Edward Nalbandian met Wednesday with OSCE Secretary-General,
Ambassador Marc Perrin de Brichambaut to discuss the OSCE activities
and exchange views on OSCE reorganization, the RA MFA press office
told PanARMENIAN.Net.

"The OSCE is a guarantor of European security but it needs improvements
to respond to challenges," Minister Nalbandian said.

The two also stressed the importance of joint efforts to make the
Organization more effectual.

The OSCE Secretary-General informed that he is planning a visit to
Armenia in the near future.

On 1 December President of the Nagorno Karabagh Republic Bako Sahakyan
arrived in Moscow. On 2 December the Head of the State held a meeting
with entrepreneur and philanthropist Vitalii Grigoryants, Central
Information Department of the Office of the NKR President reported.

Issues related to the realization of different investment projects
in Artsakh were discussed at the meeting. Special attention was paid
to the issue of water supply and a new impetus will be given to the
activities in this sphere.

a promotion program for Armenians of Latin America.

"This program will facilitate resolution of problems of the Armenian
community, exchange programs for teachers, etc. The Armenian community
of Latin America is different from those in other states. There is
a danger of alienation," Hranush Hakobian, the Minister of Diaspora
Affairs, told a news conference today.

"Our compatriots welcomed the idea," she added.

"The Ministry, whose official website will be launched soon, is
negotiating with 120 Armenian communities throughout the globe. We are
developing a number of projects to streamline the process of Armenian
citizenship receipt, to help Armenians return to the homeland and to
help Diaspora youth enter Armenian universities," Ms. Hakobian said.

With his latest statement the Azerbaijani President came close to
Mikhail Saakashvili. The only difference is that in preserving his
power Aliyev will be supported by Islamic countries, instead of
the West.

Judging by the renewed bellicose statements of the Azerbaijani
President, internal political situation in the country is far from the
bright image that the clan of Aliyevs is presenting to the world. The
great drop in prices of oil has already found a reflection in the
Azeri press, which is "carefully" hinting that the world crisis has
had its say also on Azerbaijan. The flow of petrodollars is already
thinning into a narrow stream and, as a result, the poor society of
Azerbaijan is finally slipping into a precipice. It is only Baku that
is prospering, while the rest of Azerbaijan can see no bright spot
in their hard lives.

/PanARMENIAN.Net/ Thus, people must once more be entrapped into a war,
and it must be done on international level. In his interview with RAI
International Italian-language channel, Ilham Aliyev stated that "The
Moscow declaration on the Karabakh problem does not deprive Baku of the
right to settle this conflict by way of force. This declaration does
not include any commitment, preventing Azerbaijan from the forced way
and therefore, hoping for a political settlement, we must at the same
time be ready for taking any kind of measures including use of force,
which has never been and is not inadmissible". As a matter of fact,
Azeri politicians have never been able to adequately perceive the
reality. The only exception used to be Heydar Aliyev, who did his
best to keep his son from a destructive war. However, the son went
dizzy with dithyrambs and luxurious life, though he used to have the
latter even as a child. But it happens: people are born either poor or
rich. You can be poor with a million and rich without a penny in your
pocket. Apparently, Ilham Aliyev belongs to the first group. But, be
that as it may, with his latest statement the Azerbaijani President
came close to Mikhail Saakashvili. The only difference is that in
preserving his power Saakashvili relied on the West, while Aliyev will
be supported by Islamic countries, whose influence in Azerbaijan has
been rapidly growing. It may even so happen that Ankara turns its
back on Baku, in spite of today’s pledges of friendship and mutual
support. And the Islamic factor, or to be more exact the Wahhabi
one, is growing more and more influential in Azerbaijan. Moreover,
according to observations by Azeri conflict analyst Arif Yunusov,
"Adherents of radical Islam are not only the poor or the unemployed,
but also a great number of young people with European education."

In Yunusov’s words, "The Azerbaijani public is disappointed in the
United States, Israel and in western countries in general, so burning
of the U.S. or Israeli flag doesn’t make a stir. There are three trends
in the Azeri society: pro-western, pro-Russian and pro-Islamic. The
most serious factor is political Islam, which appears as a power
capable to regain Karabakh. Islamists also say that the world
powers will come, pump out all Azeri oil and then leave Azerbaijan
to the mercy of fate. There is also a sense of helplessness before
Russia. Both the USA and the West make nothing for our country except
for declaratory statements. So, European Union is Azerbaijan’s last
hope and it can help resolution of the Nagorno Karabakh conflict,"
declared Yunusov at an international conference in Yerevan.

The clan of Aliyevs perfectly realizes that if the nation’s rage
is not shifted to a favourable direction, it can easily "wipe out"
the Government. The Azerbaijani society is gradually coming to the
critical boiling point, and repeatedly mentioning about the enemy,
whose image has been so faithfully and keenly cherished for 70
years, can at least temporarily attract the Azeri people who hang
themselves, shoot themselves, and in despair kill their relatives and
friends. Moreover, Azerbaijani authorities continue falsifications and
lies on the bones of thousands of Lezghins and Tats, who in 1918-1919
were killed by Musavatists in the Kubin district of South Lezghistan
that now forms part of Azerbaijan.

According to Information Agency "Khabal" the Azerbaijani authorities
have launched excavations in the sites where, consistent with
Azerbaijani archive documents, mass burials of the Lezghins are to
have taken place. "In order to deny their contribution in the killings
of local peaceful people, the Azerbaijani Academy of Sciences decided
to shift the blame on … Armenians…, what could be expected if we
take into account the stupid anti-Armenian propaganda in the country,"
the agency reports.

Thus, the war "till final victory" is still ahead. Besides the
Armenians, Lezghins, and Tats, there are also the Talishes, Udins,
and other national minorities, who are subject to Â"azerbaijanizationÂ"
or extermination. Psychology of nomads is not capable of anything else.

ARMENIAN POLITICAL TECHNOLOGIST SUGGESTS A SOLUTION TO THE PROBLEM OF
NAGORNO-KARABAKH AT RUSSIA’S COST; Armenian political scientists
suggests a quaint solution to the problem of Karabakh.

"Russia has the means of settling the conflict over Karabakh. All it
has to do is offer Azerbaijan part of its territory (4,000 square
kilometers)," Stepan Grigorjan of the Center for Globalization and
Analysis of Regional Cooperation (Armenia) said.

The political scientist said there were two ways of settling the
Azerbaijani-Armenian conflict – one involving Russia and the other
Europe. "The European solution stipulates complete integration of
Armenia and Azerbaijan into Europe so that the status quo will be
preserved but the problem at hand will never even be raised again
because there are no borders within the European Union. And both
capitals will be given international guarantees of security, of
course," Grigorjan said. "The Russian solution comes down to the
following. Since Russia is Armenia’s ally and friend, it should give
up part of its land on the border with Azerbaijan, say, in Dagestan
(4,000 square kilometers will be a fair chunk) and turn it over to
Azerbaijan. It is Putin who decides everything in Russia these
days. We know that what he says, goes. If the Armenians succeed in
persuading Putin therefore, this solution may be applied. Russia in
its turn will be given permission by Azerbaijan to use Azerbaijani
territory or oil and gas export and guarantees from Armenia and
Azerbaijan that they will never apply for NATO membership. As for
Karabakh, it will get guarantees from the international community and
Azerbaijan and will remain autonomous from Armenia."

Grigorjan admitted that whoever was calling Karabakh Armenian
territory irritated him. "It’s those who scream that Karabakh is
Armenia who are a real menace," he said. "They irritate me. Enough is
enough. Karabakh does not belong to Armenia. It belongs to the people
of Karabakh. It is the people of Karabakh who should decide if they
want to join Armenia or not."

well-known Russian politologist, Doctor of History and Political
Science Vyacheslav Nikonov told APA He stated that Nagorno Karabakh
conflict is a serious problem and it was difficult to imagine solution
to the conflict from theoretical point of view.

`Everything depends on joint efforts of OSCE MG, Russia, Azerbaijan
and Armenia. Moscow Declaration does not ensure solution to the
conflict,’ he said. Dynamics on the settlement of the conflict is not
hopeful and proper measures have not taken after Moscow Declaration.

World Expo-2010 exposition in Shanghai, which is a unique opportunity
to present all the country is proud of.

The Armenian government has allocated over $2.5mln for preparations,
head of organizational creative group from Armenia, Chairman of the RA
Union of Artists Karen Aghamyan said.

The initiators of Expo-2010 will provide Armenia with a pavilion of
1000 square meters ` three times more, than at the previous
expositions in Hannover and Aichi.

`We will represent all sectors of Armenian economy, which can arouse
interest of the attendees,’ Karen Aghamyan stated.

A special commission for preparation for Expo-2010 is headed by the
Minister of Economy Nerses Yeritsyan, with the Armenian Development
Agency directly engaged in the process.

Karen Aghamyan informed that presently, a few projects are being
considered, however, following the results of numerous discussions,
its topic is already defined as `Armenians in world cities’.

We intend to choose the most extraordinary project to attract maximum
attention of the visitors, since we are to compete with many
countries, in particular, with Japan, whose pavilion will be next to
ours’, Karen Aghamyan stated.

Besides, Armenian top leaders are expected to attend the Day of
Armenia to be held in the exposition framework.

Karen Aghamyan emphasized that the working group is open for proposals
and will welcome all interesting ideas.

The World Expo-2010 will take place in Shanghai in May-October, 2010
with `Better City, Better Life’ slogan Mediamax reports.

The pre-election announcement made by the US President-elect Barrack
Obama linked with the recognition of the Armenian Genocide holds
out hope for many people. And the standpoints regarding this issue
extremely contradict.

"Anyhow what practical developments should we expect in this context?

Very difficult to predict. Director of the Museum- Institute of
Genocide Hayk Demoyan for example is not guided by predictions."

"I will never make presumptions regarding the April 24 announcement of
any President. Not because I’m the director of the Museum-Institute
of Genocide. I don’t want to pin my hopes upon "will he say or will
he not". Our compatriots are eager to hear a word regarding the
recognition of the Genocide. And it has got a positive side. As for
me I have always observed that issue in the humanitarian context."

"What do you mean by saying humanitarian context?"

"You see, the history of the USA and the history of the Armenian
Genocide closely fit in. The people of the United States and the US
government, you can say for the first time in the history of mankind,
showed unprecedented humanitarian assistance to the Armenians. During
those years 118 million dollars was an astronomical sum, which the
US government allocated to the Armeni ans, on the state level.

I will not exaggerate anything if I say that we owe to the American
orphanages for the establishment of our statehood, because those
orphanages saved the Armenian "crumbs". In this regard it would have
been helpful to refresh the memory of the same American people by
reminding them of 1919, when the Congress passed a resolution according
to which the former "Armenian Assistance Committee" was renamed as
"The US Near-East Contribution" and fed thousands Armenian orphans
up to end of the 20th century."

"That is to say the issue of the recognition of Armenian Genocide
shouldn’t be based on influencing the emotions of the American society.

We must look for more effective methods."

The Director of the Museum-Institute of Genocide separated several
similar projects, which the museum will soon initiate: "Next year we
are going to mark two important events, which will be a signal for the
US President-elect and the people. 90 years back the US government
passed the before mentioned resolution which greatly helped the
Armenian orphans and the wet-nurse stations helped the refugees.

Besides that it was in the USA, in February 1919 that the first
feature movie about the Armenian Genocide was shown in hotel "Plaza"
in New York, the heroine Avrora Martigaryan was just saved from the
clutches of the Turks. She became the pres enter of what she had
seen and suffered. The film was entitled "The Auction of Souls –
Lacerated Armenia."

In fact by the presentation of this movie in 1919 the series
of the movies about the Genocide commenced. The Director of the
Museum-Institute of Genocide has got certain projects linked with
the first feature movie about the Genocide and he is planning to
mark this important event together with the 90th anniversary of the
"US Contribution".

Hayk Demoyan strongly believes: "These are elements that I hope
can influence the US government, at least for the sake of a respect
towards their history. In my view in this respect the issue is not
political. What we are trying to do is to re-form our approaches. It
is more perceptible and accessible for society when the issue is
represented from the humanitarian point of view."

Hayk Demoyan, in essence, underscored new ways for the recognition of
the Genocide. "What was the role of the French, American, Italian
and the Near-East peoples in their assistance to the Armenian
chroniclers? Thus we must observe the issue in the context of the
history and memory of different peoples. The topic of the Genocide
totally fits in the history of Europe.

At the moment we are implementing a scientific work in the topic of
the history of Armenian orphanages in the countries of Eastern and
Western Europe – emphasizing:=2 0"Dear Europe the Armenian Genocide
has become part of the Pan-European history."

LOS ANGELES, NOVEMBER 26, NOYAN TAPAN. NKR President Bako Sahakian who
is in the U.S. met with benefactors Harut Brutian, Hrach Yadigarian,
Levon and Ashkhen Arsenians on November 24 in Los Angeles. A number of
issues regarding implementation of various programs in NKR, retraining
of Artsakh specialists, in particular, doctors, and those regarding
republic’s socio-economic state were discussed during the meeting.

The same day B. Sahakian visited the Primacy of Armenian Apostolic
Church’s North America’s Western Diocese and met with diocese head
Archbishop Hovnan Telerian, representatives of the Parish Council
and Armenian community and presented NKR’s socio-economic condition,
current stage of Nagorno Karabakh settlement to them. Speaking about
Homeland-Diaspora contacts, B. Sahakian especially emphasized the role
of the Apostolic Church in further development and expansion of these
contacts, mentioned its invaluable contribution in establishment of
independent Armenian statehood.

On November 24, Bako Sahakian met with representative of ARFD
Western America’s Central Committee Avetik Izmirlian, members of
the Central Committee Jean Kosakian and Martik Karapetian. A wide
range of issues regarding Artsakh’s socio-economic condition, Nagorno
Karabakh settlement, further expansion of Artsakh-Diaspora contacts
were discussed during the meeting. B. Sahakian attached importance to
coordinated work for giving an efficient solution to problems faced
by the Armenian people and its statehood.

The same day the NKR President met with benefactor Aramayis Paronian
and discussed issues connected with implementation of various programs
in Artsakh.

B. Sahakian met with Robert Oglakhchian, the Director General of
the Armenian-Russian Television Network TV company, on November 25
in Los Angeles. A wide range of issues regarding cooperation between
Artsakh and the Diaspora in the information sphere were discussed at
the meeting.

Classing information sphere as a sphere of much strategic importance,
the NKR President emphasized the necessity of deepening the cooperation
in this sphere.

The same day B. Sahakian met with American Armenian benefactors
Harry and Aida Shakarians and discussed a number of issues related
to prospects of implementation of various programs in NKR.

Then B. Sahakian visited the Primacy of Armenian Apostolic Church’s
North America’s Western Diocese and met with the members of diocese’s
National Council and representatives of the Armenian community. He
acquainted those present with NKR’s socio-economic condition and
the process of Nagorno Karabakh settlement. He highly evaluated the
role of the Great Cilician House of the Armenian Apostolic Church in
the issue of preservation of Armenian identity and strengthening of
contacts with the Homeland in the Diaspora.

As Noyan Tapan was informed by the General Information Department of
NKR President’s Administration, the same day B. Sahakian met with
Chairman of the United Armenian Fund, Vice-Chairman of the Lincy
Foundation Harut Sassounian. A wide range of issues regarding programs
implemented by the Fund in Artsakh, as well as Fund’s long-range
programs were discussed at the meeting.

On 23 November in the framework of "Hayastan" All-Armenian fund’s
forthcoming telethon NKR President Bako Sahakian met in Los Angeles
with Hranoush Hakobian, Minister of Diaspora of the Republic of
Armenia.

Issues related to Diaspora-Motherland relations were discussed
during the meeting. The key role of Artsakh in further cementing
these relations was mutually underlined.

On the same day the President met with members of the governing body
of the Western USA Hnchakyan Social-Democratic Party at the head of
Chairman Hambig Safarian.

A wide range of issues related to Artsakh-Diaspora relations, Nagorno
Karabagh problem and socioeconomic situation in the NKR were discussed
during the meeting. The Head of the State underlined that it was
necessary to further strengthen ties between the Diaspora and Artsakh,
do everything to form an atmosphere of constructive cooperation between
different political forces. It was mutually noted that Artsakh and its
future represented one of the most important components of cohesion
and unity.

On 23 November President Sahakian had a tête-a-tête meeting with
American-Armenian philanthropist Vahe Karapetian. Issues related
to the realization of different projects in Artsakh were discussed
