ANKARA SENDING DIPLOMAT TO U.S. AND SWITZERLAND OVER RAPPROCHEMENT CONCERNS

To express its concerns on the Armenian Constitutional Court ruling
on the Armenia-Turkey Protocols, Ankara will be sending a diplomat
on a mission to the U.S. and Switzerland.

As reported by Turkish television station NTV, Turkey’s foreign
affairs representative, who is unnamed, will have meetings with
representatives of Switzerland and the U.S. and will request necessary
steps to prevent the failure of the Protocols process.

Turkey’s Ministry of Foreign Affairs continues to work on legal
documents which will outline Turkey’s concerns in connection with the
Protocols after the Armenian court’s ruling, which it will then send
to Armenia, Russia, the U.S., France and Switzerland, reports NTV.

A Russian delegation headed by Moscow Mayor Yuri Luzhkov arrived in
Yerevan Friday on a formal visit.

The meeting between Yerevan Mayor Gagik Beglaryan and his Russian
counterpart Yuri Luzhkov was followed by a solemn ceremony of signing
agreements between Kentron community of Yerevan and the Prefecture
of the Central Administrative District of Moscow on the one hand and
between Avan community of Yerevan and the prefecture of the Northern
Administrative district of Moscow on the other hand.

Then, Mayors Beglaryan and Luzhkov signed an agreement on developing
trade-economic, scientific-technical and humanitarian-cultural
cooperation between Yerevan and Moscow.

Today on the 18th anniversary of the Armenian army the military
pantheon of "Erablur" was crowded. There are mothers, wives, children,
friends and officials in the pantheon.

The RA Prime Minister Tigran Sargsyan, Minister of Difense Seuran
Ohanyan, the Mayor of Yerevan Gagik Beglaryan, ministers and other
officials came to honor the memory of the victims headed by the
Armenian President Serzh Sargsyan.

The RA President Serzh Sargsyan put a wreath on the memorial of the
killed soldiers. The Armenian PM, Tigran Sargsyan that was present on
the ceremony congratulated the presents on the fest and mentioned that
"this is a national fest".

"Each of us comes to "Erablur" with pride as we have a victorious
army. Today we have to do everything to have a strong army which is
the guarantee of our state security and the survival of the Armenian
people", – T. Sargsyan said.

YEREVAN, JANUARY 26, NOYAN TAPAN. RA Minister of Transport and
Communication Gurgen Sargsyan received Italian Deputy Minister
of Economic Development Paolo Romani on January 26. The minister
expressed a hope that the use of Italy’s successful experience in
various spheres will help develop the Armenian economy.

According to spokeswoman for the RA Ministry of Transport and
Communication Susanna Tonoyan, during the meeting, in which RA Minister
of Economy Nerses Yeritsian also took part, the sides discussed a
number of issues of bilateral interest, particularly issues related
to radio and television broadcasting digitalization, Internet access,
the railway, and road construction.

P. Romani underlined the existence of all the necessary conditions
for providing support for Armenia. Noting that Italy is famous for
its large road construction companies, he expressed a hope that they
will participate in the international tender for construction of the
North-South Highway. P. Romani did not rule out the involvement of
Italian companies in railway construction.

stages: concept development (Belgrade, 2009) pre-planning conference
(going on in Yerevan), interim planning conference (Sarajevo, April
2010) and final planning conference (Montenegro, June 2010).

The Combined Endeavour 2010 exercise, which is a test for all
Partnership for Peace signatories to improve the interoperability
of their respective telecommunication and IT systems, will be held
in Germany and Romania in September, 2010, Ara Nazaryan, Armenian
Deputy Defense Minister told journalists in Yerevan.

According to Nazaryan, Armenia-NATO high-level cooperation is evolving
in the framework of IPAP (Individual Partnership Action Plan). "We
have achieved tangible results, recorded by the Alliance," he said.

All Armenian Fund led by executive director Ara Vardanyan to discuss

to film director, producer and script writer Don Askarian.

`I am not a master myself, but I can share my experience with young
directors to help them find the right way in their work,’ he told
Saturday young directors during a master class organized in Naregatsi
Art Center, Yerevan.

A film director, according to him, should think about motion pictures
that haven’t been shot.

Not having professional education in cinematography sphere, Askarian
gained all his experience from watching films. `Even a poor-quality
film can be a good guide to a learner, teaching him what mustn’t be
shot,’ he said, adding that a diploma cannot guarantee quality.

Addressing young those present, Mr. Askarian said, `Shoot films on
themes that burn inside yourselves.’

During the master class, participants also had the chance to watch
films by young directors and hear Don Askarian’s opinion about them.

Don Askarian, director, screenwriter, artist, editor. Don Askarian was
born in Stepanakert, Nagorno Karabakh. In 1967 he went to Moscow and
studied history and art. He worked as an assistant-director and film
critic for a year after his study. In 1975-1977 Don Askarian was
imprisoned. In 1978 he emigrated from the USSR to West Berlin. For the
last 25 years he has lived and worked in Germany, The Netherlands and
in Armenia, where he founded his own film companies. He is a
prize-winner at several international film festivals. In 1996, Don
Askarian published his book "The Dangerous Light". Every year the
interest to his unique films grow up. More and more film festivals
come to honor Don Askarian with retrospectives. Serious TV-stations
like ARD, WDR, ZDF, Channel 4, Arte, but also Belgian, Greek, Swiss,
Slovakian, Armenian etc. TV Channels are constant co-producers and
buyers of all his films. The films of Don Askarian were sold and
broadcast world wide about 80 times. Don Askarian, honored with a
Harvard Film Archive retrospective, is considered the greatest
Armenian filmmaker (but he is Russian-German-Dutch too).

In 2004, he received the Golden Camera Award for Life Achievement at
Int. ART Film Festival, Slovakia. It turns out to be clearer what
Hans-Werner Dannowski, the president of Interfilm (between 1989-2004),
meant in 1992: "Time will pass until we recognize that Don Askarian is
one of the most important filmmakers of our times. His movies will
take up the time they need. Finally the films will have their success
not with lies and assimilations but with truth." The retrospectives
and special screenings around the world, on TV and important film
festivals reflect it, mirror the growing interest in Don Askarian’s
films followed by a broad fascination by the audience.

Turkey’s statement that `the RA CC decision contains preconditions and
restrictive provisions which impair the letter and spirit of the
Protocols’ as absurd.

`Willing to proceed towards ratification of the Protocols, Armenia is
hopeful that Turkey will show respect to the agreements achieved
earlier,’ he told a news conference on Friday. `Turkey puts artificial
obstacles to avoid ratification. However, attempts to put the blame
for frustrating reconciliation process on Yerevan won’t gain
understanding.’

The Protocols aimed at normalization of bilateral ties and opening of
the border between Armenia and Turkey were signed in Zurich by
Armenian Foreign Minister Edward Nalbandian and his Turkish
counterpart Ahmet Davutoglu on October 10, 2009, after a series of
diplomatic talks held through Swiss mediation.

On January 12, 2010, the Constitutional Court of the Republic of
Armenia found the protocols conformable to the country’s Organic Law.

Commenting on the decision of the Armenian Constitutional Court, the
Turkish Ministry of Foreign Affairs said that `the decision contains
preconditions and restrictive provisions which impair the letter and
spirit of the Protocols.’

`The decision undermines the very reason for negotiating these
Protocols as well as their fundamental objective. This approach cannot
be accepted on our part. Turkey, in line with its accustomed
allegiance to its international commitments, maintains its adherence
to the primary provisions of these Protocols. We expect the same
allegiance from the Armenian Government,’ the Ministry said.

conflict to be solved only and only within the territorial integrity
of Azerbaijan. President Ilham Aliyev also said at the meeting of
the Cabinet of Ministers recently that the conflict will be solved
within the territorial integrity of Azerbaijan.

We don’t make even a step back from this position", Chief of the
International Relations department of the Presidential administration
Novruz Mammadov told journalists, APA reports. He reminded about the
upcoming meeting of the presidents of Azerbaijan, Armenia and Russia
in Sochi, but said he had no information about the signing of any
document there.

Novruz Mammadov said there were good relations between Azerbaijan and
Russia. "This cooperation is successfully developing in many spheres.

This event was entitled Azerbaijan-Russia Humanitarian Forum. We
think that we were together about 200 years as part of Russia or USSR.

Therefore there is a background for our cooperation in the humanitarian
sphere. The leaders of our countries made such proposal to develop
cooperation more. It is a unique format".

Answering the question "how do you value the opinion of the Armenian
Constitutional Court about the protocols with Turkey" Novruz Mammdov
said Turkey already understood that Azerbaijani president took right
stand in the negotiations with Armenia. "Turkey sees that whom it is
working with. They made sure that Armenian leadership considers that
it can put forward any demand and Turkey should fulfill that".

The passages of time never heal completely when such crimes have
been committed and the aggressor refuses to either admit to such
barbaric crimes or makes lame excuses all the time. Despite this,
Armenia entered talks with Turkey in the hope of solving long held
problems and in the need to stabilize the region.

However, leaders in Turkey are still trying to dictate and they are
putting pre-conditions down on a conflict which is outside their
remit. This applies to the ongoing crisis in Nagorno-Karabakh and
the dispute between Armenia and Azerbaijan. Yet this issue involves
Armenia and Azerbaijan and it is not up to Turkey to decide the fate
of Nagorno-Karabakh.

Yes, Turkey, just like the Russian Federation and Iran, and other
regional nations and nations who are also concerned about this issue,
does have a right to be concerned about regional problems but it must
be "an honest broker" and not dictatorial. After all, would Turkey be
happy if Armenia stated that Turkey must handover land to the Kurds
or return land to the Armenians, Assyrians, and other ethnic groups
who were "cleansed" in the early 20th century?

It also must be remembered that Turkish military forces are still
based throughout northern Cyprus and this is the problem with Turkey.

For it appears that the leaders of Turkey suffer from historical
amnesia. Also, nationalism is still a potent force within the major
institutions of Turkey.

If we look at the founding father of modern day Turkey, Kemal
Ataturk, then it is clear that he himself supported the destruction
of Christianity via the Armenian, Assyrian and Greek Christian
genocide of 1915. Therefore, it is clear that Turkish nationalism
and secularism is tainted by its anti-Christian nature and also its
anti-Kurdish nature. After all, the nation state of Turkey was about
Turkish nationalism and secularism did not protect the religious or
ethnic minorities of this diverse nation.

Some people in Turkey play "the religious card" and ply the mantra
of Muslim brotherhood. However, this is also hollow because tens
of thousands of mainly Muslim Kurds have been killed over the last
few decades and many Kurdish villages were also destroyed. Also,
the Alevi are a Muslim minority group in Turkey and they also face
discrimination and massacres have taken place against them from time
to time, for example in 1993 you had the Sivas massacre when radical
Sunni Islamists killed many innocent people.

Turning back to recent times the Foreign Minister of Armenia,
Eduard Nalbandian, was very frank about the ongoing problem with
Turkey. He stated that "Had there been preconditions, we would
not have started this process and reached agreements in the first
place." Nalbandian continued by stating that "If one of the parties
is creating artificial obstacles, dragging out things, that means
it is assuming responsibility for the failure of this process," and
this can be seen to be a tacit warning to Turkey about the ongoing
problems involving Armenia and Turkey.

However, the Prime Minister of Turkey, Tayyip Erdogan, stated in
October 2009 that "Turkey cannot take a positive step towards Armenia
unless Armenia withdraws from Azerbaijani land […] if that issue
is solved our people and our parliament will have a more positive
attitude towards this protocol and this process."

Erdogan also stated that "We will bring the protocol to parliament but
parliament has to see the conditions between Azerbaijan and Armenia
to decide whether this protocol can be implemented."

Yet according to Alexander Iskandaryan, director of the Caucasus
Media Institute in Yerevan, he makes it clear that "The Turkish side
needs to play to its domestic audience. Erdogan and other political
figures have made such statements often enough […] It’s a fact that
neither the word Karabakh nor Azerbaijan appears in the documents
that were signed."

Nalbandian also commented in January 2010 that "If Turkey takes a
step back, then this will be not only a violation of the agreements
with Armenia but will demonstrate that it is not respecting the
international community’s opinion, with all resulting consequences
and the loss of credibility in the first instance." He continued by
stating that "Armenia, on the other hand, will — let’s not say win —
not lose anything that we had before this process."

Therefore, outside nations need to put more pressure on Turkey in
order for "a new chapter" to begin between Armenia and Turkey. The
Nagorno-Karabakh issue is indeed serious, however, this dispute is
between Armenia and Azerbaijan and the people of Nagorno-Karabakh.

Also, the Nagorno-Karabakh crisis must be resolved by all the parties
involved and by both regional and global institutions which have a
vested interest in solving this complex problem.

However, the Nagorno-Karabakh crisis is a separate issue and Turkey
can’t claim otherwise because this issue was outside the signed
agreement between Armenia and Turkey.

The genocide of Armenians and other Christians in 1915 is an historical
fact and the same applies to massacres which took place before and
after this date. Turkey can never erase this history, however, this
nation can start "a fresh chapter" which is based on sincerity and
genuine friendship with Armenia.

Therefore, do the leaders of Turkey desire friendship and honesty
or is nationalism too embedded within the mindset of the political
elites of this nation?
