As a result of the Azerbaijani aggression around 42,000 people displaced from their homes in Artsakh

"742 Artsakh servicemen were killed during the third Karabakh war in 2020, while 45 are reported missing. Among the victims of the Azerbaijani aggression are 80 civilians, 38 are in captivity," Sergey Ghazaryan, the Artsakh Republic Permanent Representative to Armenia stated on Wednesday. Ghazaryan's remarks came at the parliamentary hearing organised by the NA Standing Committee on Human Rights.

In his words, 42,000 people were displaced from their homes in Artsakh, 38,154 out of them deprived from their houses and property. 15.000 of the displaced population reside in Stepanakert, 5,000 – in other settlements of Artsakh. Rent agreement were concluded with around three thousand people, while 1960 people live in hotels. 

"It is planned to build 300 apartments in Stepanakert by the end of the year to accommodate all displaced people," Ghazaryan said, reminding that as a result of the war 192 settlements, including 185 and five towns, came under control of Azerbaijani forces. 

"While some construction projects  have already launched, the housing issue is acute in Artsakh today," Ghazaryan said. He informed that as a result of the war Artsakh infrastructure suffered huge losses, as the country lost 30 hydropower plants out of the total 36. "The telecommunication sector suffered losses as well and the initial damage is amounted for 42 million AMD," Ghazaryan informed.

As ARMENPRESS was informed from the press service of the Foreign Ministry of Armenia, congratulating the Ambassador on the appointment, the Armenian FM noted that Armenia is interested in the development of relations with Peru.

The Ambassador of Peru noted that during his diplomatic mission he will make every effort to deepen cooperation with Armenia in various fields.

Armen Ghevondyan presented Juan Genaro Del Campo Rodriguez the situation created by the Azeri-Turkish aggression against Artsakh on September 27, 2020 and highlighted the issue of a comprehensive settlement of the Nagorno Karabakh conflict under the auspices of the OSCE Minsk Group, based on well-known principles and elements.

Issues related to the development of political dialogue, the development of the legal framework, trade-economic and multilateral cooperation were discussed at the meeting, as well as a number of regional and international issues were touched upon.

Yemenidjian Family Donates $10 Million for ‘TUMO Armenia’ Campaign

TUMO director Marie Lou Papazian announces new campaign

YEREVAN—Marking TUMO’s 10 year anniversary and the inauguration of the new TUMO Gyumri building, the TUMO Center for Creative Technologies last week announced a five year, $50 million initiative to make its leading edge educational program available to all teenagers throughout Armenia and Artsakh. With 110 satellite facilities called TUMO Boxes connected to 16 fully equipped TUMO Hubs in regional centers, the program will serve 80 thousand students and reach all young Armenians even in the most remote villages.

A $10 million seed fund donated by the Yemenidjian family will launch and support hubs in Vanadzor, Kapan and Koghb, along with TUMO Boxes that feed into these and three existing hubs. To raise the remaining $40 million, TUMO is kicking off an international fundraising campaign. The Armenian General Benevolent Union and Elie & Elzbieta Akilian have each pledged to match up to $10 million of funds raised in the first 2 years of the campaign. With $10 million in seed funding, a $20 million fundraising goal, and an additional $20 million in matching contributions, the deployment initiative is already underway.

The announcement was made during the anniversary celebration of the official opening of the new TUMO center in Gyumri in the presence of government representatives, partners and friends. TUMO founders Sam and Sylva Simonian joined via live video and gave opening remarks.

“Our vision has always been to empower all young Armenians to achieve their full potential,” said Sam Simonian. “And now we are setting out to fulfill that vision throughout Armenia and Artsakh.”

Also attending were Armen Yemenidjian, representing the Yemenidjian family, Vasken Yacoubian and Vera Setrakian on behalf of AGBU, Elie Akilian, on behalf of Elie & Elzbieta Akilian, via video feed, and TUMO CEO Marie Lou Papazian.

“My family is extremely excited and proud to be a part of this vital initiative to arm the next generation of Armenians with the tools necessary to compete in the global technology marketplace, no matter where they live in Armenia,” said Armen Yemenidjian. “We hope this initiative encourages our Armenian brothers and sisters in the diaspora to invest in the future leaders of our country and economy.”

TUMO Center for Creative Technologies is a free-of-charge education platform that puts teenagers in charge of their own learning. The TUMO program is made up of self-learning activities, workshops and project labs that cover a wide range of focus areas at the intersection of technology and design, including computer programming, animation, game development, music, robotics, 3D modeling, writing, filmmaking, graphic design and more. Over 20 thousand students currently attend TUMO centers in Armenia on a regular basis. In recent years, TUMO centers have also opened in Paris, Moscow, Tirana, Berlin and Beirut, with additional centers expected to open in Lyon, Los Angeles, Lisbon, Milan, Tashkent and Seoul. Licensing revenues from international locations contribute to the long term sustainability of TUMO in Armenia and Artsakh.

Guarantee of physical security and right to life of Armenians of Artsakh impossible under jurisdiction of Azerbaijan–MFA

On September 27, 2020, Azerbaijan, with the direct support and involvement of Turkey and with the participation of foreign terrorist fighters from the Middle East, unleashed a large-scale war against the Republic of Artsakh with the aim of depriving the people of Artsakh of the right to live free and secure in their homeland and master their own destiny, the Armenian Foreign Ministry said in a statement.

“Today we bow and pay tribute to the memory of our heroes of all Artsakh wars, who fell for the cause of freedom and in protection of dignity and the right to life of their compatriots.

The 44-day war, launched on September 27, was accompanied by large-scale violations of international humanitarian and human rights law, war crimes and other mass atrocities by Azerbaijan. During the hostilities, the armed forces of Azerbaijan deliberately targeted civilian infrastructure and peaceful settlements, including the capital Stepanakert, with artillery and air strikes, including with prohibited weapons, which resulted in civilian casualties and destruction. The committed mass crimes were thoroughly documented and presented to international organizations and specialized international bodies. The works in this direction will continue in various international platforms.

The 44-day war was a pre-planned and prepared military aggression aimed at removing the Nagorno-Karabakh issue from international agenda through use of force and annihilation of the Armenian population. This is evidenced by the actions of Azerbaijan in the pre-war period, as well as the policy adopted by Azerbaijan following the war. The Armenophobic policy and the consistent threats of use of force pursued by the leadership of Azerbaijan for years, the rejection of proposals by the international mediators to resolve the conflict and strengthen the ceasefire, systematic and regular ceasefire violations, excessive accumulation of weaponry in violation of international obligations and periodic offensive military drills along the line of contact, refusal to join the UN Secretary-General's call for a global ceasefire, as well as post-war statements denying the very existence of Nagorno-Karabakh, demonstrate that Azerbaijan has never been interested in a peaceful settlement of the conflict.

Azerbaijan has been consistently hindering the efforts of the international community, in particular the countries of the OSCE Minsk Group Co-Chairs, to establish a humanitarian ceasefire, as a result of which the three ceasefires agreed at the Ministerial level on the initiative of Russia, France and the United States were not implemented. The Trilateral Statement on the ceasefire established on the initiative of the President of Russia on November 9, followed by the entry of Russian peacekeepers into Nagorno-Karabakh, halted the Azerbaijani aggression and created conditions for ensuring the comprehensive security of the population in Artsakh.

As a result of the Azerbaijani-Turkish aggression unleashed against Artsakh, the Armenians of Artsakh encountered numerous humanitarian issues: more than 90 thousand Armenians of Artsakh were forced to leave their permanent residences, the majority of whom have currently returned to Artsakh. More than 40,000 people were deprived of their homes and property, vital infrastructure was destroyed, including schools and hospitals. In this regard, the Republic of Armenia attaches great importance to the unimpeded access of international humanitarian organizations and other specialized bodies into Artsakh, which is of vital importance in the context of a comprehensive and effective solution to the humanitarian crisis resulting from the war.

After around a year Azerbaijan is still holding a number of Armenian prisoners of war and captured civilians as hostages violating its obligations undertaken by both the November 9 Trilateral Statement and international humanitarian law.

The Azerbaijani authorities not only continue their hostile policy towards the people of Artsakh, but also rename Armenian settlements in the territories fallen under their control, destroy and desecrate religious sanctuaries and cultural heritage. These actions and the complete ethnic cleansing of the Armenian population once again reveal the fact that the guarantee of physical security and the right to life of the Armenians of Artsakh is impossible under the jurisdiction of Azerbaijan.

The realities shaped on the basis of the use of force, mass violations of human rights, as well as the consistent actions of similar nature by Azerbaijan following the war, can not create a sustainable foundation for regional peace and security. The comprehensive and lasting settlement of the Nagorno-Karabakh conflict presume the determination of the status of Artsakh taking into account the realization of the inalienable right to self-determination, ensuring of the security of the people of Artsakh, safe and dignified return of the displaced population to their settlements throughout Nagorno-Karabakh, preservation of Armenian cultural and religious heritage in the territories fallen under the Azerbaijani control.

Only the agreements reached within the framework of the peace process can open a new page for peace, security and development in the region.

The Republic of Armenia stands for the full-fledged launch of the peace process of the Nagorno-Karabakh conflict within the framework and mandate of the OSCE Minsk Group Co-Chairmanship. At the same time, the urgent settlement of humanitarian issues, including the repatriation of all prisoners of war, captured civilians and addressing of the cases of enforced disappearances is of utmost importance.

Armenia will consistently stand for the restoration and protection of the rights of the people of Artsakh and make every effort to reach a just, comprehensive and lasting settlement of the Nagorno-Karabakh conflict, guarantee the right of the Armenians of Artsakh to free and safe life with dignity in their homeland”, the ministry’s statement says.

Two residents of Armenia’s Kotayk province end up in territory under Azerbaijani control

Two residents of Kasakh community of Armenia’s Kotayk region turn off the highway while driving along the Goris-Vorotan road and ended up in the territory under Azerbaijani control.

The National Security Service (NSS) was alarmed about the incident on September 18, at 9 pm.

The NSS is working with the Federal Security Service of Russia to find them.

The results will be announced later.

Nikol Pashinyan violated protocol during CSTO meeting in Dushanbe – REN TV

Nikol Pashinyan has violated the protocol during the meeting of the Collective Security Treaty Organization (CSTO) in Dushanbe, REN TV reported.

His motorcade was the first to arrive at the summit venue, although the CSTO secretary general was to arrive first, it said.

“Afterwards, there was a half-hour break. Even the guard of honor got tired of waiting.

“Nikol Pashinyan stood apart from the rest while being photographed after the meeting. When they were done, he tried to talk to his colleagues, but with no success," the source said.

U.S. Representatives file eight amendments to hold Azerbaijan and Turkey accountable

U.S. Representatives are leading the charge to block U.S. arms and aid to Azerbaijan, as part of a series of eight pro-Artsakh/Armenia amendments to the Fiscal Year 2022 National Defense Authorization Act (H.R.4350) filed this week, reported the Armenian National Committee of America (ANCA). 

Other amendments demand Azerbaijan’s immediate release of Armenian POWs; call for an investigation of the use of U.S. technology in Turkish drones used against Artsakh and Armenia; explore ways to expand U.S. aid to Artsakh; and, designate Turkey’s “Grey Wolves” as a terrorist group.

The ANCA is leading a nationwide grassroots effort – anca.org/ndaa – to secure cosponsors for each of the amendments, which are set to be considered by the House Rules Committee as early as Monday, September 20th. The full U.S. House will have the opportunity to vote on each of the amendments ruled “in order” during consideration of H.R.4350. Amendments with strong, bipartisan backing are generally considered more favorably by Rules Committee members.

“We thank Representatives Cardenas, Pallone, Schiff, Sherman, Speier, Titus, and Valadao for offering their Congressional colleagues a long-overdue opportunity for an up-or-down vote on zeroing out all U.S. military aid to oil-rich Azerbaijan and other key pro-peace initiatives,” said Aram Hamparian, Executive Director of the ANCA. “In the wake of Azerbaijan’s ethnic cleansing last year of 100,000+ indigenous Armenians from Artsakh – amid Aliyev’s ongoing invasion and occupation of Armenian territory – the Congress must act in a bipartisan manner to hold both Azerbaijan and Turkey accountable for their violent anti-Armenian aggression.

Slovakia interested in the development of multilateral cooperation with Armenia, Foreign Minister tells PM Pashinyan

Prime Minister Nikol Pashinyan received a delegation led by the Minister of Foreign Affairs of Slovakia Ivan Korčok, who is on an official visit in Armenia.

The Prime Minister welcomed Mr. Korčok’s visit to Armenia and highlighted the continuous development of relations with Slovakia. The Prime Minister expressed satisfaction for that Slovakia shows interest in establishing peace and stability in the South Caucasus region.

In this context, Prime Minister Pashinyan referred to the situation created by the war unleashed by Azerbaijan against the Republic of Artsakh last year, its failure to fulfill the agreement on the return of Armenian prisoners of war, as well as the incursions of Azerbaijani forces into Armenia’s sovereign territory. The Prime Minister presented the steps taken by the Armenian Government, Armenia’s expectations from the international community and stressed the need to resume the negotiation process within the framework of the OSCE Minsk Group Co-chairs’ format.

Nikol Pashinyan also touched upon the Armenia-EU cooperation and stressed the importance of the assistance provided for the reforms aimed at the development and strengthening of democracy in Armenia.

The Foreign Minister of Slovakia noted that the Government of his country is interested in the development of multilateral cooperation with Armenia, particularly, Ivan Korčok emphasized the need to realize the great potential of cooperation in the fields of economy, including business relations, trade relations, information technologies. He conveyed the friendly greetings of the Slovak leadership to the Armenian people and the Prime Minister of Armenia. Mr. Korčok noted that he is impressed by the results of the early parliamentary elections of Armenia, and emphasized that despite the concequences of the pandemic and the war, Armenia has taken the path of development.

Mr. Korčok, underlined that Slovakia appreciates Armenia’s efforts aimed at establishing stability and peace in the region and highlighted the comprehensive settlement of the Nagorno Karabakh conflict within the framework of the OSCE Minsk Group Co-Chairs. The Foreign Minister of Slovakia considered it necessary to take steps for strengthening confidence in the region and expressed his country’s support for the OSCE Minsk Group Co-chairs’efforts.

The interlocutors exchanged views on the strengthening of democratic institutions in Armenia and the processes taking place in the region.

Viticulturists of Armenia’s Ujan shut down Yerevan-Ashtarak highway, half of factories not purveying grapes

Viticulturists in Ujan town of Aragatsotn Province of Armenia have shut down the Yerevan-Ashtarak highway, complaining that their grapes aren’t purveyed.

“We demand that the regional governor or a government official come here and solve our issue. Half of the wine factories refuse to accept our grapes, saying that they don’t have a way to accept our grapes. The outlet of Proshyan wine factory is open, and people are already in line. The factory’s contract includes a paragraph stating that there can be deflation, if the quality of grapes doesn’t correspond to the factory’s quality. The factory’s representatives tell us there are 300 kindergartens under construction,” one of the protesters said.
