RUSSIAN air safety officials said the crash of a commercial airline
in May that killed 113 people was due to pilot error.

The pilots of the Airbus-320 operated by Armenia’s Armavia airline
allowed the plane to descend too low as it faced bad weather on its
approach to the airport outside the Russian resort town of Sochi.

Tatyana Anodina, the head of the region’s civil aviation agency,
said an automated system warned the two pilots that the plane was
flying dangerously low, but that a last-ditch effort to gain altitude
failed to head off the crash into the Black Sea.

‘The human factor in bad weather played a role,’ Russian Transport
Minister Igor Levitin said. Most of the victims were Armenian, but
there were also 26 Russian citizens.

Yerevan, July 26. ArmInfo. Exercises were launched today in Yerevan
on the subject "Reaction to General Accident at the Armenian Nuclear
Power Plant".

As the Head of the Department of Emergency Situations, Mayor-General
Eduard Barseghyan told the journalists today, the purpose of exercises
was to check and improve the skills of bodies of the State Department
and local government for organization of the population protection
during nuclear and radiation catastrophes. Representatives of 13
Ministries and Departments from Yerevan, Armavir, Aragats and Ararat
regions of Armenia, including the whole DES staff of 3000 employees,
as well as civil agents will participate in exercises to last on
July 27 in Armavir region, during which the population evacuation
will be developed.

An emergency situation at the ANPP was simulated during the enlarged
session of DES. Because of strong winds, the high-voltage power
transmission lines were disabled and standby diesel generators
were actuated. Water temperature increase in the primary circuit
caused metal fusion on the NPP containment. Atmospheric emission of
some million curie happened. The monitoring group has studied the
atmospheric emission.

Notification of population and prevention of panic were developed,
first of all, during today’s exercises. During the simulated emergency
situation at NPP, the wind was blowing towards Turkey.

EXPORT-IMPORT BANK REAUTHORIZATION ACT OF 2006

H.R. 5068

SEC. 18. PROHIBITION ON ASSISTANCE TO DEVELOP OR PROMOTE ANY
RAIL CONNECTIONS OR RAILWAY-RELATED CONNECTIONS
THAT TRAVERSE OR CONNECT BAKU, AZERBAIJAN,
TBILISI, GEORGIA, AND KARS, TURKEY, AND THAT
SPECIFICALLY EXCLUDE CITIES IN ARMENIA.

Section 2(b) of the Export-Import Bank Act of 1945 (12
U.S.C. 635(b)) is amended by adding at the end the following:
“(13) The Bank shall not guarantee, insure, extend credit,
or participate in an extension of credit in connection with
the development or promotion of any rail connections or
railway-related connections that do not traverse or connect
with Armenia, and do traverse or connect Baku, Azerbaijan,
Tbilisi, Georgia, and Kars, Turkey. ”.
Mr. CROWLEY. Mr. Speaker, I rise in support of the Export-Import Bank
Reauthorization under suspension vote today.
This is a sound, bipartisan bill.
So often, people see the acrimonious side of this House rife with
partisanship and member distrust.
We do not have that on the Financial Services Committee, and that is
due in large part to the leadership of Chairman Mike Oxley and our
Ranking Member, Barney Frank.
While I am working hard to see Barney become our chairman in the
110th Congress, I just want to salute our outgoing Chair, Mike Oxley.
He is a hard working member who is not afraid to roll up his sleeves
and work with people across the aisle to get the important work done.
He is results oriented.
Legislatively, he has a long list of accomplishments to be proud of,
including this bill, but it is his spirit of bipartisanship, friendship
and class for which we should all look to him for.
But he can also be a formidable foe, from the committee room to the
baseball diamond.
He will be missed next year.
Stating that I do support this bipartisan bill–it is a real jobs
bill.
This bill will strengthen the Export-Import Bank’s abilities to allow
American companies to compete in the global market as we try to
increase our exports, increase our global competitiveness and create
more and better paying jobs in the U.S.A.
This is a bill about exporting products not jobs.
Additionally, besides the overall nature of this bill, I was able to
add important language to this reauthorization pertaining to the nation
of Armenia–a strong U.S. ally in the Caucasus.
My amendment, done with Congressmen Ed Royce and Brad Sherman,
prohibits the Export-Import Bank from funding any railway projects from
Azerbaijan, through Georgia and Turkey, which specifically bypass
Armenia. I am very pleased that this language was included in the final
version of this legislation being debated on the House floor today.
This language will assist in promoting stability in the Caucasus
region, help in ending long standing conflicts, and save U.S. taxpayers
the responsibility of funding a project that goes against U.S.
interests.
For over 10 years, Armenia has fought an illegal blockade, imposed on
them by the countries of Turkey and Azerbaijan. These two countries
continually exclude Armenia from regional development.
Just recently, Turkey, Azerbaijan, and Georgia finished construction
on the Baku-Tblisi-Ceyhan pipeline. This pipeline does not pass through
Armenia, even though the fastest and most economically sound route is
through the country.
Now Turkey, Azerbaijan, and Georgia plan on constructing a railway
that will completely bypass Armenia once again; once again excluding
Armenia from regional development.
Exclusion of one country in regional projects only fosters
instability. Having Export-Import Bank support a railway project which
excludes Armenia is not the way to include all countries in regional
development. I am pleased that the Bank is now prohibited from doing so
in this bill.
Besides possibly creating a regional crisis, this project, if funded
by the Export-Import Bank could cost taxpayers millions. I do not
believe that U.S. taxpayers should be funding a project that goes
against U.S. interests.
I am pleased this good language was added to an already good bill–a
jobs bill for America
Therefore, I urge my colleagues to support the Export-Import
Reauthorization.
Mr. KNOLLENBERG. Mr. Speaker, today the House is considering H.R.
5068, legislation that will reauthorize the Export-Import Bank for the
next 5 years. I support this legislation.
Since it was created over 60 years ago, the Export-Import Bank has
provided crucial support for American exporting businesses–especially
small businesses. Because small businesses provide the majority of jobs
here in the U.S., the work of the Bank translates into real jobs for
American workers.
I am particularly pleased this bill includes a provision that
prohibits assistance from the Export-Import Bank for a proposed new
railroad that would connect Turkey, Georgia, and Azerbaijan, but would
intentionally circumvent Armenia. This provision is extremely similar to
H.R. 3361,
the South Caucasus Integration and Open Railroads Act, legislation
I introduced to ensure U.S. taxpayer funds are not used to promote a
proposal or program that directly undermines the United States goal of
fostering integration and cooperation among the countries in the South
Caucasus.
Open and integrated transportation routes among Armenia, Azerbaijan,
Georgia, and Turkey are necessary to promote cooperation, support
economic growth, and help resolve regional conflicts. Unfortunately,
this policy is being undermined in an effort to push Armenia further
into isolation.
The design for the new rail line defies logistical and geographical
logic, and intends to prevent future economic development from reaching
Armenia. The proposed rail link would cost between $400 million and
$800 million and would take years to construct, even though a perfectly
workable rail link that goes through the city of Gyumri, Armenia
already exists and would be fully operational with a few minor repairs.
Mr. Speaker, I commend my colleagues on the House Financial Services
Committee that included this provision into this bill and I urge
support for passage of H.R. 5068.

Airport Zvartmots Overcomes Fuel Crisis

The second dispatch of fuel to airport Zvartnots has already crossed
the Armenia border and will soon arrive to its place of destination,
Gevork Abrahamyan, press spokesman of Armenia International airports,
told Panorama.am.

In his words, Mika Armenia Trading will dispatch about 2,5 thousand
tones of fuel to the airport. The airport received the same quantity of
fuel last week. G. Abrahamyan says the airport has overcome the fuel
crisis and airliners get necessary quantity of fuel. The airport had
ordered 13 tones of fuel to its main supplier, Mika Armenia Trading.

Note: airport Zvartnots faced fuel crisis in early July with airliners
not being able to make direct flights to their destinations. The plans
landed to the nearest airports to get supply of fuel./Panorama.am/

Defense Minister Serzh Sarkisian said next year’s parliamentary
elections will be the "best" in Armenia’s history as he officially
became the number two figure in the governing Republican Party (HHK)
at the weekend.

"I think that 2007 will see the best elections that have ever been held
in the republic’s territory," Sarkisian said. Asked by a reporter to
explain reasons for his optimism, he replied: "Because I will strive
for that, because all the prerequisites are in place."

Sarkisian made the remarks at a news conference that followed a
one-day congress of the HHK which formalized the party’s strategic
alliance with Armenia’s second most powerful man who is believed to
harbor presidential ambitions.

Opposition leaders are certain to scoff at the pledge not least
because Armenian officials had given such promises in the past but
failed to honor them, with virtually every national election held in
the country since independence criticized as undemocratic by Western
observers. They regard Sarkisian as the main mastermind of serious
fraud reported during the last presidential and parliamentary elections
in 2003. The powerful minister managed President Robert Kocharian’s
reelection campaign at the time.

But Sarkisian made it clear that he does not think the previous
Armenian elections were deeply flawed. "The best means better than
good," he said. "That is, things were good and will get even better.
For during every election [Western] observers concluded that it was
a step forward from the previous election. But of course there were
shortcomings."

According to the Organization for Security and Cooperation in Europe
and the Council of Europe, those shortcomings were serious enough to
make the Armenian elections fall short of democratic standards.

Sarkisian is now seen as Kocharian’s most likely successor, having
secured the backing of the HHK, Armenia’s largest governing
party headed by Prime Minister Andranik Markarian. Some 700
delegates attending the HHK congress, among them scores of senior
government officials, unanimously elected him as the party’s first
vice-chairman. He will also head the party’s new 70-strong governing
council that will comprise some of the wealthy government-connected
businessmen that joined the HHK after it teamed up with Sarkisian.
Those include Karen Karapetian, the leader of the second largest
group in Armenia’s current parliament, and millionaire businessman
Harutiun Pambukian.

Addressing the congress, Sarkisian portrayed the HHK as a force capable
of bringing long-term stability and prosperity to Armenia. "I will
do everything to ensure that we prevail in this struggle as well,"
he said.

"I am confident that there have emerged new opportunities to jointly
achieve our objectives," Markarian said for his part. "I am confident
that all of our party comrades are able to assist in that."

Speaking at the ensued press conference, both men were at pains to
dispel the widely held belief that Sarkisian is now the party’s de
facto top leader. "I can only be considered one of the leaders of
the Republican Party," said Sarkisian.

Hasmik Navasardian, the widow of the HHK’s late founder Ashot
Navasardian, hoped that this will be the case. "I hope that Andranik
Markarian will not cede his positions," she told RFE/RL. "Serzh
Sarkisian and Andranik Markarian must cooperate or risk angering God."

Sarkisian’s affiliation with the HHK and the resulting influx of
more influential individuals into the party have raised fears that
the Republicans will try to achieve a landslide victory in the 2007
elections at any cost. In an interview with RFE/RL late last week,
Sarkisian implicitly denied this, saying that even garnering 25 percent
of the vote would be a "good" result for his party. He also claimed
to have not yet decided whether to contest the presidential election
due in 2008. He had indicated earlier that his decision depends on
the outcome of the parliamentary vote.

The Republican congress was also marked by the conspicuous absence
of Gagik Tsarukian, a influential tycoon close to Kocharian who
set up recently a party widely seen as a counterweight to the HHK.
Organizers said Tsarukian was invited to attend the gathering along
with other guests. His failure to show up stoked rumors that Kocharian
is not quite happy with the HHK’s strengthening.

The HHK’s junior coalition partner, the Armenian Revolutionary
Federation (Dashnaktsutyun), also appears to be less than enthusiastic
about the latest political developments. Spartak Seyranian, a
Dashnaktsutyun spokesman, implicitly referred to the new Republican
recruits as opportunists who frequently switch sides. "There is a
certain stratum that usually decides its [political] orientation in
advance of elections," he told RFE/RL. "I therefore don’t see anything
extraordinary happening now."

Seyranian also claimed that Dashnaktsutyun is not worried that
Sarkisian might use the Armenian military for electoral purposes. "I
think that our political capacities and levers will allows us to
ensure the objectivity of any electoral process. Dashnaktsutyun has
the necessary will to do that," he said.

A senior member of former parliament speaker Artur Baghdasarian’s
Orinats Yerkir party, which was squeezed out of the governing
coalition in May, said the HHK is being bolstered by government
factions keen to "reproduce themselves. "Some forces are trying to
act in new uniforms, hoping that they won’t be recognized," Heghine
Bisharian said in an apparent jibe at Sarkisian and his inner circle.
"But they are badly mistaken."

"That congress had nothing to do with the Republican Party as its
sole purpose was to prolong the rule of President Kocharian and Serzh
Sarkisian," claimed Artashes Geghamian, the leader of the opposition
National Unity Party.

APA bureau reports that door-to-door traders offer AZN 40 for
nickel-plated legs of beds made in Armenia 30-40 years ago. The
collected bed legs are sold to a certain enterprise in Baku. The
enterprise melts the legs and uses the precious metals in plating
various products. Despite the sudden out of the blue offer, the
population is careful to sell the bed legs. They think that the
nickel-plated bed legs may contain precious metals such as palatine,
gold and silver. A metallic things collector who wanted to be
anonymous told APA that the traders want to cheat the people by
offering AZN 40 for the legs.

"It is not the real cost of the metallic things. It is not true that
the traders sell the collected bed legs to a certain enterprise in
Baku, they melt the things in a local meting shop and separate the
platinum". Price of metals has fallen in Ganja lately. Copper per
kilo is AZN 2.2, aluminum per kilo is AZN 1.2, yellow metal per kilo
is AZN 1.2, and iron per kilo is 60 kopecks. A metal collector shop
told APA that the price fell as the people don’t sell the metals and
wait to sell when the price is high. /APA/

Non-official summit of CIS leaders is starting in Moscow today. The
discussions will focus on the reforming of the Commonwealth. As
CIS President, the President of Kazakhstan will present the program
of reforms.

Presidents of Armenia and Azerbaijan may meet in the framework of the
summit, but only with mediation of the Russian President. Presidents of
Russia and Georgia Vladimir Putin and Mikhail Saakashvili are scheduled
to meet to discuss the situation at the zones of South-Ossetian and
Abkhazian conflicts. To remind, a few days ago the Georgian Parliament
adopted the decision to withdraw the Russian peacekeepers from the
conflict zones.

A policy editorial published by the Los Angeles Times on the 16th of
July, marks a major and very public setback for the US Department of
State’s increasingly untenable policy of complicity in Turkey’s denial
of the Armenian Genocide, reported the Armenian National Committee
of America (ANCA).

The editorial sharply criticizes the Bush Administration’s decision
to fire the US Ambassador to Armenia, John Evans, for truthfully
discussing the Armenian Genocide.

Noting that half of the Senate Foreign Relations Committee has already
raised concerns about this matter, the editorial board calls on the
panel to block the nomination of the Ambassador- designate, Richard
Hoagland, until he properly recognizes the Armenian Genocide. They
closed their powerfully worded piece by stressing that, "the Bush
administration should have the courage of its lack of conviction
and explain forthrightly not just to Armenian Americans but to all
Americans who believe in calling evil by its proper name why US policy
is being dictated by Ankara nationalists."
