The Republic of Armenia intends to continue to make its feasible contribution to the UN-sanctioned peacekeeping undertakings of various formats, carried out in various geographic, climatic, ethnic and confessional operational environments. To this end, we are ready to use all the potential that we have, and above all, the field hospital and specialists in the fight against improvised explosive devices, as ARMENPRESS was informed from the press service of the Defense Ministry of Armenia, Minister Davit Tonoyan said on April 25, giving speech at the 8th Moscow International Security Conference. His speech was headlined “International peacekeeping: new approaches and military cooperation”.

Tonoyan’s speech runs as follows

“Dear colleagues, friends, ladies and gentlemen,

First of all, I would like to thank the Ministry of Defence of the Russian Federation and personally the minister of defence, Army General Sergey Kuzhugetovich Shoigu, for the invitation to take part in the work of this traditional Moscow Conference on International Security. The discussion of the most pressing global and regional problems and issues, exchange of views on the formation of international security is extremely important in the context of increasing the level of predictability in international relations.

The topic of today's plenary session is a logical continuation and further development of the last year’s discussion of approaches to solving global and regional problems, as well as the initiative of the UN Secretary General to increase participation in UN peacekeeping operations, the so-called A4P.

We all note with great concern the growing escalation of tension in international relations, the degradation of security mechanisms, the noticeable expansion of conflict zones as a result of aggravating intra-state crises, primarily on ethnic and religious grounds.

At the same time, our world has become more interconnected: any instability in a particular region may trigger negative consequences throughout the world. In such a situation, the division of threats to peace and stability into regions is very conditional.

The above circumstances prompt the entire international community to set tasks of dynamic development and create prerequisites for revising the approaches and criteria for peacekeeping activities, which in their current form, as was presented in the Declaration on Joint Commitments to UN Peacekeeping Operations, in view of the radical changes that have occurred the field of crisis management is noticeably outdated. The foregoing assumes the resumption of discourse on the legitimacy of the mission, interaction with partners in the mission, as well as the composition of international forces and the rules of their involvement or reconciliation.

Legitimacy is a condition based on the perception of legality, morality or correctness of a number of actions by specific audiences, and is central to the tasks of peacemaking, having two key aspects: the legitimacy of the host government and the legitimacy of the international mission. In particular, when participating in international peacekeeping missions, the international community should strictly adhere to two fundamental UN principles:

  1. An international mission should be conducted at least with the consent of the legal authorities of the host country.
  2. Peacekeeping forces perform tasks for their intended purpose without prejudice and are completely impartial.

The task of interaction between various partners or, at least, the interested parties on the mission is equally important. In this context, particular importance is attached to the factor of establishing cooperation or coordination between various actors, which is one of the key conditions for the successful implementation and completion of any peacekeeping activities.

Finally, the peacekeeping forces should have a rationalized mandate and composition and be prepared for any development of events, acting solely within the international humanitarian law and the tasks and obligations assigned to them. Moreover, today, traditional peacemaking more and more corresponds to multidimensional, when instead of purely military tasks, diverse tasks are put in the center, the military contingent gives way to mixed military-police-civilian personnel, and the indirect role of peacekeeping forces in political processes is replaced by the most direct involvement.

In view of the above, I believe that the main trends in the development of international peacekeeping forces should be:

  • clarification of the legal status of peacekeepers for each individual mission;
  • creation of coordination mechanisms, that is, synchronization or, at least, the so-called de-conflict of the actions of all the parties involved;
  • formation, training, equipping and operational coordination of integrated military-police-civilian teams;
  • continuous improvement of professionalism and ethno-cultural-religious awareness of peacekeepers;
  • creating flexibility for rules for engaging peacekeeping forces;
  • transparency and continuous monitoring of their activities;
  • coordination of logistics for national contingents or groups with the greatest application of the principle of assigning secondary roles and using the services of local contractors;
  • increasing the transparency of the functional and cost indicators of the financial costs of peacekeeping missions;
  • use of advanced technology.

The concurrence of interests and goals in ensuring international security dictates the continuous development of their individual and collective potentials to maintain peace and stability, both by world and regional powers, and by countries with limited military capabilities. Armenia also adheres to this approach. For more than two decades, being in an unstable and unpredictable security situation, when the concepts of “war and peace” are very shaky, Armenia, moving forward with the consistent development of defense capabilities, has been developing national capabilities for maintaining peace and international security.

Armenia, as a country that has felt the price of international security and stability in practice, has accumulated considerable experience in the field of peacekeeping over the past 15 years, the acquisition of which began in Kosovo and Iraq. Currently, Armenian peacekeeping forces are represented in four international missions.

We also demonstrated a consistent commitment to helping to ensure positive changes in the regions affected by the full-blown crisis, which was reflected in our recently launched National Humanitarian Mission in Syria, the decision on which was taken in accordance with the official request of the host country – the Syrian government, and the request by the Armenian community of Aleppo and their religious leaders, with the assistance of the Russian Ministry of Defence, for which we are very grateful to the Russian Government. In particular, the deployment of the Armenian humanitarian contingent in this region is justified by the historical factor of the Armenian presence in the Middle East from time immemorial and the desire to preserve our roots in the Middle East, taking into account the bitter experience of the past ten years of instability, resulting in a massive exodus of Armenians from Iraq.

 The humanitarian mission comprises medical personnel and demining specialists who, in cooperation with their Russian colleagues, provide assistance to the population of the Syrian Arab Republic affected by a long-lasting war.

The Republic of Armenia intends to continue to make its feasible contribution to the UN-sanctioned peacekeeping undertakings of various formats, carried out in various geographic, climatic, ethnic and confessional operational environments. To this end, we are ready to use all the potential that we have, and above all, the field hospital and specialists in the fight against improvised explosive devices.

In conclusion, I would like to assure that Armenia is a champion of the equivalent application of the norms of international law and the right to free choice, reasonable globalization and international security architecture based on abstaining from the policy of “force” and maximalist approaches, hate speech and belligerent statements.

As one of the leading experts on international relations said, “Trying to implement their idealistic and realistic goals in foreign policy, states should combine their power with moral principles, and temper their belief in their rightness”.

BURBANK—In celebration of Women’s History Month, the United Human Rights Council, a committee of the Armenian Youth Federation – Western United States and California State University, Northridge’s Alpha Gamma Alpha co-hosted “Armenian Women: Breaking Barriers” at the Burbank Youth Center on Saturday, March 9th. The program portrayed Armenian women who have made significant contributions to Armenia and the Armenian people, and served to empower young Armenian women as community leaders and organizers.

The event included presentations from three distinguished speakers. Dr. Houri Berberian, the Meghrouni Family Presidential Chair in Armenian Studies at the University of California, Irvine, began the program with introducing the lives of Armenian women during the Iranian and Ottoman empires, as well as the instrumental roles they played in the opening Armenian schools during the second half of the 19th century.

Author Sona Zeitlian told stories of three female Armenian figures who played major roles in the sociopolitical realm of the Armenian nation. Zeitlian first spoke about Armenia’s ambassador to Japan during the first republic (also recognized as the first female ambassador), Diana Abkar. She also spoke of Hripsime (Lola) Sassouni, who organized women’s groups for defense and relief work and committed herself to raise the standard of living of refugees and orphans. Lastly, Zeitlian told the story of Siran (Seza) Zarifian, the editor/publisher of Beirut’s first women’s journal, Yeridasart Hayouhi (Young Armenian Woman), who specified the need for women in decision making bodies and involvement in community social, political, and educational organizations.

After a brief intermission, the Lernazang Ensemble, a band of young artists dedicated to preserving Armenian folk music, took the audience on a journey through the villages of Western Armenia using a duduk and drum, with the was accompaniment of traditional dances that depicted the spirits of the Armenian women from those regions. They performed songs and dances to Madzoun Em Trel, Altalla, and Dasnergu Vodk (12-steps). “Lernazang Ensemble’s flawless performance captured the energy of Armenian women,” said attendee Preny Alaverdian, “The sounds of our traditional musical instruments and footwork was inspiring to hear and watch.”

Once the band concluded with their final piece, the program’s last speaker was invited to the stage. State Representative Mari Manoogian of the Michigan House of Representatives spoke about her path towards a career in politics, highlighting the challenges she faced as an Armenian democratic running for a position typically filled by republican candidates, and encouraged the need for young Armenians to become civically engaged and take part in the political process.

To close the program, the UHRC expressed words of gratitude for the contributions of all the speakers and performers. “The UHRC will continue to work on women’s rights issues both in our local communities and in the homeland,” said UHRC chairperson Hasmik Burushyan, “we will organize to bring gender equality into a growing existence.”

Asbarez: 350 Supporters in Artsakh Join ABMDR to Help Save Lives

LOS ANGELES—During a series of recruitment events held in Artsakh from March 26 and 27, a total of 350 supporters joined the Armenian Bone Marrow Donor Registry, for a chance to help save the lives of patients in need of bone marrow stem cell transplants. The recruitments, held in collaboration with the Health Ministry of Artsakh, took place at the police headquarters of the republic, Artsakh State University, Shushi College of Technology, Stepanakert Medical College, and Artsakh State Medical Center.

Following the recruitments, on March 28, Artsakh Health Minister Arayik Baghryan, who himself joined ABMDR as a potential bone marrow stem cell donor, met with the registry’s Executive Director, Dr. Sevak Avagyan, at the Health Ministry. During the meeting, Dr. Avagyan conveyed his gratitude to Minister Baghryan for facilitating and supporting ABMDR’s donor recruitments, as well as outreach events, throughout Artsakh. On his part, Minister Baghryan thanked Dr. Avagyan for continuing to encompass Artsakh in ABMDR’s life-saving mission, and stressed the far-reaching significance of maintaining a robust registry of potential bone marrow stem cell donors.

“As always, the enthusiasm and dedication shown by Artsakh residents during our latest recruitments were truly impressive,” Dr. Avagyan told reporters. He added, “By joining the ranks of ABMDR, young men and women in Artsakh are in effect extending a helping hand to patients in Artsakh, Armenia, and across the world, whose only chance of survival depends on receiving bone marrow stem cell transplants through matched donors.”

Established in 1999, ABMDR, a nonprofit organization, helps Armenians and non-Armenians worldwide survive life-threatening blood-related illnesses by recruiting and matching donors to those requiring bone marrow stem cell transplants. To date, the registry has recruited over 30,000 donors in 31 countries across four continents, identified over 9,000 patients, and facilitated 32 bone marrow transplants. Road section from Ninostminda to the Armenian border to be renovated

The road section from Ninostminda town in Georgia’s southern district of Samtskhe – Javakheti leading to the state border of Armenia will be renovated. As akhaltskha.net reports, the road department at the Ministry of Regional Development and Infrastructure of Georgia has sent specialists to Ninostminda to assess the condition of the highway.

It is noted that road renovation plan is currently being developed with initial budget calculations for the project implementation.

Armenian-Australian Gladys Berejiklian has become  the first elected female Premier of Australia's largest state of New South Wales. The Leader of the Opposition Michael Daley has conceded defeat, and Berejiklian has accepted victory.

A gracious Berejiklian thanked many in her speech, reserving special praise for the people of New South Wales: "No matter your background or where you live, you can be the Premier of New South Wales – a state where someone with a long surname and a woman can be the Premier."

Berejiklian's victory has ensured she also makes history as the first leader of the Liberal (LIB) and National (NAT) Coalition to lead her political party to a third consecutive term in office.

"This is a historic day for Armenian-Australians and for the global Armenian community, as Ms Berejiklian continues to be the most powerful Armenian woman in world politics; this time being elected in her own right to lead the executive branch of a government that runs a state of 7 million people – the largest state of a G20 nation," said  Haig Kayserian, Executive Director of the Armenian National Committee of Australia (ANC-AU).

"The Armenian community of New South Wales is filled with joy, as support for Ms Berejiklian extends beyond party politics – the opportunity for an Armenian-Australian, for 'Our Gladys' to be elected was too big not to get completely behind," Kayserian added.

Armenia and Russia discussed modernization of Metsamor nuclear power plant

YEREVAN, March 12 /ARKA/. Armenian capital city Yerevan hosted today a regular, 8th  meeting of  a joint Armenian-Russian commission set up to coordinate a project to modernize and extend the service life of the second power unit of the Armenian nuclear power plant  in Mestamor, the press service of the Russian Rusatom Service told ARKA.

It said the agenda of the meeting included a set of issues such as the action plan for 2019 and the program of activities until 2021, the operating conditions of the 2nd unit of the facility after the scheduled preventive maintenance, as well as the extension of the intergovernmental agreement on cooperation between Russia and Armenia on this project. 

The parties also considered the issue of preparing a pilot project for the removal and reprocessing of a batch of the spent nuclear fuel.

The Russian delegation was headed by Kirill Komarov, First Deputy CEO of Rosatom State Corporation. The Armenian delegation by Garegin Baghramyan, Armenia’ First Deputy Minister of Energy Infrastructures and Natural Resources.

The Armenian Nuclear Power Plant is located some 30 kilometers west of Yerevan. It was built in the 1970s but was closed following a devastating earthquake in 1988. One of its two VVER 440-V230 light-water reactors was reactivated in 1995. 

In March 2014, Armenian government decided to extend the plant’s service life up to 2026 because of delay in building a new unit. The service life extension has become possible thanks to Russia’s financial resources. The country provided $270 million to Armenia as a loan and $30 million as a grant. 

The Russian State Atomic Energy Corporation Rosatom is a global technological leader. It is handling the project designed to extend the service life of the 2nd power unit of the Armenian NPP. Rosatom also supplies fuel for the nuclear power plant and  implements joint projects in the fields of healthcare, education and training of specialists for the Armenian nuclear power industry .– 0–

Azerbaijan can count on the support of Islamic countries in the issue of settlement of the Armenia-Azerbaijan Nagorno-Karabakh, director of the Institute of Peace and Diplomatic Studies of Pakistan, chairman of the Pakistan Shanghai Cooperation Organization Friendship Forum(PSCOFF), well-known Pakistani political analyst Muhammad Asif Noor told Trend.

On March 1, Azerbaijani Foreign Minister Elmar Mammadyarov, speaking at the 46th session of the Council of Foreign Ministers of the Organization of Islamic Cooperation, called on the OIC countries not to work with Armenia in Nagorno-Karabakh, stating that Azerbaijan, doing everything possible to ensure international peace and security, is still facing Armenian military aggression.

The minister added that despite all these calls, despite all the efforts of Azerbaijan to resolve the conflict by peaceful means, Armenia, in order to solidify the results of its occupation, continues the policy of plundering natural resources and destroying the historical and Islamic heritage in the occupied territories.

Every day, the Armenian armed forces violate the ceasefire regime, killing and injuring Azerbaijani soldiers and civilians, the minister said.

Pakistan was one of the first countries that recognized the independence of Azerbaijan in the 1990s, as well as the first country to adopt a resolution strongly condemning the genocide against the peaceful population of Azerbaijan’s Khojaly town, committed by Armenian band formations, and urging the international community to force Armenia to comply with the UN Security Council resolutions, Muhammad Asif Noor said.

“We strongly support Armenia’s implementation of the UN Security Council resolutions, according to which it must withdraw its military formations from the occupied Azerbaijani territories,” he added.

Political analyst noted that Pakistan will continue to support Azerbaijan’s position on the Nagorno-Karabakh conflict, and to advocate its national interests for the restoration of territorial integrity and the inviolability of Azerbaijani borders.

The conflict between the two South Caucasus countries began in 1988 when Armenia made territorial claims against Azerbaijan. As a result of the ensuing war, in 1992 Armenian armed forces occupied 20 percent of Azerbaijan, including the Nagorno-Karabakh region and seven surrounding districts.

The 1994 ceasefire agreement was followed by peace negotiations. Armenia has not yet implemented four UN Security Council resolutions on withdrawal of its armed forces from Nagorno-Karabakh and the surrounding districts.

YEREVAN, FEBRUARY 26, ARMENPRESS. Prime Minister of Armenia Nikol Pashinyan received Head of International Monetary Fund Armenia Mission Hossein Samiei on February 26.

As ARMENPRESS was informed from the Office of the Prime Minister of Armenia, the PM highlighted the effective cooperation with the IMF and the continuous assistance of the IMF to economic reforms. Nikol Pashinyan underscored that the Government's priorities include reforms in various areas, including fight against corruption, taxation, justice and public administration. The head of the government underlined that the reforms are aimed at simplifying the tax policy, improving the business environment, boosting investments, and increasing the independence of the judiciary. According to the Head of the Government, the government's goal is to make structural changes in the economy.

The head of the IMF mission in Armenia expressed confidence that the joint work will contribute to reforms in Armenia's economy. Positively evaluating the steps undertaken by the Government, Hossein Samiey added that the IMF is ready to continue to assist the Government of Armenia in promoting reforms and is interested in implementing effective programs.

The interlocutors exchanged views on a number of other issues on the bilateral agenda.

The gala will take place on 4 p.m. on Sunday, April 7 at the Glendale Hilton Hotel. More details about the event will be publicized in the future, according to the Consulate staff.
