YEREVAN, January 8. /ARKA/. Armenian Government intends to approve
the 2009 activity program on January 15, at its next meeting, Prime
Minister Tigran Sargsyan said Thursday at the first governmental
meeting.

He said the program points out the government’s top-priority focuses
and includes ministries’ programs for 2009.

The premier said that 2009 is a very important year for Armenia,
and the government intends to embark on implementation of the set
goals right now.

Sargsyan said that all ministries ought to release their 20008 reports,
as usual, with pointing out their achievements and faults.

He stressed the necessity to set feasible objectives and word expected
results clearly.

Christian religious leaders call for peace in Gaza Strip

(ANA-MPA) – Jerusalem Patriarch Theofilos III and the religious
leaders of the Christian Churches of the Holy Land called for an
immediate ceasefire in the Gaza Strip, in a joint announcement issued
on Sunday.
Appealing to the leaders of Israel and Palestine, they called on them
to stop every act of war immediately, while appealing to the
international community in parallel to take action immediately to put
an end to the conflict that has caused hundreds of victims, including
many children.
The leaders of Christianity, Patriarchs and Archbishops (Greek
Orthodox Jerusalem Patriarch Theofilos III, Latin Patriarch Fouad Twal
and Armenian Patriarch Torkom III) expressed their "profound sorrow
and abhorrence over the new round of violence, the destruction and the
bloodshed that are taking place in the Gaza Strip during a period that
coincides in time with the celebration of the Birth of the King of
love and peace."

referendum to be held in March

Baku, Fineko/abc.az. Azerbaijanis living in the United Arab Emirates
(UAE) will unanimously vote for offered amendments to the Constitution
during the referendum to be held on March 18.

The State Committee for Diaspora informed Fineko/abc.az that this was
reported during the event organized in JW Marriott Hotel in Dubai
devoted to the Solidarity Day of World Azerbaijanis. The event is
organized by the Community of Azerbaijanis and was attended by not
only Azerbaijanis, but also representatives of Turkish Diaspora, Iraqi
Turkmen and representatives of European people.

Head of the Community Samir Imanov told about history of the holiday
mentioning that the national leader H.Aliyev has initiated this
holiday and united the world Azerbaijanis.

The participants have been given the books `Armenian Terrorism’ and
`The Truth about Karabakh’ published under assistance of Heydar Aliyev
Foundation.

Looking back …1909 brought good and bad tidings

NEW Year’s Eve, 1908, Cardiff… part of a world as different and
distant to ours as the world described by Dickens.

And Dickens would have been pleased to see relief approaching at last
for those children like his immortal Oliver Twist who suffered in the
country’s workhouses. MPs would agree in February that such
institutions `were not fit places for children’.

`I said that in Oliver 70 years ago,’ his shade must have whispered to
those MPs.

Good news, too, for the nation’s over-70s. On January 1, they got
their first old age pensions ` five bob a week for single men, seven
and sixpence for couples. One old boy overcome by this largesse
dropped dead in the post office. I wonder if he collected his pension
before departing.

(Who could have guessed that exactly a century later pensioners would
outnumber under-16s?)

To pay for these pensions ` and rearmament as Germany flexed its
muscles ` David Lloyd George, Liberal Chancellor, proposed his
celebrated `People’s Budget’ in April. Just sixpence in the pound for
the 10,000 people with incomes over £10,000 a year but there
were howls of outrage from the usual suspects: `An attack on the
propertied classes,’ raged the Tory opposition. Predictably, the
budget would be thrown out by the Lords in November.

Meanwhile, that pension didn’t buy much. One survey found that in 1909
a family of five could barely exist on £1.0s 6d a week, and
then only if they ate no eggs, butter, fresh meat and `very little
tea’.

So what lay ahead for them that year when Britannia ruled the waves,
when Edward VII presided over the greatest empire ever known in what’s
so often called, by those with sepia-tinted specs, the last Golden
Age, that period of peace and content before the Great War changed the
world forever?

Not much golden for those Cardiffians who existed, rather than lived,
in the squalid little courts around the centre, in the terraced
streets of Temperance Town and what was then called Tiger Bay. But a
truly gilded life for our coal and shipping tycoons, 1909 promising
yet another great year of profits as the coal cascaded down from the
Valleys, nine million tons in Cardiff alone.

Meanwhile, it might have come as a surprise to those thousands of
coal-trimmers who kept the coal ships moving that a survey would tell
them they were better off than workers in Germany and France. But
there’d be plenty of money on offer in Germany’s shipyards ` Kaiser
Bill demanded 13 more `dreadnoughts’ in March, convincing those who
feared he wanted war that they were right. France joined the arms
race, spending £120m on new warships.

But on this New Year’s Eve, there was no thought of war as they packed
the pubs and drank to 1909 and what it would bring. Well, the Echo
would report in January that a British team led by Lieutenant Edward
Shackleton had got closer (111 miles) to the South Pole than any
previous expedition. Captain Scott was 18 months in the future, while
in April America’s Robert Peary would be first to the North Pole.

There were wonders to come, dramatic proof that we were entering a new
era. Colour films were being shown for the first time in the little
halls where flickering screens had shown Edward VII’s 1907 visit to
Cardiff and our own Peerless Jim beating the former world champion Joe
Bowker ` with Jim himself in the audience. In 1909 Cardiff’s first
purpose-built cinema, the 668-seat Electra opened, the Echo reporting
that America’s motion picture industry was already employing 100,000
people, among them Douglas Fairbanks and Mary Pickford, `the World’s
Sweetheart’ who would give birth in December to Doug Jr. Headline
news, but only his nearest and dearest celebrated the arrival in
January of little George Thomas ` not in Tonypandy but Port Talbot.

It was only six years since the Wright Brothers flew their
heavier-than-air machine but in 1909 London would see the first
international aircraft exhibition and you can bet that Ernest Willows,
Cardiff’s pioneer aviator (he built his first airship in 1905) would
be there to see it.

Yes, flying was here to stay: in July, 1909, Louis Bleriot would be
the first man to fly across the English Channel.

Ironically, in view of what was to come, President William Taft
announced in November that a naval base would be built at Pearl
Harbour ` `to protect America from Japanese attack’.

For some the year would bring only horror. Halfway through January
Europe’s worst ever earthquake killed 200,000 in Sicily and southern
Italy. In April we reported 300,000 Armenians massacred by Muslims. An
anti-government revolt in Spain would leave thousands dead in August.

But on the last night of 1908 all that was yet to come.

Apologizing is all around

I don’t know about your New Year’s celebration plans, but mine are
simple and the same as they were last year and the year before: After
visiting my parents and exchanging good wishes with my friends, I will
watch the movie "Love Actually," which I’ve already memorized in its
entirety, even the special features. This movie warms my soul, though
it has the many shortcomings possessed by romantic comedies. The
screenplay is based on the stories of several characters, all linked
to each other in some way, and each story tells about different
aspects of love. The film begins five weeks before Christmas and is
played out during a week-by-week countdown until the holiday, with an
epilogue that takes place one month later.

The soundtrack is very nice, too, and it opens with the Christmas
variation of classic hit "Love Is All Around." This song makes me
happy, but this year I will try to sing my own variation, which will
be "Apologizing Is All Around" — and for this version, it does not
matter how awful my voice is, it will make me even happier.

Whatever others may say, I think 2008 was a remarkable year because
one of the very important deficits in our dominant political culture
began to be defeated, and this is why 2008 deserves a special
blessing.

In our dominant political culture, even in the dominant daily culture,
to "apologize" has a very limited place. For us, it is always very
difficult to accept our faults; it is more difficult to articulate it
even if we are sad because of them. For example, I don’t know if
you’ve noticed, but even in a small traffic accident, the obviously
wrong party does not apologize but tries instead to pretend that s/he
is innocent. This habit is also reflected in our political culture. I
can’t even recall a single political leader who was able to say "I am
sorry."

The wave of apologies began with Justice Minister Mehmet Ali
Å?ahin when he conveyed the apology for the murder of Engin
Ã?eber, who reportedly died after being beaten by security
forces. Maybe it was not good enough, but nonetheless it was a very
important step because it showed us that the state can apologize.

Then came the "apologizing campaign" of the intellectuals for the
"Great Catastrophe that the Ottoman Armenians were subjected to in
1915." Well, perhaps some reactions to it were at the level of racism,
but the important thing is that apologizing is starting to be a part
of our sovereign political culture.

Republican People’s Party (CHP) deputy Canan Arıtman, while
criticizing the president’s silence regarding the apology campaign,
called for an investigation into the ancestry of Gül’s mother
in a statement, implying that she was of Armenian origin. She has not
apologized for it yet; on the other hand, she is not worth taking
seriously. Another CHP deputy, Å?ükrü
ElekdaÄ?, who strongly opposes the apology campaign, did
apologize to Gül’s mother, and it was definitely something.

(But perhaps I should apologize here because I am a woman who tries to
advocate for the involvement of women in politics as much as I can. I
definitely do not mean the male chauvinist, racist, fascist women like
Arıtman.)

The apology campaign may have created many reactions, but on the other
hand, as German philosopher Arthur Schopenhauer said: "All truth
passes through three stages. First, it is ridiculed. Second, it is
violently opposed. Third, it is accepted as being self-evident."

Then, all of a sudden, another apology came, this time from Culture
and Tourism Minister ErtuÄ?rul Günay. He told Alevis that
in the past there had been provocations against Alevis and that he was
apologizing for this because he is a representative of the
state. Alevis did not accept the apology — of course, those who have
been given an apology have the right to refuse it — but still, it is
something.

Then, suddenly, just like in "Love Actually," just a couple of weeks
before New Year’s, we started hearing apologies coming from
everywhere. At the beginning of the movie, David, the British prime
minister (played by Hugh Grant), says the words one by one before the
story telling starts: "Actually-love-is-all around."

So with great pleasure and hope, I want to say,
"Actually-apologizing-is-all around."

Ombudsman Asks His Georgian Counterpart To Monitor Trials

Taking into consideration the written statement of "Yerkir" Union of
NGOs for Repatriation and Settlement, the Human Rights defender of the
Republic of Armenia Armen Harutyunyan has issued a letter (in
Russian), where he asked his Georgian counterpart to monitor the
trials of the Javakhk Armenian political activists Vahagn Chakhalyan,
Gourgen Shirinyan and his relatives.

Dear Mr. Subari,

I have received a written statement from R. Tatoyan, Head of "Yerkir"
Union of Non-governmental rganizations for Repatriation and
Settlement.

In the statement Mr. Tatoyan expresses deep concern about the lawsuit
against Vahagn Chakhalyan – the leader of the "United Javakhk"
Democratic Alliance" political movement, Gourgen Shirinyan – a
political activist, and the members of their families.

Mr. Tatoyan states that the investigations, as well as the judicial
proceedings are held with major violations of human rights.

Taking into account our agreements, I kindly ask you to organize
monitoring activities and to find out whether the human rights
provided for by the international treaties acceded to or ratified by
the Republic of Georgia are observed.

ArmInfo. Converse Bank has successfully placed tie first tranche
of 10,000 nominal coupon bonds for 300 million drams ahead of
schedule. Converse Bank Deputy Director General Tigran Davtyan told
media Friday the placement launched on 16 December was to be completed
on 14 January 2009.

He said 29 individuals and legal entities have acquired the first
issue of bonds. In general, a total of 1.5 billion drams bonds were
issued that will be placed by 4-5 tranches within 2009. Capital Asset
Management is the underwriter. Maturity of the bonds is 3 years,
the annual yield is 10.64%.

The total number of issued bonds is 50,000 with 30,000 face values
each. The coupon payments will be made once in a quarter after the
placement.

Converse Bank shareholders are Advanced Global Investments controlled
by Eduard Eurnekyan (95%) and Armenian Apostolic Church Cathedral
(5%), The bank has been operating since 1993.

On November 21 St. Amenaprkich Church was founded in the Russian city
of Nijni Novgorod.

By the custom of the Armenian church, the 16 stones of the church
fundament were washed with water, wine and chrism.

National Security Council Arthur Baghdasarian received today the
delegation headed by the deputy secretary of Iranian Supreme Security
Council Ali Bagheri who paid a three-day visit to Armenia within the
frameworks of the arrangements reached during Baghdasarian’s visit
to Iran.

Press service of the Armenian National Security Council told Armenpress
that during the meeting the sides discussed a wide-range of issues
on bilateral relations, pointed out the necessity of viewing them in
regional and international pre-context as well. The sides agreed that
the two countries have great potential for cooperation.

They also discussed Tehran’s participation in the construction of
Armenia-Iran railway, oil pipeline, Yerevan-Batumi highway. The sides
pointed out the necessity of bringing Armenian-Iranian relations into
a strategic level.

A. Baghdasarian and A. Bagheri underscored the implementation of
the practical steps for bringing to life the reached agreements and
noted that special committee which is being formed between Armenian
and Iranian security councils may greatly promote it.

A. Baghdasarian invited his Iranian counterpart to pay an official
visit to Armenia. The visit will take place in 2009.
