COMPUTER NET FOR EXCHANGING PASSPORT DATA TO BE CREATED

YEREVAN, APRIL 7, NOYAN TAPAN. The RA Government affirmed at the April
6 sitting the program of computer exchange of passport data among the
RA Police Department on Passports and Visas and territorial
services. As Ararat Mahtesian, the First deputy of the RA Police Chief
informed after the sitting, a global computer net of giving
information on data will be created according to that program. This
net will give possibility to all the passport offices of the republic
to exchange necessary data. Besides, a classified computer data bank
will be created at the department. According to A.Mahtesian, owing to
the computer net, it will be possible to quickly and most exactly get
electoral lists at place. A.Mahtesian mentioned that by the draft law
“On Passport System” the Police must get operative information about a
citizen’s, person’s death, one’s absence from the country what will
exclude falsification of electoral lists.

CHINA, ARMENIA TO BOOST EXCHANGES BETWEEN ARMED FORCES

Senior generals of Chinese and Armenian armed forces agreed on Thursday
to promote military exchanges.

“The Chinese armed forces value friendly ties with their Armenian
counterparts and there exists potential for cooperation in various
fields,” Vice-Chairman of the Central Military Commission Xu Caihou
said at a meeting with visiting Armenian Deputy Defense Minister Y.
Xachatulov.

Xu said China-Armenia relations have progressed smoothly since the
two countries established diplomatic ties in 1992.

“We would like to make concerted efforts with the Armenian side to
continuously promote the existing friendly relations and cooperation
between the armed forces on the basis of equality, mutual trust,
benefit and respect,” Xu said.

Y. Xachatulov, who arrived on Monday for a goodwill visit, said the
Armenian side holds a positive attitude on developing ties with Chinese
military and would like to boost the cooperation in various fields.

KLO ACCUSES BUDAPEST COURT OF UNKINDLY POSITION

The Budapest court took unfair position anew in relation to the case of
Azerbaijani officer Ramil Safarov. Prosecutors and lawyers defending
Armenian side gave unkindly estimation, Trend reports referring to
the statement adopted by the Karabakh Liberation Organization on the
last hearing of Safarov’s case.

According to KLO, the Budapest court, Andrash Vashkuti presiding at
the legal procedure evidently prepares to punish Safarov strictly at
the order of the Armenian side. It arises serious doubts on bribing
of the Budapest court by the Armenian authorities. “Vashkuti must
change his position and make a fair sentence,” the statement says.

YEREVAN, APTIL 5, NOYAN TAPAN – ARMENIANS TODAY. The goal of the
archeological excavations implemented during the last one year in
three places of Artsakh, in historic Tigranakert (Martakert region), in
Shushi and at the Handaberd monastic complex (the region of Karvajar)
is to again remind the authorities of Armenia that towards those
territories “the Armenian people has a historic national obligation
to make them Armenian, and if it doesn’t, the history will condemn
us.” Vigen Arabian, the Executive Director of the U.S. branch of the
“Yerkir” Union of NGOs’ for Repatriation and Settlement, stated about
this at the April 4 opening ceremony of the “Culture of Borders”
archeological researches’ exhibition at the “Narekatsi” cultural
center. Results of joint archeological excavations in the liberated
territories of Artsakh of the “Yerkir” union and “Kenats Tsar” cultural
reseaches center are presented at the exhibiton. According to Vigen
Arabian, the goal of those excavations is one: “re-settlement of the
liberated, especially strategic bordering territories of the Fatherland
with Armenians and keeping them Armenian.” The most part of them,
including the NK Autonomous Region, was annexed to Azerbaijan during
the last 80 years, as a consequence of what not only the number of the
Armenian inhabitation reduced, but the centuries-old Armenian culture
existed in them was destroyed. “We came to implement a propaganda and
educational work in general for an Armenian, particularly, for our
state,” Vigen Arabian emphasized. He is sure that one liberates a land
not only by fighting: that war will be valued only at the time when
Armenian will live in those territories. V.Arabian also mentioned that
since 1994 if the war has not been finished, then it has been stopped,
“but we were not able to solve that problem, we gave a huge number
of victims and economic losses for those territories.” “Our people
paid the price of those territories but they are less populated today:
there is a problem of re-populating the solution of which is, in fact,
left for public organizations. And the state has no clear policy
of re-populating and keeping them Armenian yet,” he stated. Vigen
Arabian is sure that “we’ll not historically be the owners of those
territories for a long time as they are empty.”

DESTRUCTION OF ARMENIAN MONUMENTS IN NAKHICHEVAN CULTURAL GENOCIDE

Djulfa is cultural genocide, Armenian Deputy Foreign Minister Gegham
Gharibjanian stated at news conference in Yerevan today. Laying an
emphasis on the difference between Iran, the representative of an
ancient civilization, and Azerbaijan he remarked that Azerbaijan
keeps on the destruction of the Armenian cultural monuments on its
territory. “I want to mark the fact that the Iranian authorities
treat the maintenance of the monuments belonging to other nations
with great responsibility,” he said, reported Novosti-Armenia.

ARMENIA DOES NOT ACKNOWLEDGE THE BORDERS?!

“We recognize Armenia as an independent country. We do not have
diplomatic relations with Armenia but we respect the independence of
the country, as well as the independence of the former USSR countries,”
the Councillor of the Turkish Prime Minister and the Parliament Deputy
Egemen Bagish said in New York. In his words Turkey will not open
the borders with Armenia as Armenia does not acknowledge those borders.

“The RA Constitution calls for the non acknowledgement of the borders,”
he said.

YEREVAN, APRIL 4, NOYAN TAPAN – ARMENIANS TODAY. Ambassador Piter
Semneby, newly elected EU Special Representative to the South Caucasus,
will be in Armenia on a cognitive visit on April 5-7. As Noyan Tapan
was informed from RA Foreign Ministry Press and Information Department,
during his stay in Armenia Semneby will meet with RA President Robert
Kocharian, Prime Minister Andranik Margarian, National Assembly
Speaker Artur Baghdasarian, Foreign Minister Vartan Oskanian, Defence
Minister Serge Sargsian, Catholicos of All Armenians Karekin II and
NKR Foreign Minister Georgi Petrosian. Ambassador Semneby is also to
meet with heads of a number of diplomatic representations accredited
in Armenia. Semneby’s meeting with RA Foreign Minister Vartan Oskanian
will take place on April 5. Immediately after the meeting the joint
press conference of Minister Oskanian and Ambassador Semneby will be
held at RA Foreign Ministry press hall.

The Foreign Minister of the Nagorno Karabakh Republic Georgi Petrosyan
and the delegation of the Russian-American working group on regional
conflict issues of the Dortmund Conference discussed the draft circular
agreement concerning the peaceful settlement of the conflict. It was
prepared within the framework of the Dortmund conference as a result
of the nine phases of the dialogue between the representatives of
Azerbaijan, Armenia and Nagorno Karabakh.

Appreciating the efforts of the working group towards the finding of
mutually acceptable solutions, the Karabakh Foreign Minister mentioned
the participation of the NKR representative in the dialogue within
the framework of the Dortmund Conference as a positive side.

At the same time Georgi Petrosyan found the preservation of
the ceasefire regime, as well as the realization of the moral
responsibility of the concerned international structures and
organizations in the inadmissibility of the usage of force in the
conflict zone, irregardless of the participation in the negotiation
process extremely important.

KARABAKH OFFERS MAMEDYAROV NK CITIZENSHIP TO NEGOTIATE WITH HIM

Karabakh conflict regulation talks steadily proceed, NK prime
minister Anushavan Danielian told journalists in Yerevan. He thinks
that Karabakh issue is a complicated one and cannot be settled at one
stroke, and the present tension does not mean that the issue will be
settled in 2006.

According to NK prime minister, Nagorno Karabakh regulation can become
a model for other persisting conflicts. Dubbing usual the numerous
cases of break of ceasefire, PM Danielian touched on the recent
statement of Azerbaijani foreign minister Elmar Mamedyarov according
to which Azerbaijan will negotiate with Nagorno Karabakh directly if
the people of Karabakh accept Azerbaijani citizenship. Danielian on
his part stated that Karabakh will talk to Mamedyarov if the latter
accepts citizenship of Karabakh as a representative of the Azeri
community of Nagorno Karabakh.

BEIRUT TO HOST THIRD PAN-ARMENIAN WRITERS CONFERENCE

YEREVAN, APRIL 3, ARMENPRESS: The third pan-Armenian jamboree of
writers, to open on April 6 in Lebanon’s capital Beirut, will bring
together about 150 Armenian writers from Armenia, Nagorno-Karabakh
and Diaspora communities.

Levon Ananian, the chairman of the Union of Armenian Writers, told a
news conference today 50 writers will be from Armenia and Karabakh,
others from Diaspora communities. Lebanese ambassador to Armenia,
Jebrail Zhaara, said Beirut has always been open for Armenians.
