New report substantiates Azerbaijan’s organized hate speech and animosity towards ethnic Armenians

The Human Rights Defenders of Armenia and the Artsakh Republic have prepared a new report on “Organized hate speech and animosity towards ethnic Armenians in Azerbaijan as root causes of ethnically-based torture and inhuman treatment by Azerbaijani Armed Forces.”

The report substantiates Azerbaijan’s policy of ethnic cleansing and genocide through terrorist methods. The report proves that the atrocities, torture and inhuman treatment of Azerbaijan during this war are the result of years of hostile propaganda and organized anti-Armenian policies (Armenophobia).

Hatred towards Armenians is in a closed chain: it is generated by the Azerbaijani authorities, including the high-ranking officials, largely promoted by cultural, sports and other public figures and earns public praise, very often targeting children.

Azerbaijani servicemen are well aware that the torture of Armenians will not only go unpunished, but will be praised by the authorities and the public.

“The female heroes are a source of a different level of pride.” This is what was said about the women who served on the frontline during the Karabakh War. A portion of them continue to serve in their respective units, even after the end of the war.

The women in charge of the Kornet anti-tank missile system used the weapon to hit dozens of tanks, checkpoints, and even a helicopter. These frontline women recount to CIVILNET their experiences of fighting alongside men during the Second Karabakh War.

The Heads of Delegation of the OSCE Minsk Group Co-Chair countries – Foreign Minister of the Russian Federation Sergey Lavrov, Deputy Secretary of State of the United States Stephen E. Biegun, and Minister for European and Foreign Affairs of France Jean-Yves Le Drian – welcome the cessation of military activities in the area of the Nagorno-Karabakh conflict in accordance with the statement by the President of the Republic of Azerbaijan, Prime Minister of the Republic of Armenia, and President of the Russian Federation from November 9, 2020, ARMEN PRESS was informed from the official website of the OSCE.

The Co-Chair countries of the OSCE Minsk Group call upon Armenia and Azerbaijan to continue implementing fully their obligations under the November 9 statement, in Nagorno-Karabakh and the surrounding districts, as well as their previous ceasefire commitments. The Co-Chair countries highlight the significance of measures taken by the Russian Federation, in agreement with Azerbaijan and Armenia, to guarantee the non-renewal of hostilities. They also call for the full and prompt departure from the region of all foreign mercenaries, and call upon all parties to facilitate this departure.

The Co-Chair countries remind Armenia and Azerbaijan of their obligation to comply with the requirements of international humanitarian law, in particular with regard to the exchange of prisoners of war and the repatriation of remains.  They underline the importance of guaranteeing conditions for the voluntary, safe, dignified, and sustainable return of people displaced by the Nagorno-Karabakh conflict, including during the recent hostilities. They underscore the importance of protecting historical and religious heritage in and around Nagorno-Karabakh. The Co-Chair countries call on Azerbaijan and Armenia to cooperate fully with the relevant international organizations to implement their obligations in these areas and ensure humanitarian access. 

The Co-Chair countries appeal to the international community including ICRC, UN institutions, and other appropriate structures as well as OSCE Minsk Group individual countries to take concrete steps to improve the humanitarian situation in Nagorno-Karabakh and adjacent areas in a coordinated way.  The Co-Chairs also reiterate their strong support for the continuing work of the Personal Representative of the OSCE Chair-in-Office (PRCiO) and his team.

The Co-Chair countries urge Armenia and Azerbaijan to take advantage of the current ceasefire to negotiate a lasting and sustainable peace agreement under the auspices of the Co-Chairs. In that context, the Co-Chair countries urge the parties to receive the Co-Chairs in the region at the earliest opportunity and to commit to substantive negotiations to resolve all outstanding issues in accordance with an agreed timetable. 

The Co-Chair countries of the OSCE Minsk Group recall their firm commitment to the non-use or threat of force to settle disputes. They reiterate their consistent and united position in favor of a negotiated, comprehensive, and sustainable settlement of all remaining core substantive issues of the conflict in line with the basic principles and elements well-known to both Armenia and Azerbaijan. The Co-Chair countries remain fully committed to pursuing this objective in line with their long-standing efforts to promote peace, stability, and prosperity in the region.

Azeri trolls target Armenian artist

The New York pianist Kariné Poghosyan is, like most soloists, restricted to streaming her recitals online during Covid.

But her efforts in the past few weeks have been attacked by trolls who hacked her website and blocked her Facebook ads.

Kariné tells Slipped Disc:
My Facebook page was put on a partial block after one of my Armenia-related posts was reported as spam. Not only that, my website was hacked really badly. Since I have no concerts whatsoever due to the pandemic, literally the only place I do live playing is Facebook. But now because of this partial block, though I can still go live, I am not able to promote , share, or buy ads to get the livestream visible …

I was going to have a Carnegie hall concert right on Beethoven’s Birthday which of course was cancelled , so these four live-streams I had planned were going to in a way be substitute for that really special concert opportunity I lost.

A team of doctors from the UK is in Armenia to support the fight against COVID-19

Deputy Minister of Health Lena Nanushyan had a meeting with the members of the UK Emergency Medical Team  to discuss medical and organizational issues related to their activities in Armenia.

It should be noted that the team is in Armenia in response to a request to the WHO for assistance with the WHO’s ability to manage severe, extremely severe cases of COVID-19 and will stay here for 5 weeks. The team aims to assist the Armenian Ministry of Health in strengthening and developing the capacity of health services to respond to the COVID-19 pandemic.

“From the first day of the pandemic, our government has been doing every possible thing to overcome the coronavirus disease, to provide medical centers with the necessary human resources, equipment and medicines,”  said the deputy minister, adding that international cooperation in this area is very important.

The group of medical staff and international experts will conduct trainings and exchange experiences within the framework of its mission. The UK Government’s Emergency Medical Team will assist the Ministry of Health of Armenia in strengthening and developing the capacity of health services under COVID-19.

Lena Nanushyan thanked the members of the medical team for their readiness to stand by the Armenian doctors, to work together, and expressed hope that the cooperation would be continuous.


Lt. Colonel Artsrun Hovhannisyan files police report on assault, death threats

YEREVAN, NOVEMBER 17, ARMENPRESS. The former representative of the Defense Ministry Lt. Colonel Artsrun Hovhannisyan, who was the spokesperson for the military during the Nagorno Karabakh war and resigned after the fighting ended, has filed a police report on assault.

He said he was attacked by two assailants.

“I’ve been getting various threats since November 9, but I was ignoring them. I’m not even responding to overt calls for vengeance. I refused to file a police complaint against those people. Yesterday night I was attacked by two people, fortunately I was able to defend myself. I am not afraid of anyone and I don’t consider anyone as an enemy. But since these threats and calls for vengeance are continuing, and in some places I am being followed, I am forced to apply to the police,” Hovhannisyan said.

Pashinyan to meet with lawmakers

“A meeting with the prime minister is planned,” she said.

Earlier the opposition Prosperous Armenia Party bloc has said that it proposed the PM to have a meeting with all parliamentary factions.

Russia has informed the other OSCE Minsk Group Co-chairs, the USA and France, about its mediation efforts for Nagorno Karabakh conflict settlement, ARMENPRESS reports, citing TASS, Russian Foreign Minister Sergey Lavrov informed during a discussion dedicated to the solution of humanitarian issues in Nagorno Karabakh.

''We have provided details to our partners, first of all France and the USA, as OSCE Minsk Group Co-chairs. I have talked to the French FM, presented the situation in detail and the efforts we have made. We also talked with our American partners. The UNSC in New York was fully informed about the efforts made by Russia and allowed to reach an agreement on November 9'', Lavrov said.

Moscow is adamant the joint statement by Azerbaijan’s President Ilham Aliyev, Armenian Prime Minister Nikol Pashinyan and Russian President Vladimir Putin on the full cessation of hostilities in Nagorno Karabakh must be complied with by all signatories, Russian Foreign Ministry Spokeswoman Maria Zakharova told the television broadcaster RTVI in an interview, reports TASS.

“This document has the status of a statement. We proceed from the assumption it must be complied with by all signatories. Their signatures are a hard fact”, she said.

She warned against speculations about various scenarios of how this agreement may fail to be implemented.

“Let’s talk about what is to be done to make it a reality. And a great deal is being done with an eye to that”, Zakharova said, adding that the agreement was a result of consensus and all signatories agreed it was crucial to implement it.

As for the peacekeepers, Zakharova said it has been discussed a month ago, also at the October 9-10 meeting of the Armenian, Russian and Azerbaijani foreign ministers.

Armenian Prime Minister Nikol Pashinyan, Azerbaijani President Ilham Aliyev and Russian President Vladimir Putin signed a statement on a full ceasefire and cessation of all military actions in the Nagorno Karabakh conflict zone since 01:00 Yerevan Time on November 10.
