As a result of the large-scale investigative operations carried out within the framework of the criminal proceedings being investigated at the General Department of Investigation of Particularly Important Cases of the Central Office and General Military Investigative Department of the Investigative Committee of Armenia, it was found that Lieutenant General M.A. (former commander of Artsakh Defense Army Mikael Arzumanyan – ed.), during the aggressive war unleashed by the military and political leadership of the Republic of Azerbaijan against the Republic of Artsakh, under the conditions of declared martial law, during the period from October 30 to November 9, 2020, during the organization of the defense of the city of Shushi and adjacent regions, showed a negligent attitude towards his official duties by not fulfilling or by improperly performing them, which inadvertently caused serious consequences; the armed forces of the enemy occupied the city of Shushi and its suburbs, the Armenian units suffered casualties and wounded, ARMENPRESS was informed from the press service of the Investigative Committee of Armenia.

Charges were pressed against Mikael Arzumanyan on August 30. He is arrested.

Attempts made by someone to revive the OSCE Minsk Group are a hypocritical and shameful step, Hikmet Hajiyev, Assistant to the President of Azerbaijan, Head of the Foreign Policy Department of the Presidential Administration, said at a conference in occupied Shushi, haqqin.az reports.

According to Hajiyev, the countries that carried out the mission of the co-chairs of the Minsk Group "should be ashamed in front of the international community."

“Because, on the basis of the UN Charter and the decisions of the Security Council, these states were given a mandate by the international community to eliminate this injustice, to stop occupation and aggression. But not a single inch of Azerbaijani land was liberated from occupation, not a single citizen of Azerbaijan returned to his land. Appointing someone as a co-chair of the Minsk Group after 30 years of unsuccessful activity is just a shameful step,” Hajiyev said.

Hikmet Hajiyev also noted that representatives from all over the world are currently in Shushi: "Representatives of the countries of Europe, Asia, Latin America … Our diplomat friends and colleagues cannot hide their surprise at the restoration work carried out by Azerbaijan."

“But there are two countries that are not participating in this event, they are the US and France. We cannot understand the reason for their absence here… In the future, we will not invite them anymore… Their absence, their statements on the restoration and resuscitation of the Minsk Group once again show what mission they carried out within the framework of the 30-year negotiation process.

It is not clear, they cannot accept the territorial integrity of Azerbaijan or the reconstruction and restoration work in the city of Shusha? First of all, they must answer to the Azerbaijani people.

If they consider themselves countries friendly to Azerbaijan, they should know that Shusha is the heart of the Azerbaijani people, the city in the heart of every citizen of Azerbaijan. The fact that they did not come here once again shows what goals and what they were interested in during 30 years of negotiations,” he said.

The Eurasian Expert Club has presented another research: Armenia’s economic activity index has increased by 10.5% in the first six months, which was unexpected because leading international credit organizations were forecasting much lower indicators in late 2021 and for the first half of this year, Coordinator of the Eurasian Expert Club, political analyst Aram Safaryan said at a press conference in ARMENPRESS.

He said that Armenia’s GDP grew 8.5% compared to the same period of the previous year, which, he called, a major figure.

“The market of the Eurasian Economic Union is the most favorable for Armenia. In the past three years the EAEU role for Armenia has gradually increased. In case of a right work and positioning, our country could further increase its economic ties with this space”, he stated.

Safaryan noted that the development of commercial relations has already created ongoing processes, the most dramatic of which is the increase in poverty.

“In the end of the year we will have some cut in extreme poverty, but the World Bank and other organizations are alarming that in line with the double-digit economic growth we will also have an increase in poverty in the end of the year”, he said, adding that the overall poverty level in the country will rise from 27% to 48%.

“Our trade-economic cooperation with Russia is the largest investment in the strengthening of our country’s security, safety. The Eurasian market is irreplaceable for the economy of Armenia, and we should increase our efforts in the Eurasian market”, Aram Safaryan said.

Doctor, Professor in Economics, member of the Eurasian Expert Club, Tatul Manaseryan said that the Eurasian Economic Union is just giving an oxygen to Armenia in terms of ready-made products. “Russia has been and will remain a dignified and serious partner with Armenia in commercial relations”, he said.

As for economic threats, Manaseryan said that Armenia could have a serious participation to the cut of these threats during the session of the Eurasian Intergovernmental Council, particularly in the issue of ensuring food safety, information security and intellectual, financial security.

Doctor, Professor in Economics, member of the Eurasian Expert Club, Ashot Tavadyan stated that the Eurasian Economic Union is playing an important role from the perspective of Armenia’s economic growth.

“If in 2020 we were exporting the 25% of our production to EAEU, now we are exporting the 30% of our whole production”, he said, adding that there is a serious gap in the trade balance in Armenia.

“Last year the import exceeded the export 1.7 times, but this year it is 1.82 times. Unemployment in Armenia is in double digits. There are also serious problems in terms of migration”, he stated.

Movses Hakobyan considers government’s initiative on payoffs from service in Armenia unacceptable

The government has approved a new draft law drafted by the Defense Ministry, which offers the possibility of buying off from compulsory military service. According to the draft law, 4.5 months after the military phase of compulsory military service, a soldier may pay AMD 24 million to the Armenian state budget and leave compulsory military service early.

 "I have a negative attitude towards it because I think that everyone should serve their country regardless of their social status," he said. According to the colonel-general, this draft law will also affect the army's moral and psychological state. "It will affect not only the army, but also families, because the son will say to his father: what parent you are that you did not exempt me from the army, another parent borrowed, took a loan and exempted his son from the army," Col. Gen. Movses Hakobyan told NEWS.am

According to the draft, a person can pay back the money at the end of the training phase of military service, which on average is four and a half months. In that regard, Hakobian said the four-and-a-half-month definition is also problematic. "I don't know where they got the four and a half months from when the training phase is six months. If the law is passed in such a way that everyone serves for six months and demobilizes, and the army is replenished with contract servicemen, if human resources allow, it is an acceptable option, because everyone in this state becomes a military man, having acquired the profession of a military man. But in this form the draft law is unacceptable for me," Hakobyan concluded.

Weightlifter Seryozha Barseghyan named European U15 Champion

YEREVAN, AUGUST 13, ARMENPRESS. Team Armenia won more medals at the European Youth and U15 Weightlifting Championships in Poland.

Armenian weightlifter Seryozha Barseghyan (U15, 61kg) set two records and was declared champion. He won gold with a total result of 236kg. Barseghyan lifted the 111kg barbell in snatch – a record in the European U15 Championship, and then the 125kg in the clean and jerk.

Meanwhile, in the Youth championship Armenian weightlifter Zhora Grigoryan (55kg division) won silver with a 225kg result (100kg snatch, 125kg clean and jerk).

Earlier, two Armenian weightlifters Michael Cholakyan and Alexandra Grigoryan won gold in the European youth championship.
