A package of documents expected to be signed during Armenian PM’s visit to Moscow – Peskov

A package of bilateral documents is expected to be signed during the visit of Armenian Prime Minister Nikol Pashinyan to Moscow, RIA Novosti quotes Kremlin Spokesman Dmitry Peskov as saying.

“Further on, Pashinyan plans very intensive contacts at the level of the Russian government. A whole package of documents will be signed there,” Peskov said.

Prime Minister Nikol Pashinyan arrived in Moscow today for a two-day official visit.

At the airport, Pashinyan was welcomed by Deputy Foreign Minister Andrei Rudenko and Director of the State Protocol Department of the Russian Foreign Ministry Igor Bogdashev.

Deputy Prime Minister Mher Grigoryan, Secretary of the Security Council Armen Grigoryan, Foreign Minister Ararat Mirzoyan, Minister of Education, Science, Sports and Culture Vahram Dumanyan and other officials are part of the delegation.

Families of fallen soldiers demand that law enforcement authorities prosecute Pashinyan

Families of the servicemen from the D-20 artillery regiment killed during the 44-day war in Artsakh demand that the Prosecutor General's Office of Armenia open a criminal case against Nikol Pashinyan and probe his latest statements.

"Prime Minister Nikol Pashinyan’s statements made in the parliament on 13 April make it clear that the large-scale hostilities unleashed against the Artsakh Republic by Azerbaijan on September 27, 2020 began at his instigation as well as due to abuse of power by him,” Anahit Manasyan, the mother of a fallen soldier, said, reading out the text of the crime report outside the Prosecutor General's Office.

She cited Pashinyan's statement on April 13: "They ask me, 'Could you have prevented the war?' Yes, we could have prevented it, as a result of which we would have had the same situation, of course without the casualties.”

The relatives claim that Pashinyan, knowing about the possible war and its consequences, deliberately did not prevent it. “Moreover, by his inaction and failing to fulfil his obligations, he induced Azerbaijan to unleash a large-scale war," the report said.

Manasyan added that they would put pressure on the law enforcement authorities to initiate criminal proceedings and hold Pashinyan to account.

Around 60 parents have joined the initiative.

The leitmotif of 1998 was that then-President Levon Ter-Petrosyan considered it acceptable that the Artsakh (Nagorno-Karabakh) issue be resolved in phases, whereas subsequent Presidents Serzh Sargsyan, Robert Kocharyan, the Nagorno-Karabakh authorities were saying no, the issue shall be resolved in a package. Prime Minister Nikol Pashinyan stated about this Wednesday during the National Assembly (NA) debates on the execution of the 2021 program of the government of Armenia.

"The negotiation paper that is put on my table, the title was as follows: ‘On the first stage of the Nagorno-Karabakh conflict settlement and further steps.’ That is, the person [i.e., Serzh Sargsyan] who said that the phased solution is a defeat left a piece of paper on the negotiating table in 2018, the title of which is this. (…).

But always keep in mind that the question is whether or not Azerbaijan agrees with all this. They say we would have resolved the Karabakh issue this way, that way. Dear people, you should have resolved it! They present the ideas in the unsigned papers as a victory," said Pashinyan.

He recalled that Serzh Sargsyan had said about this matter from the NA rostrum.

"They tell me how it happened that you fell into the trap in 2019. Falling into the trap was that a negotiation package appears where Armenia is expected to now hand over seven regions to Azerbaijan. We were not in the trap; that paper recorded what Serzh Sargsyan announced from this rostrum. It was the result of his last negotiations because in 2019 we did not even start negotiations; we did not talk about substantive negotiations at all.

Today they say, ‘Could you have prevented the war?’ We could have prevented the war, as a result of which we would have had this same situation—of course, without casualties," Pashinyan said.

Remembering Massachusetts State Police Trooper Tamar Anoush Bucci

Massachusetts State Trooper Tamar Anoush Bucci (March 2, 1988 – March 4, 2022)

The family of Massachusetts State Police Trooper Tamar Anoush Bucci is mourning her loss on the one-month anniversary of her tragic death.

Trooper Bucci was killed in the line of duty on March 4 when her cruiser was struck by a tanker truck going north on Interstate 93 in Stoneham. She was trying to pull over to help a disabled vehicle. Bucci died just two days after her 34th birthday. 

Upon her untimely passing, many learned about Bucci’s passion for fitness and achieving her dream of becoming a Massachusetts State Police Trooper, but very few knew about her Armenian roots.

A granddaughter of Aroussiak Dakessian, Trooper Bucci grew up in a large, loving family. 

“We were always together. Our weekends were always spent together, enjoying Sunday dinners,” said her cousin Nina Vosbigian during an emotional interview with the Weekly. 

Though she didn’t formally grow up in the Armenian community, Bucci was enrolled for some time in weeknight Armenian language courses in Watertown to help improve her communication with her maternal grandmother.

Trooper Bucci loved her family. She is a hero to Vosbigian, who described her cousin as a free spirit. “She always had a huge smile. She was always happy. I felt like I could go to her for anything,” she sighed, reflecting on childhood memories with her role model.

Vosbigian says she learned persistence and determination from her cousin as she pursued her dream career. “She’s a strong one. She was very focused. She knew what she wanted.” Bucci, who voluntarily cut 15 inches of her hair at the start of this journey, would come home after a demanding week at the State Police Academy in New Braintree to a supportive family with whom she would share her experiences. “We all felt like we went through the academy with her,” recalled Vosbigian.

When graduation day finally arrived for the 85th Recruit Training Troop in May of 2020 at the height of the pandemic, Vosbigian and her family gathered at her aunt’s house to watch the live-stream from an empty Gillette Stadium. Moments later, Trooper Bucci would pull into the driveway of her parents’ home to cheers and celebration. “I was honestly so proud of her after everything she went through because we knew that’s what she wanted.”

Bucci would don badge number 4440—an angel number— for 20 months until the end of her watch on March 4.

Her loss has devastated her family members, including Vosbigian, who would look forward to waking up to Bucci’s Snapchats and entertaining text messages from her overnight shifts.

Trooper Bucci was baptized as an infant at St. Stephen’s Armenian Apostolic Church in Watertown, Massachusetts. On the eve of her funeral at Saint Anthony of Padua Church in Revere, Rev. Archpriest Antranig Baljian and Rev. Samuel Ajemian presided over her wake, which was carried out according to the traditions of the Armenian Apostolic Church.

Late last month, Der Antranig offered his deepest sympathies during a requiem service. “We pray for Tamar and her family, and we commit her to God’s hands.”

Armenian products to be presented at exhibition in California

The International Business Support Council, the Armenian American Business Council and the Western Diocese of the Armenian Church of North America will implement a project titled “America-Armenia Business Bridge” in California on May 2-9 under the auspices of the Consulate General of Armenia in Los Angeles, the Consulate said in a statement on social media.

Exhibition and conference will be held within the framework of the project.

“The exhibition will enable Armenian manufacturers, as well as companies providing services to present their production/services in the big American market.

Both the Armenian community and American supplying companies, representatives of major American stores, will participate in the exhibition”, the statement says.

President of Artsakh chairs regular sitting of Security Council

STEPANAKERT, APRIL 8, ARMENPRESS. On April 8, President of the Artsakh Republic Arayik Harutyunyan chaired a regular sitting of the Security Council, his Office said.

Issues related to the military-political situation in the republic, recent developments taking place in the region and their potential impact on Artsakh were on the discussion agenda.

Ad initium, Minister of Defense Kamo Vardanyan delivered a report on the situation on the line of contact, emphasizing that in recent days the operative-tactical situation has been relatively stable following certain tension.

The Head of State noted that active efforts are being exerted to maintain peace and stability in Artsakh, and in this regard the tendencies are quite positive.

“Of course, we continue our efforts with the Russian party to withdraw the Azeri troops to their starting positions from the village of Parukh and the Karaglukh height of the Askeran region. At the same time, I would like to state that the Russian Federation has repeatedly reaffirmed its commitment to guaranteeing the security of the people of Artsakh through peacekeeping contingent and other military-political mechanisms. The provisions of the trilateral statement signed on November 9, 2020 continue to apply and based on this logic, we will keep building a peaceful life in our homeland, at the same time constantly improving the effectiveness of our own security mechanisms”, said President Harutyunyan.

Arayik Harutyunyan also highlighted that considering the new realities and challenges in the region, the implementation of various programs aimed at the defense of the country and civil defense will be in the spotlight of the government.

The need to create an open social-political platform in the National Assembly with the involvement of parliamentary forces was also discussed at the sitting, the aim of which is to organize regular interaction and discussions with various public circles on the military-political developments in the country. Anyone can join the platform in the near future, addressing to the NA staff.

The President gave concrete instructions on a number of issues discussed during the sitting.

YEREVAN, 5 APRIL, ARMENPRESS. President of Armenia Vahagn Khachaturyan received the delegation headed by the Speaker of the Parliament of Georgia Shalva Papuashvili.

As ARMENPRESS was informed from the Office of the President of Armenia, Vahagn Khachaturyan mentioned that such meetings provide special dynamics to the development and further deepening of cooperation between our countries and should take place as frequently as possible. The President emphasized that this visit has a special meaning because it takes place on the 30th anniversary of the establishment of diplomatic relations between Armenia and Georgia.

In the context of establishment of security and stability in the region, President Khachaturyan presented the efforts of establishment of long-term peace, emphasizing the issue of defense of rights of Armenians in Nagorno-Karabakh.

The Speaker of the Parliament of Georgia, thanking for the reception, congratulated Vahagn Khachaturyan on the occasion of assuming the position of the President. He mentioned that the visit of the official delegation is aimed at the deepening of centuries-old relations of friendship between the countries and discussion of prospects of cooperation.

Shalva Papuashvili supported the efforts of establishment of long-term peace in Nagorno-Karabakh, emphasizing that they are supporters of solving issues through dialogue and are ready to have their role and contribution to that.

The sides exchanged thoughts related to the agenda of Armenian-Georgian cooperation issues.

Russia considers it necessary for all parties to observe the previously reached agreements over Nagorno Karabakh, and the question about the possibility of sending an additional contingent of peacekeepers amid growing tensions in the region must be addressed to the Russian defense ministry, Russian presidential spokesperson Dmitry Peskov told reporters today, TASS reports.

“That question must be addressed to our military. They are in contact with the Armenian and Azerbaijani sides. Now the main thing is to ensure that all sides continue implementing the terms of the respective agreements”, the Kremlin spokesperson said.
