The Promise is a 2016 American historical drama film directed by Terry George and starring Oscar Isaac, Charlotte Le Bon and Christian Bale, set in the final years of the Ottoman Empire. The film premiered on September 11, 2016, at the Toronto International Film Festival and was released in the United States on April 21, 2017, by Open Road Films.
The Promise is about a love triangle that develops between Mikael (Isaac), an Armenian medical student, Chris (Bale), a Paris-based American journalist, and Ana (Le Bon), an Armenian-born woman raised in France, immediately before the Armenian Genocide. The film was a box office bomb, grossing just $10 million against its $90 million budget, although the studio noted the main purpose of the film was to bring attention to the story, not make money.

Վարչապետ Կարեն Կարապետյանն այսօր ընդունել է Հայաստանի Հանրապետությունում Ամերիկայի Միացյալ Նահանգների դեսպան Ռիչարդ Միլսին: Կառավարության ղեկավարը կարևորել է արդեն ավանդական դարձած պարբերական հանդիպումները, որոնք լավ հնարավորություն են հայ-ամերիկյան համագործակցության ընթացքի և զարգացման հեռանկարների շուրջ մտքեր փոխանակելու համար: 

Դեսպան Միլսը նախ իր ափսոսանքն է հայտնել «Խոսրովի անտառ» պետական արգելոցում բռնկված խոշոր հրդեհի կապակցությամբ՝ նշելով, որ ԱՄՆ-ում լսելով չէ, որ գիտեն, թե ինչ բարդություններ կան նման աղետների դեմ պայքարում։ Նա նշել է, որ դեսպանությունը կապի մեջ է ՀՀ արտակարգ իրավիճակների և ՀՀ բնապահպանության նախարարությունների հետ՝ հրդեհի հետևանքների վերացման գործում գերատեսչություններին տեխնիկական և փորձագիտական օժանդակության ուղղությունները հստակեցնելու նպատակով:

Ռիչարդ Միլսն ընդգծել է, որ Հայաստանում գործող ամերիկյան ընկերություններից վերջին շրջանում շատ դրական ազդակներ է ստացել Պետական եկամուտների կոմիտեի գործունեության հետ կապված և ավելացրել, որ Միացյալ Նահանգները պատրաստ են շարունակել իրենց աջակցությունը՝ գործարար դաշտի հետագա բարելավման ուղղությամբ կառավարության նախաձեռնություններին:


Իր հերթին Կարեն Կարապետյանը նշել է, որ առաջիկայում «Խոսրովի անտառ» պետական արգելոցում տեղի ունեցածի կապակցությամբ վերլուծություններ են արվելու, որից հետո ամերիկյան կողմի հետ փոխգործակցությունը կլինի ավելի կոնկրետ: 

Անդրադառնալով կոռուպցիայի դեմ պայքարին, ինչպես նաև ՊԵԿ-ի գործունեությանը՝ Կարեն Կարապետյանը նշել է, որ հաճելի է այս ոլորտներում կառավարության կողմից իրականացվող քայլերի մասին նման կարծիք լսել։ 

«Սակայն այս ուղղություններով դեռևս շատ անելիքներ ունենք և բարեփոխումները կրելու են շարունակական բնույթ: Ունենք վճռականություն՝ գործարար միջավայրը բարելավելու, կոռուպցիայի դեմ պայքարելու հարցերում, քանի որ այդ ամենը պարզապես անհրաժեշտություն է տնտեսության զարգացման համար», – ընդգծել է վարչապետը: 

Կարեն Կարապետյանը և Ռիչարդ Միլսը քննարկել են նաև արդարադատության ոլորտում իրականացվող բարեփոխումները։ Գործադիրի ղեկավարը նշել է, որ այժմ մշակվում է դատաիրավական ոլորտի բարեփոխման ճանապարհային քարտեզը՝ հաշվի առնելով առկա խնդիրներն ու բացերը, և այս ուղղությամբ հայկական կողմը նույնպես ակնկալում է ամերիկյան գործընկերների ու մասնագետների աջակցությունը։ Վարչապետը կարևորել է նաև ԱՄՆ դեսպանության գործուն մասնակցությունն առաջիկայում կազմակերպվելիք արդարադատության ոլորտի դոնոր կազմակերպությունների հանդիպմանը, որի ընթացքում կներկայացվեն այս բնագավառի հետագա բարեփոխումների հիմնական ուղղություններն ու առաջնահերթությունները։

GYUMRI, Armenia—After decades of waiting and living in makeshift homes, 11 families, mainly elderly residents of Armenia’s second largest city who endured the 1988 earthquake, received apartments, courtesy of Los Angeles-based benefactors Sarkis and Nune Sepetjian and their family, through whose generosity these homes became a reality.

During a special ceremony on Tuesday, the Sepetjians, along with Gyumri Mayor Samvel Balasanyan and governor of the Shirak Province, Artur Khachatryan handed keys to the 11 families, the names of whom were drawn in a special lottery coordinated by the municipality and the Armenian Relief and Development Association (ARDA), which undertook the construction project. The city of municipality contributed 15 percent of the costs of the construction.

Residents of Gyumri gathered at a special ceremony, which included the traditional blessing of the building housing the apartments. After the residents were handed the keys to their new homes, a ribbon cutting was held to allow the families to go to their new homes. The apartments are partially furnished and are heated.

“I am grateful that you gave me this opportunity to help the deserving elderly or the needy,” said Sarkis Sepetjian, whose wife, Nune, is originally from Gyumri. “For me it is a duty to help those in need.”

According to Azatutyun.am, he pledged that he will continue to advance the housing issue in Gyumri and promised to engage his friends to join him in building “however many homes are needed in this city.”

In his remarks, Sepetjian reflected on his own childhood.

“I wasn’t born rich,” said Sepetjian, explaining that his father was a refugee. “I am the son of poor people and I know what it means to be in need.”

The Sepetjian family’s generosity is known to the Los Angeles Armenian community. This past March, Mr. and Mrs. Sepetjian and their family were the sponsors of the annual Armenian Cultural Foundation Gala Banquet. They have also been-staunch supporters of the Armenian National Committee of America-Western Region, the Prelacy Schools, and the Prelacy itself. In January, the Sepetjians sponsored the Prelacy’s annual New Year and Christmas celebration hosted by Western Prelate Archbishop Moushegh Mardirossian.

Balasanyan, the mayor of Gyumri, said that most of the people living in the makeshift homes that are metal containers turned into huts, are elderly who require care. That is why, the apartment complex will offer social services, in addition to roofs over their heads.

He added that it was a very difficult process to choose the recipients of the homes and expressed hope that in the future other families will have the opportunity to have their own homes.

“I hope that very soon we can provide housing to everyone,” said Khachatryan, the Shirak governor , adding, “and once and for all close this chapter of our city and province.”

ROJAVA (A.W.)—Nubar Ozanyan (code name “Orhan,” in honor of the famous Turkish-Armenian Marxist-Leninist Armenak (Orhan) Bakirciyan) was killed while fighting ISIS/DAESH forces Rojava on Aug. 14, according to several sources. Ozanyan was a member of the Communist Party of Turkey/Marxist-Leninist (TKP/ML) and the Liberation Army of the Workers and Peasants of Turkey (TIKKO).

Following his death, the Istanbul-based Nor Zartonk movement released a statement in Turkish praising Ozanyan’s fight against ISIS.

“We have learned with great sadness that Armenian revolutionary commander unger (comrade) Nubar Ozanyan died when fighting against ISIS/DAESH with TKP/ML and TIKKO in Rojava, on Aug. 14, 2017. With revolutionary modesty, commitment, resolve, courage, and internationalist spirit, unger Nubar has been one of the important bearers of the Armenian revolutionary tradition. We are deeply saddened to have lost a genuine revolutionary who has succeeded in becoming an agent of the revolution. May the light illuminate your path. Your struggle will live on through our struggle. Long live the revolution and long live socialism. Long live international solidarity,” read the Nor Zartonk statement, as translated by the Armenian Weekly.

According to some reports, Ozanyan had taken part in the Nagorno-Karabagh (Artsakh) Liberation War in the 1990s. “From Lebanon and Palestine to Nagorno-Karabagh and Rojava, we are so honored to have known Orhan, who showed us what it means to be a guerrilla,” the International Revolutionary People’s Guerrilla Forces (IRPGF) tweeted on Aug. 15.

The IRPGF is a militant, armed, self-organized, and horizontal collective of anarchist fighters from around the world.

PM Karapetyan discussed Armenian- Kazakh and Armenian-Belarusian relations

YEREVAN, August 14, /ARKA/. Armenian prime minister Karen Karapetyan met with his Kazakh counterpart Bakytzhan Sagintayev in Astana, Kazakhstan, on the sidelines of a meeting of the Eurasian Inter-governmental Council, Armenian government press office reported.

It said the Kazakh prime minister noted that the high-level interstate relations and political dialogue  between the two countries provide a good basis for deepening economic cooperation. Sagintayev stressed that mutual high-level visits will contribute to the further development and deepening of Armenian-Kazakh relations.

Thankful for a warm welcome, Karen Karapetyan Armenia said he was glad to meet with his counterpart on the eve of the 25th anniversary of establishment of diplomatic relations between Armenia and Kazakhstan. Karen Karapetyan noted that growth trends can be seen in bilateral trade and economic relations and there is a potential for the further development of economic cooperation.

The Armenian prime minister stressed that there are numerous promising projects that can be implemented jointly and on mutually beneficial terms. The parties discussed a number of issues high on the bilateral agenda and outlined new areas of cooperation.

Karen Karapetyan met also with Belarus prime minister Andrei Kobyakov. The two heads of government discussed the agenda and the prospects for the further development of Armenian-Belarusian economic relations. A number of issues of cooperation within the framework of the Eurasian Economic Union were touched upon. -0-

The Defense Ministry is examining whether the Israeli firm Aeronautics Defense Systems was asked to actually demonstrate the use of an armed unmanned aircraft in the Central Asian republic of Azerbaijan against a military position of the neighboring country of Armenia, with which Azerbaijan has a border dispute. The Israeli company denies the allegation.

The Defense Ministry recently received a complaint alleging that after a team from Aeronautics Defense Systems came to Azerbaijan seeking to finalize a contract for the sale of company's Orbiter 1K unmanned aircraft, they were asked to deploy the aircraft, armed with explosives, on a military position of the Armenian army.

The existence of the complaint was reported Sunday by the Israeli daily paper Maariv. For its part however, Aeronautics Defense Systems strongly denied that its staff carried out such a mission, saying that it was carried out by the purchaser of the aircraft, and the company "never carries out demonstrations [of the operations of the drone] on live targets, and that was true in this case as well."

According to Maariv, the two Israeli operators of the craft refused to hit the Armenian position, and after remaining firm in their refusal even after threats directed against them, senior representatives of the company armed and operated the unmanned aircraft themselves. Ultimately the drones are said to have missed their targets, and no damage was caused, but according to the complaint, one of them struck at a distance of about 100 meters (330 feet) from the position.

The company's website states that the Orbiter 1k in is capable of carrying a special 1 to 2 kilogram (2.2 to 4.4 pound) special explosive payload.

The complaint against the company was filed with the ministry's Defense Export Controls Agency, which is responsible for overseeing the activities of the country's defense contractors, certainly when it is demonstrating the use of such equipment.

The dispute between Azerbaijan and Armenia, which has resulted in fighting over the disputed enclave of Nagorno-Karabakh, has resulted in the loss of life. In the past, it had been reported that an unmanned aircraft, including aircraft of the type that crash into their targets, was seen on the attack in Nagorno-Karabakh. In that case, the aircraft was a Harop model produced by Israel Aerospace Industries. In 2016, it was reported that a Harop hit a bus and killed seven Armenians.

Azerbaijan's president, Ilham Aliyev, recently said that his country had purchased nearly $5 billion worth of military equipment from Israel. On a visit by Prime Minister Benjamin Netanyahu to Azerbaijan late last year, the Azeri president made note of the military cooperation between the two countries over many years. According to foreign reports, Israel has sold Azerbaijan radar and unmanned aircraft systems as well as Israeli Tavor rifles.

The Defense Ministry said in response: "As a rule, the Defense Ministry does not make it a practice to comment on issues involving military exports. The claim is being examined by the relevant parties at the ministry."

Aeronautics Defense Systems stated: "Aeronautics markets its products to customers in about 50 different countries,[and] only in accordance with approval from the Defense Export Controls Agency. The operational action was carried out by the purchaser alone and on its responsibility. Aeronautics has never carried out demonstrations on live targets, and that was true in this case as well."

Technology: Armenian schoolgirls’ team wins award at int’l contest for Armenian sign language ap

The schoolgirls of Vahan Tekeyan Basic School in Karbi village of Armenia's Aragatsotn Province were selected as finalists of the 2017 Technovation Challenge international competition, winning the People's Choice Award for an app to help people learn Armenian Sign Language.

The contest was held on 7-11 August in Silicon Valley, the Unites States. The Armenian schoolgirls’ team has already returned the country, Satenik Hakobyan, Headmaster of Vahan Tekeyan Basic School told Panorama.am, adding that they have not yet met with the girls.

The team of the schoolgirls called “One Step Ahead” features Aghavni Hakobyan, Sona Avetisyan, Svetlana Davtyan and Violeta Mkrtchyan, with Vardanush Nazaretyan (Informatics teacher) as their mentor.

“All the teams that made it through to final have been granted $5,000 worth scholarship to continue their studies,” the headmaster said.

The four girls from Kazakhstan behind a safety app called QamCare were crowned the winner of the Senior Division.

Technovation Challenge is a twelve-week program designed for schoolgirls aged 10-18. The programs was implemented at the National Institute of Education in Armenia. The groups of the schoolgirls involving up to 5 members studied one of the topics in line with the objectives of the Sustainable Development, considered the issue in the context of their communities and coded an app that solves the issue.

More than 11,000 girls from 103 countries took part in Technovation Challenge this year.

International expert: Development of relations between Armenia and
China depends on Armenia, and not on the size of the Chinese embassy
in Yerevan

David Stepanyan. Prospects for the development of relations between
Armenia and China primarily depend on Armenia, and not on the size of
the new Chinese embassy in Yerevan. An ex-head of the parliamentary
commission on foreign relations, international expert Hovhannes
Igityan, expressed such opinion to ArmInfo.

On August 9, the foundation of the new building of the Chinese Embassy
in Armenia was laid in Yerevan. The construction of the new embassy
will be completed in 2 years. The new premises of the Chinese Embassy
area of about 40 thousand square meters. It will become one of the
largest embassies in Armenia.

During the ceremony, Ambassador Tian Erlun noted China's intention to
expand its presence in Armenia. Prior to the ceremony, at the meeting
with the Assistant Foreign Minister of China Edward Nalbandian noted
the relations with China as one of the imperatives of Armenia's
foreign policy. His deputy Shavarsh Kocharyan described the
construction of a new Chinese embassy in Armenia as a sign of
increasing interest of the PRC in relation to the South Caucasus.

"In my opinion, the Armenian-Chinese prospects depend on the degree of
freedom of Yerevan in promoting its own interests, on which the
statute of the EEU, Moscow's opinion, stands, but I think that
building relations with the EEU, Yerevan should implement the policy
of exclusion. If there is a need for deepening, more development of
relations with China," the expert said.

In this light, Igityan noted the existence of agreements on the supply
of weapons to China produced in China, stressing the great potential
of Armenia's cooperation with a country that has a powerful military
industry. The expert also stressed the weighty place, the right of
veto of Beijing in the UN Security Council and the possible role of
China, which he could play in the settlement of the Karabakh conflict.

"Of course, a big embassy is necessary, but this is far from being the
main incentive that encourages the development of relations with our
country. China in the South Caucasus has recently begun to play an
increasingly important role, but its presence in the economy, politics
and finance of Armenia is limited. But on the global level, China is a
block, and today this block looks far into the future, building
relations with Armenia, proceeding not only from today's realities,
but also long-term prospects, "Igityan summed up.

Chess: Levon Aronian tops Sinquefield Cup, becomes world number 2

The Armenian grandmaster beat Hikaru Nakamura of the United States to take the leader's position and become world's number 2.

The fifth Sinquefield Cup will see two final rounds and possibly a playoff on Saturday, August 12.

Anand, Aronian and MVL are in the lead (with the former and the latter facing each other on Thursday), and Carlsen is only half a point behind them.

Krikor Amirzayan récompensé par l’Arménie pour la « Défense de la langue arménienne »

Le 7 juillet à Erévan, le ministère arménien de la Diaspora a décerné des prix pour la « Défense de la langue arménienne » à des personnalités arméniennes de la diaspora pour leur action en faveur de l’Arménie et de l’arménité. Cette initiative du ministère arménien de la Diaspora était soutenue par le Congrès Arménien Mondial et l’Union des Arméniens de Russie.

Pour son engagement associatif en France (président de l’association « Arménia », coprésident du C24 Comité du 24 Avril Drôme-Ardèche) ainsi que ses milliers d’articles et caricatures liés à la diffusion de l’information arménienne d’Arménie et de l’Artsakh, Krikor Amirzayan -qui avait été honoré en 2014 de la médaille d’Or du Ministère de la diaspora, la plus haute distinction de ce ministère- a reçu le Premier Prix pour la « Défense de la langue arménienne ». Outre Krikor Amirzayan, quatre Arméniens de la diaspora ont été honorés de ce prix. Il s’agit de Vahik Satoorian (Etats-Unis), Aelita Mirakyan (Russie), Suren Bayramian (Egypte) et Vachagan Rstakyan (Géorgie).

Krikor Amirzayan se rendra en Arménie où du 18 au 20 septembre il prendra part à Erévan à la 6ème conférence Arménie-Diaspora.
