ArmInfo. Today at 3:30 PM about 10.000 supporters of the first Armenian
president Levon Ter-Petrosyan walked from the Meshrots Avenue, reached
the beginning of Bagramyan street and went towards Tsitsarnakaberd
memorial complex.

As ArmInfo correspondent reports, policemen were trying to hinder
walking of the participants in the demonstration at the traffic way,
but they did not manage as several thousand strong people did not
find room at pavement. At present participants in the demonstration
are walking at the traffic way towards the memorial. Policemen have
stopped trying to hamper them any more.

As it was expected, the demonstration has turned into a political
action, over which demonstrators are shouting: "Free independent
Armenia!". When walking near the president’s residence they
started shouting out "Serzhik go away!", "Levon president!" and
anti-governmental slogans.

LYONS, APRIL 23, NOYAN TAPAN – ARMENIANS TODAY. The fate of the
Armenian monument erected in one of Lyons’ squares has become
a subject of debate between the city municipality and judicial
authorities. Remaining faithful to his promise to Armenians, the mayor
of Lyons Gerard Collomb allowed to erect an Armenian monument in one
of the city’s squares. However, members of the union on preservation
of the historical nature of the city reminded that this square is on
the UNESCO list of squares subject to preservation so no changes can
be made here and the Armenian monument has to be removed. The union
members applied to Lyons administrative court that ruled the Armenian
monument to be removed from the square. The fact that the complaints
against the monument have been sustained does not mean that it has
to be destroyed.

In all likelihood the monument will be moved to some other place.

On Friday, April 25, 2008, the Armenian National Committee of Albany
(ANC of Albany), will host the 93rd annual commemoration of the
Armenian Genocide at Troy City Hall at One Monument Square.

"Every year, Armenian communities throughout the nation and the
world join together in remembering those that perished during the
genocide. Having lost a survivor, Enza Mategian who was just short
of her 95th birthday in July 2007, the time for recognition is now,"
commented Antranig Karaegozian, ANC of Albany Chairman.

Cong. Michael McNulty (D-NY-21), Mayor Harry Tutunjian of Troy, and
Mayor Michael Manning of Watervliet will be in attendance at the event,
and will speak and reflect on the importance of genocide recognition
and local activism. Also present will be Democratic candidate for New
York’s 21st congressional district, Darius Shahinfar, who is seeking
to replace the retiring Cong. McNulty.

Cong. Mike McNulty has served in the House of Representatives since
first being elected in 1988. Throughout his twenty years of dedicated
service to his constituents, he has been a staunch supporter of issues
of concern to the Armenian American community in upstate New York. He
has traveled to the Republic of Armenia, and has consistently received
an A+ rating from the Armenian National Committee of America for his
ardent support for genocide recognition and the self-determination
of Nagorno Karabagh.

Following the ceremony, a "Madagh" dinner sponsored by the Homenetmen
of Albany and a lecture by David Kherdian, an Armenian American
poet and novelist, will be held at the Armenian Community Center
in Watervliet.

On April 21 Nino Burjanadze unexpectedly announced her resolution
not to run for May 21 Parliamentary Elections of Georgia.

Opposition leaders and politicians account her decision for the
crisis in the Presidential Party, which threatens to split the
Government. Anyway, the Parliamentary Speaker refuses to lead the
"United National Movement" Party at the upcoming Parliamentary
Elections.

To her statement, she is not going to join the opposition and pledges
to always protect the state interests of Georgia.

"I have made a decision not to run for May 21 Parliamentary Elections",
stated Burjanadze at a special briefing on Monday. "My decision is
final and it is not liable to change. I hope the Georgians will vote
for the best candidate."

Nino Burjanadze will hold the position of Parliamentary Speaker until
May 21. At the Parliamentary Elections due on May 21 Foreign Minister
Davit Bakradze will lead the "United National Movement" Party.

Parliamentary Assembly of the Council of Europe (PACE) agreed to hold
a meeting of MPs in January 2009.

"We fixed the date at a meeting with Azeri delegation head Samed
Seyidov," said Davit Harutyunyan, chairman of the parliamentary
committee on state and legal affairs, head of the Armenian delegation
to PACE.

"The date was suggested by Lord Russell-Johnston, chairman of the
PACE Sub-Committee on Karabakh.

Postponement is conditioned by the internal political situation in
Armenia and the forthcoming presidential election in Azerbaijan,"

A memorial plaque dedicated to Honored Artist of the Republic
of Armenia Khoren Abrhamyan was unveiled at Yerevan, Nalbandian
Street 7 today. It was placed upon the initiative of the Union of
Cinematographers of Armenia.

RA Minister of Culture Hasmik Poghosyan, Honoured Art Workers Raphael
Kotanjyan, Harutyun Movsisyan, Head of the Union of Cinematographers
of Armenia Ruben Gevorgyants, the actor’s relatives and friends paid
homage to the memory of Khoren Abrahamyan. Author of the plaque Robert
Minasyan noted that it’s a great honor for him to create the great
actor’s memorial plaque. "Having personally known Khoren Abrahamyan,
I have tried to express his character and pride in the sculpture,"
Robert Minasyan said.

Ruben Gevorgyants noted that he has had the opportunity to work with
Khoren Abrahamyan. He expressed gratitude to the Yerevan City Hall
for supporting to prepare the memorial plaque. "We must pay tribute to
the work done by Khorebn Abrahamyan, which left its great trace in the
Armenian theatre and art," actor Raphael Kotanjyan noted, expressing
hope that Khoren Abrahamyan’s monument will soon be placed n Yerevan.

YEREVAN, APRIL 18, ARMENPRESS: Armenian Prime Minister Tigran Sargsian
presented today the re-appointed Education and Science Minister Levon
Mkrtchian to the staff of the ministry. Congratulating the minister,
T. Sargsian said that the appointment is very obliging and noted that
L. Mkrtchian will continue with pride his devoted activity together
with the staff of the ministry.

Referring to the main issues of the sphere, Tigran Sargsian said
that the realization that without serious reforms in the educational
sphere all the developments of the countries will collapse must
dominate. Without development of the educational sphere it is
impossible to reach modernization in different spheres. He said that
both all the problems of the country and successes are stemming from
the educational sphere. He called on the staff of the ministry to be
ready for serious reforms. Tigran Sargsian said that the new team of
the government will be a team of devotees and the Education Ministry
must also be a part for the solution of the existing issues.

The prime minister said that the creation of favorable education
environment must be milestone of the reforms. Education must be
complete.

"Uneducated people are dangerous, with an uneducated person it is
impossible to build a healthy society. If uneducated people have
their place in the society it is the problem of educational system,"
the prime minister said.

According to him, such educational system must exist which will prepare
staff relevant to the labor market. He noted with regret that the
university graduates are not satisfying demands in case when there
is a great demand of good specialists and the business world cannot
find professional specialists.

The prime minister also noted that in the contemporary world it is
impossible to live without continuative education. "First of all
young people must understand it, they are condemned to study till
the end of their lives and the reforms must bring to it," the prime
minister noted.

"I and Mr. Mkrtchian have a dream to establish All-Armenian University
where the best professors will teach, not only of Armenian decent
but world leading professors, and the students will be connected with
the global developments," the prime minister noted, expressing hope
that as a result of joint work it will be possible to bring the dream
into life.

Minister Mkrtchian thanked for the trust and noted that the reforms of
the sphere are always in the limelight of the staff of the ministry. He
said he is very glad that there is an opportunity to have discussion
with the head of the executive power and find directions for the
solution of the issues.

YEREVAN, April 16. /ARKA/. The necessity for long-term funds is one of
the principle challenges for the participants in the mortgage crediting
market, Head of the Financial Policy and Analysis Department, Central
Bank of Armenia (CBA), David Sargsyan stated at an annual meeting of
the Association of Mortgage Market Participants of Armenia.

Pointing out progress on the mortgage market, particularly longer
terms of redemption and lower interest rates, President Sargsyan
stated that the market participants will have to meet some challenges
in the near future.

"The matter concerns the attraction of long-term funds, which is
especially topical in the context of a crisis on the world mortgage
crediting market," he said.

David Sukiasyan, who chaired the Association’s annual meeting, pointed
out that to achieve this goal the participants in Armenia’s mortgage
market elaborated and introduced common standards of crediting.

"It will enable us to receive longer-term funds at lower interest rates
from foreign organizations and enter the secondary market," he said.

The Central Bank of Armenia (CBA) reports that Armenia’s banks had
issued 57.3bln mortgage credits by March 2008 against 53.4bln AMD by
the beginning of this year, their share in the total crediting volume
being 12.98%.

The Association of Mortgage Market Participants of Armenia was founded
in March 2006. At present, it unites 22 organizations: 11 banks
(Araratbank, Armeconombank, Areximbank, Inecobank, Armbusinessbank,
Byblos Bank Armenia, Unibank, ArmSwissbank, Armenian Development
Bank, BTA Investbank, Ardshininvestbank), four insurance companies
(London-Yerevan, Nairi Insurance, Sil Insurance, Ingo Armenia), four
credit institutions (First Mortgage Organization, Washington Capital,
New Horizon and Norvik), as well as three real estate agencies (M&M,
Alta VIP and Orran).

The news is officially confirmed. It is stated on the website of the
Helsinki Committee of the US Congress that the post-election situation
of Armenia will be discussed on the 17th of April.

Those responsible for forming the agenda of the committee base their
decision on the fact that during the past ten years, Armenia has
lived the most critical political crisis. Both the legality of the
presidential elections has been questioned by some opposition leaders
and the lifting of the emergency situation has been followed by some
measures that restrict the possibility of organizing public gatherings.

Both legally and politically organizing such hearings or discussions
can be seen as a standard procedure by any country especially in the
light of the fact that they restated the impact those discussions
would have on the Nagorno Karabagh peace process and the "Millenium
Challenges". Discussing both subjects could also politically be seen
as normal procedures for the United States given the fact that in the
first case it is a cosponsor in the group overseeing the talks, and
in the second case, the program is the result of a mutual agreement
between the two countries.

The reports that are going to be presented during those hearings and
the conclusions that are going to be drawn out of them are quite
clear. They cannot deviate from the overall political agenda that
the US employs towards the region generally and Armenia particularly.

There may be some delicate differences, presenting themselves directly
or indirectly; nevertheless, there is no doubt that once again we
will witness the preconditioning of the accomplishment of various
projects in the name of democratization.

However, the problem lies in another area in this case. It has been
announced that in addition to Mathew Bryza, the assistant deputy
US secretary of state, the discussions will be attended by Viken
Sarkessian, the Armenian President’s aide, and also by Arman Krikorian,
who is the political advisor of the former Armenian presidential
candidate Levon Der Bedrossian.

The two Armenian attendees have diametrically opposite outlooks on the
issues to be discussed. Whether they are going to voice their opinions
on the official stand or during non-official, sideway discussions,
it’s very clear from which perspective each will present his views. In
its effort to stage objective discussions, the Congress committee is
obviously trying to manifest the wide space of perspectives found in
the Armenian political stage by inviting the representatives of both
the party in power and the opposition.

However, in such a kind of panels and during discussions of Armenian
issues, there has not been any manifestation of the inner conflicts
of the Armenian political parties. No matter how much of national and
inter-communal differences or conflicts the Armenian lobby faced,
it always functioned having the higher interest of all Armenians
in perspective: that was seen in the case of the increase of the
aid to Armenian, the assertion of the right of self-determination of
Nagorno-Karabagh, the efforts against the military aid to Azerbaijan,
let alone the acknowledgement of the Armenian Genocide.

The representatives of the Armenian authorities and the opposition will
change the rules of the game if they move with national consciousness
and succeed in illustrating and discussing the post-election Armenian
situation in such a way as to avoid shedding any doubt on the process
of state-building in our country.

In order for us to anticipate the danger ahead, the Armenian factor
now, as always, in this delicate and sensitive stage, must disappoint
those who are eager to witness a sharp division in the Armenian
reality.
