The Curious Case Of Rudy Giuliani, Iran, and Armenia

By  Jesse Bogner

As former New York City Mayor Rudy Giuliani finds himself squarely engulfed in the Ukraine scandal and impeachment inquiry surrounding President Donald Trump, one piece of the puzzle simply does not seem to fit.

If anything is a given about contemporary Republican Party foreign policy, it is a hawkish stance on Iran. That unified front is led by a president who pulled the U.S. out of the 2015 nuclear deal and continues to impose new sanctions against Tehran. Giuliani, too, talks tough towards the Iranians — most recently backing regime change and declaring “down with the tyrants in Iran” when he spoke at a rally outside U.N. headquarters in September.

Yet Giuliani was on the cusp of making a paid appearance at the Armenian-hosted conference of the Eurasian Economic Union (EAEU), a gathering held October 1st–2nd amid the formalization of Iran’s future membership in that Russian-led trade alliance that consists of five former Soviet republics. Although Giuliani ultimately cancelled his 2019 EAEU appearance, he attended the same conference last year and is coming under rising scrutiny for his mysterious overseas travel — including to Armenia.

Created to counter the influence of the European Union, the EAEU’s anti-Western approach is particularly apparent through its embrace of Iran, the world’s leading state sponsor of terrorism. After the Moscow-based EAEU reached a free trade deal with the Iranians last year, EAEU member Armenia this past April signed a memorandum of understanding on customs cooperation with Iran in which the two countries agreed to exchange information on the value of goods and vehicles transported through their shared border. In other words, commerce between Tehran and Yerevan flows without restrictions.

On a broader strategic level, both the free trade and customs deals were envisioned as pillars of a bridge linking Iran, the EAEU, and the EU. The final pillar will be cemented on October 27th, when Iran formally joins the EAEU and gains the ability to have its goods “exported to [Armenia, Belarus, Kazakhstan, Kyrgyzstan, and Russia] with almost zero tariffs,” according to Iranian President Hassan Rouhani. Simultaneously, Iran is prepared to increase the natural gas its supplies to Armenia, Rouhani said at the EAEU conference.

It should come as no surprise that the rapid growth of EAEU-Iran ties is spearheaded by Armenia, the only EAEU member which shares a border with Iran. Armenia is also the only EAEU state which maintains a “Deep and Comprehensive Free Trade Agreement” with the EU, meaning that the warm economic ties between Tehran and Yerevan could have a domino effect throughout Europe.

Further, Armenia has a long and ongoing history of offering Iran an escape route from international sanctions. Reuters has reported that Armenian banks help the Iranian regime “obfuscate payments to and from foreign clients and deceive Western intelligence agencies trying to prevent it from expanding its nuclear and missile programs.” In August, the U.S. levied sanctions on two Armenian companies over their business ties with Iran. And upon meeting with Rouhani at the EAEU gathering, Armenian Prime Minister Nikol Pashinyan affirmed that despite U.S. sanctions, Armenia’s “relations with Iran must be beyond geopolitical influences.”

All of which brings us to the recent EAEU conference, where Giuliani was set to participate in a panel led by Sergey Glazyev, a longtime adviser to Russian President Vladimiar Putin who has been subjected to U.S. sanctions since Russia’s invasion of Ukraine in 2014. Giuliani had been the only American scheduled to speak at the gathering.

How did this former Republican presidential candidate make his way onto an anti-Western conference’s agenda this year, while actually attending the same summit last year? According to ProPublica, Giuliani’s 2018 EAEU appearance was funded by Ara Abramyan, chair of the Union of Russian Armenians and president of the World Armenian Congress.

Abramyan also sits on the advisory board of TriGlobal Strategic Ventures, which has been organizing trips to Russia and Ukraine since 2004 for the ex-mayor’s Giuliani Partners, and has been described by The New York Times as “a company that provides image consulting to Russian oligarchs and clients with deep Kremlin ties.”

Before he cancelled his 2019 EAEU appearance, Giuliani had quipped in comments to The Washington Post that he would “try to not knowingly talk to a Russian until this is all over.” Yet it is no laughing matter. By opening the door to free trade, the EAEU has set in motion a slippery slope that may lead Iranian businesses directly to the EU. It is a nightmare scenario in which anti-West meets West, and shockingly, one of its enablers is a high-profile Republican who is presumably aligned with his peers when it comes to cracking down on Iranian aggression.

That is why despite his eventual pullout from the EAEU conference, the question remains: Why would Giuliani even consider attending?

Asbarez: 22nd Arpa Film Festival to Open at Hollywood American Legion Post 43

The 22nd Arpa International Film Festival will take place from November 8 to 10

HOLLYWOOD—The 22nd Arpa International Film Festival will be moving to a new location after 14 years at the Egyptian Theater in Hollywood. This year, the festival will take place from November 8 to 10.

We are beyond excited that the Hollywood American Legion Post 43 theater is the only historic theater in Hollywood owned and operated by veterans, and has undergone a major transformation into a state-of-the-art cinema and event venue. Its halls were once graced by Hollywood legends such as Humphrey Bogart, Charlton Heston, Clark Gable, Ronald Reagan, and Shirley Temple.

The historic American Legion Post 43 dates back to 1929, with an original Egyptian revival architecture style building, an incredible underground Art Deco bar, and a cafeteria where film enthusiasts could spend each day enjoying all the amenities.

Opportunity always reveals itself to our filmmakers, who have made it their mission in creating stories that move audiences and create undeniable emotion. Once again, we will be screening the best shorts, features, documentaries, music videos, and animated films at our new location.

The festival is very proud to present its prestigious Armin T. Wegner Humanitarian Award to directors Mimi Malayan and Arthur Muradyan for their film “The Stateless Diplomat,” which tell the story of Diana Agabeg Apcar, a 19th century Armenian writer living in Japan, becoming the de facto ambassador of a lost nation – the First Republic of Armenia.

“100 Years From Home,” Coming Home,” and “The Hidden Map” will be screened at this year’s film festival

Saturday night’s Centerpiece program presents “Lorik,” from Armenia, starring Michael Poghosyan.

Saturday afternoon feature “Coming Home,” which depicts a mid-90’s story of an Armenian border village, where a six-year-old boy named Saro is anxiously waiting for his father to come home.

The documentary, written, directed and produced by Ani Hovannisian, “The Hidden Map,” tells the story of A Scottish architecture student trekking through Eastern Turkey, who stumbles upon magnificent relics in ruin. Mesmerized by their beauty and appalled by their destruction, this solitary explorer spends the next 30 years returning to these lands, unearthing and documenting the last vestiges of a vanished Armenian civilization.

“100 Years From Home,” a documentary directed by Jared White and produced by Lillit Pilikian and Jared White, tells the story of an Armenian American woman who ventures to Armenia and into Turkey in search of her great-grandparents long-lost house. “100 Years from Home” is a film about family, loss, and survival, through a deeply personal lens.

The festival has been recognized for screening many wonderful shorts each year, and this year is no exception. Among the shorts and animations, we have such films as “The Year of Eros,” by Jon Sahagian, (USA), “The Ribbon,” by Polla Kozino (USA), “DeafHearts,” by Arnaud Khayadjanian (France), “The Broken Soul,” by Gary Karapetyan (Alex Pilibos alumni) and George Pilafdzhyan, (USA) , 8 by Gabrielle Fabbro (USA) and many more.

“Sand and Fire,” “The Stateless Diplomat,” and “8” will be screened at this year’s film festival

The highlight of the festival is the world premiere of a film from Morocco, directed by Suhail Ben Barka, entitled “Sand and Fire.” The film is an epic story that takes place in the 17th century between Spain and Morocco, and has a renowned International cast. In a twist of fate, the filmmaker’s grandmother was of Armenian heritage, and the music of Dle Yaman is heard throughout the film.

We cannot think of a better new home and beginning for all of our past and new supporters to come and celebrate the magic of film and entertainment. We look forward to seeing all of you at our new home Hollywood Post 43, located at 2035 N Highland Ave, Los Angeles, CA 90068, from November 8 to 10.

MP Tatevik Hayrapetyan speaks about human rights in Azerbaijan at PACE

 20:38,

YEREVAN, SEPTEMBER 30, ARMENPRESS. MP representing ''My step'' bloc Tatevik Hayrapetyan referred to the issues of ethnic minorities and human rights, as well as repeating cases of hatred in sports in Azerbaijan in her speech at the PACE autumn session.

ARMENPRESS reports she emphasized that those issues are the core values of the Council of Europe.

''First, the issue of minority and human rights. As you might already have heard a well know Talish activist Fahraddin Aboszoda who is imprisoned in Azerbaijan for his activities, few days ago announced a hunger strike as a sign of the protest against tortures and psychological pressure. Talish people are one of the native minority nations in Azerbaijan and I think we can’t stay indifferent to this case and should keep an eye and take requested measures to prevent abuses towards national minorities in CoE member countries. This is also a serious matter of human rights issue!

The second important issue I would like to tackle is already the repeated cases of hatred in sport. Unfortunately, last time we tried to show that the obvious discriminated attitude in Azerbaijan towards Armenian football player Henrikh Mkhitaryan and his funs is a quite vivid example of hatred in sport which is unacceptable in CoE, but CoE Secretariat decided to address the topic only by a written declaration. As a result, we got another case of hatred when Armenian chess champion Maria Gevorgyan at the behest of the Azerbaijani delegation was removed from Tournament in Turkey. In accordance with the explanation of the Turkish organizer they had to withdraw the invitation because Azerbaijani chess players had asserted that if there was an Armenian in the tournament, they would refuse to participate. I am more than convinced that despite of conflicts, disagreements and arguments CoE member states can have, the sport is one of those special areas where discrimination has no place, where these kind of cases should be voiced and prevented immediately. Let’s not close our eyes and take requested actions to exclude the abuses and hatred in sport. Thank you for your attention!'', Tatevik Hayrapetyan said.
