championship scoring 8 out 9 points.
The Armenian GM Karen Grigoryan who was closely trailing the leader during the tournament, ultimately took the second place with 7 points, while Nguen Duk Hoa took the third place, the Chess Federation of Armenia reported.
