EURASIA FOUNDATION BOARD OF TRUSTEES ON OFFICIAL VISIT TO SOUTH
CAUCASUS

YEREVAN, OCTOBER 8, ARMENPRESS: The Eurasia Foundation’s Yerevan
office said its Board of Trustees will be on an official tour of the
South Caucasus in October. Comprising visits in Armenia, Azerbaijan
and Georgia, the tour will kick off on October 9 in Armenia, where
the Board will spend three days, and conclude in Azerbaijan on
October 16th.
“We are extremely honored to host our colleagues from Washington,
DC,” said Ara Nazinyan, Country Director of the Armenia Program.
“This tour will not only give the Board a chance to witness
Foundation projects up close, but also to form a broader view of how
enhancements can be realized in the future.”
While in Armenia, the Board of Trustees will be joined by Eurasia
Foundation local staff and field executives, including Andrea Harris,
Regional Vice-President for the Caucasus, to meet with high-level
Armenian government officials. In addition, there will be a visit to
Mother See Holy Etchmiadzin; meetings with John Evans, Ambassador of
the United States; and representatives of international and Diaspora
donor organizations. The Board will also visit several Eurasia
Foundation grantee sites throughout Armenia.
“The upcoming tour in the South Caucasus is one of our most highly
anticipated events this year,” said Charles William Maynes, President
of the Eurasia Foundation. “Our visits and meetings in Armenia will
help us make a clearer assessment of our programs’ current and
long-term impact,” he continued. “As importantly, we will have the
opportunity to continue building relationships with the people of
Armenia.”
Visiting Board of Trustees members include Sarah Carey,
Chairperson; William Frenzel, Vice-Chair; Eugene Lawson; Thomas
Pickering, Margaret Richardson; Daniel Witt, George Helland; and
Michael McFaul.
“I consider such visits to be of critical importance to what
we’re trying to achieve in the South Caucasus,” stated Andrea Harris.
“As we continue to work hard to foster multilateral collaboration and
economic integration in the region, it is vital for the leadership of
the Eurasia Foundation to have first-hand familiarity with the
opportunities and challenges involved in those processes.”

The invitation was scheduled a day after September 21, marking the 13th
anniversary of Armenia’s independence from the USSR. Guests from both
sides of the border were arriving at Clinica CodetAris in Tijuana where
Dr. Arturo Chayet, a prominent ophthalmologist and their host greeted
them for the evening. Why would someone of Jewish heritage embark on
this gathering?

Perhaps for an opportunity to celebrate Tijuana’s rich and diverse
cultural heritage. Possibly to bring to light how a culturally diverse
society can flourish with the unique cultural contributions of its
members. Maybe to underline history’s past mistakes, so they will not be
repeated. Be it what may, the evening would be a celebration of the
Armenian race, some 90 years after the Armenian Genocide suffered under
the Ottoman Empire.

Close to a hundred people gathered that evening from both sides of the
border, the majority of which are direct descendants of the handful of
the community of Armenians that settled in Tijuana around 1922.
Armenians have demonstrated to be a strong race, hard working,
entrepreneurial and committed, who have already made their mark in
Tijuana’s business sector.

There is camaraderie among the guests, many which know each other if not
personally, by their last names, all the last names ending in `yan or
`ian’, a tell-tale ending that distinguishes all Armenians in the world.

After enjoying authentic Armenian food, a short presentation was given
on the long-suffering history of Armenia and its people, from its
glorious past to its fragile present. This was followed by the
presentation of the first major motion picture ARARAT by Atom Egoyan,
which won universal acclaim in its attempt to show to the world `The
Unknown Genocide.’

The Armenian Genocide, is called `The Unknown Genocide,’ because first
and foremost, it has not been accepted by the Turkish government,
successor of the Ottoman Empire and subsequently little known by the
worldwide population. Turkey states that the number of killings is
exaggerated and that there was never a systematic complot to exterminate
the Armenians. The reasons for the denial are mostly political issues.
Turkey is a strong NATO ally, and also the transit terrain for oil,
where U.S. companies have a large stake in the construction of an oil
pipeline running from Baku, Azerbaijan to the Turkish port of Ceyhan.

It is unfortunate that in the year 2000 when the House of
Representatives was to vote on a resolution on the Armenian Genocide,
the resolution was withdrawn only a few hours before the scheduled
presentation. Pressure from the Turkish government that threatened to
close its airbases to U.S. planes on missions in Iraq was reason enough
for the withdrawal.

This was a great disappointment to Armenians in the Diaspora. Although
this past April 24th, on Armenian Genocide Remembrance Day, President
Bush issued a statement mourning the state-sponsored killing of close to
two million Armenians between 1915 and 1923, he fell short of calling it
Genocide. The pressure continues and so the bowing under its influence.

Nowadays, the majority of the young Turkish generation dismisses the
claim made by the Armenians, even though there has been worldwide
progress in the recognition of the Genocide. For the generation that
gathered this September evening in Tijuana, where some of the
descendants are full-blooded, others fifty percent and others one
quarter Armenian, there seems to be an invisible, yet strong bond. It is
a bond of pain, suffering, of heart-wrenching stories from their
parents’ histories. Still, there is also a lesson of survival, of
celebration of faith and strength and the knowledge that their
ancestors’ will to overcome their past challenges forces the generations
of today to forge today and in the years to come, a contribution of life
to the society they live in. It is also a call to the duty of the
descendants of this strong and enduring race, a call to pass on to
future generations, the history, the culture, yesterdays’ struggles and
today’s triumphs, lest they be forgotten.

Employees of the State Committee on Work with the Azerbaijanis living
in foreign countries have visited Australia and New Zealand.

As was told AzerTAj from the State Committee, at the meetings carried
out within the framework of visit with chairman of the Azerbaijan
Association of Australia Mikayil Oyta, and also members of the
organization, the consul of Turkey in Sydney Nihat Ershen, discussed
were problems of our compatriots living in this country, and
underlined the importance of consolidation of efforts in bringing
into the notice the realities about Azerbaijan and Turkey is
underlined.

At the general session of the organizations of the Azerbaijan,
Turkish and Turkmen Diasporas, discussed were prospects of joint
activity.

At the meeting in Canberra with chairman of International festival
committee Dominick Miko, it was decided to provide participation of
the Azerbaijan masters of art in forthcoming international festival
in February next year and also carrying out during same time in three
cities of Australia of Days of Culture of Azerbaijan.

At the press conference for local mass media, was presented
information on the economic situation in Azerbaijan, its position in
region, the Nagorny Karabakh conflict and occupation by Armenians of
the Azerbaijan lands.

A number of other important meetings also have been carried in New
Zealand.

Activists from New Jersey Solidarity, a Rutgers-based group,
protested former Israeli Prime Minister Shimon Peres’ speech
Wednesday outside of the university gates. About 10 individuals
unaffiliated with Seton Hall held signs reading `Shimon Peres = War
Criminal’ and waved a `Free Palestine’ flag.

Peres is a Nobel Peace Prize Laureate.

He spoke as part of a World Leaders Forum held in the Walsh Gymnasium
at 4 p.m. He was conferred an honorary degree.

The group was told to leave campus, where it first wanted to protest
on the university Green. Patrick Linfante, director of Public Safety
and Security, asked them to leave, saying Seton Hall sits on private
property and is not required to allow outsiders to protest.

`This is a ticketed event with invited guests, students,
administrators, staff and faculty,’ Linfante said. `Mr. Peres is here
to have a conversation with our community. If New Jersey Solidarity
wants a conversation with Mr. Peres, they can have him visit their
events.’

For the event, Seton Hall had additional security help from South
Orange police, New Jersey state police, the Essex county sheriff and
the county prosecutor.

A county narcotics and counter-terrorism task force was also on hand.

A state police helicopter surveyed the campus. Peres arrived via
motorcade.

One protester was arrested soon after arriving on campus because of
an outstanding warrant.

Protesters allege Peres is responsible for the Qana bombing in
Lebanon and occupation and expulsion of Palestinians from holy land.

They also critized Peres’ comments that the mass murder of Armenians
in 1915 was a tragedy `but not a genocide,’ made in a Turkish
newspaper in 2001.

`Palestinians, all arabs, all Muslims, are treated as terrorists in
this country,’ protester Noel Winkler said. `We support the right of
return to the homeland. A two-state solution is not a means for
lasting peace.’

Several protesters were Catholics who said the university is honoring
a politician who is responsible for violence against Palestinians.

`In America, it’s hard to understand this situation because we did
the same thing (to Native Americans), taking their land and killing
them,’ former South Orange resident Mary Costa said.

Protester David Hungerford, a teacher in Newark, said he believes the
Nobel Peace Prize has lost its value as it has been awarded to people
like Peres.

Vincent Fisher, of Teaneck, commented, `This is one of the most
pressing moral imperatives of our time.’

He alleges the university chose Peres to speak for political reasons.

`Catholic Palestinians are suffering horribly under occupation,’ he
said, noting the bombing of the Catholic Bethlehem University in 2002
in the West Bank.

Sophomore Ibrahim Khaddash commented, `The protest shows the students
he’s a war criminal, and he shouldn’t be honored by a Catholic
university.’

He said both Muslims and Christian Palestinians have died in bombings
like those in Lebanon in 1997.

Junior Romi Saleh is in favor of a two-state plan and was glad to see
Palestinian supporters outside of the campus gates.

`I’m pro-freedom,’ he said. `I support everyone enjoying the quality
of life we have in this country. That means no occupation.’

[Presenter] Armenian and Bulgarian businessmen discussed economic
cooperation between the two countries during a business forum held in
Yerevan today. The Armenian and Bulgarian presidents [Robert Kocharyan
and Georgi Purvanov] also took part in the forum. Robert Kocharyan
gave assurances that the Bulgarians would find reliable partners in
the form of Armenian businessmen. The president also stressed that
Armenia has a special attitude to the development of economic
relations with Bulgaria because of Bulgaria’s world position and its
experience along the road to European integration.

[Correspondent over video of forum] Several hundred businessmen
including the Bulgarian delegation today visited various Armenian
enterprises. The agreements signed during these meetings, as President
of the Armenian Union of Industrialists and Entrepreneurs Arsen
Kazaryan said, exceeded all expectations. Agreements were signed in
the spheres of machine building, the production of beverages,
cosmetics, pharmacology.

[Kazaryan] We attached great importance to the Bulgarian SOMAT [road
haulage] company’s intention. This company is supplying us with
ferries to transport vehicles between Georgia and Russia.

[Correspondent] The Bulgarian ports of Varna and Burgas are the main
road and window to the European markets for Armenia. Therefore the
Bulgarian company’s assistance is of great importance. They promise to
restore the ferry and to put it into operation from 15 to 25 October.

[Bulgarian Transport and Communications Minister, Nikolay Vasilev,
captioned, in Russian with Armenian voice over] This is also a part of
the TRACECA [Transport Corridor Europe-Caucasus-Asia] programme which
is of great importance for the European Union, as this road is an
alternative road to Russia. I am sure that as a result the volume of
import and export will be increased.

[Correspondent] The Bulgarian minister said that with his Armenian
counterpart [Armenian Communication and Transport Minister Andranik
Manukyan] they agreed on the main issue, the opening of a direct
airline route between our capitals [Sofia-Yerevan], which will be
implemented next year.

Last Sunday a fair of agricultural products was organized in the
capital of NKR Stepanakert. `The Festival of the Harvest’ was
organized by the NKR Ministry of Agriculture, regional administrations
of the republic, the CityHall of Stepanakert. The fair was held in the
Sasountsi Davit Street, near the Homeof Officers, and all the regions
except Shahoumian, the companies `Artsakhalco’ , `Academia’,
`Yengibarian’, `Dvin’, as well as farms participated in it. A wide
variety of goods produced in Karabakh was presented, such as fresh
produce, dairy products, alcohol and soft drinks, canned food. And
what is more, on this day the products were sold at prices reduced by
30-40 per cent. Approximately, products of 15 million drams were sold
on that day. Besides,`Academia’ Ltd. sold gardening tools at low
prices. There was also live music, and the visitors of the fair were
treated to barbecued meat, lavash and excellent wine brought by the
regional administrations. This festival will be held every year
hopefully involving more participants. Only it would be preferable if
the produce was sold on stands and not directly from the cars, which
caused long queues.

WHAT HAS ARMENIA NOT DONE? AND WHAT HAS IT DONE?

The presentation of Ilham Aliev at the 59th session of the UN General
Assembly can amaze an uninformed person primarily by the number of
negative characteristics to the address of Armenia. And the vocabulary
of the Baku speechwriters was actually reduced to one attribute:
`illegal’. Aliev Jr. took his time in making heartbreaking complaints
to the participants in the General Assembly, alleging that whatever
Armenia has been doing in the region is illegal. Having read through
the text of the complaint one can only wonder: is there anything
`illegal’ that Armenia has NOT done with regard to the neighbor
country?

Yet, a person who is well informed about the situation in the region
understands immediately that this ardent speech can hardly be classed
as a political statement. Moreover, the AR President was pursuing
several aims, of which even the wish to make the world community cry
is not a priority. Its main purpose most probably was the inner PR,
because it is obvious that the regime heir faces rather serious
problems within the country, also of image nature. And what can help
the self-establishment of a desperately striving politician attempting
to gain his place in his own country, than militant anti-Armenian
hatespeech? So Baku did its best, mobilizing the intellectual
potential of the governing elite to create an embodiment of some
regional evil that does everything `illegally’, thus preventing `poor’
Azerbaijan to easily develop and widen at the expense of the
territories of the neighboring nations.

Unfortunately, the imagination of Aliev’s speechwriters did not go
beyond the `treacherous policy’, leading to `illegal mass population
of Armenians on the territories occupied’, `illegal drug traffic’,
`illegal economic activity’, `illegal expropriation of cultural and
architectural heritage’ and other time of `illegal activities’ of
Armenians and their supporters. This set of illegalities of
replenished by a clichéé on `the failure to comply with the UN
resolution’, the refugees, whose number again increased – they no
longer make `about a million’, but `over a million’, `aggression’ and
`grounds for terrorism’ – and it seems to be all the Azerbaijani
President can say from the UN tribune. Also, Aliev Jr. stressed the
importance of the donor countries’ activation – apparently the money
inflow aiming at `postconflict rehabilitation’ of the areas that
suffered war got somewhat weaker.

A subject for a special discussion is refugees and donor funding. For
over ten years Azerbaijan has been howling aloud about `million
refugees’ in wretched conditions, although its has repeatedly been
proved that the number is exaggerated. For over ten year this country,
so proud of its oil reserves and fabulous potential has no funds for
the settlement of people, whose status became a subject for political
manipulations and blackmailing of international community since the
day they appeared in the capital. It has been repeatedly pointed out
(and it is not to be forgotten) that the housing and property left in
Azerbaijan by the ousted Armenians would have been more than enough to
provide the Azerbaijani refugees and internally displaced persons at
least with housing.

Yet none of the apartments left was given to a refugee, the property
of Armenians became a source of money for the senior Baku officials,
who later took foreigner to see the refugee camps and narrated how
disastrous their condition is, pleading for another million
dollars. The millions were allocated, flowing past these camps, the
conditions of the refugees did not get any better, because, apart form
the ethnic cleansings of Armenians, the Azerbaijani political elite
has learned and adopted the democide policy with regard to its own
nation, the condition of which interests the Baku authorities only
from the perspective of political aims and has long ago become only a
very productive reason for extorting the donor funding.

President Aliev should be ashamed today, ten year after the military
actions were stopped, to speak about the disastrous condition of `one
million refugees’. This also sets one to think whether there is really
any oil in the pipeline or the endless talks about the oil money and
the major oil projects are only bluff for naïve people, used,
again, to enrich a group of tycoons, who still find nothing is enough:
the huge poverty left by Armenians, the oil dollars, the millions
allocated to Azerbaijan for post-conflict rehabilitation? And is this
greed not the true reason for the continuing inner instability in
Azerbaijan, that induces its President not only speak from the
standpoint of aggressive hate of Armenians but also again put his hand
out for help to silence the greedy elite down?

Let us however turn back to the presentation of Ilham Aliev. It is
obvious that Azerbaijan is trying to get a new UN resolution imposed,
this time – of a bluntly anti-Armenian nature. Up to now, constantly
demanding the implementation of the UN resolution, Azerbaijan is not
quite sincere, hoping that everyone has forgotten the real content of
the resolutions. Actually none of the four UN resolutions on the
Karabagh issue says anything about the aggression of Armenian party,
as Azerbaijan states. Moreover, these documents can actually be
considered pro-Armenian, as none of them actually uses the phrase `the
armed forces of the Republic of Armenia’, but vaguely speaks about
`Armenian forces’, thus, in fact, recognizing them to be Karabaghi. It
should also be noted that the demand `to remove the troops from
occupied territories’ should have long been voiced by Armenia. None of
the UN resolutions specified which are the occupied territories. And
if we speak about the troops withdrawal from the perspective of
international law, the dominance of which is insistently demanded by
Baku, it is Azerbaijan that should remove its tropes from those
territories that have undergone the post-conflict rehabilitation with
the active assistance of international community and which Mountainous
Karabagh Republic can consider occupied. These borderline regions,
where huge funding of the same UNDP and other donors were spent on the
restoration of infrastructure damaged in war now live in peace. At
least, this is what the world assistance what for, and it is not up to
us to ask what the millions of dollars were spent for. So why not take
out the troops and thus eliminate the tension source?

Let us now consider the position of the Armenian party. Naturally, the
first response when reading the stream of lies, hate and
desinformation that came crushing on our country and people was: why
was no response made by the head of Armenia? Why, instead of going to
General Assembly session, like Aliev and Sahakashvili did, Kocharian
went to China – it is hard to believe that the President did Nat
realize what the presentation of Aliev will be like and what the
response in Armenia to his Chinese voyage on these days would be – the
situation was easy to predict?

The response was partly given by the Armenian Foreign Minister Vartan
Oskanian in his presentation, and it became easier. However, the
question of why Kocharian did not speak in New York himself, thus
making the words weightier will be discussed for a long time – and in
unfavorable light for him, too.

We will dare to suppose that the visit to Beijing on these very days
is not incidental, but a well-thought tactic step. China is not only
increasingly gaining weight in world processes, but also a member of
the UN Security Council. And if this body decides to pass another
resolution on Mountainous Karabagh, Armenia will urgently need a veto
of a member – and why not China? Emotions on the tribune can be a good
PR step, but the real politics is made in the backstage. How much we
suffered because of the inability to use backstage as a political tool
– so may be this time we should trust this approach?

WHAT OIL PRICES AND THE CASPIAN REMIND OF

The lack of stability in different regions of the world and the
increasing oil demand in Far East, in particular, China and India,
resulted in oil price increase to 50 USD. The Caspian oil has not as
yet taken its position in the world market; however, under the
circumstances its importance increases.

The profitability of investment in Baku-Tbilisi-Ceyhan pipeline, on
which Turkey insisted, was once again proved. The oil price increase
pleases all the investors in the Caspian.

The BTC pipeline, the construction of which at first seemed to be a
dream would be launched next year already. And the oil of Azerbaijan,
and later – of Kazakhstan will flow to the Mediterranean via
Ceyhan. So far Azerbaijan uses Baku-Supsa (Georgia) and
Baku-Novorossiysk (Russia) pipelines. But the bulk of oil awaits the
launch of Baku-Ceyhan pipeline.

Should everything go as predicted, the first tanker with Azerbaijani
oil will depart from Ceyhan Terminal in the first half of 2005. The
officials of Azerbaijan and Turkey announce there will be no delay,
and the pipeline will be launched in May next year the latest. It is
also expected that the gas pipeline constructed simultaneously, will
reach Erzrum next year.

The projects will somewhat milden the tension in Turkey which is very
dependent on imported oil and gas. Turkey will remain a consumer but
will also become an important transit linkage. The projects are also
important for the USA and Europe.

Along with this other development occur around us too. Iran intends to
start importing natural gas to Armenia. The final agreement of
constructing a pipeline was signed by the two countries in early
September in Yerevan.

The construction of the Armenian part of the pipeline will be funded
by the Iranian Exports Development Bank that will give Armenia a loan
of 30 million USD. By the agreement, the loan will be repaid through
the electricity generated with the use of Iranian gas. Among the
bidders for the construction of this part of the pipeline is the
Russian `Gazprom’ company. The pipeline, the cost of which is
evaluated to be 220 mln. USD, will be launched in 2007.

Armenia and Iran divided the construction into parts so as not to
exceed the 30 mln USD threshold, imposed by the USA. The D’Amato Law,
passed by the US, imposes sanctions on companies who sign agreements
with Iran for amount exceeding 40 mln. USD.

In 1997 in the same way Turkmen gas was transported via Iran.

Important are the developments in Central Asia, too. Kazakhstan, who
uses Russian routes to market energy, in 2001 launched the Caspian oil
pipeline that goes to Novorossiysk. The capacity of the pipe comes to
28 mln. tons of oil, which is not enough for Kazakhstan, whose
production and exports grow. The need for a new pipeline has matured
so as to start the development of new fields.

There is news of new routes to China, too. Last week the second stage
of the pipeline construction started to transport oil from Kazakhstan
to China. This is the first oil route from Kazakhstan that bypasses
Russia. The oil pipeline from the western Kazakhstan will reach the
Chinese Kansu province. The length of the pipeline makes 1,000
km. Its construction will end in 2006 and the first oil will flow to
China. The capacity of the pipe is 10 million tons.

The cost of the project, implemented with the financial guarantee of
China is 700 million USD. At the last stage the length of the
pipeline by 2011 will reach 3,000 km, the capacity rising to 20
mln. tons. The overall cost of the project will make 3 billion USD.

Big money and bog project. The main task of china today is to secure
the growing oil demand, diversifying the sources. Thus the project is
of vital importance to China. And Kazakhstan is getting a new,
insatiable market.

The oil of the Caspian will be much talked about in future.

AZERBAIJANI GOLD FILLS ARMENIAN STATE BUDGET

The problem of Armenia’s illegal use of gold deposits, located on the
occupied territories, will be resolved at International Court.

Starting from next year, `royal tax’ – `royalty’, collected in many
countries for the use of natural resources, is introduced in
Armenia. In Armenia, like in many other countries (for the exception
of USA and some others), deposits are absolute property of the state,
which takes its `royal’ share from the use of mineral resources. In
accordance to the new legislation, royalty is calculated as 1% from
the sale of extracted mineral resources, excluding depreciation and
capital expenditures of the deposit exploiter.

The largest payers of this tax, to fill the neighbors’ state budget
still more, will be exploiters of gold deposits. The greatest part of
them is located on the occupied territories. Thus, the Armenian budget
will be replenished with Azerbaijani gold.

The Azerbaijani side has repeatedly raised the issue of Armenia’s
illegal use of Zodsk (Soyudlin), Drmbon (Gyzylbulag) and other
deposits. However, for the time to come Armenians manage to attract
even foreign investors to their mining. Thus the owner of Ararat Gold
Recovery Company (AGRC) is a Canadian First Dynasty Mines company that
controls the operation of both Sotksk (Zodsk), Meghradzor deposits and
the Ararat Gold Recovery Company. Their project is scheduled for 10
years and may be prolonged for additional 10 years. For the present
time, FDM has invested over 30 million USD in Armenian gold-mining
industry, particularly in the construction of gold recovery company in
Ararat, preliminary exploitation of Zodsk deposit.

One more investor – Indian Sterlite Industries, Ltd Company – operates
this very disputable deposit. According to Armenian media, the volume
of investments, planned for this project in 2004, is evaluated at
80-100 million dollars.

By the way, it turned out that the investor, having invested his
capital in the project, lost twice. Not only will the greatest portion
of the deposit, located on the occupied territories, immediately after
the resolution of Mountainous Karabagh conflict and even earlier be
claimed by the Azerbaijani side, but also the preliminary data on the
gold deposits, revealed by Armenian State Commission on Resources,
were inflated for 50% at the least. Thus, instead of the planned
content of about 6-7 grams per ton of precious metal in the ore, the
actual content does not surpass 2-4 grams per ton. Therefore, the
investors now have to conduct preliminary investigation for revealing
the actual amount of the reserves…

Meanwhile, Azerbaijan, as it was reported, takes all possible measures
to prevent extraction of gold from the deposit that lies on the
occupied territories. According to `Echo’, the head of the National
Service of geological investigation at the Ministry of Ecology and
Natural Resources of Azerbaijan, Shahbeddin Musaev, Zodsk deposit was
discovered in 1951 on the border of Kelbajar region from Azerbaijani
side and Basargechar region – from Armenian side. Despite the fact
that the greatest part of the deposit (75% of gold reserves) was on
the territory of Azerbaijan, the order of Geology Ministry of former
Soviet Union transferred it, for unknown reasons, to the Armenian
Geology Department. Its exploitation was started in 1976. In 1992, the
work was suspended because of Karabagh war. Throughout 1977-90, 27,6
tons of gold were extracted in this deposit, of which 20 thousand tons
– from the deposits located on Azerbaijani territory.

According to Sh. Musaev, the Ministry of Ecology and Natural Resources
seriously tackles the problem of putting a ban on operation of gold
deposits, located on the occupied territories. `The Armenian decision
for introducing royalty made us take more serious steps. Our Minister,
Huseyngulu Bagirov raises this issue at practically each international
forum, makes radical statements. We sent our statements, protests to
many organizations. Now, due to the active participation of the
Minister, foreign law firms got interested in this problem’.

Azerbaijani side is now seriously concerned with passing the dispute
to the International Court of Arbitration. Foreign experts are already
invited to help Azerbaijani lawyers work out documents for the
court. According to a government source, the Azerbaijani side has
activated all the diplomatic and legal resources, involved all state
structures responsible. `We want royalty, taxed for the use of
Azerbaijani mineral resources, to be paid to the state treasury of our
country and not to Armenia’, the source stated.

Del Ponte Renews Call for Arrest of War Crimes Suspects

BELGRADE, Serbia-Montenegro — Chief UN prosecutor Carla del Ponte
said Monday (4 October) that she expects Serbia to arrest Ratko Mladic
and other war crimes indictees within days or weeks. Speaking to
reporters after a meeting with Prime Minister Vojislav Kostunica, she
insisted that Mladic was still hiding in Serbia and that none of the
officials she met had been able to prove the opposite. Del Ponte added
that she had received assurances from Kostunica that Serbia would
co-operate fully with the UN tribunal. The prosecutor is due to brief
the UN Security Council in November. She signalled that she expects

Patten, Solana Expected in Belgrade

BRUSSELS, Belgium — European Commissioner for External Relations
Chris Patten and EU security chief Javier Solana are visiting Belgrade
on Tuesday (5 October) for talks aimed at accelerating
Serbia-Montenegro’s EU integration through the so-called “twin-track”
approach, according to an EU press release. Patten has said the
approach will keep the country from lagging behind its neighbours. He
also stressed that Belgrade’s co-operation with The Hague tribunal is
crucial. On Monday, Serbia-Montenegro and the EU signed a framework
agreement for participation in EU programmes, ensuring financial

NATO Plans to Transfer Military Command in BiH to EU on 2 December

handover of military command in BiH from SFOR to EUFOR will take place
in Sarajevo on 2 December, according to BiH Presidency Chairman
Sulejman Tihic. After talks Monday (4 October) with international
community envoys, Tihic said the BiH presidency would ask the UN
Security Council to adopt a relevant resolution. The envoys reiterated
that BiH’s lack of co-operation with the UN war crimes tribunal

Albanian Opposition Threatens Mass Protests if Election Reforms Not
Settled Soon

TIRANA, Albania — The main opposition Democratic Party (DP)
threatened on Monday (4 October) to stage mass protests if the ruling
Socialist Party (SP) does not settle the stalemate in the electoral
commission soon. DP official Jemin Gjana said the SP should
demonstrate it is willing to hold free and fair elections. The warning
follows the ruling party’s announcement that it will ask parliament to
extend the deadline for approval of electoral reforms by the

Former Muslim Commander in Srebrenica Stands Trial

THE HAGUE, Netherlands — Naser Oric, the former commander of the
Muslim forces in Srebrenica, is to appear before the UN tribunal on
Wednesday (6 October) to answer war crimes charges. He is charged with
destroying 50 Serb villages and driving their population out of the
area. He is also accused of failing to prevent cruel treatment and
killings of Serb prisoners by troops under his command. Oric was

Croatia Hopes New Slovenian Government Will Work to Improve Bilateral
Ties

ZAGREB, Croatia — Foreign Minister Miomir Zuzul expressed hope on
Monday (4 October) that the new Slovenian government, no matter who
forms it, would contribute to improved bilateral ties. He described
Croatia and Slovenia as friendly countries with common objectives as
well as their own interests. The change in government follows
elections last weekend.

In other news Monday, Croatia nominated two law professors, Mirjan
Damaska and Davor Krapac, to serve as “friends of the court” at the UN
war crimes tribunal. The move is a step in the process of referring a

Turkish Cypriots Given Representation Rights at PACE

STRASBOURG, France — The Parliamentary Assembly of the Council of
Europe (PACE) gave the go-ahead Monday (4 October) for members of the
Turkish Cypriot Parliament to participate in PACE meetings. The
decision means that Turkish Cypriot lawmakers will not need to obtain
permission from Greek Cypriot authorities, and will participate as
“representatives of the Turkish Cypriot Community”. PACE President
Peter Schieder stressed the move does not mean recognition of the

EC Questionnaire Distributed to Macedonian Ministries

SKOPJE, Macedonia — Macedonia’s deputy prime minister in charge of EU
integration, Radmila Sekerincka, announced Monday (4 October) that the
translated European Commission (EC) questionnaire has been delivered
to all ministries. She noted that the document includes 1,922 sections
with over 3,000 questions, most of which are directed to the
ministries of economy, finance and labour. The government is to submit
its answers to the EC by 31 January as part of its bid to receive

Bulgaria Reaffirms Support for Croatia’s Euro-Atlantic Integration Bid

SOFIA, Bulgaria — Prime Minister Simeon Saxe-Coburg reaffirmed
Bulgaria’s support for Croatia’s Euro-Atlantic integration bid, during
talks with Croatian Parliamentary Speaker Vladimir Seks on Monday (4
October). The two agreed that bilateral relations are good but should
be strengthened. In Sofia, Seks also met with Bulgarian counterpart
Ognyan Gerdzhikov and President Georgi Parvanov.

In other news, Parvanov kicks off a four-day trip to Armenia and
Azerbaijan on Tuesday. Transport and Communications Minister Nikolay
Vassilev and mayors of several Bulgarian cities are accompanying him.

Meanwhile, a four-day exercise involving the military and police is
under way at three bases in Bulgaria. The drill aims to bolster

Greek Parties Request Committee to Investigate Weapons Procurement

ATHENS, Greece — Representatives of the ruling New Democracy party
and the opposition PASOK separately submitted requests Monday (4
October) for the formation of a parliamentary committee to investigate
questionable weapons contracts. The New Democracy is insisting on a
probe into two agreements signed by the previous PASOK administration,
related to the procurement of anti-aircraft systems and anti-artillery
radar. Though PASOK denies any wrongdoing, it favours an investigation
into all weapons contracts signed by the previous and current
governments.

Also Monday, an Olympic Airlines flight was forced to divert amid
claims of a bomb on board. It was the third such incident involving
the airline within the last month. The London-bound plane landed in

Industrial Production in Armenia Increased 2.4% in Jan-Aug 2004

INDUSTRIAL PRODUCTION IN ARMENIA INCREASED 2.4% IN JAN-AUG 2004

YEREVAN, OCTOBER 1. ARMINFO. The volume of the industrial production
in Armenia in Jan-Aug of the current year as against 2003 increased by
2.8% and totaled 330.9 bln drams. Not taking into account the
energetic sphere, gas supply and water economy it increased by 2.6%.
National Statistical Service of Armenia informed ARMINFO, in Aug as
against July 2004 the volume of industrial production increased by
5.9%. Industrial production worth 326.8 bln drams were sold in the
period under review, including in CIS countries – 30.9 bln drams, and
other countries – 89.7 bln drams.

A considerable growth was registered in production of textile goods in
Jan-Aug of 2004 as compared with the same period of 2003 – the index
made up 222.8% and production of textile goods – 207.2%, nonmetallic
mineral products – 128.5%, in production of tools and devices –
124.8%. in production of finished clothes and leather working –
122.1%, in production of finished metallic goods – 113.2%. The most
considerable fall has been fixed in production of jewelry goods – the
index made up 85.6%, in working of wood 97.1% and metallurgy industry
– 92.3%

In Jan-Aug 2004 energetic enterprises of Armenia had generated 4,097.6
mln kW/h electricity or 112.2% out of the index of the same period of
last year. Electricity produced by the Armenian Atomic Power Station
made up 40.6% of the total generation, in thermal power stations –
24.1% and in hydro power stations – 35.3%.

Production of bread and bakery products for the accounting period
totaled 196,400 tons. Production of beer increased by 23.9%, totalling
6,454,000 liters. Growth of production of flour by 9%, macaroni – by
104.5%, production of vodka by 30% and wine 28.5% were registered in
the period under review. Production of cigarettes and meat products
decreased by 12.9% and 22.6% respectively.

Production of aluminum roll grew 9.2 times, black copper – by 26.8%
zinc concentrate – by 13.8%, molybdenum concentrate – 4.1%, and of
copper in copper concentrate and aluminum foil decreased by 1.9% and
97.5% respectively.

28 September: Azerbaijani sources have confirmed that Azerbaijani
Defence Minister Safar Abiyev and US Deputy Assistant Secretary for
European and Eurasian Affairs Steven Pifer on Tuesday [21 September]
discussed prospects of military cooperation, including the stationing
of US military bases in this country. This report has caused Armenia’s
concern.

The matter is that according to some reports, it is planned to station
US military bases on territories under the control of Armenian forces
in the so-called “occupied” districts of Cabrayil, Fuzuli and Zangilan
[southwest Azerbaijan], which, incidentally, border on Iran.

When reports about the return of “occupied” territories cropped up
again, the talk was precisely about those three districts, which,
undoubtedly, are of strategic importance both for the Nagornyy
Karabakh Republic and Armenia, and also in this case for the USA,
which is about to realize its far-reaching goals.

The secretary of the Justice bloc faction, Viktor Dallakyan, said that
there were two arguments in favour of deploying US military bases
on liberated territories. “First, the USA is interested in putting
into operation roads and the Baku-Ceyhan oil pipeline. Second, the
US presence in these districts is important for the USA to establish
control over Iran and unleash actions at the right moment.”
