The Armenian Revolutionary Federation’s parliamentary faction has
submitted a draft resolution to the Armenian National Assembly making
it a crime to deny the Armenian Genocide and raising the issue of
reparations for the crime, committed by the Ottoman Turkish government
nearly a century ago.

The bill also envisages the formation of a special state commission
tasked with pursuing the international recognition of the Armenian
Genocide.

Representatives of key parliamentary forces in Armenia mostly welcomed
the bill. Larisa Alaversyan of the opposition Heritage Party told
news.am that the adoption of the bill would create further precedent
for Armenia’s application to the Court of International Arbitration
on the issue. "At present, we deal with the issue of Armenian Genocide
from the scientific and historical aspects rather than from the legal
one," Alaverdyan said, adding that "the Armenian nation must have
such a law for similar crimes to be prevented in the future."

The head of Prosperous Armenia’s parliamentary faction, Aram Safaryan,
echoed Alaversyan’s sentiments but stopped short of supporting the
criminalizing of genocide denial in Armenia. "It would be a paradox
to deny the fact in Armenia," he said. "I think that it is other
countries’ Parliaments that have to adopt laws providing criminal
responsibility for denying the Armenian Genocide."

Hovhannes Margaryan of the Country of Law faction similarly supported
the initiative, saying that a "relevant law has to be adopted in
Armenia."

In 1988 the Supreme Council of the Armenian Soviet Socialist Republic
adopted a resolution declaring April 24 a day of commemoration for
the victims of the Armenian Genocide.

To what extent does the negation of the Armenian Genocide contribute to
regional stability and peace? What destiny awaits the Armenian-Turkish
protocols and the normalization of bilateral-relations in general?

"By constantly denying the fact of Genocide, Turkey is creating
mistrust. Thus, the country that speaks about reinforcement of peace
and stability in the region, demonstrates that it’s unable to accept
its own history," Turkologist Artak Shakaryan told "Radiolur."

"Turkey’s aspirations of becoming a regional leader and mediating
in the Karabakh conflict settlement are senseless until our western
neighbor pursues a policy of denial," Artak Shakaryan said. "Turkey
is trying to reach its objectives by ignoring this issue," he added.

Commenting on the perspectives of normalization of the Armenian-Turkish
relations, the Turkologist said "the protocols signed in 2009 and
the roadmap provide and opportunity for more large-scale developments
in 2014-2015."

The coming years are not proper for establishment of relations, since
parliamentary elections are expected in Turkey in 2011. Armenia will
hold elections in 2012 and 2013. According to the political scientist,
speaking about establishment of relations in the coming years will
be equal to a political suicide. 2015 is going to be a better year
in this regard also because it marks the 100th anniversary of the
Armenian Genocide.

On April 24, RA National Assembly Speaker Hovik Abrahamyan addressed
the Armenian people on occasion of the 95th anniversary of the
Armenian Genocide, the parliamentary press office reported.

The address reads: `The 1915 Armenian Genocide was a crime against
humanity, not against one nation. It is an unquestionable fact. No
document can cast doubt on the fact of perpetration of the Genocide in
the Ottoman Empire. Genocide cannot be a subject of political haggle…
The mankind should witness repentance of Turkey, the organizer of the
first Genocide of the 20th century. The country which committed
Genocide can’t be a member of the civilized community.’

La communauté arménienne de France s’est saisie samedi des cérémonies
de commémoration des massacres de 1915-1917 pour relancer son combat
pour la reconnaissance du génocide par la Turquie et le vote en France
d’une loi pénalisant la négation de ce génocide.

Plusieurs milliers d’Arméniens de France – 6 à 7.000 selon les
organisateurs, 2.600 selon la Préfecture de police – se sont
rassemblés samedi après-midi place du Canada à Paris (8e
arrondissement), au pied de la statue de Komitas, ecclésiastique
rescapé du génocide mort en 1935, pour réclamer la reconnaissance du
génocide.

"L’objectif de cette journée, c’est de se recueillir en mémoire des
victimes mais aussi de rappeler à l’état turc que nous attendons que
le génocide soit reconnu", a dit à l’AFP Alexis Govciyan, président du
Conseil de coordination des organisations arméniennes de France
(CCAF).

Les Arméniens qualifient de génocide les massacres et déportations
qui, entre 1915 et 1917, ont fait, selon eux, plus d’un million et
demi de morts au sein de leur communauté.

La Turquie reconnaît qu’entre 300.000 et 500.000 personnes ont péri.
Selon Ankara, toutefois, elles n’ont pas été victimes d’une campagne
d’extermination mais du chaos des dernières années de l’Empire
ottoman.

Des représentants des communautés religieuses, dont Monseigneur Norvan
Zakarian, primat du diocèse arménien de France, ont prononcé une
prière et des gerbes de fleurs ont été déposées au pied de la statue.

"C’est un moment fort pour nous, pour se souvenir de nos parents, de
nos grands-parents", a confié à l’AFP Arsène Kalaidjian, 73 ans. "Mon
père, qui a survécu mais pas son frère, avait neuf ans quand il est
parti dans les convois de déportation", raconte-t-il, les larmes aux
yeux.

"Nous, la deuxième génération, nous sommes restés silencieux, c’est la
troisième génération, nos enfants, qui ont pris conscience du drame et
commencé à revendiquer la reconnaissance du génocide", a-t-il
poursuivi.

Venus de Reims en train avec un ami pour assister aux commémorations
de la journée, Roman Khoudhaverdian, 17 ans, un drapeau arménien sur
les épaules, se dit "là pour défendre (son) peuple".

En fin d’après-midi, les manifestants sont arrivés en haut des
Champs-Elysées, où Charles Aznavour a ravivé la flamme du soldat
inconnu à l’Arc de Triomphe.

Vendredi matin, des représentants de la communauté arménienne avaient
été reçus au Sénat, où ils ont réclamé que celui-ci examine la
proposition de loi visant à pénaliser la négation du génocide,
toujours en suspens depuis son vote à l’Assemblée nationale le 12
octobre 2006.

"Je pense que les choses vont avancer", a confié Alexis Govciyan, reçu
vendredi par le président du groupe d’amitié France-Arménie au Sénat,
Serge Lagauche (PS).

"Nous lui avons dit que nous sommes très pressés parce que nous sommes
inquiets des actes et écrits négationnistes", a ajouté Alexis
Govciyan, soulignant que "lorsqu’on nie la réalité d’un génocide, on
offense les victimes de la guerre et on porte atteinte à la mémoire de
leurs descendants".

La France, qui a reconnu le génocide arménien par une loi promulguée
le 29 janvier 2001, héberge la plus forte communauté arménienne
d’Europe occidentale avec plus de 500.000 personnes, essentiellement
en région parisienne, à Lyon et Marseille.

Un appel a été lancé à un prochain rassemblement devant le Sénat le 18
mai à 18H00.

Hundreds of thousands of Armenians laid flowers Saturday at a monument
to the victims of mass killings by Ottoman Turks, marking the 95th
anniversary of the start of the slaughter. President Barack Obama
called it "one of the worst atrocities of the 20th century."

Historians estimate that up to 1.5 million Armenians were killed by
Ottoman Turks around the time of World War I. Turkey denies that the
deaths constituted genocide, saying the toll has been inflated and
those killed were victims of civil war and unrest.

Residents of Yerevan and other regions and representatives of the
Armenian diaspora marched to a monument on a hill overlooking the
capital. Some carried placards such as "Nobody and nothing will be
forgotten!" and "Genocide never gets old!"

Armenian President Serge Sarkisian described the slaughter as
"unprecedented in its scope, monstrosity and graveness of its
consequences" in an address to the nation.

In Asheville, North Carolina, where Obama was spending the weekend, he
marked Armenian Remembrance Day by issuing a statement saying, "The
indomitable spirit of the Armenian people is a lasting triumph over
those who set out to destroy them."

In Paris, about 1,000 people led by famous French crooner Charles
Aznavour, who is Armenia’s permanent delegate to UNESCO took part in a
commemoration which climaxed at the Arc de Triomph, at the top of
Champs-Elysees Avenue.

The slaying began on April 24, 1915 with the rounding up of about 800
Armenian intellectuals, who were murdered. The Ottoman authorities
then evicted Armenians from their homes in actions that spiraled into
the mass slaughter of the Armenian population. Scholars widely view
the event as the first genocide of the 20th century.

"We are grateful to all those in many countries, including Turkey, who
understand the importance of averting crimes against humanity,"
Sarkisian said.

Turkey has warned the U.S. administration of diplomatic consequences
if it fails to prevent the passage of a congressional resolution that
would brand the killings of Armenians genocide. The Foreign Affairs
Committee of the U.S. House of Representative’s last month passed a
resolution declaring the killings genocide, but it is unclear if the
full House will vote on it.

Countries recognizing the killings as genocide include Uruguay, Chile,
Argentina, Russia, Canada, Lebanon, Belgium, Greece, Italy, the
Vatican, France, Switzerland, Slovakia, the Netherlands, Poland,
Lithuania and Cyprus.

Last month, Sweden’s parliament narrowly approved a resolution
recognizing the slaying of Armenians as genocide.

Obama’s statement, which did not use the word "genocide," said: "I
have consistently stated my own view of what occurred in 1915, and my
view of that history has not changed. It is in all of our interest to
see the achievement a full, frank and just acknowledgment of the
facts."

Obama’s comments angered Turkey’s Foreign Ministry, which issued a
statement saying: "We deeply regret this statement, which reflects an
incorrect and one-sided political perception. The toughest enemy of
the historical facts are subjective memory records. No nation has the
right to impose its memory records on another nation. Third counties
neither have a right nor authority to judge the history of
Turkish-Armenian relations with political motives."

In addition to tensions over the mass killings, efforts to normalize
ties between Armenia and Turkey also have been thrown back by the
conflict in Nagorno-Karabakh.

The two countries signed agreements for reconciliation in October that
would reopen their border, but neither country has ratified it.
Armenia said this week it was freezing its ratification of the deal,
accusing Turkey of dragging its feet by demanding the Nagorno-Karabakh
dispute be settled first.

Turkey closed its border with Armenia in 1993 to protest the
Armenia-backed war by separatists in the Nagorno-Karabakh region; the
region is an enclave within Azerbaijan but under the control of
Armenian and ethnic Armenian forces.

Obama praised "the Turks who saved Armenians in 1915" and said he is
encouraged by "the dialogue among Turks and Armenians, and within
Turkey itself, regarding this painful history. Together, the Turkish
and Armenian people will be stronger as they acknowledge their common
history and recognize their common humanity."

Azerbaijani Defence Minister has said the country was capable "to hit
any target located in Armenia", state-owned news agency Azartac
reported on 23 April.

In a meeting chaired by the Azerbaijani President Ilham Aliyev, the
defence minister Safar Abiyev said: "Mr. President, Azerbaijani Armed
Forces are able to hit any target in the Armenian territory."

Abiyev went on to say that by the end of 2009 Azerbaijani army
received arms worth more than 1bn dollars.

Abiyev also talked about latest modernization measures: "Over the past
year weapons had been provided with modern optical shooting ranges
able to see at day and night times… Modernization of armoured
equipment continued and modern management systems have been installed
on combat vehicles. This enables us to hit enemy targets located at
the maximum remote areas regardless of weather conditions during day
and night times".

Representatives of Nikol Aghbalyan Youth Organization affiliated
with the Armenian Revolutionary Federation (Dashnaktsutiun, ARF-D)
organized a traditional torch march to Tsitsernakaberd – the memorial
of the Armenian Genocide.

The march started at 8 pm on April 23 from the Matenadaran in downtown
Yerevan where the participants burned down Turkey’s national flag, as
well as the photos of Turkish President Abdullah Gul, Prime Minister
Recep Tayyip Erdogan and Foreign Minister Ahmet Davutoglu.

The march moved forward via the France Square and Baghramyan Avenue
with the participants holding in their hands posters condemning
the Armenian Genocide and calling on Turkey and the international
community to recognize it.

Reaching the hilltop memorial complex of Tsitsernakaberd the
participants used lighting candles to picture a 95-shaped figure
which marks the 95th anniversary of the Armenian Genocide.

This torch march has become a tradition in Armenia. The torches
symbolize Armenian’s inexorability and resoluteness over the
recognition of the Armenian Genocide.

Is the role of the ARF and its "no" movement present in the decision
to suspend the ratification of the Armenian and Turkish protocols?

Reporters asked this question one of the initiators of the "no"
movement, the founder of Heritage party Raffi Hovannisian. As it
is known, after the decision of the Armenian Constitutional Court,
paths of the Heritage and "no" movement separated.

Raffi Hovannisian said both Dashnaktsutyun and other organizations
carried out important struggle. According to him, they have their
role but there have been other elements too. Hovannisian hopes that
in the same mode, the movement will deal with home issues too, since
without justice at home no justice in the world is possible.

He noted that Heritage does not agree with the incomplete decisions of
the government on the suspension as well as on the ratification with
reservations of the protocols, which the ARF and other forces present.

Raffi Hovannisian stated that both ARF Dashnaktsutyun and the HAK
are to realize the need of new approaches in the oppositional field
of Armenia.

Russian diplomats are currently considering Baku’s official proposal
to including Turkey as a mediator in the OSCE Minsk Group over the
talks on Nagorno-Karabakh conflict settlement, according to the Russian
Foreign Ministry website which quotes the official representative of
the Ministry, Andrei Nesterenko.

"We are actively involved in the discussions over the issue. There
have recently been some proposals. We are studying them. But we will
have to hold talks with all the participants of the process and to
find out their approach over the issue so that we can make relevant
assessments. We are currently busy with it. We will be able to give
other detailed clarifications after discussions with our colleagues.

Iran has also proposed its mediation over the Nagorno Karabakh.

Earlier Ali Mahmedov, Secretary of the Azerbaijani ruling party
Eni Azerbaijan (New Azerbaijan), had said that it is high time to
introduce changes into the OSCE Minsk Group format, presumably meaning
Turkey’s inclusion.

Un an après la signature d’une " feuille de route " controversee censee
guider le processus de normalisation des relations entre l’Armenie et
la Turquie, ce processus, incarnes par deux protocoles signes a Zurich
le 10 octobre 2009, est officiellement gele du fait de l’Armenie. Le
21 avril, les trois partis de la coalition gouvernementale armenienne
laissaient prevoir une telle issue, en annoncant qu’ils suspendaient
l’examen de ces protocoles au Parlement armenien, qui devait les
ratifier une fois seulement que la Turquie les aurait ratifies. Le
22 avril, le president armenien Serge Sarkissian a officiellement
confirme le gel d’un processus entame deux ans plus tôt, sur fond de
controverses de part et d’autre d’une frontière armeno-turque qui etait
censee finalement s’ouvrir. Dans une allocution televisee jeudi, le
president Sarkissian, invoquant les conditions prealables sans cesse
posees par la Turquie, a suspendu le processus de ratification des
protocoles, deux jours avant les commemorations du 95e anniversaire
du genocide dont la Turquie a montre qu’elle n’etait pas disposee a
le reconnaître. Plus tôt dans la journee, la coalition au pouvoir en
Armenie publiait un communique annoncant la suspension de nouveaux
debats parlementaires sur les protocoles.

"Pendant une annee entière, de hauts responsables de la Turquie
ont multiplie les declarations publiques pour poser des conditions
prealables. Pendant une annee entière, la Turquie a tout fait pour
faire traîner en longueur le processus ", a declare M. Sarkissian qui
en deduit que : la Turquie n’est pas prete a poursuivre le processus
qui a debute et a aller de l’avant sans conditions prealables
conformement a la lettre des protocoles ; les delais raisonnables
que nous avions evoques sont depasses ; les efforts visant a faire
du dialogue entre l’Armenie et la Turquie une fin en soi sont vains ;
partant, nous considerons que la phase actuelle de la normalisation a
epuise toutes ses ressources ", a declare M.Sarkissian. Le president
armenien ne veut toutefois pas enterrer un processus pour lequel il
s’est engage auprès des dirigeants des Etats-Unis, de la France et de
Russie, dont il a salue les efforts pour instaurer la paix dans la
region, tout en soulignant l’engagement de l’Armenie a contribuer a
cet effort de paix. "Durant cette periode, j’ai discute de l’avenir
du processus engage avec la Turquie avec les presidents francais
Nicolas Sarkozy, americain Barack Obama et russe Dmitri Medvedev,
ainsi qu’avec les responsables d’un certain nombre d’organisations
europeennes. Nous leur sommes reconnaissants pour soutenir notre
initiative, encourager le processus, et pour les efforts visant a le
faire avancer. Le president armenien a rappele que " nos partenaires
nous ont exhortes a poursuivre le processus, plutôt que d’y mettre fin
". Aussi, "par respect pour eux, leurs efforts et leurs aspirations
sincères, nous avons decide après avoir consulte nos partenaires de
la coalition et du Conseil national de securite de ne pas quitter le
processus, pour le moment, mais plutôt, de suspendre la procedure de
ratification des protocoles. Nous croyons que cela est dans l’interet
superieur de notre nation ", a explique M. Sarkissian. " L’Armenie doit
conserver sa signature au bas des protocoles, parce qu’elle souhaite ne
pas briser dans son elan le processus de normalisation des relations,
parce qu’elle veut la paix. Notre objectif politique de normalisation
des relations entre l’Armenie et la Turquie reste valable, et nous
envisageront de le relancer quand nous serons convaincus qu’il existe
un environnement adequat en Turquie, avec un gouvernement dispose a
s’engager a nouveau dans le processus de normalisation ", a ajoute
M. Sarkissian. A la veille du 95e anniversaire du genocide armenien,
M. Sarkissian a egalement appele a la reconnaissance internationale
du genocide et demande aux dirigeants du monde entier a suivre les
Armeniens dans le deuil des victimes de ce genocide. Les partenaires
de la coalition au pouvoir, le Parti republicain, Armenie prospère,
et pays de droit (Orinats Yerkir), avait invoque les memes raisons
dans leur declaration relative au retrait des protocoles de l’ordre du
jour du Parlement armenien. La Federation revolutionnaire armenienne,
representee par le president de son groupe parlementaire et membre du
Bureau Vahan Hovannesian, a salue la decision des autorites armeniennes
tout en soulignant qu’elle exigeait toujours le retrait pur et simple
de la signature armenienne des protocoles, qui avaient ete d’ailleurs
a l’origine de son depart de la coalition gouvernementales.

Le premier ministre turc Recep Tayyip Erdogan a declare qu’il avait "
pris note " de la decision de la coalition armenienne et a declare que
son pays restait fidèle a l’objectif visant a normaliser les relations
bilaterales. Mais il a insiste sur les conditions posees par la Turquie
pour la reconciliation. " C’est a eux de decider comment ils veulent
gerer le processus de ratification", a declare M. Erdogan lors d’une
conference de presse, en rappelant qu’il avait pour sa part."
