Newspaper: Armenia parliament committee of inquiry into 44-day war unable to carry out its work

YEREVAN. – Zhoghovurd newspaper of Armenia writes: Zhoghovurd daily was informed that the committee—established in the National Assembly—of inquiry investigating the circumstances of the 44-day [Artsakh (Nagorno-Karabakh)] war [in the fall of 2020] is unable to carry out its work.

The thing is that anyone from the MOD or another organization shall be invited to each [committee] session and answer the questions. [But] so far, only the founder of the Artsakh DA [(Defense Army)], Samvel Babayan, has come to the committee.

And, according to the information we have received, those at the committee of inquiry still do not know where to start and who to invite. Moreover, they have decided to hold a secret session to find out where they should start from.

Iran speaks on elimination of Israeli spy network in Western Azerbaijan province

 The intelligence director general of the province of West Azerbaijan in northwestern Iran said Israel's largest spy network had been eliminated in the province, Mehr reported.

The spy network tried to carry out acts of sabotage inside Iran, but thanks to the vigilance of the intelligence forces, these threats were neutralized and the spy network was eliminated, the director general of intelligence of the West Azarbaijan province said on Saturday evening.

The scope of the intelligence forces is to disrupt pre-planned plots and destroy anti-security groups, as well as to identify infiltrators and their leaders, he added.

He highlighted and appreciated the continuous close cooperation with the UN and its specialized agencies aimed at strengthening the economy and effectively implementing the sustainable development goals in Armenia.

Lila Pieters Yahia stated that Armenia is not only a part of the United Nations family, but also a very active member. She said the United Nations is ready to provide its further anti-crisis support to Armenia to resist the current new economic situation.

Security Council chief briefs Euronest PA vice president on Armenia position on Karabakh conflict settlement

YEREVAN. – Secretary of the Security Council of Armenia, Armen Grigoryan, on Monday met with Andrius Kubilius, a Lithuanian Member of the European Parliament and Vice President of the Euronest Parliamentary Assembly, the Office of the Security Council of Armenia informed Armenian News-NEWS.am.

The secretary of the Security Council presented to his interlocutor Armenia's positions on stability in the region, the settlement of the Nagorno-Karabakh conflict, the unblocking of regional communications, and the demarcation and delimitation of the Armenia-Azerbaijan border.

Also, Grigoryan stressed the need for the Karabakh conflict’s settlement under the auspices of the OSCE Minsk Group Co-Chairs, as well as presented humanitarian issues that need to be addressed urgently.

Kubilius, for his part, lauded the course of democratic reforms in Armenia, and stressed that Lithuania is ready to expand the scope of its bilateral cooperation with Armenia and contribute to the deepening of Armenia-EU cooperation.

Construction of Vedi Reservoir to be completed by yearend

YEREVAN, FEBRUARY 23, ARMENPRESS. The government made redistribution in the state budget and allocated additional funds for ensuring the normal course of the grant program of constructing the Vedi Reservoir, which is implemented with support from the French government.

The decision was made at the February 23 Cabinet meeting.

Minister of Territorial Administration and Infrastructures Gnel Sanosyan said the construction of the dam is nearly 80% complete and the reservoir will be ready by yearend.

“But the other systems are built in a way that the river flows, which should flow into the reservoir, are flowing through the reservoir’s territory and are served for the population during the irrigation season, until the reservoir is fully filled,” Sanosyan said.

Members of the Assembly's Standing Committees on Political, Human Rights and Democracy, Energy Security, Economic Integration, Legal Approximation and EU Policy, Social Affairs, Employment, Education, Culture and Civil Society, Euronest PA European Parliament Delegation and Eastern Partnership countries will arrive in Armenia.

According to some information, Azerbaijan has given preliminary confirmation of its participation [in this event], and the Azerbaijani delegation could arrive in Yerevan.

The event will take place at the Sports and Concert Complex.

Parliament of Artsakh unanimously adopts bill on “Occupied Territories” at first hearing

STEPANAKERT, FEBRUARY 16, ARMENPRESS. The Parliament of Artsakh unanimously adopted at first hearing the package of bills on the “Occupied Territories” and making an amendment to the Civil Code.

All the 31 lawmakers attending the session voted in favor of the package.

Member of Parliament Artur Mosiyan was presenting the package and proposed the Parliament to adopt the bill at first reading.

All factions represented in the parliament of Artsakh put into circulation a draft law on the Occupied Territories of Artsakh, according to which there will be a ban on those foreign companies which will want to carry out activity in the territories of Artsakh occupied by Azerbaijan, without the permission of the Artsakh government. The bill also states that the territories of the Republic of Artsakh which have been captured by the Azeri forces during the conflict are considered as "occupied territories".




400-450 permanent jobs: Government expresses its support to new major investment program

YEREVAN, FEBRUARY 17, ARMENPRESS. The Armenian government approved today the Industrial Greenhouse Complex investment program.

The program will be implemented in Lchashen community of Gegharkunik province.

Minister of Territorial Administration and Infrastructure Gnel Sanosyan said the talk is about a major investment program. “The total cost of the investment program is 48 million Euros. With the draft the government expresses its readiness and support to the implementation of the program. As a result of the direct sale of the land, about 22 million drams will enter the community budget. The program will be implemented on a total area of 115 hectares, will include the lands of Lchashen and Varser settlements”, the minister said.

The program envisages constructing a major greenhouse complex with a total area of 45 hectares and an industrial nursery with an area of 2.7 hectares. The construction works will last 60 months. During that period 350-400 temporary jobs will be created, however, after the completion of the program, there will be 400-450 permanent jobs. The minister said nearly 75% of the workers will be women.

“Nearly 12,000 tons of vegetables will be produced annually, 80% of which is expected to be exported. There is an important condition in this project that the lands acquired as a result of the government’s support must serve only for this program”, he added.

Prime Minister Nikol Pashinyan said the government is interested in such major investments. “The main message must be that the normal process of investment programs is not obstructed in any way. This is important for the government because we have put very ambitious economic growth figures, but its main part is ensured by the private sector. Therefore, we must do everything for the public and private investment programs not to meet any artificial obstacles”, the PM said.

Azerbaijan’s Aliyev appropriates ‘Zangezur’

The leadership of Azerbaijan intensively continues the slithering toponymic occupation of Artsakh (Nagorno-Karabakh) and Armenia.

During a videoconference with Azerbaijan’s regional leaders, country’s President Ilham Aliyev said that businessmen should focus on the "liberated territories" and set up businesses there, according to Azerbaijani media.

And by "liberated territories" he means Artsakh and Zangezur.

Zangezur is one of the regions of Armenia, and the Azerbaijani-Turkish tandem has set its sights on it. After the military aggression of Azerbaijan and Turkey in the fall of 2020, the Aliyev administration devised a sneaky move by creating a region in Azerbaijan called "Eastern Zangazur," shortly called "Zangazur." In other words, they are instilling in both ordinary Azerbaijanis and Western politicians who do not understand much about regional issues the notion that "Zangazur is a native Azerbaijani land." There is no need to explain that in this way, grounds are being prepared for Azerbaijani territorial claims.

Aliyev, however, always resorts to this sly move. By using Azerbaijani toponyms, the president of that country voices territorial claims against Armenia on a regular basis.

Russian troops of Southern, Western military districts return to permanent deployment base after drills

YEREVAN, FEBRUARY 15, ARMENPRESS. The Russian troops of the Southern and Western Military Districts are returning to their permanent deployment locations after holding military exercises, RIA Novosti reported citing a statement from the Russian Ministry of Defense representative Igor Konashenkov.

He said the troops will start moving to their military garrisons today.
