Opposition party leader: There are 270,000 unemployed people in Armenia

There are 270,000 unemployed people in Armenia. This is what leader of the opposition Liberty Party Hrant Bagratyan told reporters today.

According to him, the incumbent authorities constantly say they are creating jobs, but unemployment is still on the rise.

Touching upon the election campaign ahead of the snap parliamentary elections, Bagratyan mentioned that almost everyone claims that there are pro-Western and pro-Russian forces in Armenia.

“It turned out that there are no pro-Western forces, but there are pro-Turkish forces. Basically, the fight is between pro-Russian and pro-Turkish forces. It’s clear that my political party can’t stand with pro-Turkish forces,” he added.

Erdogan visits Karabakh, signs pact with Azerbaijan

Azerbaijan and Turkey signed a declaration of alliance on Tuesday, as Turkish President Recep Tayyip Erdogan visited Shusha, a city in Karabakh, after the war between Azerbaijan and Armenia.

Erdogan, the first foreign leader to visit Shusha after Azerbaijan regained control of the city last November, was accompanied by his Azerbaijani counterpart Ilham Aliyev. Seated in the same car, Aliyev and Erdogan traveled to Shusha from Fuzuli.

Speaking at a joint press conference, Aliyev described the signing of the declaration as a historic event which "guarantees our future cooperation."

"A new era starts today," said the Azerbaijani leader, adding that the declaration elevates the relations between the two countries to the highest level.

He said the declaration highlights key issues of cooperation between the two countries at the international level, in terms of political, economic and commercial relations, culture, education, sport, energy security, as well as the importance of the South Caucasus.

Aliyev said the declaration particularly focuses on cooperation between Azerbaijan and Turkey in the field of defense industry, and mutual military assistance.

"It also provides for the opening of a new transport line between the two countries which became possible after the second Karabakh war," the Azerbaijani leader added.

Erdogan said Azerbaijan will get the opportunity to embark on the manufacture of defense industry products of Turkey.

The Turkish leader also revealed his country's plans to open a consulate general in Shusha.

Erdogan arrived in Azerbaijan on Tuesday for a two-day official visit.

Actions taken against Armenians of the Shahumyan region were a real example of ethnic cleansing – Artsakh Ombudsman

"In the summer of 1992, as a result of Azerbaijani attacks, more than 20,000 Armenians of the Shahumyan region of the Nagorno-Karabakh Republic were forced to flee their homes, losing everything, facing many problems related to poverty, unemployment and integration, and facing widespread violations of their rights," the Human Rights Ombudsman of the Artsakh Republic Gegham Stepanyan said in a statement on the occasion of the the 29th anniversary of the Azeri occupation of the region. 

"The actions taken against the Armenians of the Shahumyan region were a real example of ethnic cleansing, for which the Azerbaijani authorities were not held accountable," Stepanyan said. 

The Ombudsman recalls the words of the Azeri leader saying: "If there is at least one Armenian left in Karabakh by October 1992, the people of Azerbaijan can hang me in the central square of Baku." 

"The expulsion of the Armenian population from the region on the basis of nationality, religion and ethnicity was not clearly assessed by the international community, and the issue of restoring their violated rights was not on the agenda of negotiations. Many of the people who lost their homes were not recognized as refugees or vulnerable by the relevant international organizations and did not receive support from the international community. While the Azeri refugees were receiving huge international support, the Armenians were deprived of it," the statement said, adding  even today, when in the fall of 2020, due to the Azeri aggression against the people of Artsakh, 40,000 Artsakh residents were left homeless, international organizations show indifference by conditioning their behavior with the status of Artsakh.

"This is a reprehensible indifference, does not follow from the principle of universality of human rights protection. The international community must express a clear position, take steps to provide legal and political assessments of the crimes committed against the people of Artsakh, and carry out further work on socio-economic reparation," the Ombudsman concluded. 

Armenian Public Television and "I Have the Honor" bloc apply to Ombudsman regarding video broadcasting

Armenian Public Television and “I Have the Honor” bloc have applied to the Human Rights Defender of Armenia in regard to broadcasting of the bloc’s election campaign video, and the Ombudsman will forward inquires to Armenian Public Television and the National Commission on Television and Radio, the Office of the Human Rights Defender reports.

The Ombudsman has applied to Armenian Public Television in regard to, as the Ombudsman put it, “attempts of political repression against the First Channel”. According to the public appeal addressed to the Ombudsman, Armenian Public Television anticipates ‘an urgent response’ from the Ombudsman and ‘calls on protecting the commitment of Armenian Public Television to be impartial and non-discriminatory’, taking into account the statements by ‘different political forces’. According to the complaint, this concerns the showing of video clips of political forces that are disputed from the perspective of law.

In other words, an organization established by the Government of Armenia, that is, Armenian Public Television, anticipates the protection of the Ombudsman from the acts of a non-state organization, that is, a political force.

An official representative of the “I Have the Honor” bloc (participant of the election campaign) has also applied to the Human Rights Defender and stated that Armenian Public Television has been discriminatory and has rejected broadcasting of a campaign video clip without substantive justifications, only stating that the video contains offense and slander. According to the complaint, the act of Armenian Public Television is politically motivated.

In regard to the mentioned issues, the Ombudsman informs Armenian Public Television the following: “The Law on Human Rights Defender does not define jurisdiction of the Ombudsman over a private organization, especially a political organization. Therefore, the television company established by the Government can’t receive the support of the Human Rights Defender under the specified case. In this case, the complaint of the “I Have the Honor” bloc is targeted against a television company founded by the Government which, according to the bloc’s complaint, has acted under the order of the Government.

YEREVAN, JUNE 8, ARMENPRESS. Serviceman of the Armenian Armed Forces A. Katanyan, disoriented due to fog on June 8, has found himself in the territory under the control of the Azerbaijani armed forces, the defense ministry of Armenia told Armenpress.

The defense ministry also denied the statement of the Azerbaijani defense ministry on the soldier being a saboteur.

YEREVAN, JUNE 1, ARMENPRESS. Caretaker Prime Minister of Armenia Nikol Pashinyan was hosted at the e Élysée Palace by French President Emmanuel Macron.

As ARMENPRESS was informed from the Office of the Prime Minister of Armenia, following the official welcoming ceremony, the heads of the two countries issued statements for the press.

In his speech Emmanuel Macron said, ‘’Good day ladies and gentlemen, I am very glad to host caretaker Prime Minister of Armenia Nikol Pashinyan in Paris today.

Dear Nikol, in the recent years we have done a lot of work together in the sidelines of your commitment to democracy and fight against corruption. I particularly remember my visit to Yerevan in the sidelines of the Francophonie Summit and our numerous discussions. This working visit takes place in a very important period for Armenia.

Today Armenia has encountered a serious security crisis. Since the declaration of November 9 that put an end to the military operation in Karabakh, analyzing the situation with Mr. Pashinyan we note that even though the ceasefire is generally respected, there is still much to be done. And France is ready to provide assistance for the benefit of the population. First of all I am speaking about the release of all the hostages, including war prisoners and other detainees.

I want to particularly emphasize the necessity for preserving the cultural heritage in Nagorno Karabakh and its surrounding regions, which must be done unconditionally. And as an OSCE Minsk Group Co-chair country, together with the USA and Russia, it’s the duty of France to make all efforts to reach a de-escalation and establish dialogue between the sides.

I want to also speak about the recent border incidents between Armenia and Azerbaijan. As I have already said, Mr. Pashinyan, demarcation and delimitation works should be carried out exclusively through negotiations and in no case force should be used. The Azerbaijani forces should withdraw from the sovereign territory of Armenia and I call on the sides to return to their initial positions. We will try to assist in the establishment of dialogue.

In this difficult situation where Armenia has appeared, France stands with Armenia as always, first also in the humanitarian sphere. Our medical centers cooperated with the Armenian medical centers. Numerous hospitals that needed assistance were selected. We also provided exceptional assistance to the activities of the International Committee of the Red Cross engaged in supporting the war prisoners kept in Azerbaijan and their families, as well as the search operations of those missing in action.

We talked with Mr. Pashinyan also about economic cooperation, clarified partnership in some spheres, the aim of which is to help Armenia in the development of infrastructures and continue our commitment in the sphere of climate change. For these reasons I have the pleasure to receive the caretaker Prime Minister today.

Dear Nikol, we express solidarity with Armenia. In this difficult period France is determined to bring peace to the region.

Thank you, I once again welcome you’’.

In his speech Nikol Pashinyan said, ‘’I am thankful honorable Mr. President, dear Emmanuel.

First of all let me thank you for the invitation. And today, as you said, we have a broad scope of issues to be discussed. I want to emphasize that the French President had scheduled to visit Armenia long ago, which did not take place last year due to the coronavirus. I hope that we will together overcome coronavirus and other crises. I am looking forward to your visit in autumn, we are waiting you in Yerevan, Mr. President.

France and Armenia have unique relations and it’s very important to record that during this period the Armenian people, the Republic of Armenia have always felt the support of France and personally President Macron.  I want to underline a very important factor, which is that President Macron spoke the truth since the first day of the crisis in our region and his voice was hear all over the world. This is very important for us. I want to also emphasize that France and President Macron continue that commitment and that’s extremely important for overcoming the crisis situation in our region.

I want to emphasize that we highlight the role of France as an OSCE Minsk Group Co-chair country, and the activities of the Co-chairs’ format is extremely important for the settlement of Nagorno Karabakh issue and regional crises, establishment of lasting peace and stability. I am very glad for the Co-chairs have already made three statements since the end of the war, by which they, in fact, record their readiness to be involved and restore the negotiations over the settlement of Nagorno Karabakh issue. Of course, today we will also discuss the opportunities for that.

I want to thank France also for the humanitarian assistance provided during this period, but we also underline the importance of France’s economic involvement. There are various programs in Armenia, infrastructural, energetic, economic, where the involvement of France is extremely important for us. And I am happy to record that the French Government and personally President Macron are interested in being involved in those programs.

I consider very important the zeal of France and personally President Macron for the preservation of cultural heritage in our region, including and especially in Nagorno Karabakh.

And of course, we highly appreciate France’s involvement in all those directions and the Republic of Armenia d nth Armenian people are interested in increasing that involvement, particularly, given the fact that France has the responsibility as an OSCE Minsk Group Co-chair for ensuring regional security, peace and lasting stability. And I am glad that this interest is maintained.

Honorable Mr. President, dear Macron, I am very happy for the opportunity for such a meeting and I am confident that our today’s discussions will serve to the friendship between our countries and security and stability in our region. Your role is really extremely important’’.

Afterwards, Nikol Pashinyan and Emmanuel Macron continued negotiations in a private conversation, discussing bother the Armenian-French relations and the developments in the South Caucasus, the future steps for the settlement of Nagorno Karabak conflict in the sidelines of the OSCE Minsk Group Co-chairs’ format and the opportunities for a peaceful settlement of the situation on the Armenian-Azerbaijani border.

Armenia ex-President Kocharyan: Not safe today even in Yerevan

YEREVAN. – We have publicized a program, we have presented virtually all the members of our team. We have knowledge, we have management skills, we have proved it in the recent past, and we are ready to take on responsibility now—in this difficult moment. Second President Robert Kocharyan, the leader of the "Armenia" bloc that will run in the snap parliamentary elections on June 20, stated this during a meeting with the residents of two districts of the capital Yerevan, presenting the message of this bloc.

After this bloc’s meetings in various communities and provinces in recent days, the former president pointed to the main issues that concern the Armenian population the most. "Today I can divide the issues that concern people into three groups: the issue of the safety of country's borders and citizens; it is not safe today even in Yerevan. Deteriorating economic conditions—rising unemployment and poverty, emigration reaching enormous extent; and societal polarization—enmity is generated within the population, causing people to feel uncertain and uneasy. And this, in turn, leads to depression and pushes toward emigration. The current authorities are not able to solve these challenges because they are the source of them. The people are facing an important question: which political team is able to solve those issues? That team is our team, the ‘Armenia’ bloc," the second President emphasized.

"Today, our teams already have the confidence that we work as the authorities—our work style, courage, the scale of events. Only the authorities can act with such extent and intensity and courage in the scene of Armenia. We [the ‘Armenia’ bloc] are the one who dictates and shapes this agenda today. We are on the right path, and we are going toward a strong Armenia," Robert Kocharyan stated.

He added that the incumbent authorities’ actions in spreading lies and falsifications against him are extremely absurd.

Armenian Foreign Ministry Still In Limbo

High-ranking officials from the Armenian Foreign Ministry were conspicuously 
absent from a cabinet meeting and a parliament session on Thursday, raising more 
questions about their relationship with Prime Minister Nikol Pashinian.

Foreign Minister Ara Ayvazian stepped down on May 27 following an emergency 
meeting of Armenia’s Security Council which discussed mounting tensions on the 
Armenian-Azerbaijani border.

Ayvazian was formally relieved of his duties on Monday hours after addressing 
the Foreign Ministry staff at a farewell meeting. He hinted that he decided to 
quit because of disagreeing with government decisions which he believes could 
put the country’s sovereignty and national security at risk. He did not go into 
details.

The ministry said on Thursday that the ministerial duties are currently 
performed by one of Ayvazian’s four deputies, Artak Apitonian.

Neither Apitonian nor any other Foreign Ministry official attended a weekly 
meeting of Pashinian’s cabinet.

Also, ministry officials initially did not take part in a parliamentary debate 
on the execution of Armenia’s 2020 state budget relating to the work of the 
national diplomatic service. Their absence forced the leadership of the National 
Assembly to twice postpone the session scheduled for Thursday morning.

The session went ahead only after the head of the Foreign Ministry’s financial 
department arrived in the parliament.

Mikael Melkumian, a deputy representing the opposition Prosperous Armenia Party, 
wondered why the ministry did not send one of the deputy ministers instead. 
Ruben Rubinian, a senior pro-government deputy, replied that parliament speaker 
Ararat Mirzoyan has received a letter from the ministry saying that they are too 
busy to address lawmakers and answer their questions.

Taguhi Tovmasian, another opposition parliamentarian, claimed that all four 
vice-ministers have decided to step down. She said they do not want to bear 
responsibility for Pashinian’s “treasonous” efforts to resolve the border 
dispute with Azerbaijan.

At least one of the vice-ministers, Gagik Ghalachian, did tender his resignation 
on May 27. Ghalachian on Thursday declined to comment on his move, referring all 
inquiries to the Foreign Ministry’s press office.

In written comments to RFE/RL’s Armenian Service, the office said that 
Apitonian, Ghalachian and the two other vice-ministers are “continuing to 
perform their duties.” It did not explain why none of them attended the cabinet 
meeting or the parliament debate.

Speaking at the May 27 meeting of the Security Council, Pashinian called for the 
deployment of international observers along contested portions of the frontier 
where Armenian and Azerbaijani troops have been facing off against each other 
for the last three weeks.

Some opposition figures and other critics of Pashinian denounced the proposal, 
accusing him of failing to defend the country against foreign aggression and 
plotting to cede Armenian territory to Baku. The prime minister and his allies 
deny that.

Ayvazian’s remarks gave Pashinian’s detractors more ammunition. An Armenian 
government spokeswoman challenged the outgoing minister on Monday to publicly 
clarify “who, where and how was going to take some steps or to make decisions 
contradicting our country’s national and state interests.”



Central Bank To Revise Armenian Growth Forecast

The head of the Central Bank of Armenia (CBA), Martin Galstian, said on Thursday 
that it will revise upwards its economic growth forecast for 2021 made earlier 
this year.

The CBA predicted in March that the Armenian economy will grow by 1.4 percent 
after shrinking by 7.6 percent last year due to the coronavirus pandemic and the 
war in Nagorno-Karabakh.

Galstian said the bank now expects faster growth. He declined to specify its 
revised projections to be publicized soon.

“For example, in the first quarter [of this year] our indicator of economic 
activity was down by 2 percent, rather than 6 percent which had been forecast by 
us,” he said. “Services are doing better than expected … and there are more 
incoming cash remittances and a number of other factors.”

Galstian reported at the same time that the number of Armenian companies and 
households seeking commercial bank loans has fallen despite the unfolding 
economic recovery.

The CBA governor suggested that many Armenians may be holding back on major 
expenditures planned by them for now.

“That is, people who planned on buying a new washing machine or a TV set may be 
waiting for their revenues to recover [to pre-crisis levels] before applying 
[for a loan,]” he said.

Galstian also cautioned that consumer price inflation in Armenia could rise 
further in the months ahead due to external factors. “Prices in the global 
commodity markets are continuing to grow, which will have some impact on 
Armenia,” he said.

According to official statistics, annual inflation already reached 6.2 percent 
in April, well above a 4 percent target set by Armenia’s government and the CBA 
for 2021. Galstian admitted last month that the authorities will likely fail to 
meet the target.

The higher-than-projected inflation was driven by rising good prices. Government 
data shows particularly drastic increases in the cost of mostly imported staple 
foodstuffs such as cooking oil and sugar.



Armenian Vice-Speaker Insults Opposition Lawmaker

A deputy speaker of Armenia’s parliament on Thursday publicly insulted an 
opposition lawmaker who accused the government of disrespecting the bodies of 
Armenian soldiers killed in last year’s war in Nagorno-Karabakh.

The incident occurred on the parliament floor amid a continuing scandal over 
conditions in which the remains of some of those soldiers were kept at a morgue 
in Abovian, a town just north of Yerevan.

Photographs publicized earlier this week showed them stuffed into plastic bags 
lying on the ground in the morgue’s basement, which was not refrigerated to 
prevent their decomposition. They caused outrage in Armenia, with many accusing 
the authorities of dishonoring the fallen soldiers who have still not been 
definitively identified.

Health Minister Anahit Avanesian apologized to the soldiers’ families before the 
morgue’s director and two other employees were fired on Wednesday.

Opposition deputies joined in the chorus of condemnation during a session of the 
National Assembly chaired by deputy speaker Lena Nazarian. They claimed that the 
degrading conditions were indicative of the authorities’ attitude toward the war 
victims.

“What message is the state sending to soldiers in this explosive situation? That 
they will end up being corpses stuffed into bags and thrown into some room?” 
said Taguhi Tovmasian, a lawmaker who left Prime Minister Nikol Pashinian’s My 
Step bloc following Armenia’s defeat in the six-week war.

“This is the worst possible thing that could have happened, and I believe 
apologies are not enough in this case,” she added.

“Idiot,” Nazarian muttered right after Tovmasian’s speech. She did not switch 
off her microphone before uttering the insult, meaning that it was heard by 
deputies and journalists present in the chamber.

Tovmasian rushed back to the parliament rostrum to condemn Nazarian and demand 
an apology.

“Instead of apologizing for the fact that your government desecrated corpses … 
you are responding to criticism with an insult. You should be ashamed of 
yourself,” said the former newspaper editor.

Nazarian, who is a senior member of My Step, refused to apologize both during 
and after the session.

“Mrs. Tovmasian must herself apologize for the fact that while being a member of 
the My Step parliamentary group she acted not as a team member but as a 
correspondent for her newspaper and attended the group’s meetings only for that 
purpose,” the vice-speaker told reporters.

She said Tovmasian must also apologize for defecting from the ruling bloc, 
blaming Armenia’s leadership for the outcome of the Karabakh war and joining a 
recently formed opposition bloc running in the snap parliamentary elections 
slated for June 20.

Pashinian commented on the scandal at the start of a weekly meeting of his 
cabinet held on Thursday. He said he too was shocked by the images taken at the 
Abovian morgue but insisted that they do not reflect the current government’s 
“treatment of fallen soldiers and deceased persons in general.”

Pashinian and his health minister argued that the government has upgraded 
Armenian mortuaries and forensic medicine facilities since taking office three 
years ago. “We are changing the system but changing people is not that easy,” 
the prime minister said, putting the blame on the fired morgue personnel.



Armenia, Azerbaijan Resume Talks On Border Dispute

Armenia and Azerbaijan have resumed direct talks with Russian mediation over a 
continuing military standoff at several portions of their border.

The official Russian TASS news agency reported that representatives of the two 
South Caucasus states as well as Russia met in Moscow for that purpose on 
Wednesday. It gave no details.

According to Armenian press reports, the talks were hosted by Lieutenant-General 
Rustam Muradov, the commander of Russian peacekeeping troops that were deployed 
in Nagorno-Karabakh following last year’s Armenian-Azerbaijani war. The Hraparak 
newspaper said that Muradov arrived in Yerevan on Thursday morning.

The Armenian Defense Ministry confirmed the renewed negotiations but refused to 
specify their agenda or results. It said only that the three sides are planning 
to hold more such meetings.

Muradov already participated in a series of talks held by Armenian and 
Azerbaijani military officials after Azerbaijani troops reportedly crossed 
several sections of the border three weeks ago. The talks were stopped on May 
19, with Armenia continuing to demand the immediate withdrawal of the 
Azerbaijani forces.

The Moscow talks came five days after Russian and Armenian defense ministers met 
in the Russian capital discuss the border dispute. According to the Armenian 
Defense Ministry, they agreed on “necessary steps” to resolve it. Defense 
Ministers Sergei Shoigu and Vagharshak Harutiunian also spoke by phone on Monday.

Tensions on the border rose further after six Armenian soldiers were captured by 
Azerbaijani forces on May 27. A senior Armenian official said on Tuesday that 
Yerevan is “working around the clock” to secure their release.

The Defense Ministry in Yerevan reported on Wednesday another brawl between 
Armenian and Azerbaijani soldiers deployed at one of the contested border 
sections. It said two Armenian soldiers were injured in the clash that did not 
involve gunfire.

YEREVAN, MAY 26, ARMENPRESS. The Hayastan alliance led by former president Robert Kocharyan released its electoral list’s top 20 for the upcoming snap elections.

Kocharyan himself is leading the list, followed by ARF’s Ishkhan Saghatelyan and Anna Grigoryan. The next candidates are: Vahe Hakobyan, Armen Gevorgyan, Lilit Galstyan, Armen Rustamyan, Seyran Ohanyan, Elinar Vardanyan, Artsvik Minasyan, Artur Ghazinyan, Kristine Vardanyan, Gegham Manukyan, Aghvan Vardanyan, Agnesa Khamoyan, Andranik Tevanyan, Mkhitar Zakaryan, Hripsime Stambulyan, Ashot Simonyan and Armen Charchyan.

Today, May 26, is the deadline for registration of electoral lists at the central electoral commission.
