EU says latest Armenia-Azerbaijan talks should build momentum for peace

(Reuters) – The European Union on Sunday welcomed the latest meeting between the leaders of Armenia and Azerbaijan as a positive step toward clinching a durable peace agreement between the two neighbouring states which have fought two major wars in 30 years.

Armenian Prime Minister Nikol Pashinyan and Azerbaijani President Ilham Aliyev met in Brussels at the EU's invitation.

Neither leader commented after the meeting, the latest in a series since a six-week conflict between the two countries in 2020. During that fighting, Azerbaijan recaptured chunks of territory it had lost in a war that engulfed the region as Soviet rule was collapsing in the 1990s.

The two countries' foreign ministers also met in the United States this month. Russia, which brokered a truce to halt the 2020 fighting, has also been active in peacekeeping.

Charles Michel, president of the EU's Council, said the leaders made progress on issues including return of prisoners, demarcation of borders and access through each other's territory to reach isolated regions in the Caucasus.

He said talks will continue on the conflict's focal point: the status of Nagorno-Karabakh, internationally recognised as part of Azerbaijan, but populated mainly by ethnic Armenians.

"The leaders shared a common willingness for a South Caucasus at peace. I commend their respective efforts," Michel said in a statement on the EU Council website.

"Following the recent positive talks held in the United States on the peace treaty, the momentum should be maintained to take decisive steps towards the signing of a comprehensive peace agreement between Armenia and Azerbaijan."

As talks have proceeded, border clashes remain constant.

At least two Armenian soldiers and one Azerbaijani serviceman died in incidents last week and Azerbaijan accused Armenia on Sunday of training mortar fire on its positions in Kalbajar district near the border, an allegation denied by Armenia.

In his statement, Michel said both sides agreed to recognise the borders set down after the end of Soviet rule in 1991.

Referring to Nagorno-Karabakh, Michel said he encouraged Azerbaijan to "engage in developing a positive agenda with the aim of guaranteeing the rights and security of this population."

He told both sides to "refrain from hostile rhetoric, engage in good faith and show leadership" to find solutions.

The two leaders are due to meet again on June 1 at a development conference in Moldova, another ex-Soviet state lying between Ukraine and EU member Romania. Both French President Emmanuel Macron and German Chancellor Olaf Scholz are to attend.

“Dear compatriots,

Dear veterans of the Great Patriotic War and Artsakh Liberation War,

Honorable generals, officers, soldiers of the Defense Army,

May 9 is one of the most glorious pages in the history of the Armenian people. The victory of our grandfathers along with other peoples in the Great Patriotic War, the formation of the Artsakh Republic Defense Army, the Liberation of Shushi are the [undisputed] victories that rightly made that day a symbol of national pride.

First of all, I want to bow [before] the [sacred] memory of all our martyrs who sacrificed their lives for the defense of the Motherland at different times, as well as to the merits of living heroes. Their feat and bravery are immortal and will always be a bright example of patriotism and selflessness for future generations.

Today, Artsakh has once again appeared in the focus of an [existential] struggle. The blockade by the authorities of Azerbaijan, which has been going on for five months now, aims to break the will and spirit of struggle of our people through psychological and physical pressure, to force them to leave the land of our ancestors with a history of thousands of years, or [subjugate] us, under security threats. 

The aspirations of the Turkish-Azerbaijani tandem are not new for us. We know this well, as well as the strength and power of the unity of the Armenian people, which was demonstrated in the most decisive periods of our history.
Today again, national unity has become the imperative of the day. We have no right to hesitate or step back. There is only one way. Artsakh was, is and should be Armenian, with the free will of its people and the right and determination to manage their own destiny. The efforts of all of us, in Artsakh, Armenia and the Diaspora, should serve [for] this purpose, we should rediscover and cherish the [meaning] and spirit of the victorious Triple Holiday as a guideline for our lives.

“Dear citizens of the Republic of Armenia, today we celebrate Labor Day. On this occasion I’d like to reiterate the idea voiced recently in parliament that the key to solving all our problems is work and education. And again, I can’t set apart work from education because you can’t get education without work, while work which isn’t based on knowledge is simply a suffering without the desired result.

Work based on knowledge is progress, education, productivity and creative pleasure. The economic success we have today is based on this very principle. It is on this very principle that hundreds of thousands of workers and businessmen ensure the impressive revenues of the state budget of Armenia, it is they who increase the respect towards work and education, proving that unbelievable successes can be reached through knowledge-based work.

Work based on knowledge and knowledge strengthened through work and experience – this is the principle that must make our economy, our army, our diplomacy, our educational system and overall our state modern and competitive. Furthermore, highlighting the establishment of standards in many sectors, we don’t find standardization of knowledge to be at all any useful, because bricklayers need the knowledge required in their own field, locksmiths in theirs, diplomats and military servicemembers in theirs. But it is unequivocal and unambiguous that only knowledge-based work can lead to development and progress.

And therefore, happy Labor Day to everyone and I thank everyone who are elevating Armenia with their work. I convey special congratulations and greetings to the foreigners who’ve chosen our country as a place for their work and economic activity, welcome.”

Kazakh and Armenian companies intensify cooperation

KAZINFORM – With the assistance of the Chamber of Commerce and Industry of the Republic of Armenia and the Embassy of Kazakhstan, a Kazakh-Armenian online business forum was held as part of the upcoming 9th meeting of the joint Intergovernmental Commission on Economic Cooperation, which is scheduled for April 27-28, 2023 in Yerevan, Kazinform has learnt from the Kazakh MFA.

The event was attended by 47 Kazakh and Armenian entrepreneurs, national companies Kazakh Export, Qaz Trade, Kazakh Invest, the Eurasian Development Bank, Arcelor Mittal Temirtau JSC, Enterprise Armenia Investment Support Center, South Caucasus Railway CJSC, etc.

In order to intensify investment cooperation and increase bilateral trade, the participants presented the existing significant potential, opportunities and tools for stimulating the export and import of the two countries, as well as discussed logistics issues, including in the field of finance and insurance. The agreements reached following the results of the business forum will be considered by the working bodies of the Kazakh-Armenian Intergovernmental Commission on Economic Cooperation – the Ministry of Trade and Integration of the Republic of Kazakhstan and the Ministry of Economy of the Republic of Armenia.

France Urges Azerbaijan to Free up Road to Disputed Enclave, Baku Unhappy

BAKU (Reuters) -French Foreign Minister Catherine Colonna urged Azerbaijan on Thursday to remove a newly installed checkpoint on the road linking Armenia to the disputed territory of Nagorno-Karabakh, on the first leg of a delicate trip to both countries.

Her comments in Baku drew a sharp retort from her Azerbaijani counterpart that highlighted the sensitivities of her mission.

Azerbaijan and Armenia have fought two wars in the past three decades over Nagorno-Karabakh, which is internationally recognised as part of Azerbaijan but populated mainly by ethnic Armenians and run by a separatist administration.

Azerbaijan set up a new checkpoint on Sunday on the road to Karabakh, the Lachin corridor, in a move Armenia that called a gross violation of a 2020 ceasefire between the two countries, and which also sparked U.S. concern.

"We deplore the unilateral measures taken by Azerbaijan at the start of the Lachin corridor," Colonna told a news conference with Azerbaijani Foreign Minister Jeyhun Bayramov. "Freedom of movement in the corridor is essential to re-establish trust."

Bayramov responded that Azerbaijan had been saying for 2-1/2 years that Armenia was using the route to transfer weapons and fighters to Karabakh, "but I don't remember France making any statement against Armenia".

BLOCKADE

The checkpoint marked a sharp escalation in a months-long blockade of Karabakh that began in December, when Azerbaijani civilians identifying themselves as environmental activists shut down the road to traffic.

Ethnic Armenians in Karabakh complain of a humanitarian crisis, while Armenia is increasingly unhappy with the failure of Russian peacekeepers to keep the road open.

Separately, Moscow said deputy foreign minister Mikhail Galuzin had held one-on-one meetings with the Armenian and Azeri ambassadors to discuss the Lachin corridor and Karabakh.

Galuzin underlined the importance of sticking to agreements that Russia had signed with both nations on the normalisation of relations, the foreign ministry said in a statement.

Russia said on Wednesday it had appointed a new head of its Karabakh peacekeeping force.

Colonna rejected a reporter's suggestion that France was biased against Azerbaijan, saying its only interest was to secure peace.

She said reopening the Lachin corridor was a point of international law and a question of restoring trust.

"If you want to nourish the peace process, yes we need gestures of a kind that can help rebuild confidence," she said.

PM Pashinyan receives the President and CEO of Nvidia company Jensen Huang

YEREVAN, APRIL 21, ARMENPRESS. Prime Minister Nikol Pashinyan received Jensen Huang, the President and CEO of Nvidia, one of the global leaders in the high-tech sector, ARMENPRESS was informed from the Office of the Prime Minister.

The Prime Minister welcomed Mr. Huang's visit to Armenia and noted that he fondly remembers their meeting in Silicon Valley in 2019. Nikol Pashinyan highlighted the establishment of a scientific research center by Nvidia in our country, the opening of which took place last year. The Prime Minister added that the high-tech sector is a priority for the Armenian Government and the Government will continue to create conditions and opportunities to attract new IT companies.

Jensen Huang noted that he is impressed by Armenia, the potential and human capital available in the field of high technology. The President of the Nvidia company added that the IT sector in Armenia has wide opportunities and prospects for consistent development, and their company will continue its effective activities in our country.

At the meeting, the interlocutors discussed issues and programs related to the development of engineering education, the further progress of the high-tech sector, as well as cooperation between the Armenian government and Nvidia.

European championship in Yerevan is best organised championship in last 10 years – Turkish Weightlifting Federation head

YEREVAN, APRIL 21, ARMENPRESS. Since the first days of the ongoing European Weightlifting Championships, held in Yerevan, Turkish athletes have won 6 gold medals. President of the Turkish Weightlifting Federation, Talat Unlu, notes this fact with great joy. In his estimation, the championship is very well organised in Armenia.

"Everything is very serious and well prepared by the organisers. The only thing that saddens us is the episode known to all of you, a protester with a disrespectful act. Indeed, a lot of effort has been made. I told our country’s television the same thing that this is the best-organised European Championship in the last ten years. As I already mentioned, if it were not for that episode of the first day, when the flag of Azerbaijan was set on fire, then everything would be perfect. For us, everything is well-considered here. We have no problems. Even too much was done, which made us feel uncomfortable. However, we understand that what was supposed to be done was done, and it was also very well organised," Talat Unlu told ARMENPRESS. 

After the incident, the Ministry of Education, Science, Culture and Sports of Armenia assured that the incident had been resolved. Azerbaijan’s representative was given a new flag, which ensured the regular course of the ceremony. Talat Unlu says that other than this incident, they haven’t faced any problems.

Talat Unlu – "We did not deal with any serious problems here. As I said, all safety considerations were very strictly taken into account. It was done more than it was necessary."

Turkiye will be the next country to host the European Weightlifting Championships. Preparations have already started in Antalya. Now they are carefully following the organisational work of Armenia, so that they can organise next year’s championship at the same high level.

Talat Unlu – "I will be here on all days of this championship, because one of the main reasons we came here was to see how it was organised. After asking for permission, I took photos and videos from the competition and training halls. To prepare for the championship in the best possible way, we received such information and advice from the organisers. We were helped in that regard, for which we are grateful."

The athlete of the Turkish national team, Nuray Gungyor, is one of the gold medal winners of the championship. The athlete finds it difficult to describe her feelings. She is happy that she was able to perform successfully in Armenia. According to the weightlifter, the European Championship was organised at a high level in Armenia.

 

 "The event is going very well. It was very well organised, for which I am very grateful to the organisers. We are satisfied. Everything is perfect," Nuray Gungyor said.

More than 300 athletes from about 40 countries are competing at the European Weightlifting Championships in Yerevan. There are only a few days left until the end of the championship, and the competition is heating up day by day.

The Armenian Rescue Service Visits the Kansas Civil Support Team

On 10-14 April 2023, under the auspices of the Defense Threat Reduction Agency’s Counter Weapons of Mass Destruction (WMD) Security Cooperation Engagement Program, 10 specialists of the Chemical, Biological and Radiological (CBR) Situations Monitoring Unit of the Rescue Service of the Ministry of Internal Affairs (MoIA) visited the Kansas Civil Support Team (CST) in the state of Kansas, USA.

Within the visit the Armenian CBR Unit personnel had a chance to meet the CST Command and get familiarized with the operations and structure of the CST. Armenian partners also got a chance to participate in a field exercise and practice on detection and respond to chemical and radiological hazardous materials. The CBR team had a unique opportunity to observe the simulated operations of the Kansas Fire Department in the field and based on a scenario, together with the Fire Department, practiced its skills in detection and identification of radioactive elements and proper CBRN personnel decontamination. This visit strengthened partner relations between the Armenian Rescue Service and the Kansas CST and cemented future collaboration within the State Partnership Program.

Armenia FM: Replacing army with guards on Azerbaijan border should be part of final settlement

Replacing the Armenian army on the border with Azerbaijan with border guard troops should be part of the final settlement. Armenian Minister of Foreign Affairs Ararat Mirzoyan stated this during Thursday’s joint news conference with visiting OSCE Chairperson-in-Office and Foreign Minister of North Macedonia, Bujar Osmani. Mirzoyan noted this when asked whether Azerbaijan was changing its army with border guards, and what was connected with the recent infiltration of the Azerbaijani military into Armenia territory.

The Armenian FM noted that in all countries the functions of border protection are assigned to border guards, and there are many differences between the training and even the equipment of the army and the border guard troops.

According to Mirzoyan, handing over border protection to border guards will considerably reduce the probability of new conflicts, including infiltration.

"This is not a new idea. We have proposed before, and now the withdrawal of [army] troops [from the border] is being discussed. I will disclose the secret. This is part of the draft peace treaty [with Azerbaijan]—at least from our side. We attach importance to the introduction of that mechanism. There is such a mechanism in some parts of the border. Experience shows that the probability of clashes in those sectors is lower," said Mirzoyan.

At the same time, however, the Armenian FM recorded the continuation of aggressive rhetoric and policy by Azerbaijan.

Armenian Foreign Minister Ararat Mirzoyan told the OSCE Chairperson-in-Office, Foreign Minister of North Macedonia Bujar Osmani that he is visiting Armenia in a difficult period of time for the country when it is facing threats and challenges that are directly related to the OSCE ‘s fundamental principles and mandate, regional security and stability.

“The visit by the OSCE Chairperson-in-Office to Armenia is a good opportunity to discuss the existing issues in the region, to emphasize the OSCE’s role and possibility of involvement, prospects of our future cooperation with the organization,” Mirzoyan said at a joint press conference with Osmani in Yerevan, Armenia.

FM Mirzoyan said that Armenia is constantly providing the OSCE partners with reliable information on the security situation in the region and developments on the Armenian-Azerbaijani border and around Nagorno Karabakh.

“During our meeting today we discussed the latest developments of the situation, I presented my colleague the consequences of Azerbaijan’s aggression and attacks, occupation of sovereign territory of Armenia since May of 2021, as well as the Azerbaijani provocation and aggressive actions in the area of Tegh village in Syunik province on April 11, a day before the visit,” the Armenian FM said, adding that Azerbaijan’s aggressive actions constitute gross violations of the OSCE values and a number of fundamental principles of the Helsinki Final Act.

In this context the Armenian FM attached importance to the deployment of the OSCE fact-finding mission to Armenia that took place immediately after the 2022 September aggression, which enabled OSCE monitors to see the Azerbaijani military aggression and its humanitarian consequences on the ground. The Armenian Foreign Minister said that the mission’s observations and the final report must be accessible for all member-states, as well as for other representatives of the international community, as a source of objective information on the situation resulting from the Azerbaijani aggression.
