Foreign Minister of Rwanda visits Armenian Genocide Memorial in Yerevan

YEREVAN, JULY 11, ARMENPRESS. Minister of Foreign Affairs and International Cooperation of Rwanda Vincent Biruta and his delegation visited today the Armenian Genocide Memorial in Yerevan on the sidelines of the two-day visit in Armenia.

The delegation was accompanied by Deputy Foreign Minister of Armenia Mnatsakan Safaryan, the Armenian Genocide Museum-Institute said.

Director of the Armenian Genocide Museum-Institute Harutyun Marutyan introduced the guests on the history of the Memorial and the three cross-stones located in the territory of the Memorial.

Vincent Biruta laid a wreath at the Memorial and the guests laid flowers at the Eternal Flame by paying a tribute to the memory of the Armenian Genocide victims with a moment of silence.

The Rwandan guests also toured the Armenian Genocide Museum, got acquainted with the temporary and permanent exhibits, and then the Foreign Minister left a note in the Honorary Guest Book.

The guests also visited the seminar hall of the Museum-Institute where a training for American teachers was being held.

Addressing the training participants, the Rwandan FM, as a representative of a country that faced genocide, highlighted such programs, expressing hope that it would be possible to prevent the repetition of genocide through education.

At the end of the visit the guests toured the Memory park where Vincent Biruta watered the silver fir tree planted by former Minister of Foreign Affairs and Cooperation of Rwanda Louise Mushikiwabo.

It is very difficult to overestimate the importance of the prosecutor's office as a state institution in the institutionalization of the state and ensuring  legal security.  RA Prime Minister Nikol Pashinyan stated this on  July 1 at a solemn meeting dedicated to the 104th anniversary of the  formation of the Prosecutor's Office and the Day of the Prosecutor's  Office, the press service of the government reports.

During the meeting, which was also attended by Acting Prosecutor  General Artur Davtyan, newly elected RA Prosecutor General Anna  Vardapetyan and representatives of the Prosecutor's Office, the head  of the Armenian government stressed that the Prosecutor General's  Office is perceived as the pinnacle, the culmination of the  preliminary investigation. <And I should emphasize the importance of  this role, because the other bodies involved in the preliminary  investigation, in fact, mostly operate behind the scenes, and the  prosecutor's office is the body that accepts the formed accusation  and defends this accusation in court, most often in open court  hearings. And if the prosecutor's office referred the accusation to  the court, it means that this accusation should be crowned with a  specific punishment, a specific verdict>, Pashinyan emphasized.

He noticed that behind every criminal case there are people, a human,  family tragedy. <But I want to emphasize the importance of this fact.   It is very important to be able to fundamentally, faithfully and  consistently follow the law in the presence of all these emotional  factors. Because if we give in to emotions over each of the human  tragedies, the result will be a public tragedy>, the Prime Minister  emphasized.

At the same time, Pashinyan noted that the principle of the  inevitability of punishment is the most important factor in the  formation of the state. <A few unpunished cases will indirectly or  directly and unfairly affect others. And in this regard, I want to  emphasize that yes, the prosecutor's office was established as an  institution, but I really like the idea that the law, as well as  criminal law, is an evolving process, and we must definitely follow  this, comply with this process and be able to comply the requirements  of the time. And we are following this path>, the head of government  emphasized.

Speaking about the statistics of arrests presented by the Prosecutor  General's Office, the prime minister pointed to half-empty prisons as  an important achievement. "But at the same time, we recorded that it  is difficult to conduct a preliminary investigation in Armenia if the  accused is not detained. When talking about the development of law  and legal thought, the most important criterion for me is the  effectiveness of the investigation, and, as a result, the  inevitability of punishment, in conditions where the accused is not  in custody. This is, of course, the most important question in my  layman's opinion, when it is possible to conduct an investigation  while the accused is at large as effectively as in the case of his  detention. Of course, it is clear that there are cases when the  arrest directly follows from the interests and the need for a  preliminary investigation. I give this example in order to emphasize  the direction in which we are moving today, including the government,  which bears the main responsibility for the policy being developed  and implemented," Pashinyan said.

The head of government also stressed the importance of the  anti-corruption fight and the effectiveness of the public  administration system. "We talk a lot about the fight against  corruption, which is of political importance to us, including in  terms of increasing the strength and effectiveness of the fight  against corruption in the law enforcement system. It is extremely  important for us to strengthen the law enforcement system as a whole,  as well as social guarantees for prosecutors, because this is a  really important factor. The point is not at all in mercantile or  material interests, but in the fact that we must give the  investigator, prosecutor, policeman and, in general, all employees of  state institutions the opportunity to focus on their work. Social  security, from my point of view, is to allow, first of all, to focus  on work. Of course, this issue is always at the center of our  attention, and we must consistently be able to follow this path. Why  are our wages so low? Because the state, due to circumstances known  to you and to us, is often unable to consolidate the resources of the  entire state, which should be concentrated in the state budget. In  other words, if we talk about corruption, they are a brake that does  not allow funds that should be concentrated in the state budget to be  concentrated in the state budget. Therefore, the fight against  corruption is the most important way to generate the necessary funds  to support our public spending, including the social security system  of the state and the law enforcement system>, the Prime Minister  stressed.

He also pointed out the need to improve the efficiency of the public  administration system. "Of course, the prosecutor's office in this  sense is perhaps one of the most compact state institutions, but one  must take into account the overall efficiency of work. Although in  many cases, including in the work of individual divisions of the  prosecutor's office, we see that sometimes there is a need to attract  new resources, for example, in the process of preliminary  investigation. Because when we talk about an increase in the number  of criminal cases, we often forget that the same number of people  with the same salary investigate this volume or deal with this volume  of cases.

I say all this in order to record that we are clearly aware of the  existing agenda, and the solution of this agenda is, of course, a  priority for us. I should repeat that all the problems that we have  are related to the degree of development of our state institutions.  Where we have a shortcoming, we must look for this shortcoming in all  state institutions, from the army, armed forces and ending with  ministries, departments and local governments. And, of course, the  basis of all this must be sought in education and the education  system, starting with primary, general, higher and postgraduate  education>, Pashinyan stressed.

He added that no matter how difficult the work of the prosecutor, no  matter how difficult it was before the war and well-known events, it  is even more difficult after it, due to well-known circumstances,  because new emotions have been added to emotions, many new tragedies.

It should be noted that on the occasion of the Day of the  Prosecutor's Office, by the decree of the President of Armenia, a  number of employees of the Prosecutor's Office were awarded state  awards for their contribution to strengthening law and order, which  were presented to them by Prime Minister Nikol Pashinyan.

Chain Theatre Play Festival to include Bompart play, Effigy

NEW YORK, NY – Effigy (currently listed by its former title, Idols) will be part of the selected voices that make up Chain Theatre Play Festival, a summer festival of New York City-based playwrights.

In Effigy, a young boy’s ADHD diagnosis causes family tension between his Soviet-era grandparents and modern progressive parents as they navigate differing values, personal history and political views. They wonder if his music will be enough for him to overcome his challenges.  

The play is written by Armenian-American playwright Nicholas Bompart, who has been recognized for his work both on film and in theater. Directed by Stefania Papadopoulos, the play will feature Lily Filippatos as Sophia, Dalita Getzoyan as Anna, Patrick Robinson as Andrew, Anthony Santoro as Sergei, and Benny Wilkinson as Alex.

Program #8, which includes Effigy, will be available in-person on July 10 at 7 p.m.; July 14 at 8:30 p.m.; July 21 at 6:30 p.m. and July 22 at 8:30 p.m. with one special livestreamed performance on July 21 at 6:30 p.m. 

The exciting festival will feature live performances created by the best independent artists at the Chain Theatre, one of the top Off-Broadway venues in New York City. Tickets are $22. 

Masks and proof of vaccination for all audiences is required. Performers, production team members and Chain staff are all vaccinated.

Armenia legislature majority faction member says there is ‘heated battle’ within ruling party

There is a heated battle within the ruling Civil Contract Party (CCP) of Armenia. Artur Hovhannisyan, secretary of the ruling majority "Civil Contract" (CC) Faction of the National Assembly (NA), told about this to reporters Friday in the NA.

Commenting on the press reports that there is a heated battle in the provincial council elections within the CCP, they have split into various wings, and are battling against each other in these elections, Hovhannisyan said. "Inter-party elections within the CC are always very heated. They are carried out according to democratic principles, and in that sense, yes, they are heated. Armenia’s ruling party nominates Anna Vardapetyan for Prosecutor General

The ruling Civil Contract Party has officially nominated Anna Vardapetyan for Prosecutor General.

Incumbent Prosecutor General Artur Davtyan’s term in office expires on September 16.

According to the Constitution, the Prosecutor General shall be elected by the National Assembly upon the proposal of the competent Standing Committee of the National Assembly by at least three-fifths of the total number of votes of the Deputies for a term of six years.

Armenian judicial watchdog dismisses Ruben Vardazaryan

The Supreme Judicial Council (SJC), a state body overseeing Armenian courts, has decided to dismiss its suspended chairman Ruben Vardazaryan.

The SJC approved a motion for disciplinary action against Vardazaryan, a judge of the Yerevan Court of General Jurisdiction.

"Ruben Vardazaryan’s powers are terminated on the grounds of a serious disciplinary violation," acting SJC head Gagik Jhangiryan announced on Thursday.

The decision takes effect immediately after its delivery and is not subject to appeal, he said.

Vardazaryan was suspended as SJC chairman after being charged with obstruction of justice in April 2021. Jhangiryan took over the SJC pending the outcome of the criminal proceedings.

Earlier on Monday, Vardazaryan released a secretly recorded audio of his conversation with Jhangiryan, who can be heard warning the official to resign or face criminal charges.

Sports: SADA Cup։ Winning start of Armenian team

Armenian men's basketball team got off to a winning start at SADA Cup international tournament held at Karen Demirchyan Sports and Concert Complex.

The Armenian team led by Rex Kalamian defeated Team USA with a score of 94-59.

Armenia's next opponent will be Iran. The game will take place on 25 June. The Syrian team also takes part in the tournament.

Armenian opposition to hold debate in central Yerevan on Wednesday

The Armenian opposition will hold a debate in a park near France Square in central Yerevan on Wednesday evening.

The debate will focus on the scandalous audio recording involving the acting head of the Supreme Judicial Council and Sunday’s deadly shooting in Aragatsotn Province, the opposition Hayastan alliance reported.

The speakers are Hayastan faction secretary Artsvik Minasyan, human rights activist Ruben Melikyan and lawyer Benik Galstyan.

After the discussion, lawmakers from the Hayastan and Pativ Unem blocs will talk to the people and answer their questions.

Pashinyan a ‘threat’ to national security, says opposition MP

Nikol Pashinyan poses a threat to national security and thus must be ousted, MP Aram Vardevanyan of the opposition Hayastan alliance said at a protest outside the building of Armenia’s National Security Service (NSS) late on Monday.

“Scores of dignified officers serve here. I strongly believe that those officers, seeing the anger of the people, will come to the conclusion that Pashinyan poses a national security threat and such people must not stay in power, they must be ousted,” the lawmaker said.

He blamed the incumbent authorities for the fatal shooting in the village of Nigavan on Sunday, which left two people dead and five others wounded. Also, he condemned the “absurd” instructions given to NSS officers.

“We have a clear-cut plan to lead this struggle to victory peacefully but with determination,” Vardevanyan said.

He urged officers of the law enforcement agency to respond to the deadly Nigavan incident.
