The OSCE Minsk Group Co-Chairs expect the agreement of the leaders
of Armenia and Azerbaijan on the basic principles of the Karabakh
conflict settlement, US Co-Chair Matthew Bryza said in an interview
with the Azerbaijani ANS TV Channel.

"As Co-Chairs we have come forth with the best suggestions for
resolution of the existing problems. These are very serious suggestions
from technical and diplomatic points of view. We have come forth with
suggestions which can be considered fair," the American diplomat said.

"We hope that within two months the two Presidents Ilham Aliyev and
Robert Kocharyan will agree on the basic principles and will express
the will to continue the negotiations," he said.

Besides, Bryza underlined that in case the two Presidents accept the
suggestions, "the Co-Chairs can suggest serious technical negotiations
to reach an official agreement between the parties."

YEREVAN, DECEMBER 10, NOYAN TAPAN. As a result of not registering
the candidature of Zharangutiun (Heritage) party’s leader Raffi
Hovannisian, the most competitive political figure of Armenian
opposition "remained off play." Vardan Khachatrian, the Political
Secretary of the party, expressed such confidence at the December 10
press conference. The authorities should have shown political will
for registering R. Hovannisian’s candidature, which they did not do.

According to V. Khachatrian, Zharangutiun considers itself responsible
for country’s fate and cannot keep away from elections, but it has not
oriented itself yet which candidate to support. At the same time, it
was mentioned that the party will not support the pro-governmental
candidate, According to V. Khachatrian, in particular, at the
sitting of party’s Board it was proposed supporting the candidatures
of NDU leader Vazgen Manukian and first Armenian President Levon
Ter-Petrosian. The final decision will be made at the enlarged sitting
of party’s Board, through rating voting.

According to Zharangutiun’s Political Secretary, in order to finally
orient itself, the party needs to learn candidates’ position over
some key issues.

For this purpose Zharangutiun is going to ask some questions to the
candidates expecting public answers. In particular, the party attaches
importance to the issue of use of the law On Investigation, strategy
of fighting corruption, settlement of the Nagorno Karabakh conflict.

CHILD DELIVERY ON CESAREAN CUTTING GETS MORE

The delivery of children through cesarean cuttin
g has increased in numbers in the course of the recent
few years in the republic, a delivery department head
of Mother and Child Health Protection Center Levon
Hakobyan told Panorama.am.
According to data released by the ministry of health,
38,053 deliveries were registered in 2006 and 4,512 of
them used surgery interventions. In the year 2000,
there were 35,279 births and 2553 of them were on
Cesarean cutting. In 2005, the figures were 37,992 and
4,248.
The doctor said cesarean cutting is done when there
are complications with a woman as a result of which
she cannot deliver on her own. He said after the
operation, the mother faces problems especially with
using the condom. In the words of the specialist,
mothers are not allowed to have babies at least 1-2
years after the delivery on cesarean cutting.

Mini Fairs To Be Created In All Yerevan Communities On New Year Eve

MINI FAIRS TO BE CREATED IN ALL YEREVAN COMMUNITIES ON NEW YEAR EVE

YEREVAN, DECEMBER 3, NOYAN TAPAN. Mini fairs will be created in
all Yerevan communities between December 15 to January 10 on the
initiative of Yerevan Mayor’s Office. They will be provided to traders
free of charge. As Karen Gevorgian, the Head of the Trade and Service
Department of Yerevan Mayor’s Office, said at the December 3 press
conference, the population will be informed in advance where those
fairs are for them to do New Year shopping from there and not from
the streets. According to him, points of meat sale will be paid a
special attention to exclude sale of overdue meat.

Sale points will be also created for those selling firtrees and trade
will be carried out only after receiving the respective permission
by prefectures. In case of not receiving a permission the sale of
firtrees will be prohibited.

This year also the Mayor’s Office will hold a contest of New Year
design of trade service entities. Special prizes are envisaged for
those organizing public catering and retail trade. The latters will
receive diplomas of Yerevan Mayor’s Office. The results of the contest
will be summed up on January 13, 2008.

YEREVAN, DECEMBER 4, NOYAN TAPAN. The court of first instance of
Yerevan’s Kentron and Nork-Marash communiies (chairman – Judge Edik
Avetisian) on December 4 rejected the lawsiut of the chairman of the
"New Times" party Aram Karapetian against the RA Police Passport
and Visa Department. The indicated department declined to give Aram
Karapetian a certificate on his permanent residence in the Republic
of Armenia for 10 years, and A.

Karapetain decided to dispute this decision in court. The court
substantiated that there is a court act that took effect in 2003,
which confirms that A. Karapetian did not live in Armenia in the
previous 5 years.

According to the spokesman for the "New Times" party Emanuel Margarian,
their party considers the court decision as a political order of the
authorities. The above mentioned certificate would have given Aram
Karapetian the opportunity to be proposed as a presidential candidate.

Gegham Gharibdjanyan, the Deputy Minister of Foreign Affairs negotiated
with Fatmah Zahrah, the Minister of Foreign Affairs of Egypt. During
the negotiations the regional problems and the relations of both
countries were discussed. They marked the official visit of the
President of Armenia to Egypt and discussed about the realization of
the arrangements taken there.

Note that Gegham Gharibdjanyan visited Egypt in 1-3 of December
and met the Minister of Foreign Affairs of Egypt there. The both
sides gave an importance to the trade-economic, aviation, tourism,
energetic, and agricultural problems and discussed about the active
collaboration in the mentioned fields.

Ahmad Abu al Ghate, the Minister of Foreign Affairs met Gegham
Gharibdjanyan in December 3. The officials discussed some regional
questions, and the minister of Egypt asked Gegham Gharibdjanyan
to present NK problems, the present situation, and the relations
of Armenia-Turkey, Armenia-Iran. Foreign Affairs Minister of Egypt
said, "Egypt will accept every solution which is acceptable for the
sides." They made some arrangements about the Minister’s visit to
Armenia in 2008.

In the same day the delegation met Faieza Abu Al Nagai, the Minister
of International Collaboration.

The officials discussed to hold the next Armenia-Egypt state meeting
in Armenia, and made some arrangements.

Note that a very important question was discussed with the minister:
to carry out Yerevan-Cairo direct flight and how it is siginificant
for both countries.

Anniversary Banquet in Beverly Hills, California, on November 3, a
video and a brochure issued simultaneously unveiled the architecture
and exhibit designs for the renamed Armenian Genocide Museum of
America. The current plans for the facility call for a 50,000 square
foot complex with room to expand in the future.

With renderings prepared by the museum planning firm of Gallagher &
Associates and the architectural firm of Martinez & Johnson, the
public had an opportunity to see the future museum. A community that
had anxiously waited for years to hear about progress on the project
welcomed the announcement and applauded the headway made in planning
the museum.

The plans were issued with an appeal by the grandson of Ambassador
Morgenthau, Henry Morgenthau III, who writes: "Ambassador Henry
Morgenthau would have welcomed this new and daring project to raise a
museum in the heart of our nation’s capital dedicated to the purpose
of informing about the Armenian Genocide and educating the public
about the need to prevent such crimes against humanity."

"As he sought ways to save the Armenians, Ambassador Morgenthau
envisioned a home for them in America. I am certain he would have
felt his mission fulfilled to see the Armenian people celebrate their
resilience in their adopted country.

"Among its many exhibits, the Armenian Genocide Museum of America
will feature a Human Rights and Genocide Exhibit, a Multi-Media
Armenian Identity Experience, a Survivors Theater, and a Taking Action
Center. The Museum is envisioned as a center of learning accessible
to all ages, with interactive media and an immersive experience to
encourage visitors to engage the problems facing humanity and to
defeat the scourge of genocide.

"As the announcements were issued, contracts were finalized for
Phase Two with Martinez and Johnson embarking upon the preparation
of schematic design, design development and construction documents.

Gallagher & Associates has also begun the preparation of the schematic
design package based on the interpretive plans established during the
conceptual design phase. The Armenian Genocide Museum project is now
completely on track."

Anti-corruption awards under the heading "Children against corruption"
took place within the framework of "Who if not we" project. The
children were awarded for their best anti-corruption pictures and
slogans. Two hundred thirty pictures were submitted from Yerevan
and 5 marzes of Armenia and 12 were found the best, Gayane Tonoyan,
project coordinator of OSCE Yerevan Office said today. In her words,
the pictures and the slogans that were approved by the jury are
printed in 2008 calendar.

During the event, an anti-corruption interactive performance was
staged titled "Once in a medical clinic." The performance was staged
by a public organization, "The future is yours." In the words of NGO
chair Narine Sargsyan, this is an effective way to combat corruption.

YEREVAN, NOVEMBER 29, ARMENPRESS: A famous Armenian boxer,
Israel Hakopkokhian, who is eager to contest the 2008, February 19
presidential election, said today he has put up for sale his medals
of world and Europe champion to secure 8 million Drams as election
deposit, required from all presidential candidates.

Speaking at a news conference he said no buyer has responded in Armenia
and those who turned to him, were curious to learn the percentage of
gold in his medals.

He said if no buyer in Armenia responds he will turn to Russian
president Vladimir Putin because his medals were won for the former
USSR and Russia said it is its successor.

He also wrote out a letter to president Robert Kocharian asking for
his assistance to help him receive a 8 million Drams credit from
a local bank, pledging that he will return it in 12 months if not
elected president.

He said the aggravating situation forces him to contest the election.

Israel Hakopkokhian was two-time champion of Europe (1986, 1989),
five-time champion of the USSR, a silver medal of the world champion in
1983, gold medals in Good Will Games in 1986 and 1990, world champion
in 1989 and World Cup winner in 1985.
