Warlike statements by Azerbaijani President and FM are wish-wash: Milliyet

15:34 / 02/27/2010Warlike statements by Azerbaijani President and
Foreign Minister are wish-wash, article by Turkish Milliyet daily
correspondent Semih Idiz says.

According to him, billionth Azerbaijani military costs cannot
determine the outcome of war in favor of the country, as the human
factor plays critical role.

Information about the Azerbaijani army state gives rise to discredit
its combat proficiency. Besides, it is unclear who will provide
assistance to Azerbaijan in case of hostilities. Will patrolling
Armenia-Turkey border Russia do so? Baku intends to look to be helped
by Moscow, realizing that Washington will be vexed with Ankara for
hesitation in relations’ normalization with Yerevan. But the hope that
Moscow will assist Baku does not hitch in with logic.

Obviously, none of OSCE Minsk Group countries will assist Baku.
Islamic Iran will not do so as well, as the country having issues with
Azerbaijani national minority is in close ties with Armenia. In case
of war help might come from Turkish nationalist circles. Perhaps,
Ankara will offer diplomatic assistance, but hardly ` the military
aid, Idiz emphasized concluding diplomatic solution to Karabakh
conflict has no alternative.

Yerevan could recall signature under Armenian-Turkish diplomatic accords

YEREVAN Feb 26

Yerevan may recall its signature under the Armenian-Turkish protocols
aimed at stabilizing relations and to establish diplomatic ties
between the two countries, said Armenian President Serzh Sargsyan.

"During his conversation with Turkish Foreign Minister Ahmet Davutoglu
[following the inauguration ceremony of Ukrainian President Viktor
Yanukovych in Kyiv] Sargsyan said that the process of stabilizing
Armenian-Turkish relations must be brought to its logical conclusion
within the shortest period of time possible, otherwise, Yerevan, as
was stated earlier, will recall its signature under the protocols,"
the Armenian president’s press office told Interfax on Thursday.

The Armenian president said that Turkish involvement in the Karabakh
settlement process is not possible because the country is providing
military aid to Azerbaijan, one of the parties to the conflict, and
makes unilateral statements with regard to the conflict resolution
process, the presidential press office said.

"The country which dreams about the region without borders must start
from itself and lift the blockade of Armenia to allow the opening of
communications in the region," Sargsyan said.

Davutoglu was earlier quoted as saying that "Turkey dreams about a
Caucasus without borders, occupations, mutual stereotypes, where
peace, prosperity and stability reign."

The Armenian-Turkish protocols on the establishment of diplomatic
relations and on the stabilization of the bilateral relations are on
the agenda of the Armenian parliament. The protocols were signed by
the Armenian and Turkish foreign ministers in Zurich on October 10,
2009.

The documents were due to be ratified by the two countries’ parliaments.

Advocate Of Sukiasians Applies To Armenian President With Request To

ADVOCATE OF SUKIASIANS APPLIES TO ARMENIAN PRESIDENT WITH REQUEST TO PROTECT HIS PROFESSIONAL RIGHTS

Noyan Tapan
Feb 26, 2010

YEREVAN, FEBRUARY 26, NOYAN TAPAN – ARMENIANS TODAY. Ara Zohrabian,
advocate of businessmen Khachatur and Saribek Sukiasians, applied to
Armenian President Serzh Sargsyan and all high-ranking officials of the
country with the request to prevent attempts by the investigation body
to interfere in his activity as an advocate. In his application, the
advocate asked the prosecutor general of Armenia and the prosecutor of
Yerevan’s Erebuni and Nubarashen administrative regions to invalidate
the decision on seizure (concerning the decision’s part on seizure of
a computer) taken on 23 February 2010 by Senior Lieutenant H. Deleyan,
an investigator of the Erebuni investigation unit of the RA police. It
was said in the application that the indicated decision was to be
invalidated in view of Article 13 of the European Convention for the
Protection of Human Rights and Fundamental Freedoms and Article 290
of the RA Criminal Procedure Code.

According to the advocate, the investigator had intended to seize the
computer in order to check the fact of drawing up a legal document
related to the person empowered to act for advocate Ara Zohrabian. By
Ara Zohrabian’s consent, the respective file in that computer was
examined (incuding the chronology of its creation) and then printed
and sent to the investigator. The advocate Ara Zohrabian gave the
investigator only the printer and declined to provide the computer
(processor), explaining that the computer contains information
considered as advocatory secret – in view of Principle 22 the UN Basic
Principles on the Role of Lawyers, Article 21 of the RA Law on Legal
Acts, and Article 25 of the RA Law on Advocacy.

The investigator seized the printer, while the processor has not
been seized yet because the advocate A. Zohrabian did not give it,
but there is a real threat of its forced seizure.

It should be mentioned that the seized file is related to the criminal
case opened against Saribek Sukiasian, Khachatur Sukiasian’s brother.

Genocide Resolution Would Undo Turkish, Armenian Accord

GENOCIDE RESOLUTION WOULD UNDO TURKISH, ARMENIAN ACCORD

Boston Globe

DAVID PHILLIPS mistakenly characterizes Turkish-Armenian rapprochement
as on the brink of collapse in his Feb. 11 op-ed. Rather, full
adoption of the Turkish-Armenian protocols depends largely on
preventing the ultranationalist Armenian diaspora from sabotaging
them. The Armenian-American lobby is trying to do this in part by
urging a congressional genocide resolution.

The latest iteration of this resolution, like its failed predecessors,
will naturally stir up ethnic antipathy and threaten US interests and
credibility in the region. This resolution also threatens to derail
the bold steps taken by Turkish and Armenian leaders to reorient
themselves toward peace and mutual understanding.

The resolution threatens to contravene long-standing US policy to
avoid such legislative enactments, and could violate our solemn treaty
commitment to accept the International Court of Justice as the sole
jurisdiction to hear genocide allegations.

Moreover, the measure threatens to offend members of the Turkish and
Muslim world by incriminating them in a political body strong-armed
by the Armenian-American lobby, rather than giving Turkey and its
people a fair day in court.

The joint historical commission defined by the protocols is
appropriately charged with a broad mandate to discover facts that will
lead to reconciliation based on truth. The goal is to depoliticize
what is really a question for historians. Passing the current House
resolution would torpedo this objective.
