RFE/RL Armenian Service: Iranian drivers complain that new Tatev-Aghavni road is narrow for trucks

During a conversation with RFE/RL Armenian Service, Iranian drivers informed that the new Tatev-Aghavni road, which is considered an alternative to the Goris-Kapan interstate road, is narrow for trucks.

The drivers stated that they take this road since they face quite a lot of problems when they pass through the section under Azerbaijani control, that is, they pay a nearly $130-dollar tax.

Although the officials, at the level of the Prime Minister, assure that truck drivers can use the Tatev-Aghavni road, today, the RFE/RL Armenian Service’s crew recorded that there are problems for truck drivers in different sections of the road. In one section of the road, the crew’s cameraman taped a truck that was saved from turning over.

“We drive on a new road, which is not final and is very narrow. We don’t want to pass through the Azerbaijani road so that we don’t pay fees. Nobody is there to help us on the road so that the large cars move in case of any problem,” a driver said, the source reports.

YEREVAN, NOVEMBER 11, ARMENPRESS. According to proposed legislative amendments, non-resident companies providing electronic services in Armenia must pay a value added tax starting from January 1, 2022, a senior tax official said at a press conference in Armenpress.

Lusine Ayvazyan, head of the department of management of information systems changes and impact assessment at the State Revenue Committee, said that works are already underway with the major international companies which provide electronic services in Armenia.

“We have held discussions with the representatives of Google, Facebook, Booking, Amazon, Netflix and other companies. I would like to inform that there hasn’t been any objection by any of these companies regarding paying a tax. All have expressed readiness to be registered. During the discussions a question was raised connected with making the system simple and more convenient. I also want to inform that a question was raised to set a reporting period for VAT calculation every three months”, Lusine Ayvazyan said.

These new amendments would contribute to the increase of the state budget funds, however, it’s still unclear how much money will enter the budget within a year.

Head of the department N1 of tax and mandatory fees methodology Asaneth Aloyan said that no regulations are envisaged for electronic trade by this draft.

The proposed legislative amendments also have a component for those resident companies in Armenia which provide electronic services.

She informed that there will be better taxation regulations for some electronic services. According to the current regulations, these services are taxed at a 20% VAT rate, but the expected changes propose applying 0% VAT rate. “For instance, I can state that a company based in Armenia, which provides online educational service abroad, in other words, the one who gets its service is non-resident, it may not be taxed”, she added.

As for the physical entities who provide electronic services in Armenia, the SRC representative said that there is no tax obligation for them.

Armenian opposition marks anniversary of end of "autumn war" with protest rallies

At a rally in Yerevan, supporters of Robert Kocharyan, the second president of Armenia, accused the authorities of failures in all spheres of politics and economy.

The “Caucasian Knot” has reported that on November 10, 2020, the trilateral agreement signed by Russia, Azerbaijan, and Armenia on the cessation of hostilities in Nagorno-Karabakh came into force. On the same day, residents of Yerevan, dissatisfied with the signing of the peace agreement with Azerbaijan, broke into the building of the Armenian government and demanded the resignation of Nikol Pashinyan.

On November 9, in Yerevan, the "National Democratic Pole" (NDP) Movement organized a rally-march. The participants marched along streets of Yerevan with an appeal to take part in the rally in Freedom Square.

The rally-march was dedicated to the first anniversary of signing the trilateral agreement on Karabakh and began with a minute of silence in memory of those who perished in the 44-day-long Karabakh war.

A year has passed since the end of the war, but the Armenian party continues losing not only people's lives, but also territories, the organizers of the rally have claimed, stating that their short-term goal is to overthrow the power of Nikol Pashinyan and prevent the signing of a new anti-Armenian document; after which an interim government should be formed.

At another rally held in Yerevan on November 8 by the ARF "Dashnaktsutyun", oppositionists criticized the current authorities, accusing them of the defeat in Nagorno-Karabakh and a failed domestic policy in Armenia.

Robert Kocharyan, the second Armenian President, has blamed the incumbent government of beheading the army, persecuting heroes and failed diplomacy. He has added that authorities are guilty of the current situation in Armenia and Karabakh, of the rise in prices, immigration, appearance of new monopolists and oligarchs, etc. He has assured that the opposition "will expel the current authorities by any means – by barricades or elections."

Parliamentary committee OKs state budget draft

YEREVAN, NOVEMBER 9, ARMENPRESS. The financial-credit and budgetary affairs committee of parliament approved the draft government budget for 2022 presented by the Pashinyan Administration.

“The 2022 state budget draft was entirely formed based on the clear priorities pertaining to economic and social sectors envisaged under the 2021-2026 government action plan,” finance minister Tigran Khachatryan said at the meeting of the committee.

The circle of the state budget focuses especially on security matters, the education system, as well as development of high-quality infrastructures.

The draft budget projects 7% real growth of GDP.

Armenian justice minister, World Bank’s country manager discuss cooperation

YEREVAN, NOVEMBER 3, ARMENPRESS. Minister of Justice Karen Andreasyan had a meeting with the new Country Manager of the World Bank for Armenia Carolin Geginat, during which he presented the agenda of the ministry’s reforms, the ministry said in a news release.

The agenda is directed to anti-corruption and constitutional reforms, improvement of freedom of speech, etc.

The minister congratulated Carolin Geginat on appointment, by highly valuing the World Bank’s constant support provided for Armenia’s reforms, in particular in the fields of justice and police.

The meeting sides discussed also other issues of mutual interest and agreed to develop the existing productive partnership.

FlyOne Armenia will have an international board of directors

In response to the inquiry of ARMENPRESS, the company's board confirmed the news that the company has decided to introduce a corporate governance system.

The board of the company informed that in the near future the composition of the newly formed board, as well as the name of the head of the board will be announced. Regarding of the Head of the Board of Directors, the choice of the company has rested on the candidate representing Armenia.

On 27 October 2021, the Civil Aviation Authority of Armenia offered FlyOne Armenia the National Air Operator Certificate, which confirms that FlyOne Armenia will launch flights from Armenia very soon.

By now, FlyOne Armenia has invested more than 60 million Euro in the Armenian market, which contributes to the growth of the country's economy.




Turkey’s Erdogan says Azerbaijan’s Aliyev talked to Armenia’s Pashinyan

On his way back to Turkey from the G20 summit in Rome, Turkish President Recep Tayyip Erdogan presented—on the plane—the details of his meetings held during this summit, and responded to reporters' questions, according to Ermenihaber.am.

Speaking about his talk with French President Emmanuel Macron, Erdogan noted that several issues were discussed, including the South Caucasus. The Turkish president said that he told Macron that positive steps were being taken in the South Caucasus, and that Azerbaijani President Ilham Aliyev was determined to continue these positive steps.

Also, Erdogan claimed that Aliyev had a talk with Armenian Prime Minister Nikol Pashinyan, during which the topic of creating a platform of six regional countries was put on the agenda.

"Russia, Azerbaijan, Turkey, Iran, Georgia, and along with them, Armenia—if everyone accepts—then we will really create a platform for peace," the Turkish leader concluded.

YEREVAN, NOVEMBER 1, ARMENPRESS. Foreign Minister of Armenia Ararat Mirzoyan held a phone conversation with Russian FM Sergey Lavrov, ARMENPRESS was informed from the official website of the MFA Armenia.

The Ministers discussed issues related to the implementation of the agreements reached by the leaders of Armenia, Azerbaijan, Russia on November 9, 2020 and January 11, 2021, taking into account that soon it will be a year since the signing of the November trilateral document on full ceasefire. Special attention was paid to the solution of urgent humanitarian issues – return of detainees, provision of maps of minefields, preservation of cultural and religious heritage.

The two FMs exchanged approaches on easing tensions on the Armenian-Azerbaijani border, unblocking all transport and economic ties in the South Caucasus, and creating a favorable atmosphere for regional cooperation.

The importance of continuing the efforts aimed at the political-diplomatic settlement of the border incidents between Armenia and Azerbaijan was emphasized. The sides touched upon the current aspects of the Armenian-Russian cooperation, taking into account the forthcoming bilateral contacts at different levels. The Foreign Ministers of the two countries noted the progressive development of the allied cooperation. They also discussed various international and regional issues.

Armenian Delegation led by Alen Simonyan met with Minister of Defense of Cyprus

During the official visit to Cyprus, Parliament Speaker of Armenia Alen Simonyan today met with Minister of Defense of Cyprus Charalambos Petrides.

As reported the National Assembly of Armenia, the parties stated the mutual understanding and mutual assistance of the two countries and, in particular, highly appreciated the effective cooperation in the advancement of the agenda for genocide prevention within international organizations.

They also touched upon the military-political dialogue between the ministries of defense of both countries.

Talking about the Azerbaijani-Turkish military aggression against Artsakh, Simonyan expressed gratitude for the principled position of Cyprus and for the support to the people of Artsakh, attaching importance to the humanitarian and financial assistance that Cyprus provided to the Armenians of Artsakh in 2020.

Simonyan also recalled the unanimous adoption of the resolution condemning Azerbaijan’s aggression against Artsakh by the House of Representatives of Cyprus.
