ArmInfo. The first meeting of Internal affairs Ministers and heads
of Police structures of the Collective Security Treaty Organization
[CSTO] member-states took place in Yerevan today.

As head of Armenian Police Major-General Alik Sargsyan told
journalists, the meeting passed in a warm and constructive atmosphere.

He also added that participants in the meeting discussed two main
issues – creation and functioning of Collective Rapid Deployment Forces
[CRDF] and cooperation of the law-enforcement bodies (Internal Affairs
Ministries and Police) of the CSTO member-states. Nikolay Bordyuzha
made speeches on both issues and participants in the meeting exchanged
views on the second issue. They said about the necessity of improvement
of cooperation. They also defined priority directions of cooperation,
in particular, organizing and holding of operations to contradict the
threats to national and collective security, for which it is necessary
to hold coordinating consultations between Internal Affairs Ministries
and Police structures of the CSTO to discuss the problems which are
still relevant today. The results of the discussion were involved in
the protocol.

The delegations of Armenia, Russia, Belarus, Tajikistan and Kirgyzstan
took part in the meeting.

Demonstrations against President Mikhail Saakashvili continued
fifth day on April 13th in Georgia. Consolidated opposition demands
president’s resignation, early presidential and parliamentary elections
being held in the spring 2009.So far the participation to protests
is not enough to implement Rose Revolution II but two new regional
questions have potential to develop conflicts and change political
geography once again.

Critics accuse Mr Saakashvili, who came to power on the back of the
2003 Rose Revolution, of monopolising power and exerting pressure on
the judiciary and the media. Last year’s war, when Russia crushed a
Georgian assault on breakaway South Ossetia and caused also separation
of other breakaway province – Abkhazia are added to his other crucial
mistakes.

During previous demonstration in 2007, Saakashvili deployed
the military and successfully — though violently — crushed the
protests. But that demonstration consisted of 15,000 protesters.Now
the first time all 17 opposition parties have consolidated enough to
organize a mass movement in the country. Furthermore, many members of
the government – who were leading also Rose I – are joining the cause.

Demonstrations

Some 60,000 people turned out on Thursday for the first day of
demonstrations – but far fewer were visible on Friday. About 10,000
people protested Saturday 11.4.2009 in three locations: in front of
parliament, outside Saakashvili’s residence and at the headquarters
of the main state television channel, where they called for the
demonstrations to be broadcast live.

The Georgian opposition reversed its previous decision to hold a break
for Palm Sunday and resume protests on Monday after the opposition’s
press center, set up in front of the Georgian parliament’s building,
was attacked by unidentified assailants on the night of April
11-12. Opposition leaders said a 50-strong mob had attacked the venue,
tearing banners and ripping out computer cables at a stage set up
outside parliament as dozens of protesters prepared to spend a third
night on the street. Police, however, said protesters had set on street
cleaners who arrived to clear the site of litter. (Source Newsdaily)

Georgia’s political opposition will erect fake jail cells at sites
across Tbilisi to symbolize the country turning into a police state
and to symbolise imprisoned democracy.

Adjara and Samtskhe-Javakheti

There is also concern that protests are planned in the Georgian
secessionist region of Adjara, which rose up against and rejected
Saakashvili’s government in 2004 after the Rose Revolution. This
region was suppressed by Saakashvili once and has held a grudge
ever since, looking for the perfect time to rise up again. Tbilisi
especially wants to keep Adjara under its control because it is home
to the large port of Batumi, and many of Georgia’s transport routes
to Turkey run through it.

Thousands of protesters gathered in Batumi 9th April with demand
president’s resignation. Movement for "Fair Georgia" representative
said they will hold similar rallies on May 6 if the president refuses
to resign.

Adjara region If Adjara rises up, there are rumors in the region that
its neighboring secessionist region, Samtskhe-Javakheti, will join in
to help destabilize Saakashvili and the government. Georgia already
officially lost its two northern secessionist regions of Abkhazia
and South Ossetia to Russian occupation during the August 2008 war
and is highly concerned with its southern regions trying to break away.

In Samtskhe-Javakheti, an isolated, predominantly ethnic Armenian
region in the country’s south there is a risk that socio-economic
problems may turn into ethnic problems.The financial decline, crisis
in central government and ethnic question makes the region a potential
conflict region.

Hot early summer starting

Georgia is living now crucial moments if there will be Rose Revolution
II or not. My point of view is that three aspects will show the
direction:

First if opposition can get more supporters on the streets, President
can manage today’s demonstrations, but if there is over 100,000
protesters this could be enough for revolution.

Second aspect is if there will be enough support for change outside
Tbilisi and especially if the two secessionist regions see opportunity
now implement wide autonomy.

Third aspect is the response of present government and President,
violence can develop situation worse at least mid term, negotiations
and concessions can divide opposition.

Georgia is not isolated state in Europe, it is only one flashpoint
in northern Black Sea region.In Moldova some activities started last
week, in Ukraine triangle drama between two governing parties and
opposition is erupting anytime soon boosted next gas bill and rising
ethnic tensions. Neighbour Balkans has its own tensions and the big
game about energy and sphere of influence is going on between U.S.,
EU and Russia. Anyway that part of world can be a little bit different
after this year.

SINGAPORE : Born in Lebanon and raised in a strong Armenian culture,
Middle Eastern composer, producer and pianist Guy Manoukian has made
music his life since he started playing the piano at four years old.

His brand of music – a unique blend of Arabic, English and Greek sounds
with a modern twist – has gained much popularity around the world.

Manoukian is in Singapore for a one-night only performance at Esplanade
Concert Hall on April 14, and is looking forward to the "challenge"
of performing in front of a new crowd.

He likens this experience to his first solo concert which he held when
he was just 16. "Being here in Singapore reminds me a lot of that day,"
he said. "To be standing at the Esplanade and playing to a new crowd,
it’s really an honour and it has that kind of thrill. I really feel
challenged again."

Manoukian uses a mix of Arabic and western instruments to achieve
his unique sound, and audiences can expect "something familiar,
at the same time something very new and modern".

While you won’t find any Asian influences in his music, that will
not be the case for long.

Said Manoukian, "All the cultures have opened up to each other. Being
in Singapore today, I’m definitely going to take part of Singapore
back with me to my place and I’m sure I am going to have Asian in my
music very soon in upcoming albums."

Manoukian is his toughest critic and he told Primetime Morning that
he never intended to create music to impress anybody.

"One thing I’ve learnt from my father is that you never need to
impress anybody, just impress yourself. I’m a very difficult person to
impress … so if I’m happy with what I am doing, I will be okay. I
have fantastic musicians with me that I can count on and the energy
that we are going to have on stage, I’m sure it’s going to be enough
for me to show the crowd what I can do."

Manoukian has composed and produced a wide array of albums which have
won him awards at the Arab Music Awards and the Armenian Music Awards
among others. He has even collaborated with artistes such as Wyclef
Jean, 50 Cent, French rapper Diams, and Raul Di Blasio. But that is
not enough for the ambitious father-to-be – he wants a piece of the
movie pie too.

Manoukian has spent the last two years working producing music for
Hollywood films and even has his sights set on the Oscars.

"It’s always been a dream. I don’t come from a musical family and I
built myself alone, with the help of people who believed in me. One
thing I’ve learnt is if you can dream it, you can do it. The ability
to dream is the most important ability that God has given us," he said.

"As long as I am challenged every day, as long as I’m excited,
there’s no worry. The day that I feel I have nothing to prove any
more to myself, that’s when I’ll give up."

YEREVAN, APRIL 14, ARMENPRESS: The construction of the Iran-Armenia
highway will kick off in the third quarter of the running year,
the chairman of the NA’s finance-credit and budget affairs permanent
commission Gagik Minasian told Armenpress, informing that Iran-Armenia
railway program is currently in the round of projecting and its
construction is expected to kick off next year.

Minasian said that it is early to speak about the time of finishing
of the two projects, at the same time noting that Asian Development
Bank expresses readiness to provide financial assistance for the
implementation of the programs. The final cost of the projects is
being clarified.

Referring to the tender of construction of new nuclear unit
G. Minasian expressed assurance that it goes on according to the
schedule. According to him, there are countries which expressed
interest but it is early to present any information about them.

Turkey’s culture minister calls on Armenia to cooperate in restoring
the Ani ruins on the Turkish side of the border, but says that the
Nagorno-Karabakh issue must be resolved first, Hurriyet Daily reports.

Turkey and Armenia should cooperate to restore the ancient town of Ani,
said Culture Minister Ertugrul Gunay, adding that any such effort would
require a resolution of the problems between Azerbaijan and Armenia.

The ministry’s plans for cooperation between the two countries are not
limited to restoration work, Gunay told the Hurriyet Daily News. He
said he hoped to undertake many joint cultural projects with both
Armenia and Azerbaijan.

The ancient town of Ani was the capital of the Kingdom of Armenia
between 961 and 1045. Its ruins are situated in the Arpacay region of
the northeastern province of Kars, on the Turkish side of the border
between the two countries.

According to Gunay, cultural efforts to establish peace in the
Caucasus region cannot be maintained if they ignore Azerbaijan. "We
cannot treat the people of Azerbaijan as if they don’t exist while
trying to establish diplomatic relations with Armenia," he said.

Gunay said world-renowned Turkish piano virtuoso Idil Biret would
hold a concert in Armenia in the next few months as part of her
Caucasus tour.

"We have certain sens itivities, but we also are aware that cultural
activities can play a key role in resolving political issues," he
said. "This [the concert] is a first step."

The culture minister said the current restoration efforts in Ani
would soon turn their focus to the town’s cathedral and that Armenian
experts had recently attended a meeting on the project. The World
Monuments Fund would support the restoration of the cathedral, he said.

Gunay added that the ministry was also ready to contribute to the
Turkish-Armenian community in Istanbul’s efforts to find the funds
to restore the 500-year-old Surp Giragos Church in the southeastern
province of Diyarbakir.

But the community fears any application for help would result in the
church being restored as a museum rather than a place of worship that
would serve the community, as happened with the Surp Church on the
island of Akdamar in the eastern province of Van.

The Armenian National Committee of Orange County (ANC-OC) will host
its third annual Walk for Remembrance on Sunday April 19, 2009.

The event is organized in collaboration with Saint Mary Armenian
Apostolic church and with the participation of over 20 organizations
from Orange County. As it is said in the announcement, "this is an
excellent way to come together, increase awareness of the Armenian
Genocide and make a difference in our community."

The event will begin at Saint Mary’s in Costa Mesa, CA with
church services and memorial. The 8 mile walk will begin at 1:00
pm heading towards Forty Martyr’s Apostolic Church in Garden Grove,
CA. Upon completion of the walk, refreshments will be provided to the
walkers and a short commemorative program will follow around 5:00 pm,

A correspondent for A1+ news agency David Jalalian has been assaulted
in the center of Yerevan.

"An ambulance team offered him first aid at the office of the agency
after which he was taken to hospital," the agency reports.

On Wednesday evening the police and special forces surrounded a
thoroughfare in central Yerevan to prevent opposition members from
going there for a so-called political walk.

The coordinator of the opposition Armenian National Congress Levon
Zurabian and nine other people were detained.

At the congress press service Interfax was told that the police used
force in the process of the detention.

The central thoroughfare remains cordoned off by the police.

Yerevan police told Interfax that all ten detainees are at the central
precinct. The police spokesman refused to name the reasons for or
details of the detention.

No Serious Interest Rate Fluctuations Expected In Armenia

YEREVAN, April 9. /ARKA/. Chairman of the Central Bank of Armenia
(CBA) Artur Javadyan does not expect any serious fluctuations of
interest rates on the market.

"To stimulate the demand for AMD deposits, Armenian banks had to
raise interest rates to have necessary funds for AMD crediting,"
Javadyan told reporters at the Novosti press center.

He pointed out that this approach is practiced in many countries.

Specifically, in Russia the annual interest rate on deposits averaged
16-17 per cent, and in Armenia it ranges from 10.5 to 14 per cent,"
Javadyan said.

Javadyan believes that this rise cannot but influence interest rates on
credits. He pointed out that, according to the Armenian law, interest
rates on credits cannot exceed a double of the bank interest rate,
that is, 24%.

"Under the circumstances I do not expect any serious fluctuations of
interest rates in Armenia. The banks will just assess the market and
economic risks, which will influence their rates," Javadyan said.

The names of judges to conduct the trials of the seven oppositionists
charged with last year’s unrest in Yerevan City are already known.

Judge Mnatsakan Martirosyan will continue to conduct the trial of
Armenia’s ex Foreign Minister Alexander Arzumanyan and Suren Sirunyan.

The Spokeswoman for the Court of Cassation, Alina Engoyan says the
lawsuit of Armenian MP Hakob Hakobyan has been forwarded to Judge
Gagik Avetisyan and that of Abovyan’s ex Mayor Grigor Voskerchyan –
to Judge Gagik Poghosyan. MP Miasnik Malkhasyan’s case was expedited
to Armen Khachatryan.

The three judges represent the Court of General Instance of Kenton
and Nork-Marash districts.

The case of MP Sasun Mikayelyan has been sent up to Hrayr Sargsyan,
judge of the Court of General Jurisdiction of Kotayk Marz. It is
still unknown who will judge Shant Harutyunyan.

Note that the court hearing on the case of Alexander Arzumanyan and
Suren Sirunyan is presently underway at the Court of General Instance
of Kenton and Nork-Marash districts.
