A year ago, on the threshold of the 94th anniversary of the Armenian
Genocide, Yerevan and Ankara stated their intention to establish
bilateral relations. On April 22, 2010, the Armenian side had to state
its decision to suspend the ratification of the Armenian-Turkish
protocols signed in Zurich on October 10, 2009, the reason being
Turkish officials’ destructive position and delay in ratifying the
documents.

Despite the heinous crime committed against the Armenian people in
1915, this people was able to found its statehood, Artyusha Shahbazyan,
Secretary of the ARF parliamentary faction, stated at a rally in
Yerevan on April 23. "The other day Turkish Premier Recep Erdogan
stated that Muslims are unable to commit genocide, but we have no
problems with Muslims. We are grateful to the Muslim nations that
saved hundreds of thousands of Armenians from the Genocide and gave
refuge to them," Shahbazyan said.

According to him, modern-day Turkey’s problem is that it continues
committing cultural genocide in Western Armenia. "We will never forget
that crime," Shahbazyan said.

Harutyun Arakelyan, Chairman of the Ramkavar Azatakan (Liberal
Democratic) Party of Armenia, pointed out that the anniversary of the
Armenian Genocide must cause the Armenian political forces to combine
their efforts to get the Armenian Genocide international recognized.

Chairman of the New Times Party Aram Karapetyan stated that the
Armenian authorities’ policy "has made the entire nation feel enormous
strain" for a year. "The Armenian authorities might have pursued a
policy of getting the Armenian Genocide internationally recognized,
but their actions over the past year, as well as President Serzh
Sargsyan’s statement yesterday, will eventually result in even greater
pressure in the context of Nagorno-Karabakh. The present situation has
shown we must be consistent in getting Armenia’s signature withdrawn
from the protocols," Karapetyan said.

Armenian Justice Minister Gevorg Danielyan said to the reporters in
Tsitsernakaberd after paying his tribute to Genocide victims.

Justice Minister stated those countries which hold discussions and
delay the recognition of Armenian Genocide and threatened to have
such tragedy in their own state since the history proved such cases
aren’t few.

HOLLYWOOD, Calif. (KABC) — A man was charged Thursday with murdering a
Hollywood woman, whose slaying last month was believed to be connected
to the 2008 double-homicide of her husband and their youngest daughter.

Alberd Tersargyan was charged with one count of murder with the
special circumstance of lying in wait, which could make him eligible
for a death sentence.

Police said Tersargyan was arrested Wednesday night at his
Hollywood-area home and a weapon was found. He was booked on suspicion
of killing 38-year-old Karine Hakobyan, whose body was found slumped
in the driver’s seat of her Honda CRV on March 26.

Hakobyan had returned home and parked her car in a carport at her
apartment complex in the 5800 block of Lexington Avenue at about 8:20
p.m. when she was shot in the head.

Tersargyan was allegedly obsessed with Hakobyan and had been stalking
her, according to authorities and a close family friend. He was
allegedly waiting for her to return home the night she was killed.

Tersargyan made a brief appearance at the downtown Los Angeles
courthouse in connection with the shooting death of Hakobyan, but
his arraignment was postponed until May 6. He was ordered to remain
jailed without bail.

Court records list Tersargyan as 73 years old, but police officials
said he may be in his late 50s.

Police said Tersargyan was being looked at as a possible suspect in
the December 2008 shooting deaths of the woman’s husband, 43-year-old
Khachik Safaryan, and their 8-year-old daughter Lusine.

Their bodies were found in their home in the 1200 block of Tamarind
Avenue by the couple’s then-12-year-old daughter when she came home
from school.

They had also been shot in the head.

Last month, that same daughter also discovered the slain body of
her mother.

She recounted the horrifying experience of discovering her parents
and little sister in a letter she was planning to send to President
Barack Obama.

She says she is tortured by the images in her mind of having the found
of the three family members. She says the things she’s seen at her age,
others would never she in a lifetime.

The devastating discovery of her father and sister in 2008 and
the months of turmoil that followed prompted the girl to write the
letter to President Obama, asking for help bringing her aunt over
from Armenia.

"Our family is falling apart now. My grandparents are sick and
depressed. My mother cannot cope with the loss of her husband and
daughter. I am not in any better shape: I still see the bloody bodies
of my sister and my father as I found them that day," the young girl
wrote in the letter.

Then after she found her mother’s body, she added a P.S. to the letter,
talking about the moment she realized her mother had been murdered.

"When I arrive in front of my mom’s wide open car door I see
blood. Slowly, I feel the world tear down in front of my eyes. Every
second thousands of things cross my mind. I get closer, panicking,
shaking my mom twice, running to get help, yelling," she wrote.

The teenager says that words can’t describe how she feels. She says
everything still feels like a nightmare and nothing seems real.

The letter has yet to be sent to President Obama.

March Brings Further Signs of Armenian GDP, Export Recovery

According to National Statistical Service figures quoted by ARKA News,
Armenia’s GDP expanded by 5.5% year-on-year (y/y) in the first quarter
of 2010. This result suggests acceleration in annual growth in March,
given that the growth rate for January-February had earlier been
reported at 3.1%. March alone saw total output surge by over 43% from
February. Industrial output in the first quarter increased by 10.4%
y/y, while it gained 7.7% month-on-month (m/m) in March. Meanwhile,
the still very important agricultural sector expanded by 3.2% y/y in
the first quarter, and surged by 14.7% in March compared to February.

Conversely, construction sector output continued to fall in the
first quarter, although the decrease of 0.6% y/y in activity remained
relatively modest compared to recent results. ARKA News also reports
on foreign trade results, which put first-quarter exports to US$198.5
million, marking an annual surge of some 61%. Meanwhile, imports gained
23.1% y/y, totalling US$814.2 million, and bringing the January-March
trade deficit to US$615.7 million. In March alone, exports rose by
11.1% m/m, while imports gained 16.5% m/m.

Significance:While acceleration in growth is naturally welcome, its
significance should not be exaggerated. First, this improvement in
annual growth still partly draws from base effects, and the Armenian
recovery is taking off from an extremely weak position. Second,
the economy remains very weak structurally, competitiveness is low,
and dependence on external remittances is substantial. Annual growth
is likely to moderate again in the coming quarters, while its scope
to an important extent depends on Russia’s economic fortunes, given
the crucial role of remittance inflows from there. In addition,
given the increase in the price of natural gas imports from Russia
from the beginning of April, pressures on the external position will
also remain, and the scope for near-term improvement is thus limited
in this respect. The government has outlined some measures aimed at
diversifying the economy, but a lot still needs to be done before
the economy becomes considerably more competitive and attractive
for private investment. In the meantime, some further exchange
rate weakening may be needed in the way of adjustment to secure the
sustainability of external finances.

Director and co-founder US Azeris Network (USAN).

How do you expect the issue of "Armenian genocide" to be settled after
the decision of the Foreign Relations Committee of the US Congress?

It will be the same as last year and the years before – the resolution
would "die" in this session of Congress, and "resurface" in the next
Congress (next year). This trick, courtesy of the Armenian lobby and
its friends at the Armenian Caucus, will keep re-appearing for as
long as Turkey plays on defensive, whilst the Armenian lobby feels
this is the only subject that can energize and mobilize the Armenian
diaspora worldwide.

Considering the fact that the US administration is against the
recognition of the "Armenian genocide" by Congress, is it possible
to say that this issue will not be put for voting in the House of
Representatives?

I think it’s virtually impossible for the resolution to be scheduled
for a vote on the floor of the Congress. Firstly, because there
won’t be enough votes. Secondly, because of the opposition from
the Administration, business circles, some historians, the Turkish
government as well as the Turkish-American and Azerbaijani-American
diasporas. And thirdly, because U.S. Congress has a lot of truly
important legislature to take care of – such as jobs bill, climate
change bill, financial regulations, etc.

Do you think President Barack Obama will call the 1915 events in
the Ottoman Empire as "genocide" in his traditional annual speech on
April 24?

He will not use the English (Latin) word "genocide", but just like
last year, would probably use the Armenian term "Metz yeghern" instead.

Which actions do you expect the Armenian Diaspora to take over the date
of "genocide" and are Turkish and Azerbaijani diaspora organizations
preparing the response actions?

While the Armenian diaspora and lobby will be doing the traditional
demonstrations, saturation of TV, radio and newspaper coverage, as well
as more presentations and speeches at the conferences and seminars,
at the same time they are preparing for the big date – year 2015. For
that year, they are working on a number of book projects and films,
as well as want to open their museum in Washington D.C.

Needless to say that the Turkic-Americans are engaged in defending
the image, honor and record of Turkey and the Turks, and inform the
scholarly as well as wider public about the multitude of facts that
are omitted and not mentioned by the Armenian lobby.

Do you think the normalization of the Turkish-Armenian relations
is possible after the attempts by Armenian lobby to impose the
recognition of "genocide" to the United States? If yes, how far can
this process go?

If such a resolution would ever pass the U.S. Congress, or an American
President is ever to classify the events of 1915, which were equally
tragic for Turks, Kurds, Azeris, and Armenians, just to name a few,
as "genocide", it would lead to short-term and even medium-term
deterioration of relations between U.S. and Turkey, and make any kind
of "normalization" between Armenia and Turkey impossible. Mindful of
that, the U.S. leadership would not allow such a resolution to pass,
or president’s speech to include the word "genocide".

Meanwhile, I do expect people in both Armenia and Turkey to attempt to
improve the relations between these two nations. Of course, Armenia
knows what it can do to quickly improve its relations not just with
Turkey, but also with Azerbaijan, but for some reason is not taking
the right step. Both Azerbaijan and Turkey, as well as all rational
people in U.S., Europe and elsewhere, should urge Armenia and its
people to realize some of the basic facts, ranging from demography
to economy and finance to even history, and urge a more rational
behavior and response.

How do you assess the unity and organization of the Azerbaijani
diaspora in the United States?

It has come a long way – compare the achievements of our diaspora
from 5, 10, or 20 years ago with what it has now – it’s a huge
positive difference. We have become recognized as a factor and actor
of international relations and domestic politics. Just 5 years ago
this was not so. Today, Azerbaijani-Americans have their candidates
running for political office, dozens of articles published in the press
each year, active participation at conferences, seminars and forums,
some 130,000 letters and faxes sent to member of Congress and other
elected officials, over a hundred proclamations, and much more. But
of course, there is still a lot to do and learn. It’s not fair to
expect a relatively new community of 400,000 Azerbaijani-Americans to
come very close in a short time to the level of the 2 million strong
Armenian community that has been in U.S. for over a century. At the
same time, at least politically, the Azerbaijani-Americans have almost
reached the level of the Russian-Americans, and are far more active
than the Georgian, Moldovan/Romanian or any other Turkic community
save the Turkish-Americans.

Does our diaspora take any steps to attain the full elimination of
907 amendment to the Act on support of freedom adopted by the Congress
in 1992?

Of course, and not only Section 907 of the 1992 Freedom Support Act,
but also the Jackson-Vanik Amendment, the issue of so-called military
parity, and the outrageous act of direct aid to the Armenia occupied
Nagorno-Karabakh region of Azerbaijan.

Interview of Deputy Director of Noravank Scientific and Educational
Foundation, energy expert Sevak Sarukhanyan with ArmInfo News Agency

Mr. Sarukhanyan, in their latest speeches, presidents of the USA and
Russia touched on the issue of applying energy sanctions against Iran.

How much is it possible taking into account the situation in the
world energy market?

New sanctions against Iran will not affect export and import of oil
products and gas from Iran, as it has already become obvious that big
states are not ready to refuse Iranian oil. These sanctions will lead
to rise in prices and to instability in energy markets. First of all,
it is regarding China which buys 40% of the whole Iranian oil.

Therefore, China claimed at the Nuclear Security Summit that it is
ready to discuss the problem of sanctions against Iran, however, it
made no step in this direction. Most likely, no tangible sanctions
will be applied to Iran concerning this country’s energy sector, as
no one is ready today to refuse Iranian energy carriers. Actually,
the Washington summit has shown how much strong are the Iranian
positions today. The world outlines two real nuclear security threats
at present: creation of Iranian nuclear weapons and control over
Pakistan’s nuclear arsenal.

And what about Korea?

Korea is de-facto a nuclear country and even Americans have put up
with this. I am not sure about Iran, since Saudi Arabia and Turkey
will start developing nuclear weapon as soon as Iran creates it. The
balance of forces has not been changed yet and both these countries are
studying the Iranian nuclear program as a real threat for themselves,
though Turkey has not yet shown that openly. I think Pakistan is
the main threat to the global nuclear security, since the problem in
Pakistan where a civil war is going on and a part of the territory
is not controlled by the government, nuclear weapon may potentially
come to hand of terrorists.

Is the problem of control over the nuclear potential of Pakistan a
major source of Washington’s interest in Afghanistan?

In fact, these two problems are closely interrelated, as the Americans
limit the opportunities of coming of the radical Islamists to power
in the neighbouring Pakistan through control over the political
processes in Afghanistan. In Afghanistan and border districts of
Pakistan, Americans consistently destroy just the radical groupings
which pretend to the power in Pakistan.

What is the reason that Moscow does not support Washington’s idea of
imposing energy sanctions against Iran, since in case of embargoing
the Iranian oil, the prices for the Russian oil may reach the level
of 2008?

It is actually so from the economic viewpoint, however, having
supported the energy sanctions, Russia will much worsen its relations
with Tehran being its important partner, especially in the processes
which take place in Central Asia and Caucasus. Under any activation
of terrorist threat and appearance of new international conflicts
in these regions, Iran may become both a natural partner of Moscow
for their overcoming as well as controling. Perhaps, Iran will become
Russia’s rival in future, however, currently Tehran cannot step towards
confrontation with Moscow and does not want it, against the background
of serious problems with Washington. It is not clear what will happen
5 years later. It is quite possible that Iranians, which currently
spread their influence in the areas of interest of Russia first of
all economically, will fall back on the rougher ways of extending
their influence in the region, with creation of a nuclear weapon.

Does anything threaten Armenia-Iran cooperation?

I think it doesn’t. No sanctions will affect the Armenian-Iranian
energy cooperation. Iran will not scrap the cooperation with Armenia
and will not cease export of natural gas to Armenia, as the whole
complex of economic relations with Armenia is of a clear- cut
political nature. This is also regarding Iran’s relations with its
other neighbours. The second largest city of Iraq, Basra, uses the
Iranian electricity by 94%, while Iran incurs electricity deficit.

However, in order to bind Iraq with itself, Iran supplies electric
power to Iraq and Afghanistan, as well as gas to Turkey. All these
supplies have been conditioned by political necessity, and Armenia
takes an important place in Tehran’s regional policy. Nothing threatens
our relations.

You have noted Iran’s aspiration to increase its presence in the South
Caucasus. Iranian Foreign Minister Manouchehr Mottaki claimed of his
country’s intention to take part in the Karabakh settlement. Can this
statement be indication of the oncoming strengthening of Tehran as
a regional power?

Despite the fact that Iranian Foreign Minister Manouchehr Mottaki used
to say about the Iranian programme of settlement, the parties were
actually presented no programme in paper form. Tehran just claimed of
its readiness to become a mediator in the process, which was almost
directly rejected by Yerevan and Baku, as Iran is not the country able
to bring the parties in the Karabakh conflict to peaceful settlement.

More major powers are engaged in this issue, as they may further
guarantee both signing of a peaceful agreement and its implementation.

Attempts by Iran to interfere with the Karabakh process indicate its
strongest concern: it seems to Tehran that the process of finding
a peaceful solution to the conflict is close. Iran thinks that
peacekeeping forces, also represented by the states posing a threat
for Iran, may appear in the region with the conflict solution.

Therefore, Iran became more active in the Karabakh direction.

On April 7, Armenia and Russia approved Articles of Metsamorenergoatom
Russian- Armenian JSC on construction of a new nuclear power unit,
that actually confirmed the agreements reached within the frames of
the visit of Rosatom Director General Sergey Kirienko to Yerevan in
2009. How much is it correct to put all the eggs in one basket taking
into account the fact that the whole power system of the country is
in hand of Russia, as well as the fact that the French and Americans
have already expressed interest in construction of a new NPP unit?

The point is that neither the French nor Americans, unlike
the Russians, offered something essential for Armenia, except a
declarative interest in the project of construction of a new reactor
in Armenia. There was no "queue" for construction of a new power unit,
and Russia was the only interested party. Neither the USA nor France
are ready to invest $3-4 bln in construction of a new NPP in Armenia,
and it is unclear who the generated electric power will be sold to:
the demand of Armenian consumers may be satisfied without nuclear
power, and it will be profitable to build a powerful NPP just upon
availability of certain sales markets. Today it is apparent that
having built WWER-100 MW reactor, we should explain the potential
investors where income will be received from. It is also obvious
that Armenia still has no electric power sales market. It may appear
just after opening of the Armenian-Turkish border that may possibly
happen several years later. It was just Russia which expressed real
interest in implementation of this project, surely for political
reasons, since Moscow is interested in remaining a key player
of Armenia’s power-generating sector in order to keep monopoly
for electric power export from Armenia in future. Essentially,
this cannot but be good enough for us, as we would find no investor
for the project implementation without a political reason. I do not
understand dissatisfaction of the many with the fact that Russia is
so actively involved in Armenia’s energy sector: "Gazprom" invested
about $ 1 billion in Armenia’s gas transmission system through its
Armenian subsidiary, and "Rosatom" will shortly invest several billions
in the nuclear energy. Moreover, the Armenian power system gives no
essential revenue to the Russians, and the prices for energy carriers –
natural gas and nuclear fuel – are actually subsidized by the Russian
party and are lower as compared to other regional countries. Our power
industry is strong and stable thanks to the Russian investments. One
should remember that everything being built in Armenia by Russia will
operate in Armenia. Russians will take neither NPP nor gas pipelines
away with them.

Taking into the fact that opening of the Armenian-Turkish border is
laid on a shelf, may one expect a similar political decision regarding
construction of Iran-Armenia railway by Russia or Iran?

Political decision on construction has already been made in Armenia,
however, there are still no investors for its implementation, as the
project is very expensive. The point is that no less than 10 million
tons of cargo per year should be carried by rail from Armenia to
Iran for the project to become attractive for investors. The current
potential of Armenia does not exceed 1 million tons, cargo traffic
volumes must be increased tenfold for justification of construction,
for which negotiations should be held not only with Iran but also
with Georgia, Ukraine, Romania, Bulgaria, as well as the South-Asian
countries represented by India and Pakistan. It is a very long process
and requires no quick decisions.

TURKISH FM: AZERBAIJAN IS AWARE OF ALL NEGOTIATIONS BETWEEN TURKEY AND ARMENIA

Azerbaijan is aware of all the negotiations that Turkey holds for the
normalization of relations, Turkey Foreign Minister Ahmet Davutoglu
said today in Ankara on the eve of his visit to Baku, Anadolu agency
reported.

"We always inform Azerbaijan about this issue [the normalization
of Armenian-Turkish relations]. Turkey has seriously thought over
each step before putting his signature [on the Zurich protocols]," –
Davutoglu said at a joint press conference with Iraqi Vice President
Tariq Al-Hashimi.

Davutoglu arrived today in Baku on a working visit to discuss
the results of meetings in the U.S. and the settlement of
Armenian-Azerbaijani Nagorno-Karabakh conflict with the country’s
leadership. Before arriving in Baku Davutoglu said that without
ratification of the Armenian-Turkish protocols Turkey will not open
borders with Armenia.

"Henceforth, given the political views of all sides the policy will be
much calmer and not so open. Turkey remains committed to all the signed
documents and the process of normalizing relations with Armenia," –
Davutoglu said.

Regarding President Serzh Sargsyan’ statements on whether Turkey can
open borders with Armenia without the ratification of the protocols,
Davutoglu categorically refused, adding that "Sargsyan expressed his
hopes and expectations, but Turkey in no case will include the opening
of the borders without the ratification of protocols in the agenda."

ArmInfo. "It is time to change the OSCE Minsk Group’s co-chair
structure," Ruling New Azerbaijan Party (NAP) Deputy Chairman and
Executive Secretary Ali Ahmedov told journalist today.

Ahmedov said his view is based on the fact that the OSCE Minsk Group
co- chair countries have not been able to demonstrate a commitment
to settling the Nagorno-Karabakh conflict and Azerbaijan’s position
as a state subjected to occupation is inadequately protected.

"We believe it is time to make changes to the OSCE Minsk Group’s
co-chair structure. Turkey may be the most necessary and useful
candidate to improve and complete this format," Ahmedov added.

As a friendly and fraternal country, Turkey is interested in resolving
the conflict in the framework of restoring Azerbaijan’s violated
rights.

"Theretofore, we hail Turkey joining the process," Ahmedov said.
