YEREVAN, SEPTEMBER 7, ARMENPRESS. Representatives of a family guardian organization called Nidos will accompany Lili and Howick to Armenia, the justice ministry of the Netherlands told ARMENPRESS. As reported earlier, Lili and Howick, the two Armenian children who were rejected asylum by Netherlands, will be deported to Armenia on Saturday.

Maarten Molenbeek, a representative for the press of the Dutch justice ministry, refused to provide other details on the deportation, including on what flight the children will arrive to Armenia. Asked to comment on the statement of the Children’s Ombudsman of Netherlands Margrite Klaverboer, who said that “the deportation will be infringing on the fundamental rights of the children”, Molenbeek refused. “That is her opinion”, he said. Asked who will accompany the children on the flight, Mr. Molenbeek said that an organization called Nidos is dealing with the issue.

The Nidos website describes the organization as “an independent family guardian organization, pursuant to the law, Nidos fulfils the guardianship task for Unaccompanied Minor Asylum Seekers”. Molenbeek said that representatives of Nidos are already in Armenia for further assistance.

Nidos was unavailable at the moment for comment.

Earlier the Dutch media reported that another organization, the Armenian Caritas, is also dealing with the issue in Armenia.

But Armenian Caritas refused to comment. "At this moment, due to the mother's and the children's security concerns, Armenian Caritas is not authorized to provide any information," the organization told ARMENPRESS.

A day ahead of the highly publicized deportation of two Armenian children from the Netherlands, the country’s children’s ombudsman Margrite Klaverboer says the Dutch government will be infringing on fundamental children’s’ rights if Lili and Howick are deported back to Armenia.

Lili (12) and Howick (13), have been separated from their mother since she was sent back to Armenia in July 2017. Earlier in the week Princess Laurentien of the Netherlands personally added her voice to calls for the two children to be allowed to stay. ‘I can’t and don’t want to judge the situation, but I have a great deal of sympathy for what these children are going through,’ she told NPO Radio 5, according to Dutch News.

The children, aged 12 and 13, will be taken to an orphanage on their return and their mother, who was deported a year ago, is unable to take care of them, Klaverboer told television program Pauw on Thursday evening. ‘I have read the file thoroughly and I know their mother is not capable of looking after them at the moment,’ she said. ‘There is nowhere for them to live and they cannot go to school,” the ombudsman said, referring to the fact that the children do not speak or write in Armenian.

The children are set to be deported on Saturday.

They were born in Russia and have lived in the Netherlands for over 10 years, during which their mother made repeated efforts to claim asylum. However, they have not qualified for the government’s amnesty for child refugees. Kalverboer said the children’s future is clearly in the Netherlands and that she has discussed the problems with junior justice ministry Mark Harbers. He has the right of discretion to grant the children a residence permit. So far Harbers has refused to do so.

The State Migration Service of Armenia earlier told ARMENPRESS that it will provide all possible assistance of integration to the children if the mother is unable to care for them.

German Chancellor Angela Merkel on Friday urged Armenia and Azerbaijan
to find a peaceful solution to the ex-Soviet republics' long-running
territorial conflict over the Nagorny Karabakh region.

"It is important that the conflict is resolved peacefully," Merkel
told a press conference in Yerevan, on the second day of her regional
trip to the South Caucasus.

"Germany stands ready to contribute to the peaceful resolution" of the
decades-long conflict, she added.

Karabakh has been under Armenian control since it was seized during a
bloody war in the early 1990s after the break-up of the Soviet Union.

Baku and Yerevan remain locked in a bitter dispute with frequent
exchanges of fire along the volatile frontline nearly spiralling back
into all-out war in 2016.

The international community still views Karabakh as part of Azerbaijan
and no country has recognised it as an independent nation.

Energy-rich Azerbaijan, whose military spending exceeds Armenia's
entire state budget, has repeatedly threatened to take back the
breakaway region by force.

Moscow-allied Armenia has vowed to crush any military offensive.

On Saturday, Merkel will travel to Azerbaijan, where she is expected
to discuss energy cooperation with the oil-rich Caspian nation which
is seen as an alternative to Russian supplies of natural gas and oil
to Europe.

She arrived in Yerevan from Georgia where she denounced Russian
military presence in the separatist regions of Abkhazia and South
Ossetia as Russia's "occupation of the 20 percent of Georgia's
territory and a great injustice".

PM says expects public’s support in fight against shadow agriculture

Prime Minister Nikol Pashinyan says it is necessary to check the information emerged based on the discussions according to which there is not only a shadow economy, but a shadow agriculture in Armenia.

During today’s cabinet session the PM stated that there are also many talks about the abuses in the water field. He said he expects the Armenian citizens’ support to reveal these cases of abuse.

“Apply to the law enforcement agencies, cooperate with them. Nothing hinders us, the government has no obstacle for disclosing and eliminating all these cases of abuse. Support us in this process, since I, being PM for three months, have just became aware that there are secret gardens [not registered] in Armenia”, the PM noted.

According to Ararat Zurabyan, a member of the Tsarukyan Bloc faction, the Armenian society will manage to restore the constitutional order twenty years later.

“A serious and new process has started in Armenia, there are results, a great deal has been done to reveal March 1.”

According to him, Nikol Pashinyan has much more information about the March 1 case than ordinary citizens.

Ararat Zurabyan is a candidate for mayor. According to him, the chances of all the candidates are equal.

“I have headed the community center for six years, I know the problems.”

Ararat Zurabyan considers it wrong to separate urban problems from others.

“They speak about the elevators, but I will start from pre-school institutions, the noise of the youth during the hours of the night in the city, all of them are equally important.”

Ararat Zurabyan highlits the primary issue.

“They are the city’s revenues, Yerevan has budget of eighty billion drams, almost half of Armenia’s population is centralized in Yerevan, the money allocated to the capital is too small to solve problems.”

According to him, he respects other candidates but he has one argument.

“I know one thing, if I take my relative to a doctor, I try to find someone who can cure him.”

Ararat Zurabyan is convinced that he will win the elections.

parliament) Commission for legal support to the development of the
Russian military-industrial complex Vladimir Gutenev has said that
Armenia’s participation in the Noble Partner exercise of the NATO
members and the alliance’s partners raises numerous questions.

He recalled that the Noble Partner 2018 drills kicked off at Vaziani
military base located in Georgia. More than 3,000 military servicemen
from 13 NATO’s member-states and partners, including Armenia,
Azerbaijan and Turkey, are expected to take part in them.

"The North Atlantic Alliance’s desire to allure Russia’s strategic
partners in its ranks has long ceased to be a secret. We can see,
however, that Serbia, which receives aid from us within the framework
of military-technical cooperation, despite being surrounded by NATO
countries, pursues a more balanced policy than Russia’s neighbors,
which are dependent in terms of ensuring their national sovereignty.
In light of that, it is strange to see Armenia, a CSTO member, taking
part in the exercises of the military-political alliance whose members
not only make aggressive statements about Russia but also expand the
area of their military presence," Gutenev told TASS on Thursday.

He noted that "the countries closely cooperate in the security area."
According to the lawmaker, "Russia provides assistance and
preferential supplies as part of military-technical cooperation and,
as a guarantor of peace in the Armenian-Azerbaijani conflict,
sometimes suffers economic losses."

"We have already seen people with pro-Russian rhetoric coming to power
in a number of countries, including Ukraine. However, they later
changed their countries’ foreign policy vector, which sparked military
coups. At the same time, we continue to believe that [Armenian Prime
Minister] Nikol Pashinyan is a pragmatic politician who has a balanced
approach to interstate cooperation issues," Gutenev added.

Nevertheless, it is necessary to evaluate specific steps by that
country’s leadership while making important strategic decisions,
including on assistance and military-technical cooperation, the
lawmaker noted. "This assessment should be based not so much on
assurances of friendship. It should be linked to the stance on
cooperation with our strategic adversaries, while voting in the UN,
the OPCW and other international organizations," he stressed.

Armenian Prime Minister Nikol Pashinyan on July 28 held a telephone conversation with President of Belarus Alexander Lukashenko during which they discussed a number of issues relating to the bilateral cooperation and their expansion, the PM’s Office reported.

The officials also touched upon the mutual partnership within the Eurasian Economic Union (EAEU) and the Collective Security Treaty Organization (CSTO).

The phone conversation was held by the initiative of the Armenian side.

Artsakh’s defense minister, commander of the Defense Army, Lieutenant-General Levon Mnatsakanyan announced that the Defense Army can paralyze Azerbaijan’s economy in case of necessity.

“We have a capacity to paralyze Azerbaijan’s economy, but I don’t see a reason for that now. The combat art requires to make attacks on such military objects. It will cause damage to the economy and will rule out the possibility to deliver respective supplies to the Armed Forces of the adversary”, the defense minister said during a press conference in Stepanakert, in response to the question on possibility to bombard the Mingachevir reservoir.

As for the purchase of several foreign weapons by Azerbaijan, in particular, the Israeli operational tactical missiles with a distance of 300 km, the Artsakh defense minister said the Armenian side can give an adequate counterattack to them. “Our Armed Forces also have a similar weapon. The attacking capacities are almost the same as that of Azerbaijan. We also have the opportunity of precision fire”, the Defense Army commander said.

Armenia Will Strike Back Harder if Baku Resumes Military Attacks

Armenia’s Defense Minister Davit Tonoyan visited military bases over the weekend

YEREVAN—Armenia’s Defense Minister Davit Tonoyan warned Baku that Armenia will strike back harder in the event of an Azerbaijani attack similar to what he called the April 2016 “aggression” against Artsakh.

Speaking to the Russian EADaily Tonoyan warned that in an event of an attack by Azerbaijan, Armenia cannot be in the position to solicit peace and will use its capabilities to retaliate.

“Despite Armenia’s constructive stance, I wouldn’t want you to have the impression that Armenia will solicit peace. I would advise Azerbaijan not to be so confident that it is the one controlling the escalation of the military situation. Meaning, the mediators will not be able to convince Armenia to stop a response or punitive actions in the event that Azerbaijan re-launches military operations, evena limited scale military operations,” explained Tonoyan.

“In the event of a repetition of the 2016 April aggression, Armenia might not resist the temptation to use its entire available arsenal to deliver a massive and decisive blow to the enemy,” added Tonoyan.

The defense chief spoke about the dangers of large scale military build-up by Azerbaijan along the Artsakh-Azerbaijan border and warned that the likelihood of resumption of military operations is always high.

“Reports about the build-up of Azerbaijani military are accurate and similar processes are observed not only at the Artsakh-Azerbaijan border, but also at the Armenia-Azerbaijan border, namely in Nakhichevan. Azerbaijan’s conduct is nothing but a threat to use force, whereas not using force is the basis for the peaceful resolution of the Nagorno-Karabakh conflict,” he said.

Tonoyan ruled out any future “surprise” attacks by Azerbaijan and said that in assessing the April 2016 War, Yerevan has reached several conclusions, among them being that “Azerbaijan will not be allowed to have a monopoly on deciding the time and scale of a military attack.”

The defense chief also expressed concern over the sources from which Azerbaijan is acquiring arms and military equipment and urged those countries that are engaged in the conflict resolution process to refrain from selling weapons to Baku. He lamented that Armenia’s allies are selling arms to Azerbaijan, which in turn are used against Armenian targets.

Tonoyan also said that the close alliance—military and otherwise—between Azerbaijan and Turkey was a source of concern to Yerevan, since alliance directly threatens Armenia’s national security given Baku’s continued military threats and Ankara’s largesse in advancing Azerbaijan’s agenda.

The defense minister said that Yerevan’s top priority for the defense sector is the creation of favorable military conditions for the peaceful resolution of the Karabakh conflict.

“For me it is a priority to create favorable military conditions for the resolution of the Karabakh conflict. Here we must note the contradiction between the terms ‘peace’ and ‘military conditions.’ However, as they used to say during the Cold War years: ‘missiles are made for peace, not war.’ Armenia is the sole guarantor of Artsakh’s physical security,” added Tonoyan

“Volcano”, a film by Ukrainian film director Roman Bondarchuk, won the Grand Prix at the 15th Golden Apricot Yerevan International Film Festival in Armenia, according to Sputnik Armenia.

The plot of the film is based on the story of Lucas, an interpreter for the OSCE monitoring mission. A series of odd coincidences leaves Lukas stranded near a small southern Ukrainian steppe town and further events completely change his life.

The script is written by Alla Tiutiunnyk, Roman Bondarchuk, Dariya Averchenko, cast members – Serhiy Stepanskyi, Viktor Zhdanov, Khrystyna Deilyk, Tamara Sotsenko.
