alternatives regarding the Nabucco project, including the Russian gas,
Iraqi and Iranian gas.

Turkey’s Foreign Minister Ali Babacan said on Friday that Turkey was
open to other alternatives regarding the Nabucco project, including
the Russian gas, Iraqi and Iranian gas.

Earlier on Friday, Babacan attended an international conference hosted
by the Shanghai Cooperation Organization.

The minister said that Iraq had not passed a hydro-carbon law, which
was putting off some initiatives regarding inclusion of the Iraqi gas
in Nabucco project.

Babacan said what was important was the resource, i.e. the supply of
the natural gas to pump through a pipeline, and the customers who
would buy that gas.

The Nabucco pipeline is a planned natural gas pipeline that will
transport natural gas from Turkey to Austria, via Bulgaria, Romania,
and Hungary. It will run from Erzurum in Turkey to Baumgarten an der
March, a major natural gas hub in Austria.

Also, Babacan said Turkey had no concerns about a nuclear power plant
project with Russia, and Turkey would politically support such a
project.

‘Jerusalem: Center Of The World’ delivers the history and culture of
the Israeli capital with nary a whiff of controversy.

The most surprising aspect of the engaging, two-hour PBS documentary
"Jerusalem: Center Of The World," which airs next Wednesday night,
April 1, is how casually, yet completely, it sidesteps anything
resembling controversy.

Even a viewer with merely a superficial awareness of the Middle East
saga and history has to wonder going in how American public television
would confront the combustible themes of religion, power, geo-politics,
conflict and land inherent to the region and the Arab-Israeli struggle.

One can only conclude from Emmy Award-winning producer/director Andrew
Goldberg’s decision to condense the last 150 years of Jerusalem’s
history into the final five minutes of screen time that avoiding
political sensitivities and hot buttons was an explicit and conscious
goal.

All we can say is, mission accomplished.

It’s a bit unfair, actually, to mock the program’s evasion of the
messy present situation, for it’s clear from the outset — and from
the travelogue format — that there is no urgent public affairs agenda
propelling host Ray Suarez (co-anchor and senior correspondent of
"The NewsHour with Jim Lehrer") and company forward.

This is simply a lucid, generous-to-all rendering of history for
its own sake, filtered through three religions yet wrested free of
the gut-wrenching emotion and dogma that colors most views of the
Holy City.

Conceived and presented as a chronological view that draws on extant
biblical studies, archaeological analysis and historical research,
the well-paced program evinces a catholic point of view. It shifts
from Judaism to Christianity to Islam as Jerusalem — the world’s
most sought-after piece of real estate — successively shifted to
the forefront of each religion over four millennia.

It has a surprisingly relaxed tone, exemplified by Mr. Suarez’s white
chinos and pleasant interviews conducted outdoors in the open air
(rather than in the experts’ stuffy university offices or cavernous
libraries).

The documentary also embraces occasional moments of lightness, with
"cameos" by such illustrious types as Indiana Jones, Mark Twain and
(perhaps less amusingly) the queen of Sheba.

Penniless Princes

"Jerusalem: Center Of The World" begins with Abraham, the first
monotheist (and first mega-church preacher, as one historian describes
him). The already-sacred spot where Abraham went to sacrifice Isaac,
Mount Moriah, soon became the city of Jerusalem.

The next key figure (after Moses) was the warrior king David,
who, seeking to unite the 12 tribes, took Jerusalem, made it the
capital and drew up plans to build an edifice to house the Ark of the
Covenant. It was left to Solomon to carry out the job, and his temple
stood for more than 400 years, until the Babylonians conquered Judah
and Nebuchadnezzer destroyed it along with Jerusalem.

It was Herod who rebuilt the temple, on a vast mount. When Jesus,
an iconoclastic Jew, came to Jerusalem, he was hailed as the messiah
by his followers (although the belief that he was the son of God was
certainly not a Jewish concept).

After the destruction of the Second Temple in 70 C.E. by the Romans,
and the end of the revolt three years later at Masada, Jews were
expelled from Jerusalem. This tragedy inspired the Amidah, the
three-times-a-day prayer recited by Jews asking God to rebuild
Jerusalem and restore King David’s throne.

No Jews lived in Jerusalem for the next 500 years, until the Muslims
gained control of the city and allowed 70 Jewish families to move
in. The Crusades brought the Christian army to Jerusalem for a bloody
battle that ended with the massacre of the defeated Muslims along
with the comparatively small group of Jewish inhabitants.

Over the ensuing centuries, Jews trickled back into Jerusalem, although
it can’t be said that the Chosen People prospered. They were supported
by Jews in the Diaspora, who considered them "the guardians of the
synagogue, the poorest of the poor, the penniless princes."

Mr. Goldberg (who also produced the 2007 documentary "Anti-Semitism
In The 21st Century" and 2006’s "The Armenian Genocide") moves crisply
through the shifting sand dunes of time and geography, avoiding the dry
pedantry of arcane history. But no one will ever mistake "Jerusalem:
Center Of The World" for adventurous filmmaking, analytical scholarship
or, for that matter, a road map to resolving current tensions.

The closest the documentary comes to editorializing of any kind is a
lingering shot, in the waning moments, of the separation barrier in
the sun-baked landscape.

After two hours and 4,000 years, we’re left to ponder if Jerusalem
will last as long as the walls that Saladin erected around the Old
City, or the temple built by Herod.

"Jerusalem: Center Of The World" airs next Wednesday, April 1, at 9
p.m. on Maryland Public Television, Channel 67. For information on

FLUENT in five languages and of Armenian ancestry, Sarkis Yedelian
is a great believer in multiculturalism.

Since immigrating to Australia in 1979, he has involved himself in
the community at every level, including as a Ryde councillor and
volunteer with the SES.

On Australia Day this year he was awarded a Medal of the Order of
Australia (OAM) for his service to the Armenian community through the
promotion and development of multicultural integration initiatives,
and to local government.

He answers 10 questions that provide an insight to his passions
and pastimes.

1 I love living in the northern districts because … it incorporates
the City of Ryde. It’s close to everything we have Parramatta and Lane
Cove rivers. We have the luxury of having Lane Cove National Park, and
you can study and work in a green, clean and safe environment. People
are down to earth and friendly.

2 If I could change something about the northern districts it would
be … remove 80 per cent of the cars and have a timely, working,
integrated public transport system.

3 My funniest memory of growing up is … learning the rules of
cricket when my son decided to play soccer and cricket at the same
time. I still enjoy watching the kids play and learn in the same park
that I used to go with my kids.

4 When I tell people I am a Ryde councillor, they usually say … are
you really? And they think being a councillor is a full-time job and
they start asking questions about Ryde and give suggestions on how
we can improve the services.

5 The best meal I had in the area recently was at … Ani’s
Mediterranean Restaurant at Blaxland Rd, Top Ryde. They make the best
spicy Armenian and Lebanese food.

6 The last time I had a night out … was last week. I had my school
mates from high school visiting from France we had great night out
at Top Ryde.

7 What I love about my life is … that I still have great health,
wonderful family and the opportunity to serve Ryde residents as their
elected councillor.

8 My favourite spot in the area is … the panoramic view of City
of Ryde from the sixth floor of the council building. You can see
the Harbour Bridge, the mountains and surrounding suburbs. The most
interesting view is the look of the construction of the new Top Ryde
City shopping centre.

9 I like to go on holidays to … Surfers Paradise and enjoy the
wonderful beaches.

10 My life changed when … 30 years ago, I decided to migrate to
Australia, got married and became an Australian citizen that is still
the best decision I ever made.

The chairwoman of Turkey’s leading business association, Turkish
Industrialists’ and Businessmen’s Association (TUSIAD), sent a letter
to U.S. President Barack Obama urging him to consider the possible
implications of recognizing the Armenian claims regarding the 1915
incidents.

Here is the full text of the letter sent by Arzuhan Dogan Yalcindag
on March 24.

Dear President Obama,

A new resolution was introduced to the US House of Representatives
(H. Res. 252) on March 17, 2009 calling the President of the United
States to recognize the tragic events of the World War I era as
genocide.

It is unfortunate to see a renewed campaign by those who are turning
a blind eye to not only the objective historical facts but also to
the significant progress made by Turkey and Armenia, the true parties
to this issue, in resolving their differences on many fronts.

The high level talks taking place between the two countries are leading
to a rapprochement between Turkey and Armenia as well as contributing
to the long sought after stability in the Caspian region, which is
a strategic priority for the United States.

Moreover, the US and Turkey are determined to move forward for a
more intensified cooperation on several key issues under the vision
of the new American leadership.

In an era when a strong US-Turkey alliance is needed more than ever
to address the challenges of the world’s most troubled regions such
as the Middle East and the Caucasus, straining bilateral relations
through such initiatives will have negative consequences beyond
Turkey-US relations.

The enclosed report provides an analysis of the factual and legal
deficiencies of U.S. H. Res. 106, which was brought to the agenda of
the House of Representatives in 2007, upon which the current resolution
(H Res. 252) is entirely drafted.

We hope you will find it useful in promoting a more reasonable and
less politicized way of debating the Armenian issue in the US.

RA CEC REJECTS ACCREDITATION APPLICATION OF SUPREME COUNCIL – DEPUTY CLUB NGO OBSERVERS

YEREVAN, MARCH 23, NOYAN TAPAN. The RA Central Electoral Commission
(CEC) at the March 22 sitting unanimously rejected the accreditation
application of the Supreme Council – Deputy Club NGO representatives
for taking part in the March 31 Yerevan Council of Elders elections on
a monitoring mission. The bases for the decision were the decisions
made by CEC on the same occasion on 2007 February 6 and November 16,
RA Civil Appeal Court’s 2007 May 4 decision, and the circumstance
that the applicant organization’s regulations were not brought in
line with the RA legislation.

According to the Electoral Code, the NGOs, the regulations tasks of
which include issues of democracy and human rights and which do not
support the candidates or the parties have the right of monitoring
mission.

It should be mentioned that the NGO Chairman, non-partisan Ruben
Torosian was also on organization observers’ list. The latter is
nominated for Yerevan Council of Elders elections by the Armenian
National Congress electoral roll.

As Noyan Tapan correspondent was informed by CEC Spokesperson Tatev
Ohanian, no other applications have been received from the start of
the term fixed for observers’ accreditation, February 26. The deadline
for observers’ accreditation in CEC is May 21.

THE NEXT COURT HEARING OF THE CASE OF JAVAKHETI ARMENIAN POLITICAL
ACTIVIST VAHAGN CHAKHALYAN IS HELD IN AKHALTSIKHE

On March 11-12, 2009 the Akhaltsikhe District Court held the hearing of the
case of the Javakheti political activist, the leader of the `United Javakhk’
`Democratic Alliance’ political movement- Vahagn Chakhalyan, his father-
Ruben Chakhalyan and younger brother- Armen Chakhalyan.

The Observers of the `Yerkir’ Union have recorded the following facts:

1. Forty-one days have passed since the last court hearing of the Chakhalyan’s
case was held on January 29. After that the court assigned the day for the
hearing two times: first – for the 11th and then -for the 26th of February.
However, the hearing never took place, because the Georgian authorities
failed to transfer Vahagn Chakhalyan from Tbilisi to Ahaltskha, due to lack
of fuel, according to the official explanation.

2. Court hearings were still held in the absence of Patrick Arapian,
Chakhalyan’s French lawyer, who was denied registration by the Ministry of
Justice on February 16. The Public Defender of Georgia – Sozar Subari in his
letter to the Minister of Justice Z. Adeishvili assessed this decision as
`unreasonable’. He further recommended restoring the violated rights of the
Chakhalyans by allowing the participation of the French lawyer in the
lawsuit (the Ombudsman’s full letter is presented in Aannex 1).

3. The Chakhalyans’ Armenian lawyer – Stepan Voskanyan currently has an
ambivalent status. On March 6, when he tried to visit his client, Vahagn
Chakhalyan, who is kept in pre-trial prison No 5 in Tbilisi, the employees
of the institution informed him that the decision of the Ministry of Justice
on his appointment as Chakhalyan’s lawyer is no longer valid, and tried to
prevent him from meeting his client.

4. At the beginning of the trial held on March 11 the advocate Voskanyan
raised the question of his status, but the judge refused in all possible
ways to respond to his question, arguing that the Court recognizes Voskanian
as Chakhalyans’ lawyer, and the question of recognition or rejection of his
status by other agencies is not within the scope of competence of the Court.

5. The translation of the court hearings continues to be implemented
extremely inaccurately, with omissions and interruptions. The Court once
again paid no attention to the complaints of the Chakhalyans and their
Armenian lawyer, as well as to their suggestion to suspend the trial in
order to ensure a more acceptable translation.

6. At the beginning of the trial on the 12th of March the Chakhalyans made a
statement, read out by Vahagn Chakhalyan. The statement listed the most
recent violations by the Georgian authorities, including the denial of
registration of Patrick Arapian, the ambivalent status of Stepan Voskanian,
and so on. The Chakhalyans asked to postpone the trial, which would give
them a chance to solve the mentioned problems. The statement noted that
further proceedings would be simply illegal, because without solving the
aforementioned problems the court would violate the Chakhalyans’
constitutional rights (See the full text of the Statement in Annex 2). The
court, however, refused to meet the requirements made in the statement and
continued the hearing.

7. At the court hearings on the 11th and 12th of March, 16 witnesses were
interrogated. All of them used to be or still are the employees of the local
law-enforcement structures. The court heard the circumstances of the protest
action held on 9 October 2006 in Akhlkalaki, aimed at revision of the local
self-governing bodies election results. It should be mentioned, that the
organization of the protest action is one of the charges against Vahagn
Chakhalyan.

8. After questioning all the witnesses present the court postponed the
hearing till the 25th of March.

The abovementioned facts once again demonstrate that the Georgian
authorities do not restrain even the most flagrant violations, and continue
to carry out the persecution of Javakheti Armenian political activist.

The «Yerkir» Union calls on the international institutions and human rights
organizations, urging them to consider the recorded violations and exercise
pressure on the Georgian authorities with the aim of cutting short the
shameful trial of the Chakhalyans family and releasing the Javakheti
Armenian political activist from prison.

ANNEX 1. THE LETTER OF THE PUBLIC DEFENDER OF GEORGIA SOZAR SUBARI TO THE
MINISTER OF JUSTICE OF GEORGIA ZURAB ADEISHVILI

On 4 March, 2009 Ruben, Armen and Vahagn Chakhalyans’ lawyer Stepan
Voskanyan addressed to the Ombudsman on the issue of unjustified refusal of
admission of Patrick Arapian, the French lawyer, member of the Paris Bar, as
an attorney of Ruben, Vahagn and Armen Chakhalyans on the ongoing trial,
asking the Public Defender of Georgia to react to this fact.

In its order ?-41 dated at February 12, 2009 the Ministry of Justice of
Georgia denied the application of Gayane Chakhalyan, asking to allow the
registration of Patrick Arapian as an attorney of Ruben, Armen and Vahagn
Chakhalyans. In the motivation part of the order the Ministry of Justice,
without any justification considers inappropriate the appointment of Patrick
Arapian as an attorney of Ruben, Armen and Vahagn Chakhalyans.

The Ombudsman’s office examined the question of the legitimacy of
appointment of the French lawyer -Patrick Arapian, as an attorney of Ruben,
Armen and Vahagn Chakhalyans, and believed that by the adoption of order ?-41
the Ministry of Justice of Georgia has violated the right to be protected,
as guaranteed by Article 42 of the Constitution of Georgia, as well as by
the criminal procedure law.

According to Article 11 of the Criminal Procedure Code of Georgia, «officer
who conducts criminal proceedings, has an obligation to ensure the suspect’s
and defendant’s right to defense, to explain their right, to give
opportunity to defend themselves by all means permissible by law, to protect
their rights and freedoms».

The requirement of Article 78 of the Criminal Procedure Code is that the
body leading the process, has no right to restrict a suspect or defendant in
a choice of an attorney. By permission of the Ministry of Justice of
Georgia, foreign lawyers may be admitted as attorneys.

The suspect’s, accused person’s or defendant’s request to replace attorney
or invite a new one should be granted, if the change of attorney or the
appointment of a new one does not have the aim to delay the trial or other
actions that impede the conduct of the trial.

According to Article 83 of the Criminal Procedure Code, the body leading the
court may restrict to a reasonable number of defenders participating in
court proceedings, if the restriction is to avoid undue delay of trial. At
the same time, the party should be given the right to full legal protection.

Based on the abovementioned legal norms, we conclude that the refusal of the
Ministry of Justice to appoint a French lawyer as a defender of Ruben, Armen
and Vahagn Chakhalyans, is unwarranted. Despite the fact that the interests
of the Chakhayans are protected by lawyers Voskanyan and Rostiashvili, they
have the right to engage a foreign lawyer to defend their interests, as the
Chakhalyans believe that it is necessary to ensure the full protection and
do not prolong the trial. If the issue applied to the Georgian lawyer, the
judge leading the trial would be obliged to give the Chakhalyans the
opportunity to defend themselves by all means authorized by the law. In this
case, the issue concerning the foreign lawyer is the jurisdiction of the
Ministry of Justice and, since all the documents submitted by Gayane
Chakhalyan meet the requirements for admission of the attorney, there was no
factual and legal circumstances for the refusal and the admission should
have been granted.
According to the statute of the Ministry of Justice approved by the
President of Georgia by Order ?- 541, 7 November 2008, the Ministry of
Justice is a body that supervises the legal prosecution and procedural
conduct of preliminary investigation, as well as other functions prescribed
by law and, including those relating to the admission of foreign lawyers in
Georgian courts. Chakhalyan’s precedent shows that transmission to the
Ministry of Justice the functions of addressing both defense and prosecution
issues is inconsistent, and because for this body the criminal prosecution
functions are dominant, it is highly probable that there will be violation
of the right to be protected, as a good example is the Chakhalyans’ case.
Based on the abovementioned, pursuant to subparagraph «b» 21 of the Law «On
Ombudsman», I recommend you the following: in order to restore Armen, Ruben
and Vahagn Chakhalyan’s violated rights to allow French lawyer Patrick
Arapian as a defender to trial.

ANNEX 2.THE STATEMENT OF RUBEN, VAHAGN AND ARMEN CHAKHALYANS

To Tsira Maisuradze, the Chairwoman of the Akhaltsikha Regional Court

We, Ruben, Vahagn, and Armen Chakhalyans, state that major violations have
been committed since the last hearing (on January 28) of the lawsuit that
was filed against us:

1.On February 16, 2009 the Ministry of Justice of Georgia illegally denied
the French attorney Patrick Arapian the permission to participate as our
advocate in the court hearings, without providing any legitimate reasons. As
it was declared by the Human Rights Defender of Georgia -Sozar Subari, the
decision is illegal and violates our rights provided for by the
Constitution.

2. At present, our advocate from Armenia finds himself in an ambiguous
position, as some time before he was told that the decision of the Ministry
of Justice of Georgia regarding the participation in the Chakhalyan’s case
had lost its power. Furthermore, attempts were made to prevent him from
seeing his client `Vahagn Chakhalyan, who is held in the pre-trial prison N5
in Tbilisi.

The following problems dealing with the process of the court hearings also
remain unsolved.

1. The Armenian translation of the hearings is very inaccurate and of poor
quality, which hampers our adequate participation in the lawsuit.

2.The court hearings have been put off several times by some absurd reasons.
In addition, the days of the court hearings are appointed by the Court at
its own discretion, without preliminary informing and agreement.

Taking into account the above-stated facts, we require the court to solve
the above-mentioned problems, in particular:

– Give us some time, so that the Ministry of Justice can clear up the
ambiguous situation regarding the status of our advocates, Patrick Arapian
and Stepan Voskanyan;
– To ensure the proper translation during the court hearings;
– To provide us with the minutes of court proceedings that have been
recorded till now:

We declare that it is illegal to continue the lawsuit without meeting the
mentioned requirements, as without solving the problems raised, you violate
our constitutional rights.

expresses its concern with the approaches published at the current
stage of the Karabakh peace process by the OSCE Minsk Group co-chairs,
Azerbaijani authorities, as well as with the position of leaderships
of Armenia and Nagorno-Karabakh.

"Within the frames of their latest visit to the region, the Minsk
Group co-chairs again distorted the essence of the problem of refugees
and represented it exclusively in the context of Azeri’s return to
the place of the former residence in the currently state territory
of the NKR, the mediators didn’t even remember the necessity to
protect the rights and interests of half a million Armenian refugees
from Azerbaijan. We remind all the peace process participants that
according to official statistics, the number of refugees registered
in Azerbaijan totals only 8 thsd people, and most of them are not
Azeris. The co-chairs also "revived" the dead-born idea that the NKR
participation in the peace process will be possible only in case
of full-fledged participation of the public organization called
"Azerbaijani community of Nagorno- Karabakh". The logic of the
co-chairs’ proposals says that all Azeris who left the places of
their former residence being currently in the NKR territory should
return there, and only those Azeris who lived in the territory of
the former Nagorno-Karabakh Autonomous Region will be considered the
Azeri Community of NK. Not a single word was said about the rights of
indigenous population of the Armenian North Artsakh, or at least about
the necessity to provide dozens of thousands of Armenian residents,
who had become part of the NKR, with the right to return to their
native Shahumyan region and Getashen subregion currently occupied by
Azerbaijan. It is noteworthy that when the Armenian foreign minister is
asked about the fate of Armenian refugees from Azerbaijan, he evades
the answer justifying his behavior by the necessity to observe the
confidentiality about the peace process details. "We state that the
problem of protection of rights of Armenian refugees from Azerbaijan
should have special significance for officials of Armenia and the NKR,

MICROSOFT LAUNCHES BIZSPARK PROGRAM IN ARMENIA

YEREVAN, MARCH 18, NOYAN TAPAN. Microsoft RA company – Microsoft’s
Armenian subsidiary has launched BizSpark program on development of IT
enterprises in Armenia in cooperation with the Enterprise Incubator
Foundation. The Director of Microsoft RA Grigor Barseghian stated at
the March 18 press conference that within the framework of the program,
the possibility of express access to Microsoft technologies and tools
(for the design, tests and display of computer production) will be
provided to startups and groups of programmers engaged in computer
programming sector. Besides, the startups – participants in BizSpark in
Armenia will have the opportunity to introduce themselves to partners
of the Microsoft network and the international community and to get
Microsoft RA’s advice on technology development and service provision.

According to G. Barseghian, Microsoft started implementing its BizSpark
initiative in December 2008, and about 60 companies worldwide are
currently involved in these activities.

The Director of the Enterprise Incubator Foundation Bagrat Yengibarian
attached importance to BizSpark’s implementation in Armenia from
the viewpoint that the program will contribute to a shift from the
fulfilment of programming orders to the creation of complete software.

YEREVAN, March 17. /ARKA/. The average weighted exchange rate of USD
was 375.22 drams for $1 at the NASDAQ OMX Stock Exchange on March 17.

As compared with the previous day, the rate increased by 1.2 percentage
points, Armenian Stock Exchange reported.

Fifty-six transactions were effected for a total of $5.1mln (AMD
1.9bln in dram equivalent) today.

According to the NASDAQ OMX Armenia Stock Exchange, no transactions
were effected in EURO on March 17.

The average market exchange rates on March 17 were as follows: $1=
372.11 AMD.
