Russian bases to be withdrawn from Georgia to North Caucasus, Armenia

SOCHI March 31

The Russian forces will be withdrawn from Georgia to the North
Caucasus and Armenia, Colonel General Alexei Maslov, Russian Land
Forces commander-in-chief, told a news conference in Sochi held on
Friday after signing agreements with Georgia on forces withdrawal

“Most of the military hardware and personnel now stationed in Georgia
will in 2008 be withdrawn to the North Caucasus Military District,
while part of the equipment will be dispatched to arm the 102nd
Russian base in Gyumri, Armenia,” Maslov said.

According to him, the agreements will provide legal framework for
cooperation with Georgia in domains determined in the documents.

Georgian First Deputy Defense Minister Mamuka Kudava, who signed the
agreements on behalf and for Georgia, estimated the importance of the
documents as very high.

“We will stick to the provisions outlined in the papers and assist
the Russians in preparation and organization of the withdrawal,” he
said.

Turkey Initiates Reconstruction Of Ruins Of Armenian City Of Ani

TURKEY INITIATES RECONSTRUCTION OF RUINS OF ARMENIAN CITY OF ANI

ISTANBUL, MARCH 31, NOYAN TAPAN – ARMENIANS TODAY. The Ministry of
Tourism of Turkey initiated a program of reconstruction of ruins of the
historic Armenian city of Ani. According to the Turkish “Zaman” daily’s
correspondent from Erzrum, excavations will last in Ani for 10 years,
after what the reconstruction is envisaged. Professor Hamza Gundogdu,
the Chief of the Art History Department of the “Ataturk” University
was elected by the Ministry for implementation of the program. He
will gather a staff to start works in Ani just this year. Lecturers
and 35 students will be involved in works. This year the excavations
will start from the so called Arslanl door of the Ani ruins and will
get to the door of Kars. Work will be done near Manuchehri in 2007,
and near the castles and city of Ani in 2008. In 2010 th inner
part of the castle will be taken out, and in 2011-2015 work will
be done for strengthening ruins and taking out the inner riches of
the castle. Before excavation works, Gundogdu carried out necessary
researches and assured that he will do an impartial work. The first
excavations were carried out in Ani in 1892 by Nikoghayos Marr.

The excavations were again re-started in 1917. Turkish Professor
Kemal Balkan was engaged in that affair in 1964. His works lasted two
years. Beyhan Karamaghal from the “Hajettepe” University implemented
the same work in 1988-2005.

The interesting issue of this initiative of the Turkish Government
is the one that, as the “Marmara” daily of Istanbul emphasizes, name
of Armenians was mentioned nowhere. It’s written under the picture
representing the present state of the city of Ani that Ani which
is the first city captured by Turks, has “numerous historic riches”
belonging to Seljuks.

Corruption Is No Secret For Armenia

CORRUPTION IS NO SECRET FOR ARMENIA

Armenia surprised the CoE body against corruption, which is otherwise
called GRECO. On March 29 the Armenian envoy to GRECO Arthur Osikyan
and the adviser to the president of Armenia on anticorruption issues
Bagrat Yesayan announced about this amazement at the press hall of
Armenpress. One should not think, however, that GRECO was surprised
by the level of corruption in our country. No. It is rather the
opposite. The point is that a meeting of GRECO took place on March
6-10, and a report on the level of corruption in Armenia was adopted,
based on the survey of the experts of GRECO. We will touch upon the
report later, and now we should hurry to say that GRECO was surprised
because Armenia wished to have a report on Armenia published. GRECO
reports on countries are usually confidential, and are published if
only the country agrees. In this case GRECO did not even manage to
ask for a permission, for Armenia was the first to proposed that the
report be published.

For us, there is nothing amazing about this for the simple reason that
the level of corruption in Armenia is not a secret. Every citizen
of Armenia can tell which official is corrupt and how corrupt he or
she is. No doubt the government that proposed publishing the report
had intended something else. This is the whole problem. GRECO report
is not tough on Armenia. After the reports on countries GRECO gives
corresponding recommendations on improving the situation. To compare,
Armenia was given less recommendations than, for instance, Poland,
Romania, Slovakia. Moreover, Georgia, which is facing problems with
GRECO, according to Bagrat Yesayan, for Georgia has not carried out the
recommendations. The same awaits Armenia if it fails to fulfill the
24 recommendations of GRECO by September 30, 2007. In the meantime,
their fulfillment seems unlikely. Judge yourselves. The majority of
recommendations refers to the necessity of upgrading legislation. And
the members of our legislative body have a greater concern than the
struggle against corruption. They must struggle for and not against,
the future parliament, not corruption. This important question will be
determined by the election in the spring of 2007. In other words, the
National Assembly and the coalition, which has a deciding role, will
be engaged in the pre-election fuss and normal legislative activity
will be physically impossible. In the meantime, this deadline is not
very far.

“When you say coalition, do not forget about the fourth party, the
president of Armenia; the presidential election will be in 2008.

In other words, I think, the president will pursue the legislative
actions of the newly-elected National Assembly, required by the
recommendations of GRECO in the three months prior to September,”
said Bagrat Yesayan, adviser to the president. In fact, he admits that
the pre-election situation will naturally impact the effectiveness of
the parliament and, what is more, the wish to struggle corruption. But
similarly one may wonder why Robert Kocharyan should be interested in
struggling against corruption if 2008 is the last year of his office,
and he cannot be re-elected.

Besides, why should Robert Kocharyan be interested if he has never
vowed or annoucned about his determination to uproot corruption.

Particularly, the president has not instructed the special agencies
of the country to find out why the ministers of the country declare
a property of a poor man, but live like sheiks.

According to Bagrat Yesayan, as long as the legislation has setbacks,
the president will not be able to instruct investigating the activity
and punishing top officials even if the president is willing to.

“There can be no effectiveness as long as the income of officials and
their relatives is declared. It would be idealism. It is necessary
that all the natural persons should declare their property, the
entire field needs to be covered to have an effective mechanism,”
says Bagrat Yesayan. He says, for instance, officials in Armenia have
the right to get presents every day, worth six times as much as their
salary under the order maintained in 1993.

Bagrat Yesayan thinks it is necessary to follow which political group
hampers struggle against corruption. For instance, he says, the bill
on declaration of income and property of natural persons has been at
the National Assembly for two years now but certain forces hamper it.

What do you think this certain force, according to Bagrat Yesayan,
is? No, you are mistaken, it is not the coalition, it is the People’s
Deputy Group. However, it is a secret, or only Bagrat Yesayan knows
how the group of 16 members of parliament could hamper the activity
of the majority, struggling against corruption.

In the meantime, Bagrat Yesayan is unaware why the U.S. Department
of State accuses the Armenian government of lack of political will in
struggle against corruption. At least, he says that he does not know.

The president’s adviser on anti-corruption issues states that he
disagrees with the evaluation of the United States.

The recent strongly-worded messages by Azerbaijani officials and
warnings to launch military action to settle the long-standing Upper
(Nagorno) Garabagh conflict have apparently intimidated the Armenian
military. This has caused a crisis and signs of panic in the Armenian
troops, which have set up a self-proclaimed republic in the Azeri
territories they occupy.

The Upper (Nagorno) Garabagh separatist leader Arkadi Gukasian has
lately been compelled to sign a decree to mobilize military men.

According to statistics, numerous instances of unauthorized leaves,
disobedience and even suicide were observed in 2005 in the Armenian
military units in the occupied territories of Gazakh, Terter, Beylagan,
Aghdam and Goranboy Districts. Armenians, who realize they are faced
with a predicament, have decided to mobilize additional troops.

will visit Azerbaijan and South Caucasian countries in early April,
Azeri FM Elmar Mammadyarov told journalists. In his words, the French
diplomat will inform Azeri authorities on the details of the Istanbul
talks. Mammadyarov remarked the outcome of the OSCE MG co-chairs’
Istanbul meeting and the date of the next meeting of the Azeri and
Armenian FMs may be known during the French diplomat’s visit to Baku,
reports the Echo.

Meanwhile, as the French Embassy in Armenia told a PanARMENIAN.Net
reporter, they possess no information on Bernard Fassier’s regional

TBILISI, MARCH 27, ARMENPRESS: Georgian parliament chairwoman Nino
Burjanadze praised today the police for using “adequate force” to
prevent a jailbreak in a Tbilisi prison, which she said could have
triggered “massive destabilization” in the country.

She was quoted by Georgian news agencies as saying that the jailbreak
would have stirred up what she called “chain reaction” in other
detention centers.

She put the blame on forces ‘which are interested in destabilization in
the country.’ “I think that each person who participated in curbing
this mutiny and preventing its spillover into the city’s streets
demonstrated personal courage and saved the country >From a very
serious threat,” she added.

“This was not a spontaneous riot. What happened today in the prison,
what happened today in Kodori gorge (where unknown suspects shot at
electric power lines Monday, cutting off electricity supplies from
Russia) is part of a chain and this is a very serious attack aimed to
spark disorders, destabilization in the country,” she said. Meantime
an opposition New Rights party condemned the “brutal” use of police
force against inmates of the Tbilisi 5th prison, which resulted into
death of ‘several’ prisoners, and demanded resignation of chief of
prison system Bacho Akhalaia.

Speaking at a news conference on March 27 MP Davit Gamkrelidze, leader
of the New Rights, said that officials’ version of “planned prison
riot and attempted jailbreak is very doubtful.” Justice Minister Gia
Kavtaradze said earlier today that officials had information that
a prison riot was planned by criminal bosses. MP Elene Tevdoradze,
the Chairperson of the Parliamentary Committee for Human Rights,
criticized prison officials at a news conference on March 27 for
a failure to prevented riot. “Why did they fail to prevent it if
they knew about it in advance? I think these officials – I do not
know exactly who, but those who had information – should be held
responsible,” MP Tevdoradze said.

Gamkrelidze also called on Nino Burjanadze to set up a special
parliamentary commission to probe into the incident. He demanded that
the authorities publish the list of the killed inmates.

Suspects In Violent Murder Of Armenian Detained Near Moscow

SUSPECTS IN VIOLENT MURDER OF ARMENIAN DETAINED NEAR MOSCOW

MOSCOW, March 27 (RIA Novosti) – Four teenage suspects in the murder
of an Armenian man aboard a commuter train two weeks ago have been
arrested in the Moscow Region, the police said Monday.

“A thorough search conducted by the police for two weeks has brought
positive results,” a police spokesman said. “Four young people,
residents of Mytishchi in the Moscow Region, have been detained in
connection with the murder.”

Two weeks ago, a group of teenagers stormed a wagon of a local commuter
train and beat up an Armenian-born man and the woman accompanying
him. The man later died from multiple stab wounds.

“During the investigation, police found neo-Nazi literature and
pamphlets inciting racial hatred in the suspects’ homes,” the
spokesman said.

All four suspects have been arrested and charged with premeditated
murder based on inter-ethnic hatred.

This crime is one of the latest in a string of violent attacks
motivated by racism and religious hatred in Russia.

Moscow City Court Monday handed down a 13-year jail term to a man
found guilty of attempted murder in a knife attack at a central Moscow
synagogue earlier this year.

Also on Monday, a court in Western Siberia found a group of skinheads
suspected of committing several racially motivated attacks on migrants
from Central Asian countries guilty of extremism and racial hatred.

Last week, a jury in St. Petersburg cleared one man of the murder
last September of nine-year-old Tajik girl Khursheda Sultonova,
but convicted seven others of hooliganism.

Reports of routine attacks on foreigners with non-Slavic features have
prompted Russian and foreign human rights groups to raise concerns over
the alarming spread of racist and xenophobic attitudes in the country.

Russian President Vladimir Putin said in February that a rise in crimes
based on ethnic and racial intolerance was shameful and demanded that
the police take serious measures to improve the situation.

To remind, Tigran Petrosyan was simultaneously participating also
in the National Chess Championship of Armenia, where he took the 6th
place with 4.5 points.

1600 chess players from different countries are participating in the
“Dos Ermaganos” Tournament.
