Education: Only 51% of Armenia’s residents have higher education diplomas

YEREVAN, July 3. /ARKA/. Levon Mkrtchyan, Armenian education and science minister, speaking Monday in the National Assembly at the discussion of the 2016 government budget execution, dispelled a myth that all in Armenia want to provide their children with higher education.

“Statements that everybody in Armenia has higher education diplomas have nothing in common with the reality,” he said. 

In his words, only 51% of the country’s residents have higher education diplomas, while the median European standard is 60 to 65 percent. 

“We should restore our traditions and create engineering and technical clusters, and the package of the higher education system development is aimed at that,” Mkrtchyan said. –0—

PALLONE STATEMENT ON ARRESTS OF THOSE INVOLVED WITH ATTACK OF
PROTESTERS OUTSIDE OF TURKISH EMBASSY

WASHINGTON

The following information was released by the office of New Jersey
Rep. Frank Pallone Jr.:

Today, Congressman Frank Pallone Jr., Co-Chair of the Congressional
Armenian Issues Caucus, made the following statement on two arrests
that were made in response to the May 16th assault of protest by
Turkish security forces. The Washington, DC police have not yet
charged any of President Erdogan's security detail.

"The attacks that took place against peaceful protesters at the
Turkish Embassy on May 16th were a horrific affront to American
values. I am encouraged by the arrests today of two of the
perpetrators, but we won't ensure justice until all those who
committed violence are held to account. Authorities must now pursue
charges against Turkish security forces for their role in the
violence."

Ambassador: Armenia-EU relations are on the right track

David Stepanyan. The relations between Armenia and the EU are on the
right track, said the head of the EU delegation in Armenia, Ambassador
Piotr Switalski, speaking at the conference "Armenia-EU Relations and
Their Prospects" in Yerevan.

"Today we are engaged in bringing this path to a proper, final form. I
think that until November this year, during the presidency of Estonia,
Armenia will have the opportunity to connect to the Association
Agreement with the EU. I can say Armenia was the first in the
post-Soviet space then, who started a constructive dialogue with
Brussels in the direction of integration. The forthcoming approval by
the parties of the AA will undoubtedly open new ways and opportunities
for deepening the existing cooperation," the Ambassador said.

According to Switalski, today Europe is trying to realize its own role
in the development of Armenia. According to him, Brussels not only
does not pursue geopolitical goals in Armenia, the EU lacks even
selfish motives. There is only a desire to work with civil society in
the direction of Armenia's withdrawal to a democratic state. The main
goal of the ongoing work of the EU, according to him, is deep reforms
and peace in Armenia.

The head of the European diplomatic mission in Armenia noted that
Brussels does not intend to determine the priorities of cooperation
with Yerevan on its own. According to him, this work is for the
government and civil society of Armenia.

At the same time, we are by no means going to neglect the
opportunities of the "Eastern Partnership". Brussels considers the
continuation of the implementation of this program as a practical and
tangible goal. I think that the priorities mentioned in the "EP" 20
priorities fully correspond to the interests of both Armenia and the
other partner countries. Actually, Yerevan has repeatedly voiced the
intention and readiness for the all-round continuation of the
development of cooperation with the EU within the framework of this
program," summed up Switalski.

Armenia's defense minister pays homage to fallen Cypriot soldiers for
independence



YEREVAN, 31 MAY, ARMENPRESS. On the sidelines of the official visit to
Cyprus, Armenia’s defense minister Vigen Sargsyan laid a wreath at the
‘Filakizmena mnimata’ – (Φυλακισμένα Μνήματα) monument on May 30.

The monument is dedicated to the Cypriot heroes who were sentenced to
death by the British leadership on the island during the 1955-1959
national-liberation struggle.

The monument is located in the territory of Nicosia’s central prison,
where the fallen heroes are buried.

Minister Vigen Sargsyan paid tribute to the memory of the fallen
fighters and left a note in the honorary guest book, the defense
ministry told ARMENPRESS.

On May 30, the Armenian defense minister also laid a wreath at the
monument in Nicosia’s military pantheon, which is dedicated to the
memory of the fallen Cypriot soldiers who died during the subsequent
military operations as the Turkish army invaded Cyprus in 1974.

Chess: 10 Armenian players claim victories at first round of European Championship

The European Individual Chess Championship (men) has launched in Minsk, Belarus. The chess tournament, which is held in 11-round Swiss system, involves 398 participants.

As Panorama.am was informed from the official website of the Armenian National Olympic Committee, 19 chess players represent Armenian in the tournament. 10 Armenian players have already claimed victories at Round 1 of the European Championship.

The best 22 chess players will be qualified for the World Cup.

The U.S. House Foreign Affairs Committee is discussing the resolution condemning Turkey over the incident that happened outside Turkish embassy in Washington on May 16.

Several members of the committee condemned the acts of Turkish leader’s “bullies” who were attacking peaceful protesters.

Speaking during the Committee meeting, Rep. Ted Poe said Turkey is ruled by “dictator Erdogan” who undermined Turkish democratic institutions and now thinks he can bring it to Washington D.C. – the seat of democracy.

Erdogan gave tacit approval as he was watching how his bullies were beating unarmed protestors, the Congressman said.

“I would encourage protestors to go back to the embassy to protest again,” he said.

His remark was interrupted by Rep. Dana Rohrabacher who asked whether Congressman Poe would join him outside the Turkish embassy to protect the protesters if they do return.

“Yes, I will,” Poe added.

BAKU: Armenia fails test for democracy

Armenia has failed the test for democracy, says the report titled “American funding of the Armenian democracy” prepared by the President of the National Press Club of Armenia Narine Mkrtchyan.

The report was presented at the recent panel discussion on democracy in Armenia, which was held at the Armenian Institute of International and Security Affairs.

The document notes that between 1991 and 2001, the United States provided assistance in the amount of $1.4 billion to Armenia. This amount was intended for democracy programs, economic and social reforms, as well as development of safety and legislation, formation of independent press, and implementation of other programs in Armenia.

However, “Armenia has not reached the shores of democracy, making a transition from a totalitarian regime to authoritarianism,” noted Mkrtchyan.

The Armenian government purposely approaches its final goal – to create a controlled democracy in this poor and weak post-Soviet country. The economy of Armenia is disappearing to nowhere as it suffers in all areas. However, the government spends very large amounts of money to implement constitutional amendments not supported by the people, only to ensure maintaining the power of the current authorities, who led the country to this such miserable state.

The report by Mkrtchyan notes that the parliamentary elections of 1995 in Armenia were supposed to be the exam of a free and fair electoral system, but the constitutional referendum and elections were accompanied by violence and falsification of votes, giving rise to the perversion of a free electoral system.

“Elections of 1999, 2003, 2007 and 2012 were held in the same conditions, when the government alliances constituted the majority in the Parliament,” the report says.

Mkrtchyan noted that candidates of the authorities usurped the power and grossly falsified the results of constitutional referendums.

“As for the parliamentary election of 2017, they disorganized the electoral system, and the state system was fully involved in the falsification of the election,” she stressed. “Armenia failed the test for democracy.”

President Serzh Sargsyan's Republican Party won the parliamentary elections of April 2, 2017. During and after the elections, a number of Armenian politicians, local and international observers and journalists noted that the parliamentary elections in Armenia had many violations and frauds. The observers from the Council of Europe, OSCE, the European Parliament and other international observers indicated these violations in their statements following the elections.

Mkrtchyan added that one of the main obstacles for the establishment of democracy in Armenia is corruption. The 2015 report of the Transparency International Anticorruption Center showed that Armenia is one of the most corrupt country of the world.

The rate of corruption in Armenia does not change over the years, and that means that corruption in the country was rooted and does not retreat, Mkrtchyan stressed.

The actions of the Armenian government against corruption are deceiving – the authorities have to imitate efforts in this direction as Armenia has obligations before international organizations, partner countries. However, the allocated money themselves get stolen because the government itself is widely involved in corruption.
