Newspaper: Armenia authorities claiming to be popular close off First Republic Day event to public

YEREVAN. – Zhoghovurd daily of Armenia writes: The authorities, who have always mentioned transparency and being loved by the people, have decided to hold in a closed format the events to be held today dedicated to the First Republic and the heroic battles of Bash Aparan.

And for that very purpose, the roads leading to Sardarapat will be closed off today, from 8:00 to 11:00; even reporters’ entry is not envisioned.

However, let us note that the entry of reporters has never been closed off even during the previous ones [in power]; even ordinary citizens were often able to come and stand next to officials.

But now [acting PM Nikol] Pashinyan's power, which allegedly enjoys popularity, keeps the event closed even for reporters.

Maria Zakharova comments on the issue of war prisoners and the Nagorno-Karabakh settlement

"The representatives of the OSCE Minsk Group from Russia, US and France are involved exclusively with the settlement of the Nagorno-Karabakh conflict," Russian Foreign Ministry Spokeswoman Maria Zakharova said on Wednesday during a media briefing. 

"This refers to the terms of the OSCE mandate. In their statement from April 13 the co-chairmen stressed that special attention should be paid to the achievement of a final comprehensive and sustainable settlement. In this respect, they called on Armenia and Azerbaijan to resume high-level political dialogue under the auspices of the Co-Chairs at the earliest opportunity," stressed the Russian official. 

Speaking of the prisoners of war, Zakharova noted additional efforts are required to resolve the issue. 

Turkish press: Russia denies opinion ​on Ryanair flight landing in Minsk

The Kremlin spokesman on Monday refused to either support or condemn the landing of Ryanair’s flight in Belarus.

Speaking at a phone conference in Moscow, Dmitry Peskov said the situation has to be examined in accordance with the existing international rules of aviation.

"There are international aviation regulations. And the international aviation authorities should give an assessment in terms of compliance or non-compliance with these international standards.

"For now, there is a need for a sober assessment of the incident with this plane. In this case, there are a lot of contradictory statements, and we would not like to participate in this race, to condemn or support something. I repeat once again, I refrain from making any comments," he said.

In a separate statement, Russian Foreign Minister Sergey Lavrov said the Ryanair landing incident should be assessed based on all available information.

Speaking at a news conference in Moscow, following a meeting with his Greek counterpart Nikos Dendias, Lavrov confirmed that a Russian citizen has accompanied the detained journalist, and requested consular access to her.

Lavrov recalled that there were lots of similar incidents in the past that did not provoke such a harsh reaction.

"The most famous episode of 2013 [occurred] when, at the insistence of the US, Austria forced the plane of the President of Bolivia to land without any subsequent apology. And the case that is not often talked about, 2016, the plane of the Belarusian Airlines was forcibly landed in Kiev, because the Security Service of Ukraine was interested in an Armenian citizen who was on board. This citizen was taken out from the flight, and the plane continued its flight without any changes," the minister said.

Meanwhile, Belarusian Foreign Ministry spokesman Anatoly Glaz said the plane was grounded on the bomb alert to ensure passengers' security in accordance with international rules, and that the situation was politicized by some countries.

On Sunday, a Ryanair Boeing 737-8AS flight from Greece's capital Athens to Vilnius landed in the Belarusian capital Minsk due to a bomb threat, and Roman Protasevich, a journalist wanted for his involvement in "terrorism incidents," was reportedly detained.

After that, the plane continued its way and successfully arrived in the Lithuanian capital.

Protasevich is the founder of a social media news channel, which reportedly played a major role in protests last summer in Belarus’ capital Minsk demanding the resignation of President Alexander Lukashenko after he was awarded a sixth term in a presidential election.

YEREVAN (Sputnik) – The Iranian Embassy in Yerevan firmly denied on Sunday claims circulated earlier by the Armenian media that 160 Armenian soldiers are allegedly being held by Tehran after crossing the Iranian border during the escalation of the Karabakh conflict in the autumn of 2020.

"The Embassy of the Islamic Republic of Iran in the Republic of Armenia refutes and considers false and groundless information circulating in some Armenian media that 160 Armenian servicemen are in Iran and that the Iranian side has set conditions for their release," the statement issued by the embassy on Facebook said.

Armenian Hraparak newspaper reported earlier, citing sources, that about 160 Armenian servicemen were detained in Iran after the Karabakh conflict escalation. It claimed that their current status and location in Iran are unknown. According to the newspaper, Iran allegedly set some preconditions for their return to Armenia.

The Armenian defence ministry also stated that it has "no information about the presence of even one Armenian soldier in Iran."

Russia in favor of sending a UNESCO mission to Karabakh ASAP

PanARMENIAN.Net – The Russian Federation stands for the arrangement of a UNESCO mission to Nagorno-Karabakh as soon as possible, the official representative of the Russian Foreign Ministry Maria Zakharova told reporters on Friday, May 21.

Her comments came in response to a question about Russia's position as a co-chair of the OSCE Minsk Group on the vandalism of Azerbaijan against Armenian cultural heritage in Karabakh. UNESCO has said on multiple occasions that Azerbaijani is delaying its approval for a mission to Karabakh (Artsakh) to assess damage to cultural and religious sites.

“The preservation of cultural and historical heritage in Nagorno-Karabakh and adjacent regions is regularly discussed in our contacts with Baku and Yerevan. The matter was discussed during the working visit of Russian Foreign Minister Sergei Lavrov to Armenia and Azerbaijan in the first half of May. We support the early organization of a UNESCO mission to the region. We also work along the lines of the OSCE Minsk Group co-chairs, ”Zakharova noted.

She added that a statement issued by the co-chairs on April 13 mentioned that the preservation and protection of religious and cultural heritage are among the issues that require additional efforts from Azerbaijan and Armenia.

During the recent military hostilities, Azerbaijani forces launched two targeted attacks on the Holy Savior Ghazanchetsots Cathedral in Shushi. Azerbaijan earlier "restored" a church by replacing its Armenian inscription with glass art. Furthermore, Azeri President Ilham Aliyev visited the region of Hadrut in territories occupied by Azerbaijan and declared his intention to "renovate" a 12th century Armenian church, which he claimed to "an Albanian church". Aliyev went so far as to accuse Armenians of leaving "fake inscriptions" in the Armenian language.

Impossible to ensure Artsakh’s security without the active support of Armenia – Tigran Abrahamyan

"Works aimed setting out the priorities and planning with respect to security have not been implemented over the past 5-6 months after the war," the Head of "Henaket" analytical center Tigran Abrahamyan said at a round table discussion, organised by "Salute of Honour and Respect" pre-election bloc.

In the words of the expert, the well-known events of 2018 were the reason for the 44-day war, while the recent border crisis came as the result of the inaction by authirities after the war. 

Abrahamyan noted that the ongoing developments in Armenia have sidelined the situation in Artsakh when especially today it required the vital and active support from  Armenia. In his words, at present Artsakh does not receive the necessary level of support from Armenia, as both countries face major difficulties in organizing the border service. 

"Without an active support from Armenia, it is impossible to provide security guarantees to Artsakh and make our compatriots living there feel safe," said Abrahamyan.

As ARMENPRESS was informed from the press service of the MFA Armenia, Artak Apitonyan presented detailed information on the situation created as a result of the invasion of Azerbaijani armed force s into the sovereign territory of Armenia – Syunik and Gegharkunik Provinces, and the measures taken to solve it.

The Deputy FM emphasized that the mentioned provocations are the continuation of the aggressive rhetoric against Armenia by the military-political leadership of Azerbaijan which take place during military drills in that country that were launched without informing in advance and with the violation of the 2011 Vienna document.

Artak Apitonyan mentioned that such gross violations of the international law by Azerbaijan create serious challenges for the regional peace and security and in that context Armenia expects the relevant reaction of the international community.

‘’The Republic of Armenia has the legitimate right to protect its territorial integrity and sovereignty in line with the UN Charter’’, the Armenian Deputy FM said.

Parliamentary commission’s report on 2016 April War to be discussed at closed session

Speaker Ararat Mirzoyan said the report includes many state secrets and therefore it’s necessary to discuss it at a closed session.

Turkey in no hurry to investigate bizarre circumstances behind death of Azerbaijani political activist

Turkish police are creating bureaucratic obstacles to investigate the death—in Istanbul—of Azerbaijani political activist Bayram Mammadov. Elgiz Gahramanov, an activist of the NIDA Movement in Istanbul, spoke about this on his Facebook page, Turan reported. 
According to him, Friday morning the father of the deceased, Farman Mammadov, a group of his friends, and a lawyer brought by them came to the Iskele police station in the Kadikoy district of Istanbul.
From there, they were sent to the morgue of the Center for Expertise. After waiting there for an hour and a half, they were allowed inside and given the opportunity to see the body of Bayram.
According to Elgiz Gahramanov, the police said that the investigator was studying the recordings of CCTV cameras along the route of Bayram on the day of the incident.
NIDA activist Bayram Mammadov was found dead on May 2 at sea in Istanbul.

President Joe Biden will be remembered by the global Armenian community as the first  US  President who formally described the large-scale massacre of Armenians by the Ottoman Turks during the First World War as “genocide” . He did so through a Presidential statement on April 24, 2021. The  day is commemorated by Armenians all over the world as “Armenian Genocide Remembrance Day” 

Ten million Armenians including an estimated seven million Armenian diaspora spread all over the world have been demanding the recognition of Armenian Genocide by the Turkish Ottoman regime during and after the World War 1. 

There is a broad consensus amongst international scholars that the Christian Armenian minority in Muslim-majority Turkey under Ottoman rule was subjected to blatant discrimination. During the First World War, the Turks suspected that the loyalty of the Christian Armenians of Turkey was with the Christian Russians. Many of them were residing in Eastern Anatolia, bordering with Imperialist Russia. 

Enraged by a heavy defeat at the hands of the Russian forces in the Battle of Saikamish (December 1914 to January 1915), the Ottoman Turks began destroying Ottoman Armenian villages during their retreat. The Ottoman War Minister Anwar Pasha publically accused the Armenians of treachery and what followed was the arrest of a large number of Armenians from different walks of life in Constantinople (now Istanbul) on April 24, 1915, and subsequent deportations en masse to the Syrian desert and elsewhere. Hundreds of thousands of Armenians were massacred or died from starvation or disease. A large number of Armenian women are alleged to have been molested/raped.  

The Armenians put the total figure of those who died in the process at 1.5 million.  Turkey admits that there were indeed casualties but insists the numbers were no more than three hundred thousand and denies any systematic or premeditated plan for ethnic cleansing. Relations between Armenia and Turkey remain overshadowed by this burden of history as the two neighbouring countries do not have diplomatic relations and their borders remain closed for each other.

Continuous influx of Armenians into the United States since the 17th century has created a vibrant, active, and diverse Armenian American Diaspora, estimated to be 1.6 million and the second-largest worldwide. The high concentration of Armenian Americans in certain electoral districts, particularly in California, allows them to influence the electoral outcome of elections in those districts.

The primary objectives of the Armenian lobby in the USA, spearheaded by the domestic organisations such as Armenian National Committee of America and Armenian Assembly of America revolve around improving the US relations with Armenia, securing US aid and assistance for Armenia, blocking US aid to Turkey and Azerbaijan and above all the recognition of Armenian genocide.

The Armenian lobby had so far succeeded in enlisting the support of as many as 49 US states in describing the Armenians massacre as genocide. Further in 2019 the US House of Representatives and the Senate had adopted separate but identical Resolutions the thrust of which inter-alia was that “It is the policy of the United States to commemorate the Armenian Genocide through official recognition and remembrance” and “to reject efforts to enlist, engage or otherwise associate the United States Government with denial of the Armenian Genocide or other genocides”.

The US State Department however said that  despite the resolutions the US Government’s official position did not change.

The successive US Presidents had so far refrained from any official reference to Armenian Genocide; they did so in deference to the sensitivities of Turkey- an important strategic NATO ally of the USA. In April 2020, the then US President Trump did pay tributes to the victims of “one of the worst mass atrocities of the 20th century” but stopped short of describing it as genocide. Even the Democratic President Barak Obama is accused of having reneged on the election campaign promises of recognising the Armenian genocide. 

Joe Biden’s decision is bound to please the Armenians who were somewhat disappointed over the US’s failure under President Trump to make any effective and substantive intervention during the 44-days armed conflict between Armenia and Azerbaijan over the disputed Nagorno-Karabakh in 2020. The conflict ended in a humiliating military defeat for Armenia and also resulted, besides the loss of lives and territories, in a widespread agitation in Armenia against Prime Minister Nikol Pashinyan.

He ultimately resigned on 25th April 2021 to pave the way for mid-term elections in June 2021; as a matter of coincidence he resigned just a day after the release of Joe Biden’s Presidential Statement. Prima-facie there is no link between the US Presidential Statement and Armenian PM’s resignation.

What prompted Joe Biden to accord official recognition to Armenian genocide- an act from which his predecessors both Democrats as well as Republicans had refrained from? For sure, this could not just be to appease and please the Armenians, considering in particular that the next elections are four years away,  whereas the announcement could have an immediate adverse impact on the US-Turkey relations which are already on the downslide for some time for a variety of reasons. Turkey’s response has been on the predicted lines. President Erdogan accused President Biden of yielding to political pressure from “radical Armenian circles and anti-Turkey groups” and asked him  to “reverse this wrong step immediately” 

So, does the US President’s recognition of Armenian genocide reflect the diminishing importance of Turkey for the USA as an ally, particularly in the backdrop of the US drawing down its military commitments to hotspots in the Middle East? 

By recognising the Armenian genocide, does the Biden Administration wish to convey its strong commitments to human rights? If so, the questions are being asked as to whether one can expect a similar approach for the  Bengalis of Eastern Pakistan (now Bangladesh) who were butchered by the Pakistani Army in 1971 or for the Rohingya Muslims being currently persecuted by the Buddhist majority and the military junta in Myanmar? Perhaps not as neither Rohingyas nor Bengalis have any lobbying power in USA. Moreover, Pakistan still has some nuisance value for the USA in the context of Afghanistan.

Is the Biden Administration trying to convey a message that the USA will not differentiate between friends, allies, or foes on matters which it considers as matters of principles and can go to any extent to prove the point. Remember, only recently (7th April) the US Navy had not only trespassed India’s Exclusive Economic Zone in its territorial waters but also had the audacity of making a public statement that it had done so without informing India or obtaining India’s prior’s consent and that it had done so to assert the Freedom of Navigation and to challenge India’s “excessive maritime claims”. 

Reverting to the issue of Armenian genocide, the Armenians have so far met with partial but reasonable success in securing global recognition. The recognition has come mainly from the Western States and organisations. 

While India has not recognised the Armenian Genocide all these years, the high-level dignitaries on official visits to  Armenia do visit the Genocide Memorial in Yerevan to pay tribute to the victims of Armenian genocide. 

On last such occasion, the then Vice President of India, Hamid Ansari, had visited the Memorial on 25th April, 2017, laid a wreath and observed: “This is a tragedy, indescribable things done to humans by humans.” Earlier in 2005 the then  Vice President Bhairon Singh Shekhawat had also visited the Memorial in Yerevan and planted a tree besides laying a wreath.

In nutshell, the US President’s recognition of the Armenian genocide is a shot in  the  arm for Armenians  for their global campaign 

The full impact of the recognition on US relations with Turkey remains to be seen. Other than verbal rhetoric there are no firm indications at this point of time of any retaliatory measure which Turkey may be contemplating to counter the “insult and injury”.  

It is clear however that Turkey is now a dispensable ally for the USA. Turkey has been making unacceptable un-palatable statements from time to time on Kashmir in disregard to India’s sensitivities. India can and should therefore use the Armenian genocide issue as a diplomatic weapon to dissuade Turkey from its unwarranted interference in India’s internal affairs, including those pertaining to Muslims in India in general and Kashmir in particular. If Turkey refuses to behave, India may reconsider its position on the issue of Armenian genocide, though that may require a well-articulated policy on the issue of genocide in general.
