Recently, a memorial complex perpetuating the memory of the perished
soldiers has been opened in the village of Talish (Martakert region),
the construction of which was supported by the benefactor Boris
Saghatelyan. At the solemn ceremony of opening which was participated
by the NKR President Bako Sahakyan, legislative and executive
authorities, other officials, benefactors, inhabitants of Talish, some
state awards were delivered to a number of azatamartiks and soldiers.
NKR officials partook as well in the solemn opening ceremony of the
newly built nursery school in the regional administrative centre of
Martakert. An importance was attached to the existence of modern
preschool establishments and their role in social and educational
spheres.
After the three-year construction works the secondary school of
Askeran after Edmon Barseghyan was commissioned as well. The new school
building has all the facilities typical to modern educational
institutions. The NKR Ministry of Education and Science supplied the
school with laboratories of Chemistry, Physics, Biology, Geography,
History and with corresponding property aimed at adequately conducting
the 300 pupils’ classes.

CAIRO, SEPTEMBER 18, NOYAN TAPAN. Armenian Ambassador to Egypt
Armen Melkonian met the Egyptian International Cooperation Minister,
co-chair of the Armenian-Egyptian inter-governmental commission Fayza
Abul Naga on September 17.

According to the Press and Information Department of RA Foreign
Ministry, at the meeting the sides discussed prospects of development
of trade-economic cooperation between Armenia and Egypt, as well as
touched upon the issues on the 5th session of the Armenian-Egyptian
inter-governmental commission scheduled for 2010 in Yerevan.

Today, Armen Martirosian and Stepan Safarian on behalf of the
Heritage Party and its parliamentary faction, sent a letter to the
Prime Minister of the Republic of Armenia Tigran Sargsyan.

The letter reads:

"On behalf of the Heritage Party and the parliamentary faction of the
same name, we appeal to you to implement your duty and your right
as prescribed by the Republic of Armenia Constitution and The Law
On Referendum of the Republic of Armenia; that is, to initiate and
organize within the following month a referendum with the purpose
of revealing the public opinion on the agreed-upon and presigned
documents and to include a question relating to confidence in the
Republic of Armenia president, who is responsible for the country’s
foreign policy."

The Heritage Party also advised that the letter addressed to Prime
Minister Tigran Sargsyan is an official letter, which, as prescribed
by Clause B, Article 7 of the National Assembly Law Regulations,
demands a written answer within ten days.

Central-Western Europe added to the consolidation of the Russian
Influence area, is seen by the United States like a potential
threat. Limes Italian newspaper reports.

The most worrying element for the U.S. is the increasing Russian
influence in the "old continent" because of its role as major gas
supplier to the European countries.

Russian Prime Minister Vladimir Putin and President Dmitry Medvedev
are elaborating a plan called "Russia Project" aiming to reintegrate
some territories (Transnistria, Southeastern Ukraine and Kyrgyzstan)
in the Russian Federation and the creation of a Russian Union.

The Russian Union is supposed to include Belarus, Central Ukraine,
Armenia with Nagorno Karabakh, Kazakhstan and Tajikistan and implies
a military alliance with Uzbekistan.

AGBU President Berge Setrakian Visits Armenia, Meets with Armenian
President Sargsian

Berge Setrakian, President of the Armenian General Benevolent Union
(AGBU), visited Armenia from August 28 to September 4, 2009.

While there, the AGBU president met with His Holiness Karekin II,
Catholicos of All Armenians, Serge Sargsian, President of the Republic
of Armenia, Tigran Sargisian, Prime Minister of Armenia, Edward
Nalbandian, Minister of Foreign Affairs, and Hranush Hakobyan, Minister
of Diaspora.

On September 4, Setrakian met with President Sargsian at the
presidential office. President Sargsian spoke highly of AGBU’s active
involvement in Armenian issues around the world. During the meeting,
they also discussed the issues raised regarding the proposed protocols
to be entertained by Armenia and Turkey.

AGBU President Setrakian voiced his support for the Republic of
Armenia’s government in its efforts to achieve a just and fair outcome
in the building of good neighborly relations between Armenia and Turkey,
while safeguarding the historic claims and rights of the Armenian
People.

"We know," Setrakian said, "that the authorities in Armenia face a
difficult path as they endeavor to build new relations with Turkey
without imposed preconditions. We also believe the government of Armenia
shares our serious concerns about the sincerity of Turkey, given its
historic anti-Armenian policy that has continued to the present time."

Setrakian also stressed that while motivated by practical concerns of
geopolitical challenges, the Armenian authorities are not inclined to
reach any agreement at the expense of the fundamental and historic
rights of the Armenian people. He reiterated AGBU’s fundamental stand
that justice for the sacred Armenian Case and the international
recognition of the Armenian Genocide should transcend and not be
sacrificed for any immediate diplomatic consideration. He also said that
no protocol should precondition normalization of relations by any terms
of concession involving the Karabakh conflict.

Earlier in the week, Setrakian met with Diaspora Minister Hakobyan and
they spoke about upcoming meetings and events that aim to bring together
the diaspora and homeland, including a global Armenian leadership
assembly slated to take place in Yerevan next year and an initiative to
assemble Armenian intellectuals.

Armenian boxer representing Russia, Misha Aloyan (weight category
under 51) was beaten 7:8 by Tugtsog Niyambar of Mongolia, winning only
a bronze medal.

After the 2nd round Aloyan was leading 6:2, leaving no doubts as to
his victory. Still in the third round he started to evade his rival,
fighting with lowered hands. After 2 missed blows he rose hands, but
still avoided the fight. The boxers’ advantage gradually disappeared,
and with a score of 7:6, leading Aloyan was shown a notice 15 seconds
before the end of the round, which brought 8:7 victory to Mongolian
boxer.

Russian Boxing Federation Vice President Evgeniy Sudakov stated that
the referee was acting in accordance with rules, and unfortunately the
sportsman who showed a good game all through the championship, lacked
experience to bring him final victory.

weight Raffi Melikian showed a final result of 280 kg and took the
second place deserving a silver medal in the European juvenile weight
lifting cup ongoing in the Israeli Eylat town.

Armenian athletes have already taken one gold and one silver medal.

Yerevan, 10 September: The foreign ministry of the [self-styled]
Nagornyy Karabakh republic (NKR) made a statement today in connection
with Robert Bradtke’s appointment as the American co-chairman of the
OSCE Minsk Group.

As Mediamax was informed at the NKR foreign ministry’s press service,
the statement, in particular, reads: "The NKR foreign ministry
states its readiness to continue working with the OSCE Minsk Group
co-chairmen, in particular, with Robert Bradtke, for achieving a
peaceful and fair solution to the Azerbaijani-Karabakh conflict.

"We hope that the appointment of the experienced diplomat,
Robert Bradtke, as the US co-chairman of the OSCE Minsk Group
testifies that the USA will continue paying serious attention to the
Azerbaijani-Karabakh conflict settlement process and will promote
the restoration of the negotiations’ full format in order that this
process can advance and have positive results."

Brazilian actor and politician Stepan Nersesyan who is on his fist
visit to his historic motherland, RA Government press service reported.

RA Prime Minister gave high assessment to Stepan Nersesyan’s
pro-Armenian activity, and emphasized the role of Armenian Diaspora
in RA -Brazilian collaboration.

In his turn, Stepan Nersesyan expressed confidence that the visit
will further stimulate his activities.

The parties focused on RA-Brazilian collaboration in the sphere of
art and culture.

Brazilian actor was accompanied by Brazilian Ambassador to Armenia
Marcela Maria Nicodemos.
