La Russie entend évacuer ses forces présentes en Géorgie et les
transférer dans la base Gouméri, en Arménie. A ce propos, un sénateur
américain s’est dit inquiet des conséquences du transfert des
équipements militaires russes de la Géorgie vers l’Arménie.

” Le transfert et l’installation des équipements militaires russes
dans les régions contentieuses au Caucase compliqueront davantage la
situation “, a rapporté dans son édition de samedi le quotidien 525
publié à Bakou, citant le sénateur américain Charles Higuel. En tant
qu’un état souverain, l’Arménie se doit d’en finir avec les bases
russes sur son sol et de trouver avec la Russie une solution à ce
problème. Environ 1 500 effectifs des forces russes sont installés, à
présent, dans la région de Gouméri, située au nord-ouest de

Igor Savolski qui dirige la délégation de Russie aux négociations sur
le retrait des deux bases militaires russes de la Géorgie, n’exclue
pas l’éventualité du financement international de cette opération. Au
cours d’un entretien avec les journalistes à Tbilissi, il a déclaré
que le retrait d’une grande quantité de matériel de guerre était un
processus laborieux qui prendrait trois ans et demi. Le financement
international aiderait à le faciliter. Le diplomate a confirmé qu’une
partie de l’armement serait transféré à la base russe en Arménie.
L’accord définitif sur le retrait des bases russes de la Géorgie a
été obtenu au terme de négociations longues et difficiles.

The meeting in Armenian between Justice and Development Party (AKP)
deputy Turhan Comez and his Armenian collegue Khachatur Sukiasyan has
produced an interesting dialogue.

Comez proposed to Sukiasyan, one of the most important businessmen of
the country, ‘Let us go to our parliaments and make a statement about
the opening of the borders and leaving the Armenian genocide claims
aside’. However, the Armenian deputy did not welcome the idea. While
both of the deputies agreed that the problems should be left aside
and they should think about the future, Sukiasyan said that the
Turkish-Armenian border remaining closed was something
incomprehensible. Upon Comez’s suggestion to prepare a list of the
existing problems and work on them, the Armenian deputy said he did
not want to talk about the problems and repeated that all the
problems should be put aside. Upon this, Comez said, ‘Let’s work
together. When I make a speech about the opening of Armenian border
gate in the Turkish Parliament, you, in your parliament, explain that
the events taking place in 1915 were not a genocide, that this issue
should be examined by the historians and explain your respect for
Turkey’s territorial integrity. This will be a small step but it will
be an important start.”

Saying that they should not trivialize these kinds of problems,
Sukiasyan said the relations should start without any pre-conditions.
Indicating that the events taking place in 1915 were very painful,
Sukiasyan said: “Even if you step on somebody’s foot, you apologize.’
Upon this, the AKP Deputy reminded of what the Armenian gangs did in
1915 and the diplomats assassinated by the Armenian organization
ASALA. Upon these remarks, the Armenian deputy told: “These things
are in the past now. We should not give damage to each other.” Comez
replied, “By establishing civil bridges, we can cope with many
problems. It is very important even to talk about these problems.”

Saying that the closing of border gates is meaningless, Sukiasyan
emphasized that the public should be taken into consideration and
added: ” The events of 1915 made us hostile to each other. After the
opening of the border gates, we may have an opportunity for joint
growth and development. Armenia has a great and bright future. Let us
act together to make this region grow. There are problems even
between the brothers. The most important problem between us is the
opening of borders. We are neighbors, let us act as neighbors.”

Outlook dims for title deal

The theory that the retirement of Garry Kasparov would make unifying
the divided world chess crown easier has been taking a beating
recently.
To its credit, FIDE, the international chess federation, has
organized a strong eight-grandmaster double-round-robin tournament
for this fall in Argentina, to be played at classical time controls.
The format strongly resembles the famous 1948 tournament in which
Russian great Mikhail Botvinnik won the title vacated with the death
of Alexander Alekhine two years earlier.
But Russian Vladimir Kramnik, who beat Kasparov in a title match
in London five years ago, won’t be playing in the FIDE event. The
obvious unification scenario would have the winner of the Argentine
tournament — which includes such legitimate contenders as Bulgaria’s
Veselin Topalov, Viswanathan Anand of India and Hungary’s Peter Leko
— play Kramnik for the undisputed crown, something Kramnik has said
he would consider.
But FIDE Vice President Georgios Makropoulos, in a new interview
with the Russian magazine Sport Express, has ruled out the
common-sense solution, saying the winner in Argentina will be FIDE’s
world champion, period. Makropoulos even said the players were
required to promise not to play a match against Kramnik as a
condition for playing in Argentina.
?Kramnik made a decision not to play in Argentina. We cannot ask
our world champion to play against him,? Makropolous reportedly said.

All of which means that the ruinous division plaguing the game’s
most valuable asset is likely to be with us for a while to come.
Reunification may be on hold, but area players still can square
off against a top grandmaster Thursday night when three-time U.S.
champion Joel Benjamin gives a lecture and simultaneous exhibition at
the Arlington Chess Club. The fun starts at 7 p.m., and the cost to

The eight-game rapid match between Leko and English star Michael
Adams, which ended Sunday in the Hungarian city of Miskolc, featured
some bizarre momentum shifts. Adams burst out of the blocks with
three straight wins only to have Leko tie things up with three points
in the next three games. The players drew the last two games and thus
split the eventful match, 4-4.
Leko finally caught up with a fine display of power chess in Game
6 as Adams fell to a powerful central attack. Woozy from watching his
lead evaporate, Black desperately tries to simplify the position, but
his passive play only leaves him more exposed.
Things develop normally in this Ruy Lopez until 20. Qd2 exd4?!,
when Black voluntarily surrenders his strong point at e5. Adams was
clearly trying to suck the life out of the position with 21. Nxd4
Nxd4 22. Bxd4 Rxc1 23. Rxc1 Rc8, hoping to trade off the heavy
pieces. But Leko’s psychologically astute 24. Re1! Be6 25. Ne3 keeps
the rook on the board and prepares for White’s central push.
With 26. f4 Bf6 27. Rd1, the weak backward d-pawn is already
proving a headache for Black, and Adams’ attempts to seek
counterpressure against White’s center backfire badly: 27…Qa8?! 28.
Bxf6 Nxf6 29. Qxd6 g6 (a mandatory preparatory move as 29…Nxe4??
30. Bxe4 Qxe4 31. Qd8+ leads to mate) 30. f5!, embarrassing both the
bishop and the loose knight on f6.
Now on 30…Qa7 31. Kf2 Ne8, the bishop is lost after 32. Qb4!
gxf5 33. exf5 Bc4 34. b3 axb3 35. axb3, but Black’s choice proves
even less effective: 30…Nxe4 31. Bxe4 Qxe4 32. Ng4!, when the
bishop is still en prise and White also threatens 33. Nf6+. Removing
the pawn with 32…Qxf5 walks into a second fork on 33. Nh6+; Adams
gave up.

The Lina Grumette Memorial Day Classic has long been a
holiday-weekend fixture in Southern California. Armenian IM Andranik
Matikozian was this year’s winner, with a 51/2-1/2 score that
included a win over chief rival IM Enrico Sevillano.
Against California master Reynaldo Del Pilar, Matikozian picked
up a quick point with a classic Sicilian piece sacrifice on d5. The
offer of a bishop with 10. Bd5 exd5 11. exd5+ Be7 12. Nf5
discombobulates Black’s game, and Del Pilar never recovers his
bearings.
A better response to the sacrifice would have been 12…Kf8 13.

blocking with 15…Bf6? loses to 16. Bh6+! Nxh6 17. Nxf6 Qc7 18. Ne8
Rxe8 19. Qxh8+ Ng8 20. Rxe8+ Kxe8 21. Qxg8.
Black hangs on with 15…f6 16. Ne2 Nd7 17. Qf4 Bg6 18. Nd4, but
the defensive strain gets to him with 18…Bf7? (see diagram;
20…Qc8! 19. Qh4 [Ne6+ Kf7 20. Ng5+ Kf8 leaves White with no better
than a perpetual] Ne5 20. Nf4 Qg4 gives Black real survival chances)

[Armenian President] Robert Kocharyan has signed a decree appointing
Genrik Danielyan, chairman of the Armenian Court of Cassation, to the
post of judge of the Armenian Constitutional Court, the presidential
press service has told Arminfo news agency.

Genrik Danielyan replaced Mikael Sevyan, who turned 70 in May, in the
post of judge of the Armenian Constitutional Court. Taking up the post
of judge of the Armenian Constitutional Court, Genrik Danielyan
resigned from the post of chairman of the Armenian Court of Cassation.

The Armenian president also appointed Ovannes Manukyan to the post of
chairman of the Court of Cassation and dismissed him from the post of
chairman of the Economic Court.

Robert Kocharyan also endorsed an addition to the list of judges to be
promoted in 2005. According to the list, Eduard Muradyan has been
appointed chairman of the Armenian Economic Court and dismissed from
the post of head of the Securities Commission.

Under another presidential decree, Aram Tamazyan has been appointed
Armenian deputy prosecutor-general.

According to the report, the newly-appointed chairman of the Armenian
Economic Court, Eduard Muradyan, was sworn in today at a session of
the Justice Council presided over by Armenian President Robert
Kocharyan.

ESTONIA, ARMENIA TO CONCLUDE DEFENSE COOPERATION ACCORD

Estonia and Armenia will this fall sign a framework agreement on
bilateral defense cooperation, officials say.

The agreement is planned to be signed in the course of a visit by
Armenia’s defense minister to Estonia, which may take place in
September, spokespeople for the Estonian Defense Ministry told BNS.

Similar agreements, which Estonia has concluded with 28 countries by
now, lay the groundwork for cooperation in areas that are of interest
for both sides and in the future enable the parties to draw up annual
plans of bilateral cooperation.

The plan to conclude the framework agreement was approved by the
Armenian government on Thursday, Russia’s Regnum agency reported.

Estonia is the presiding country of the roundtable for South Caucasus
this year and it intends to establish bilateral contacts in defense
also with Georgia and Azerbaijan.

The Estonian Ministry of Defense made a proposal to the defense
ministries of the two latter countries this spring to conclude
framework agreements on bilateral defense cooperation.

Meeting in Brussels on Thursday, Estonian Defense Minister Jaak
Joeruut and his Georgian counterpart Irakli Okruashvili decided to
start drawing up an annual plan for defense cooperation in the near
future.

A Cabinet minister postponed a visit to Switzerland to protest a Swiss
investigation of a Turkish historian who denied that the mass killings
of Armenians in the early 1900s amounted to genocide, officials said
Thursday.

Trade minister Kursat Tuzmen had been scheduled to take part in a June
22-24 Turkish-Swiss business forum. But his visit and the conference
were “indefinitely postponed” because of an ongoing Swiss criminal
probe into Yusuf Halacoglu, the head of the Turkish Historical
Society, officials in Tuzmen’s office said.

The probe was launched because of suspicions that Halacoglu violated
Swiss anti-racism laws by denying that the killings of Armenians
around the time of World War I amounted to genocide in a speech last
year.

Turkey’s semiofficial Anatolia news agency said a visit by Swiss
Economics Minister Joseph Deiss to Turkey, slated for September, had
also been put off. Turkish officials could not immediately confirm
that report.

Manuel Sager, spokesman for the Swiss Economics Ministry, said that
Deiss would like to travel as scheduled to Turkey, but “the trip has
yet to be confirmed from the Turkish side.”

The postponement is the latest row between Turkey and Switzerland over
the killings.

Micheline Calmy-Rey, the Swiss foreign minister, had been scheduled to
travel to Turkey in 2003, but Turkey withdrew its invitation after the
parliament of a western Swiss canton (state) recognized the killings
of Armenians in Turkey as genocide. Calmy-Rey visited Turkey in March.

Armenians say 1.5 million of their people were killed as the Ottoman
Empire forced them from eastern Turkey between 1915 and 1923 _ and
that this was a deliberate campaign of genocide by Turkey’s rulers at
that time.

Turks say the death count is inflated and insist that Armenians were
killed or displaced as the Ottoman Empire tried to secure its border
with Russia and stop attacks by Armenian militants.

Russia is launching a 24-hour global satellite news channel in English
to try to boost the country’s image, battered recently by the Yukos
affair and president Vladimir Putin’s centralising tendencies.

The channel, Russia Today, is a project of Mikhail Lesin, a former
communications minister who is now a press adviser to Mr Putin, and
Alexei Gromov, the president’s press secretary. It also involves RIA
Novosti, the state-controlled news and information agency responsible
for pro-Soviet propaganda in the Communist era.

Those involved were meeting on Monday to put final touches to the
plans before an official media launch on TuesdayRIA Novosti and the
presidential press service declined to comment.

But one person familiar with the project said the channel was aimed at
combating what Moscow sees as the erroneous `Anglo-American’ view of
Russia, and put the country’s own viewpoint across. It would also seek
to represent the opinions of ordinary Russians.

The project aimed at least in part to counter the damage to Russia’s
image from the attack on Mikhail Khodorkovsky, the former oil magnate
sentenced last week to nine years in a penal colony.

Funding was already in place for two to three years. But it was
unclear on Monday what the channel’s initial financing would be, with
estimates ranging from $10m to $30m, and the extent of Kremlin
involvement in the funding.

Plans for the channel were first revealed by a press release put out,
apparently in error, by RIA Novosti last week and hastily
withdrawn. Adverts also appeared in some western media seeking
journalists for an `English-language, 24-hour broadcast news channel
based in Moscow’.

The release said the channel, expected to launch this autumn, would
broadcast in Russia and the Commonwealth of Independent States,
Europe, the US, and some Asian countries.

It would `reflect Russia’s position on key issues in world affairs,
and inform the foreign audience about the variety of aspects of life
in Russia’. To ensure balance, it would have a supervisory committee
composed of `famous Russian and foreign public figures, journalists,
artists, scientists and businessmen’.

Margarita Simonian, a 26-year old former Kremlin reporter for Russia’s
Channel 2, has been appointed editor in chief.

militaries of the country take part in structure of peace-making
forces in Kosovo, Iraq and Afghanistan.

Having stopped on the Armenia-Azerbaijan, Nagorno Karabakh conflict,
E. Mammadyarov has stressed occupation of 20 percent of the Country’s
territory by the armed forces of Armenia, and the fact that these
territories are under the control of the militaries called on to
military service in Armenia. He has told that the policy of ethnic
cleaning pursued by the Armenians on occupied territories, reminds
the events in Bosnia. Armenia, at the state level carries out the
policy of illegal resettlement in these territories, which
contradicts the Geneva Convention of 1949. The Minister has
emphasized that this conflict creates serious obstacles on the way of
integration of the Republic and as a whole of region to Europe, and
that 4 Resolutions of Security Council of the United Nations,
demanding immediate and unconditional withdrawal of military forces
from the occupied territories still are not observed.

Having expressed satisfaction with the visit to Azerbaijan, Chairman
of the Seym of Lithuania has reminded about close relations of
cooperation between the two republics even during the former USSR,
has expressed confidence that in new European family they would
develop even more.

Noting that special importance is given to links with Azerbaijan in
economic sphere, Mr. Paulauskas has told: `We see Azerbaijan as
economic partner, and we are interested in cooperation both in the
bilateral order, and in frameworks of GUAM’.

At the meeting, also were exchanged opinions on other questions
representing mutual interest.

By Kamala SarupI see the many recent wars in many countries around
the globe as the inevitable clash between the different political
cultures and ideologies. Radical terrorists are attempting to
preserve their culture from contamination by the non-radical
cultures, but the pervasiveness of worldwide media make this
objective impossible, in my opinion.

It is a case of the rich, irreverent, profane, and materialistic
versus the poor, devotional, fervent, ascetic, and theocratic.
Ultimately, it must be resolved, as are all past wars, but it will
likely take many years because of the large populations involved.

But the majority people in favor on Peace, and they want technology.
I believe the technology will prevail, ultimately, to preserve the
economic interests too. In my opinion, the U.S. and its coalition
partners temporarily will quiet Iraq and then leave, but I have
little confidence that there will be continued peace there and in
Afghanistan because of the many internal ethnic, religious, and clan
differences.

Suffering of civilians in war is increases substantially during any
kind of war. Because of the bloody war, many countries are strewn
with landmines, which kill thousands of people every year. Most of
the abuses against children, including sexual assaults on girls, take
place. Children often suffer alone, afraid of speaking out or being
punished.

The cold war ended with the collapse of communism, but on the other
hand, radical forces bent on spreading fundamentalist ideologies have
arisen. In the past several years, the fighting for power has
continued not only in Nepal but in Sierra Leone, Burundi, Angola,
Nigeria, Sudan, Liberia, Guinea, Zimbabwe, Congo. Several years after
mass killings in Bosnia, Somalia, and Rwanda, there are at least six
major cases of genocide. The mass killings of Armenians by Turks,
Jews by Hitler, Cambodians by the Khamer Rouge, Kurds of the northern
Iraq by Saddam Hussein, Tutsi of Rwanda by the Hutu and of Croats,
Muslims and the Albanians of Kosovo by the Serbs.

Recently, UN Secretary-General Annan has also said a number of
countries underscored proliferation as a grave danger, while others
argued that existing nuclear arsenals imperil us. He also points out
that since the review conference last met in 2000, North Korea has
announced its withdrawal from the treaty and declared itself in
possession of nuclear weapons. Libya has admitted that it worked for
years on a clandestine nuclear weapons program. And the International
Atomic Energy Agency (IAEA) has found undeclared uranium enrichment
activity in Iran.

The 1972 BTWC prohibits the development, production; stockpiling,
retention or acquisition of biological weapons is a unique class of
weapons. Today, 143 States are parties to the Convention. Security
Council Resolution 1325, adopted in October 2000, specifically
mentions the need to consider the different needs of ex-combatants
and their dependents in DDR (disarmament, demobilization and
rehabilitation).

Even this year had been a significant year in disarmament and arms
control. The Moscow Treaty was a major bilateral achievement. A group
of countries, the G-8, also took an important initiative to prevent
the proliferation of sensitive technology and material related to
weapons of mass destruction and reduction of conventional weapons.

Recently, the secretary-general issued the report of his Policy
Working Group on the United Nations, which contained 31
recommendations for action against this global threat, including
several relating to disarmament. Recommendation 18, for example,
urges the consideration of the establishment of a mechanism in the
Department for Disarmament.

As a general principle, all disarmament obligations should indeed be
rigorously enforced – compliance is an absolutely vital issue for the
effectiveness and credibility of disarmament activities.

So, there are plenty of problems and plenty of reasons why any
governments, and International organizations, have an enormous role
to play. Any International organizations and governments of the war
torn countries must help to bringing peace. So toward eliminating the
condition that sustain terrorism and violence, International
organizations should work between the government and rebels and
support a negotiated settlement.

It is not easy to bring peace in the conflict areas. International
organizations and governments must expand its role and program in the
troubled countries including Nepal.

It is Universal truth, People want peace. “Having to fight, having to
pay the costs of wars from their own resources, having painfully to
repair the devastation war leaves behind, and, to fill up the measure
of evils, load themselves with a heavy national debt that would
embitter peace itself and that can never be liquidated on account of
constant wars in the future”. Immanuel Kant said. To promote peace
promotes a deeper and more durable peace because it promotes a social
field, cross-pressures, and political responsibility; it promotes
pluralism, diversity, and groups that have a stake in peace.
